DEFINITION OF AN EMERGENCY An emergency situation is defined as anything that has the potential or does materially disrupt Little Priest Tribal College’s ability to do business and runs the risk of:

Safety for people, the environment and/or property Escalation in intensity Falling under close regulatory scrutiny Interfering with normal business operations Jeopardizing the positive image enjoyed by LPTC

SWITCHBOARD INSTRUCTIONS

1. The switchboard operator will be notified immediately when an incident has

occurred. Instructions will be given for the routing of all phone calls pertaining to the crisis situation.

2. If so instructed, the switchboard operator will provide news media with directions to the Executive Assistant’s office.

3. Under no circumstances should the switchboard operator answer questions from the news media and others about the situation. The response should be “A statement will be issued as soon as possible.” However, if a news release has been issued, the switchboard operator can read the release to the caller, but may not answer questions.

4. The switchboard operator should remain calm and treat all callers courteously and politely. The switchboard operator should not be intimidated, particularly by reporters who may seek instant information. “I do not know,” or, “I am not authorized to answer questions”, are both valid answers.

VISITOR’S PROCEDURES

As a visitor to Little Priest Tribal College (LPTC), we would like to make you aware of some of our safety procedures, security procedures and some of the access requirements that exist here.

Visitor Badges Official college visitor badges should be displayed at all time while visitors are on college property. Visitor badges may be obtained at the Admission Office.

Transmitting Devices Two-way radios and cell phones are normally not allowed to be used in the computer rooms, or designated restricted areas. They are allowed in office spaces, classrooms and rooftops of buildings.

Hazardous Materials All hazardous materials brought to LPTC property by visitors must be cleared through the President of LPTC and/or Maintenance/Security Director. All hazardous materials must be accompanied by a “Material Safety Data Sheet” (MSDS) form.

Fire Alarms Should a fire alarm sound, please evacuate the building via the nearest exit. Evacuation maps are located throughout the campus.

Security Alerts LPTC Security Alerts will be announced via the intercom when an actual alert or drill, security breach or terrorist alert is suspected. All personnel will follow the directions given.

LPTC Rules & Regulations Visitors and outside contractors will abide by all LPTC Rules & Regulations while on campus.

Remember, you are the most important person in ensuring your safety and security; please act responsibly. Should you note any safety or security problems while in the facility, or have any questions, or concerns, please contact the college President at LPTC ext. 108. Or in the event of an emergency call 9+ 911 or (402) 878-2222 (fire) or (402) 878-2245 (police).

NATURAL CATASTROPHES

Weather Natural Disasters

The College relies on the Village of Winnebago siren warning system for weather related

emergency situations. Public Safety/Facilities departments monitor weather conditions

via a weather alert radio and contact with local emergency agencies. When the Warning

sirens are sounded, or the President declares an emergency, an announcement will be

placed over the intercom that will alert employees, students, and visitors to take

appropriate action to either seek shelter or evacuate the premises.

Warning Level Priorities:

1. Secure safety of students and LPTC personnel.

2. If the campus is damaged call 9+ 911 immediately.

3. If the campus is damaged, keep students and LPTC personnel confined until

assessment is completed and their personal safety is determined.

THUNDERSTORMS

Observe the following rules if lightning is occurring or is about to commence:

Power down computers and turn off other electrical equipment (never unplug

electrical cords if lightening is occurring).

Avoid water fixtures, telephone lines, and any electrical conducting materials.

Stay inside buildings and off campus grounds.

TORNADO

Tornado WATCH

During a tornado watch, staff and students will be notified using the intercom

system through the telephones. At this time staff needs to review tornado

procedures with students (define where shelter is located, review drop and tuck,

discuss alarm signal, etc.).

Staff should keep an eye on the sky.

Maintenance staff should be prepared to shut off gas/electricity.

Designate staff to monitor radio and TV.

If severe weather is approaching, students and staff need to remain in the

building.

Tornado WARNING Sound designated tornado alarm or alternative alarm. Bring students and staff in from outdoors and from portable classrooms. Move all occupants to tornado shelter areas Drop and tuck Account for all students and staff Keep all exterior doors closed. Keep calm and quiet. Custodians should be prepared to shut off gas/electricity.

If building is struck by a tornado:

Call 9+ 911 for ambulance(s) and fire department if needed. If college is damaged, shut off gas/electricity. All staff should administer first aid until medics arrive. The injured should be moved as little as possible. All injured should be noted. Account for all students, staff and faculty. Search for any missing staff, students or faculty. Retain students and staff in the area until it is considered safe to leave area. Evacuate damaged area cautiously.

EARTHQUAKES

If an earthquake strikes while you are in a building, take cover immediately under a sturdy object covering your head, neck and face. Be prepared to move with the object to the extent possible, stay away from windows and items that might fall.

Do not attempt an evacuation during the earthquake. Also be prepared for aftershocks.

In outdoor areas, stay away from power lines, buildings and any objects that might fall. In an automobile, pull off the road away from over passes, bridges and large structures that might fall.

There is no warning period; therefore, all attention should be directed towards safety procedures.

FLOODS If a building/campus is declared closed during open hours, employees are required to secure their work areas for flooding prior to being released if dangerous conditions are not present.

