Chairman’s Message

Our other key annual fund-raising event Gala Charity Dinner 2014 was held successfully. I thank Dr Moh Chong Tau, PBM for his support and leadership of the Gala Charity Dinner Working Committee. We are grateful for the efforts and immense support given by all donors, the Working Committee and staff in this event.

In addition, Loving Heart is also strongly supported by our Civic Organisers who helped with the fund-raising, through the bidding of our items during the temple and Chinese Lunar 7th month events. I wish to express my earnest appreciation and thanks to our Founding Adviser Mr Lim Boon Heng; our Special Adviser, Deputy Prime Minister Mr Tharman Shanmugaratnam, Minister for Finance and MP for Jurong GRC; and our Advisers Mr Desmond Lee Ti-Seng, Minister of State for National Development and Mr Ang Wei Neng, MPs for Jurong GRC, for their invaluable guidance, support and presence in Loving Heart events.

Last but not least, my heartfelt appreciation to the Immediate Past Chairman, Dr Chua Song Peck, BBM for his contributions as Chairman, over the years. I hope to bring Loving Heart to new heights in its role as an outreach centre for the community, with the support from the Members of Management Committee, our Partners, Trustees, Patrons, donors and our volunteers. The year 2013 has been an eventful one for Loving Heart Multi-Service Centre (Jurong), as we engaged in a wide array of community activities and events in the past year.

Our school-based programmes Pupil Breakfast Scheme, S.T.A.M.P and S.T.R.I.V.E continue to expand their outreach to at-risk students. With Pupil Breakfast Scheme expanding yearly to provide the assistance in more schools, we also take into consideration the changing social needs and accommodate to the rising costs of living standards. This year, we are serving 21 schools, comprised of eight primary schools, 11 secondary schools and two special needs schools.

I thank Fairprice Foundation and South West Community Development Council (SWCDC) for their support with the co-sponsorship of this programme.

The S.T.A.M.P and S.T.R.I.V.E continues in the journey to develop students in academic and physical aspects, through the components in a holistic setting and activities. This year, Jurongville Secondary School and Shuqun Primary School have converted to the three-year S.T.R.I.V.E. In the next publication of our S.T.A.M.P/S.T.R.I.V.E booklet, we have more success stories of promising talents.

Our partnering schools have been supportive of our annual pledge cards fund-raising project over the years, and 2014 is no exception. This year, we achieved a new high with more than 10,000 cards given to 18 participating schools.

Loving Heart Multi-Service Centre (Jurong Central) was officially opened on 4 December 2004 by Mr Lim Boon Heng, former Minister, Prime Minister’s Office (2001-2011), former Member of Parliament for Jurong Group Representation Constituency (GRC).

Set up as a one-stop social service centre, located at Block 316 Jurong East Street 32 #01-279, the centre undertakes social projects within Jurong GRC and collaborates with relevant organisations to better serve the community.

The on-going services and programmes are:

About Us

A student youth programme was started which saw the opening of Loving Heart Youth Centre on 1 September 2006 at Blk 312 Jurong East Street 32 #01-319.

In 2012, our organisation name was changed from Loving Heart Multi-Service Centre (Jurong Central) to Loving Heart Multi-Service Centre (Jurong).

Both centres are currently managed by a staff strength of seven.

Loving Heart Multi-Service Centre (Jurong) continues to promote residents’ bonding in the neighbourhood. The centre’s aim is to focus on providing community services through maintaining the one-stop service centre for the Jurong GRC community.

Loving Heart Multi-Service Centre (Jurong) Management Committee consists of 15 members and the present term of office is from 1 June 2013 to 31 May 2015.

Pupil Breakfast Scheme

In 2006, Loving Heart Multi-Service Centre (Jurong) started providing free breakfast to Primary and Secondary School students in Jurong Group Representation Constituency (GRC) through its Pupil Breakfast Scheme (PBS).

Complementing the Ministry of Education Financial Assistance Scheme (MOE-FAS) and the Straits Times Pocket Money, the PBS commences at the start of every school term. Previously, students under PBS received breakfast voucher of $1.00 for Primary School level and $1.50 for Secondary School level for 150 school days. Since 2013, in view of inflation and rising food costs, the number of school days covered increased to 200 school days and the vouchers could be used for breakfast, recess or lunch.

