SUMMARY - WHAT DID WE START WITH?

Abandoned wellsite – sand covered. Concrete slabs in wellhead area. Upgraded with geomembrane in selected areas and then covered with gravel. Erosion of slopes.

Gravel access road – only a minor upgrade needed.

Limited resources – all activities tailor - made.

MAIN DEVELOPMENT AREAS:

Enthusiastic and resourceful operational team, however no operational safety system set and operable.

Prepare the facility for a time - limited operation

Established relations with the local community.

FACILITY AND RESOURCES

Set common set set of rules fro the contractors to follow while on the site.

Re-establish community communication ways – introducing new company.

HSE OPERATIONAL CHALLENGES

Mutual principles agreed by 10+ Contractors- mostly foreign;

EXTERNAL:

Crews commuting to well site – on narrow, slippery and unlit roads – used by local drivers as well (also timber cargo).

Logistics: congestion at the well site – with very limited truck / rest parking space available. Different travelling times

Operational planning and communication – also on HSE.

Traffic management. Crews aware of changing weather conditions.

SAFETY PERFORMANCE - COMPLETIONS

Aspirational target ZERO INCIDENTS met - ca. 25 000 manhours worked without a serious incident / HPI – by numerous service companies; lots of simultaneous operations.

Safety system established - based on best industry practices.

Near misses were reported, recorded and investigated. Main types: operational practices – mostly lifting ops, equipment failures , but also transportation issues – including those outside the site (side / access road – gravel surface).

GENERAL REMARKS:

Communicative, safety aware, and experienced crews, strong observance of safety regulations.

Documents: safety certificates / mediclas presented and available: great job on supervision side.

No protests from local community.

SOME OPERATIONAL RULES TO FOLLOW

Security staff responsible for POB (doubled for frac team)

Documents: medical and safety certificates available and registered by HSE / KRZ;

Fire fighting equipment: provide valid adequately to own operations (and submit a plan of its positioning as well).

Elevated attention on adequate PPE and site surface conditions.

Team Leaders: Direct supervision and responsibility on your team / equipment safe operation.

Shared resources: Forkilft / manlift / crane load mounting: use - subject to planning and availability. So contractors’ certificates in the matter are of value as well.

HSE Rep – on -site rather than in the office. Supporting role for organizing activities.

Barriers: language / abilites / experience – but the staff 99 % competent and aware.

Water handling and storage / pressure jobs – winter risk included.

PERMITS AND CONTROL

Monitor and report your water consumption – we plan the water draw activites accordingly (wells – up to 10 m3/h; network – up to 10 m3/ h – 22 – 6 hrs.)

Water freezes in sub-zero tempereatures – heat equipment prior to use;

Beware of wastewater you produce – it may freeze, too;

Waste:

Selective collection of waste will be arranged and followed;

Keep your workplace in order;

Watch out for spills – have your spill management sets ready.
