Lighting the Way and Navigating

the Future………..These words have inspired us in thepast four years as I laddered theDistrict Bridge to Commander. Ourchoice of mottos and logos in many ways does say it all andstring together truly what we believe. As we go forward in ourUSPS lives, no matter what we choose to do inside theorganization, these slogans signify where we are, what we areabout, and where we’re going. As we migrate through the changein the organizational structure, as I have suggested is necessaryto be successful in the future, there still remains in most of ourmembers a strong tradition in the real mission of USPS at theNational, District and Local levels. To achieve this mission, webalance among Education, Civic, and Social responsibility withevery day interactions with the public and ourselves. We castourselves as the group that Nun Can Do it Better to marchonward with our future challenges in the boating community.USPS does offer the best avenue for those interested in beingtotally involved in a complete and self-fulfilling boater’s program.I suppose that what I’m trying to say, “If you believe, then nothingis ever wasted.” Knowing that there may be some bumps in theroad, there is always a grand feeling of satisfaction in retainingthe mission and tradition in our squadrons. The hope of passingthe flag with confidence that it will continue to fly is awesome. It’sa little like the feeling after 30 or 40 years of marriage, where wecan settle back and play with the grandchildren with the biggest ofsmiles on our faces. Bringing the new children, young or old, intothe USPS playground is the most important thing we do, and wemust continue that effort to survive. Our new unified membershipprogram soon to be adopted everywhere in our Squadrons is aprogram that treats all members equally, either individually or as afamily unit in a common USPS universe. This new structureresolves issues in membership complexities and simplifies thedues gathering structure. As an age old student of engineeringwith a slight twist of teaching talents, I particularly find thateducation, as the backbone in the organization, must become thestrength guiding us forward. One strong belief I hold is that theteaching of safety and skills in boating becomes the bread of life

Many of our members tookthe First Aid/CPR course at the FallConference in Rockville. Among thetopics that have been discussed in connection with thesecourses is protection from lawsuits and liability under the“good Samaritan” statutes in force in many states.

Each state has its own set of laws on this subject, andit is important that those laws be reviewed to determine theirrequirements if someone acting in an emergency is to haveprotection from liability. For example, in Pennsylvania thereare separate statutes for medically licensed personnel, forveterinarians, for individuals trained to use automatedexternal defibrillators, for those rendering assistance tovictims of a personal injury crime, for nonmedical goodSamaritans, for coaches and umpires in sports programs,and on and on. You almost need a lawyer and a law librarywith you before you render assistance to someone in need.

But the one important aspect of protection for PowerSquadrons members who are not medical professionals isthat a current certificate of training from the American HeartAssociation, the American Red Cross, or other recognizedtraining organization is required to receive protection inPennsylvania.

So taking the training that is being offered to ourmembers is an opportunity that should not be missed. Onceyou get that certificate, be sure to keep it up to date eachyear. In that way you not only will have the ability to helpsave someone’s life, but you will be protecting your own aswell.

An added note of interest: there is a Pennsylvaniastatute purporting to render protection to officers, directorsand trustees of nonprofit organizations recognized under §501(c)(3) of the Internal Revenue Code, which includesUSPS®, its districts and squadrons. But the wording is suchthat the degree of protection is questionable. We will explorethat in a future edition of Notes and News.

The Brunswick Pilot is aliveand well in District 5.

During 2010, USPS agreedwith Brunswick Boat Group (BBG) topartner in offering USPS Universitycourses, seminars and hands-ontraining at Brunswick’s localdealerships. Since the dealerships areactually customers of Brunswick,rather than operating under itsdirection, Brunswick offers theprogram to dealers much like a newproduct for the dealer to carry. Thenit’s up to us to approach dealersindividually to sell our services, andhopefully get them to buy into theprogram.

For the pilot program, BBGidentified target dealershipsnationwide to get involved first.BBG’s list included selected District5 showrooms of Florida-based MarineMax, as well as six locally ownedshowrooms of Riverside Marine, Prince WilliamMarine, and Lynnhaven Marine. When I approachedthem, the respective managements of these dealershad disparate reactions. The most interest wasexpressed by Riverside and Marine Max; where wewill schedule classes in early 2011. The other twowill require more attention; both are currently usingother providers of boating safety education.

Otherwise in District 5, squadrons haveexisting relationships with Peters Marine, Clews andStrawbridge, and Stolzfus RV and Marine, all inPennsylvania. These were not targeted by BBG, butare to be adopted in the pilot program based on theexisting relationship. If your squadron offers classesat a dealer of Brunswick boats, let me know and I’lladd it to the list.

The pilot from the USPS University sideincludes the ABC3 course and four seminars: UsingGPS, Using VHF and DSC Radio, Anchoring, andTrailering. District 5 Education Department is

assembling regional teams of instructors who are expertin the seminar topics. Squadrons may draw upon them todeliver seminars in the pilot program and elsewhere asneeded.

The dealers benefit through enhanced goodwill andrecognition of dealer service, as well as increasedshowroom traffic. Both organizations will make acommitment to promoting events together, and will enjoygreater visibility to the public. This program allows us towork the “storefront concept”. Being seen in a bricks-and-mortar setting with a posted class schedule will conferpresence and permanence to USPS’ educational offering.Hopefully the implied endorsement of one another willbear fruit for both squadron and dealer.

District 5 Ship’s Store!