Started with just 250 student beneficiaries in 2006, the PBS has since enlarged its reach. In 2014, there are 670 PBS student beneficiaries covering schools in both Jurong GRC and Yuhua Single Member Constituency (SMC) as well.

Today, there are eight Primary Schools, 11 Secondary Schools and two Special Needs Schools in the scheme. The total amount given out to these 21 schools was $176,000.

The PBS is proudly supported by NTUC FairPrice Foundation and South West Community Development Council (SWCDC). FairPrice donated $100,000 to the PBS, while SWCDC supported with a 1:1 matching grant.

Free Tuition

Established in 2005, Loving Heart Free Tuition Programme aims to assist the less-privileged children residing in Jurong GRC with their studies and revision.

Working adults and students take time out to volunteer as tutors for the Free Tuition programme. Every Saturday morning, some 25 students and 15 tutors gather at Loving Heart Youth Centre at Blk 312 Jurong East Street 32, for tuition. The students are grouped in pairs or threes and come under the supervision of a tutor. Students can learn more effectively and tutors can dedicate more time for each student in a smaller group setting.

During the school breaks, the students are treated to a host of fun activities such as Art & Craft workshops to learn new skills and engaging games to enhance the student-tutor relationships.

TCM Volunteers Gathering & Lunar New Year Celebration on 3 February 2014

Loving Heart Cheng Hong Satellite Free TCM Clinic

To serve the needy residents, Loving Heart Multi-Service Centre (Jurong) set up a free Traditional Chinese Medicine (TCM) Clinic with Cheng Hong Siang Tng as its partner. On 4 January 2010, the Loving Heart Cheng Hong Satellite Free TCM Clinic was launched at Loving Heart Youth Centre.

Led by two physicians and one pharmacist who are employed by Cheng Hong Siang Tng and a group of dedicated volunteers from Loving Heart, the clinic provides free consultation and medications to all patients of all races. On average, the clinic sees around 30 patients and receives a collection of around $100 of donations for each session.

The clinic opens every Mondays and Thursday, except public holidays, from 1pm to 4pm. Patient registration starts at 12.30pm to 3.30pm.

S.T.A.M.P / S.T.R.I.V.E Achievement AwardAfter a year of going through the S.TA.M.P / S.T.R.I.V.E programme, the teacher in-charge from each school can nominate up to three students for the Achievement Award. Launched in 2012, this award is to reward the students for their hard work and acts as an encouragement for them to continue working hard. Students are selected based on the improvement they made in academic achievements, behaviour or conduct.

S.T.A.M.P and S.T.R.I.V.EThe Sports, Tuition and Mentoring Programme (S.T.A.M.P) launched on 13 February 2006, aims to reach out to children and youth who are at-risk, within the school setting, through enrichment programmes. It takes on a holistic approach towards benefitting students in areas such as academic, physical and life skills through sports, tuition and mentoring.

For more sustainable results, S.T.A.M.P was enhanced and extended to a three-year programme known as S.T.R.I.V.E, launched in March 2011. S.T.R.I.V.E programme allows schools and Loving Heart to track the progress of students over a longer period of time and analyse the impact of the programme.

The programme consists of three components – sports, tuition and mentoring sessions. Students attend three sessions each week; each session covers one component.

Under the sports component, professional coaches are hired to train and improve the students’ physical skills and gain knowledge on the sports or hobbies they enjoy such as cycling, photography, soccer and basketball. Shimano (Singapore) Pte Ltd trained students on cycling; taught them about safety while cycling; and how to maintain their bicycles. Loving Heart engaged the services of Kaveman to teach the finer points of photography.

Under S.T.A.M.P, mathematics tuition sessions were conducted by professional tutors. Boys’ Town formulated ‘The Enhanced Learning Programme (ELP)’ for S.T.R.I.V.E tuition sessions which empowered students to study English and Mathematics more effectively.

Loving Heart also engaged Boys’ Town to train mentors on how to reach out to the youth. Mentors gained skills such as ‘how to understand and communicate with youths through lectures’ which is a Workforce Development Agency (WDA) certified course.

This year, six beneficiaries, three from Primary School and another three from Secondary School, were presented with the Achievement Award and received cash, book vouchers and Loving Heart Certificate of Achievement at the annual award ceremony.

