BackgroundToday, the unprecedented growth of urban population in India has created infrastructure gridlocks in most of the cities. Universal access to safe water, sanitation, hygiene (WASH), and proper amenities for waste-disposal are the essential parameters of sustainable city-life. The vision of Swachh Bharat Abhiyan (Urban) for ensuring hygiene, waste management, and sanitation across the country by 2019 is arduous but achievable. The realization of this vision crucially hinges on the contribution of each citizen to attain completely sanitized, healthy, and livable cities and towns – a Swachh Bharat.

Equally essential for achieving desired outcomes of Swachh Bharat Abhiyan (Urban) is to evoke interests and demands for appropriate training for capacity building among different target groups, but crucially, the key implementing agencies like Urban Local Bodies (ULBs). Towards this end, it is important that severity of urban water and sanitation challenges are holistically reviewed for understanding difficulties faced by Urban Local Bodies (ULBs) in delivering basic services and determining the alternatives that can plausibly be opted as way-outs for effective and efficient service delivery by the ULBs as well as for strengthening the planning processes related to Urban WASH at the local level.

The summer school, organized by the TERI University & TERI in partnership with USAID and Coca-Cola Foundation, is an endeavour to capture the momentum created by the Swachh Bharat Abhiyan (Urban) to enhance cities’ livable environment through practical problem-solving approach. Working on sustainable development issues for nearly four decades now, the host organizations felt it compelling to create an appropriate platform for augmenting capacity among key stakeholders to address practical challenges associated with urban WASH sector.

This training envisages sensitization among government, non-government, and private sector mid-career professionals engaged with this sector to more systemic approaches. It includes analysing challenges of planning, implementation, and delivering effective sanitation services across different levels of administration and regulation, assessing sanitation vulnerable hot spots, comprehensive understanding of the community dynamics and behaviour, innovations in sanitation, risk analysis, monitoring, and evaluation of service delivery.

Learning OutcomesOn completion of this summer school, the participants are expected to:

Acquire an understanding on urban WASH and waste disposal issues and inter-linkage with Swachh Bharat Abhiyan.

Be able to analyse disparate challenges of WASH and waste-disposal in different socio-economic spectrum in urban India.

Be able to make critical assessment of challenges and risks associated with operations and management of service-delivery faced by ULBs.

Be able to comprehend alternative solutions for effective implementation of Swachh Bharat Abhiyan goals by ULBs.

Programme Highlights Unique opportunity to engage with multiple stakeholders in urban WASH and waste

management, across academia, government, industry, bi- and multi-lateral agencies.

Comprehensive lectures including discussions and analysis of cases, interaction and experience sharing with participants, open debates, field visit for a holistic, interdisciplinary, and solution-oriented and practicum-based learning experience.

Emphasis on real life problems and implementable solutions, linking to the concerns of ULBs.

On campus and online course delivery (online participants can participate in discussions through web-enabled Q&A format).

Target AudienceThe programme is designed for multiple stakeholders.

Mid-service level government officials from municipalities, municipal corporations; infrastructure related departments like public works and public health, urban planning, central ministries such as Ministry of Urban Development (MoUD), who are directly involved in city sanitation management and urban service delivery, are particularly encouraged to participate.

Academicians, corporate sector executives, social workers, NGOs, and others who have interest and stakes in urban WASH, waste management issues, City Sanitation Plan as well as private sector players engaged in production of toilet products, collection, and disposal of faecal waste matter, etc.

Postgraduate students and research scholars from various disciplines (Engineering, Medicine, Epidemiology, Public Health, Social Science, Basic Science, Social Work, etc.), interested in training for risk management in WASH-related urban service delivery.
