MARITIME AND PORT AUTHORITY OF SINGAPORE PORT MARINE CIRCULAR NO. 10 OF 2012 13 November 2012 Bunker Suppliers / Bunker Craft Operators / Bunker Surveyors Testing Laboratories Quality Management System Certification Bodies Shipping Community AMENDMENTS TO SINGAPORE STANDARD CODE OF PRACTICE FOR BUNKERING (SS 600:2008) AND SINGAPORE STANDARD SPECIFICATION FOR QUALITY MANAGEMENT FOR BUNKER SUPPLY CHAIN (QMBS) (SS 524:2006) The Maritime and Port Authority of Singapore (MPA) and SPRING Singapore’s Technical Committee for Bunkering, in consultation with the Singapore bunkering industry, had amended SS 600 and SS 524. 2 The amendments adopted the latest edition of the International Organization for Standardization (ISO) 82171 and its test reporting requirements as a benchmark. The amendments also tighten the quality of bunker deliveries and aligned the two standards to ensure their relevance in today’s evolving business environment. Details of amendments to both SS 600 and SS 524 are shown in Annex 1 and 2 of this Port Marine Circular, respectively. 3 From 1 Jan 2013, MPA requires all bunker deliveries and bunker surveys in the Port of Singapore to adhere to SS 600 and its amendments. An original copy of the SS 600 and its amendments shall be made available on board every bunker tanker for reference by the parties concerned. 4 Bunker suppliers shall liaise with their certification body accredited by the Singapore Accreditation Council (SAC) for quality management system (QMS) to certify their compliance with SS 524 and its amendments in the next annual surveillance or re-certification audit, whichever is earlier.

Code of practice for bunkering
AMENDMENT NO. 1 June 2012
1. Page 12, 1.3 Definitions (a) Replace the definition in 1.3.8 as follows:
1.3.8 Cargo officer An individual who represents the bunker supplier and is responsible for bunkering operations and documentations.
(b) Replace 1.3.18 to 1.3.21 as follows [insertion of the definition of Total observed volume
(TOV)]:
1.3.18 Total observed volume (TOV)
Volume of oil including total water and total sediment, measured at the prevailing oil temperature and pressure.
1.3.19 Vessel The vessel receiving bunker(s).
1.3.20 Water-indicating paste A paste containing a chemical that changes colour in contact with water. The paste, when applied to a gauging tape, gives an indication of the level of free water in the tank.
1.3.21 Use of “may”, “shall” and “should”
1.3.21.1 May – means a possible method or action 1.3.21.2 Shall – means a mandatory requirement 1.3.21.3 Should – means a preferred method or action

Replace 1.7.1 as follows: 1.7.1 Bunker suppliers shall, unless otherwise agreed by the buyer, supply bunker(s) of a quality which conforms to or is better than the standards set by the International Organization for Standardization (ISO) for "Petroleum products – Fuels (Class F) – Specifications of marine fuels" (ISO 8217). The values of hydrogen sulphide and oxidation stability shall be stated in the certificate of quality issued by the cargo provider based on samples taken at the cargo source. These two values shall be within the limits prescribed in ISO 8217.
For any contracted grade of bunker(s) which is not specified in ISO 8217, the bunker supplier and the buyer shall have prior written agreement with respect to the bunker specifications. The bunker supplier shall warrant that the bunker(s) is/are homogenous and stable.

5. Page 26, 2.3 Definitions
Delete 2.3 and 2.3.1 and replace with the following:
2.3 Definitions For the purpose of this Singapore Standard, the definitions in 1.3 of Chapter One shall apply.

Page 26, 2.4.1 Replace “The following documents shall be prepared by the bunker surveyor in respect of the bunker surveying operation:” with “A complete bunker survey operation shall include the following documentation that bears the name of the bunker surveying company accredited with the national accreditation body and the accreditation mark:”
7. Page 33, 2.9.4.1.1 Tank gauging (a) Replace Paragraph 3 with the following:
The bunker surveyor shall follow the procedure as set out in 2.9.2.3.2, 2.9.2.3.5, 2.9.2.3.6, 2.9.2.3.7 and 2.9.2.3.8.
(b) Delete Paragraph 4.
8. Page 56, Annex L Sampling procedures
In L.1.8, insert the following sentence after “The sample bottles shall be sealed in the presence of all parties with uniquely-numbered security seals.”
Once the sample bottle cap is tightened on the sample bottle neck, the sealing shall be done in a manner where the security seal passes through the aperture on the sample bottle cap and the aperture on the sample bottle that is on the opposite side to prevent the cap from being pried off.

Specification for quality management for bunker supply chain (QMBS)

1. Page 7, Clause 4 Definitions
Replace 4.3 to 4.15 with the following (amended the definitions of Surveyor and Cargo officer and renumbered the subclauses):
4.3 Bunker surveyor
The person who holds a valid bunker surveyor licence issued by the implementing authority.
4.4 Bunker tanker The bunker barge or tanker licensed by the implementing authority.
4.5 Cargo officer An individual who represents the bunker supplier and is responsible for bunkering operations and documentations.
4.6 Cargo provider
The company selling products to bunker suppliers for re-supply as bunkers to vessels. 4.7 Certificate of quality The certificate issued by a certified testing laboratory under the national accredited body certifying that the quality of the bunker(s) conforms to the IMO Regulations – Annex VI of MARPOL 73/78 and the standards set by the ISO 8217, whichever common quality parameter is more stringent.
4.8 Chief engineer
The chief engineer of the vessel who is responsible for receiving bunkers and documentation of the bunkering operation. The chief engineer may appoint a representative to act on his behalf.
4.9 Contractor
The company contracted by the bunker supplier to load, store, control, transfer and deliver bunkers on behalf of the bunker supplier. It comprises bunker craft operators and bunker suppliers licensed by the implementing authority.
4.10 Loading terminal Shore based oil and storage terminals or floating storage/tankers from which the bunker supplier loads the products from.

4.11 Master The master of the bunker tanker.
4.12 Product(s)
Marine Fuel Oil (MFO), Marine Diesel Oil (MDO) or Marine Gas Oil (MGO) procured by bunker suppliers for re-supply as bunkers to vessels.
4.13 Vessel The vessel receiving bunker(s).