The District 5 Ship’s Store is an extension of theUSPS Ship’s Store that is located at NationalHeadquarters in Raleigh, NC. Being able to bringthis extension store to District 5 Conferences offersthe District membership a unique opportunity to viewand purchase USPS items and clothing. However,this doesn’t happen by itself. It requires a team ofindividuals that are willing to coordinate the operationof the Ship’s Store. Remember the first time youvisited the Ship’s Store and how excited you wereat being able to readily select and purchase USPSitems? How your friends inquired as to where youwere able to buy the great polo shirt? Well, District5 would like to be able to continue to offer thisexperience to its membership. The first string exists in thecurrent bridges of our squadrons, our Districtand our National ranks. As we watch and enjoythe Super Bowl in the new year, we ask whetherthe old USPS Bridge will get through and will thenew USPS Bridge be ready. But in reality, whereelse does the first string play so hard over andover again to make sure the goals of asuccessful organization are achieved, andwhere else than from the sidelines doreplacements move in and take over when thereis a need? We are USPS and will remain so fordecades to come. A new District 5 Bridge willtake command at Spring Conference. It will beanother great bridge to sustain the efforts, givethem your support. Come and be part of themission and tradition, the learning, and thecontinuing fun of it all!As always, I am inspired, I hope you are too!

“The National Boating Federation has reported that . . .”

NMMA, Engine Manufacturers File Suit on E15 Decision:The National Marine Manufacturers Assc. (NMMA) filed suitin the U.S. Court of Appeals for the D.C. Circuit, challengingthe October 13, 2010 decision by the EPA to partiallyapprove E15 for a subset of on-highway motor vehicles.NMMA has joined with several other manufacturing groupsin a newly formed coalition – the Engine Products Group(EPG) – in pursuing this legal challenge. NMMA expressedregret in having to pursue litigation, but stated that the EPAhas not fulfilled its statutory obligations to ensure the safeintroduction of E15. NMMA has urged full scientific testingon marine engines and equipment, as required by law, andthe rational evaluation of policy mechanisms to protectconsumers from misfueling and product failures caused byE15. In the meantime Congress is considering a bill thatwould shield retailers from liability suits for mis-fueledengines.NBF Letter to US Coast Guard:We have sent a letter to the Commandant of the USCG andthe Chief of the Office of Boating Safety, informing them ofour concerns for the safety of the boating public with thepresence of ethanol in marine fuel. While out on the waterat night, in a storm or in a fog, engine failure could havedisastrous consequences. To date the USCG does not

appear to view ethanol as a safety issue.

Seems like every month Icome back to the basics ofblocking and tackling inRecreational BoatingSafety and that’s the LifeJackets and the Wear It!Campaign. In my ownexperience, their use andwear is becoming moreprevalent even as statesamend their regulatoryrequirements such asMaryland has done forchildren. On a recentdelivery of a 53’ EagleTrawler from St. ThomasUSVI, 600 miles south, toSt Lucia, the ownerprovided comfortable waistbelt inflatables for inshoreand harbor use whileoffshore vests wereavailable for the four bluewater channel passages.While recently attendingJWorlds, the premierperformance sailing school in Annapolis for a 5 dayRacing Course – it was a mandatory requirement forthe crews to wear Life Jackets. Both power and sailcommunities, private and professionals, are embracingand requiring their use!

So with that said, Welcome to the 2011 NorthAmerican Safe Boating Campaign! As National SafeBoating Week (May 21–27, 2011) and the seasonapproaches, we are preparing for another campaign tospread the message of safe and responsible boating.This year, we will continue to educate the boatingcommunity about life jacket wear and the options thatare available when it comes to comfortable andlightweight life jackets.

With Rock fish and waterfowl season in fullswing, let’s look at Life Jackets for Angling andHunting:Today’s life jackets may not be what you think – manyare made specifically for anglers and hunters: they’re

lightweight, easy to move in, have multiple pockets for baitor ammunition, and even come in camouflage. Outdoor sports

enthusiasts can even besure their trustycompanions are safe onthe water, as there areeven life jackets forhunting dogs!

Much like a helmet toa biker or skate boarder,life jackets are anessential part of yourboating safety equipmentand should be worn at alltimes while on the water.In 2008, of the 709recreational boatingfatalities, over 89% ofthose victims were notwearing their life jackets.Life jackets are nowlighter, less obtrusive, andmore attractive than everbefore. The new inflatablelife jackets allow themobility and flexibilitythat you need whenboating, fishing, paddling,or hunting and are muchcooler in the warmer

weather. There are many different varieties of inflatable jacketsranging from those that inflate instantly when you hit the waterto those that are manually inflated. All are designed to be morecomfortable and wearable than the traditional life jacket.

Accidents can happen at an alarming speed anyplaceor anytime you are on the water. Although many boaters stowlife jackets on their boat, very few choose to wear them. Therejust isn’t time to grab a life jacket and put it on properly beforeyou are in the water. If you are faced with a strong current orunfavorable weather conditions you will not only have troublemaking sure you are safe and secure in your life jacket, butyou will be unable to help your friends, relatives, children orpassengers who have accompanied you in your boat. Wearingyour life jacket will allow you to be safe in case of an accidentand will also allow you the ability to assist others that may bein danger!

The D/5 winner now represents theDistrict at the Annual Meeting in February 2011 ascandidate for the national award. We congratulate Kip andwish him well at the National level; we will await theresults. District 5 will repeat the process in 2011.