S.T.A.M.P/S.T.R.I.V.E BookletThe S.T.AM.P / S.T.R.I.V.E booklet is a collection of achievements and a record of the students progress; featuring interviews with the Achievement Award nominees. Acting as a platform for the students to share their first hand experience in the S.T.A.M.P / S.T.R.I.V.E, the booklet encourages and empowers other students to participate in the programme.

The booklet also enables Loving Heart to share the success stories and memorable times the students have with the others.

Photography CompetitionThe Photography Competition is organised for students whose Sports component is photography. This competition allows them to showcase their photography skills and put into practice the photography tips they pick up from the programme.

Currently, there are two schools in S.T.A.M.P / S.T.R.I.V.E programme which have photography in their Sports component. Each student can submit two photographs for the competition in any of the three categories, namely Loving Heart, School and Open Category.

The winner will receive cash prize and a certificate of Achievement during the annual award ceremony.

Shuqun Secondary School Sunset Cycling Trip and Principal’s ChallengeShuqun Secondary School (SQSS) students from the S.T.R.I.V.E programme participated in two cycling events as part of their sports component activities. They took on active roles to share their knowledge of the sport, as well as promote safety awareness, which they had learnt from the programme.

The Sunset Cycling Trip held on 16 October 2013 was a post-exam activity for the students, and prelude to the Principal’s Challenge event on 18 October. Our Manager, Mr Leow Peng Kui flagged off the event where the students had to cycle from the school to West Coast and back. The students had taken on various responsibilities in preparation for the activity – such as planning the route, conducting safety and hazard checks, preparing the bicycles and maintaining cycling discipline.

SQSS and Yuhua Constituency collaborated in the school’s annual marathon event on 18 October, to garner donations of bags of rice for deserving families in the precinct. Ms Grace Fu, Minister for Prime Minister’s Office, Second Minister for the Environment and Water Resources, and Foreign Affairs, and MP for Yuhua, graced the event as Guest-of-Honour.

Prior to the marathon, students gave a briefing to guests on safety tips for cycling and suggestions for improvements. Thereafter, together with Ms Fu, the students and participants cycled to Chinese Garden, where a marathon was held. Rodalink Singapore was engaged by Yuhua Constituency to assist in this event.

Train the Trainers Workshop @ ShimanoTeachers and students from Shuqun Secondary School and Jurong Secondary School participated in the ‘Train the Trainers Workshop’ at Shimano for their S.T.R.I.V.E Sports component, conducted from 24 to 27 March 2014. During the workshop, they learnt about the different parts of a bicycle, cycling safety and how to assemble bicycles.

The teachers and students attended the workshop to gain knowledge on bicycles so that they can impart and share the knowledge with the other students in S.T.R.I.V.E programme.

Jurong Secondary SchoolJurong Secondary School (JSS), with support from our corporate sponsor Shimano (Singapore) Pte Ltd and National Parks Board (NParks), held a finale cycling event for the pioneer group of S.T.R.I.V.E students on 19 October 2013. The event was flagged off with a cycling trip in the West community zone Park Connectors.

The students were presented with certificates for their participation in the programme and gifts from Shimano. One of the participants was selected to share his experience being in the programme with the guests. At the closing of the event, JSS Principal, Mr Tham Kine Thong, presented Shimano with a photo memento in appreciation of their support for the school and the programme.

Civic Group DinnersThe Civic Groups comprising temples and 7th Month organisations from Jurong GRC and beyond have been strong supporters of Loving Heart Multi-Service Centre (Jurong) for many years.

Through the generosity of the Civic Groups, Loving Heart is able to extend our programmes and activities to reach out to more families, elderly and children.

Family Life Circle Adopt-A-HomeJurongville Secondary School (JVSS), with the support from Loving Heart, launched an initiative to give back to the community. Kicked off in 2014, JVSS students visit Bukit Batok Home for the Aged regularly to conduct and assist the elderly residents in various handicraft activities.

In the first two sessions, the elderly and students spent time to create artworks of hand-painted pebbles and wax resistance paintings with crayons together. Despite the differences in age and language, the seniors and the students enjoyed each other’s company and created a range of attractive artworks.

Through this project, Loving Heart hopes that the students can brighten up the lives of the elderly in the Home, by bringing them some joy and laughter. The objective of this project is also for the young ones to learn and experience the importance of bonding with the pioneer generation.

Case ManagementLoving Heart extends a wide range of assistance for Jurong GRC residents, to help tide them through when they encounter difficulties in their lives. The appeals for assistance include requests of referrals for financial assistance, employment and counselling. Other requests include enrolments into our Free Tuition Programme and applications for Food Gifts.

To provide the assistance, Loving Heart networks with various agencies. They comprise of the newly set up Social Service Offices, South West Community Development Council (SWCDC), Jurong Central and Jurong Spring CCC ComCare Fund Committees, Lakeside Family Centre, and Society for the Physically Disabled, among the many organisations.

Since 2007, some 480 cases have been managed by Loving Heart through walk-ins or referrals from our various partnering organisations and the Meet-the-People sessions.

Food GiftsFood gifts numbering close to 400 were given out to families in need during the period of June 2013 till May 2014. The duration of the assistance is reviewed on a case-by-case basis, depending on the family situation and could range from one-off to over 3 to 6 months or longer.

Loving Heart receives regular food items donations from corporate welfare organisations, schools and individuals of the community. One of our regular donors, Bo Tien Welfare Services Society, contributes rice and food gifts monthly.

Hong Kah Secondary School students and staff delivered over 30 food hampers on 10 February 2014, which they personally gift-wrapped for the families. The school has been donating on occasions for several years.

On 16 September 2013, civic organiser Sheng Leng Temple donated 17 food hampers to Loving Heart. In addition, there have been constant donations from members of the public as well.

With Other Organisations

Chinese Delegation VisitsDelegates from Suzhou and Foshan visited Loving Heart Centre on 16 July and 11 September 2013 respectively.

The visitors, who were on an exchange programme with National Community Leadership Institute (NACLI), learned more about our organisation, programmes and events. They participated actively in the dialogue session thereafter. The visits concluded with a tour of the Youth Centre and the Loving Heart Cheng Hong Satellite Clinic facilities.

Jurong Central One Community WalkJurong Central Constituency organised The One Community Walk for residents on 25 August 2013. The event originated from the nation-wide mass walking event which engages the residents from all the constituencies in Singapore.

Hua Yi Secondary School sent 20 students to participate in the Walk. Loving Heart was selected as the adopted beneficiary. Guest-of-Honour Mr Ang Wei Neng, MP for Jurong GRC presented the donation of $1,000 from Jurong Central Citizens’ Consultative Committee to Loving Heart during the event.

Jurong Spring National Day House Cleaning ProjectJurong Spring Constituency Youth Executive Committee (YEC) organized home cleaning services for two household units on 17 August 2013, as part of their National Day Project. Volunteers from Jurong Spring YEC and Yuhua Secondary School took part in the project.

Mr Desmond Lee, Minister of State for National Development and MP for Jurong GRC joined the volunteers in their services, and also helped to clean one of the homes. The volunteers also presented food hamper gifts to the residents at the end of the cleaning. Loving Heart conducted the pre-event briefing for the volunteers, and assisted on that day.

Jurong Central Project Love 2014Jurong Central Constituency, with participation from various community organisations such as Loving Heart, the schools and other community partners distributed food hampers and gifts to needy residents in the neighbourhood, on 25 January 2014. Guest-of-Honour Mr Ang Wei Neng, MP for Jurong GRC led the distribution of the items, together with the community and student volunteers.

With the help and coordination from Singapore Polytechnic Student Development Department, Loving Heart was able to gather 48 student volunteers to assist in this event.

Anglo-Chinese School (Independent) – Project Happy Day 2014Students of Anglo-Chinese School (Independent) Interact Club organised the event for the children of Loving Heart Free Tuition programme on 8 March 2014. The annual event was held at the school campus, as a project to foster relationship with their partnering community organisations.

The ACS(I) students planned a wide array of activities for the children, who enjoyed themselves in the various games and handicraft-making sessions. The volunteers also taught the children some basic keyboard and first aid knowledge. Gifts and toys were given out to the children at the end of the eventful day. ACS(I) provided transportation, lunch and the gifts.

E-Waves FishByte “Reeling Heart Together”Residents from Case Management were invited to an outdoor fishing event, organised and sponsored by E-Waves FishByte. The event was held on 1 June 2013 at the Nanyang Lake, within the campus of Nanyang Technological University.

The aim of the event was to encourage family bonding time. The participants were guided by the E-Waves FishByte’s volunteers on some practical knowledge of fishing. The fishing equipment and lunch were provided by E-Waves FishByte.

Parc Oasis Neighbourhood Committee – Visit to S.E.A. AquariumParc Oasis Condominium Neighbourhood Committee organised an outing to the S.E.A. Aquarium for our Free Tuition programme students, as part of their Parc Oasis Project Sunshine on 16 November 2013. A total of 20 students attended the outing with the residents, received goodie bags and food vouchers.

Volunteers and beneficiaries in Christmas with the Rising Stars

University of London’s Student Representative Council – Christmas with the Rising StarsSingapore Institute of Management, University of London’s Student Representative Council (UOL-SRC) invited Loving Heart Free Tuition programme students to a Christmas Party on 28 December 2013 at *SCAPE.

Some 22 students participated in the outing, where they played group games, were presented with goodie bags and treated to a buffet lunch.

Friends In Charity – Inter-Homes TelematchAn informal group of Republic of Singapore Navy officers; known as Friends In Charity, organised the event at Bukit Timah Community Club on 24 August 2013. The event was attended by 200 children and youths, aged between 7 to 17 years old, from 10 welfare organisations including Loving Heart.

The participants designed their team flag at the start, and pitted their skills and wits in various team-relay games put together by the volunteers. The aim of the event was to educate the children on teamwork

through the i n t e r a c t i o n . Transport, lunch and game prizes were sponsored by Friends In Charity.

Society of Tourist Guides Singapore – Outing to River SafariThe Society of Tourist Guides Singapore (STG) organised an outing for 48 students of Grace Orchard School on 8 December 2013, with Loving Heart as the coordinator, accompanied by eight caregivers and 22 STG guides.

The outing was fully sponsored by STG, including the attraction entrance fees, snacks from Panda Pau and lunch. The guides showed the students around the attraction and took time to patiently explain various exhibits to them. One of the volunteer, who is a professional caricaturist, thrilled the students with his drawings of them.

Civic Group Lunches for the ElderlyYin Sheng Dian, a civic group, invited 800 elderly from various Volunteer Welfare Organisations (VWOs), homes and organisations for a lunch on 3 July 2013 at Sungei Tengah Road. Loving Heart was invited and brought 40 elderly for the lunch event.

Another civic group, Jing Bao Tan invited 300 elderly from various VWOs, homes and organisations for a lunch on 26 July 2013 at Petir Road. The organisation provided wheelchair-friendly transportation so that the wheelchair-bound elderly could join in. The 90 elderly participants who attended from Loving Heart enjoyed the sumptuous lunch and were given red packets and food hamper gifts from the hosts.

Makino Lunch for the ElderlyMakino Asia Private Limited, Loving Heart’s Corporate Sponsor, organised a sumptuous lunch for the Bukit Batok Home for the Aged at its headquarters office on 5 September 2013.

Held in conjunction with Makino’s 40th Anniversary celebration, highlights of the fun-filled event included a cake-cutting session and the presentation of gift bags to the elderly by the Guest-of-Honour Mr Desmond Lee. Other memorable moments included a quiz on Singapore landmark, karaoke entertainment by Makino staff members and an Indian dance and dikir barat performance by students of Global Indian International School and Muhammadiyah Welfare Home.

Volunteers’ Appreciation Party 2013 (VAP)Our Volunteers’ Appreciation Party is organised every year to show our appreciation to all the volunteers, for their unwavering support through the giving of their time and energy in our programmes and events. Our volunteers comprise of students, working adults and retirees whose consistent support and efforts have brought about positive impact to our beneficiaries.

The VAP, held at the Singapore Discovery Centre (SDC) on 25 May 2013, invited volunteers to an action-packed 3D movie, followed by a guided tour of the SDC exhibitions and dinner. Mr Ang Wei Neng, MP for Jurong GRC and Adviser to Loving Heart graced the event as the Guest-of-Honour.

Civic Appreciation Dinner 2013 (CAD)Loving Heart hosts the Civic Appreciation Dinner annually to thank our civic group organisers and donors for their contributions and support. In 2013, the dinner was held at the Arena Country Club on 28 June 2013. The teachers of Eden School performed a repertoire of popular songs for the guests, while the performance by an artiste-look-alike entertainer delighted guests with comical antics.

Pledge Cards 2013In this annual joint project, 17 schools participated, some of which are also beneficiaries in our other programmes. A total of 9,800 cards were given out to the students of various educational levels. The

total of $155,665.09 was successfully raised. From these funds, 50 per cent of the amount raised was channeled back to the participating schools.