UNNATURAL CATASTROPHES

FIRE, EXPLOSION, OR SIMILAR INCIDENT In all cases of fire, the police department must be notified immediately. Call 9+ 911 or (402) 878-2222 (fire) or (402) 878-2245 (police). Give your name and describe the location of the fire. Know the location of the fire extinguisher in your area and know how to use them. For minor fires that appear controllable, cautiously follow these steps:

IMMEDIATELY call 9+ 911, or sent someone else to call. Locate the fire extinguisher (marked with signs) Remove the pin from the extinguisher Aim the extinguisher at the base of the flames, and use a back and fourth motion

while discharging. Continue until the fire is out. For large fires that do not appear controllable, IMMEDIATELY call 911. Evacuate all affected rooms by pulling a fire alarm. If you are the last person out of a room, close the door behind you. DO NOT LOCK THE DOOR! If you become trapped inside a building during a fire and a window is available, place an article of clothing outside the window as a marker for emergency personnel. If no window is available, stay near the floor (more breathable oxygen is available) and shout at regular intervals to alert emergency personnel to your location. CHEMICAL SPILL Spill/Release Events are divided into three basic categories:

1. Spills/Releases That Are Immediately Dangerous to Life or Health (IDLH): A spill/release that, in the opinion of the lab supervisor or individual responsible for the chemical or area poses an immediate heath threat to the individual and/or occupants in the building. In this case:

Sound the fire alarm, if appropriate. Call 9+911 from a safe location, and provide the following information to

the dispatcher: Nature of emergency- Chemical involved- Building- Room number.

Remain on the scene to meet response personnel and provide additional information.

2. Spills/Releases That Can Be Cleaned Up By Lab Personnel: Attempt to clean up a spill/release if you and/or your supervisor feel that it is safe to do so. Guidelines include:

o You are thoroughly familiar with the hazards of the material.

o You have been trained to deal with spills/releases of the size in question. You have the proper Personal Protective Equipment (PPE), should it be necessary.

o The appropriate adsorbent/neutralizers are readily available. It is essential that you collect all spill clean up waste for proper

disposal. DO NOT PLACE IN OR AROUND THE REGULAR TRASH. Place the spill clean up waste in a closed container and label with contents. An example would be a mercury thermometer that breaks but the mercury is contained.

3. Spills/Releases That Are Not IDLH But Require Technical Assistance: If you or your supervisor feel that you do not have the proper training or equipment necessary to clean up a spill/release then notify Maintenance staff. An example would be a thermometer that breaks and scatters mercury across the floor.

FACILITY EMERGENCIES

BOMB THREAT Main Campuses

The person receiving the bomb threat via telephone or other means should remain calm and attempt to obtain as much information as possible regarding the caller and details about the location and expected detonation of the bomb. Record the exact words used by the caller. Ask:

o What time is the bomb set for? o Where is the bomb located? o What does the bomb look like? o Why are you doing this? o Who are you? Evaluate the voice and background of the caller:

Man, woman, child? Age (approx..) Accent, speech impediment, intoxicated? Background: music, children, conversations, typing,

airplanes, traffic, machine noise, etc. Use another phone to call 9+ 911 or (402) 878-2222 (fire) or (402) 878-

2245 (police) as judgment dictates, giving your name, location, and telephone number. Provide any information you may have in regard to the location of the bomb, the stated time given for explosion, and when the threat was received.

Respond to direction from the 9+911 officer. If instructed to evacuate, move a safe distance from the building (a minimum of 100 yards). Do not re-enter the building until instructed that it is safe to do so.

If you should note a suspicious-looking object or package, include this information in your report, but do not attempt to touch or tamper with the object.

Public Safety will take actions appropriate to the situation, including proper internal notification procedures and reports.

Off Campus Classrooms

Proceed generally as for LPTC campus sites above, realizing that College personnel will not normally be on-site to assist.

The first call should be made to 9+ 911 or (402) 878-2222 (fire) or (402) 878-2245 (police) to advise of the situation and obtain help.

Report a bomb threat to local on-site building authorities, as appropriate. Report a bomb threat to the nearest main LPTC campus.

TERRORIST ATTACK The United States of America has entered an era where we are subject to terrorist attacks. Unfortunately, terrorism usually takes the form of bombings, hijackings, biological and/or chemical attacks. Because acts of terrorism are unusual, education and pre-planning are the keys to preparedness. In the event of a terrorist attack, the following should be considered:

Do Not Touch, Cover, or Move Any Type of Device! Be aware of possible secondary devices Conduct evacuations as necessary Notify your local law enforcement agency or the Federal Bureau of Investigation.

If you are in a building or structure that is a target of terrorist activity, consider the following:

During the initial attack, you should seek cover under desks or tables, if these items are not readily available, move against an interior wall and protect your head with your arms. Move away form windows and balconies.

Do not use elevators and don’t be surprised if sprinkler system or alarms are activated. If you are able, immediately evacuate the area and move to a safe location. Leave search/rescue activities to responding authorities. Know where the emergency exits are located.

During evacuation procedures, immediately move away from the targeted location and seek shelter inside a secure area. Glass windows and other building materials may be dislodged and may fall outwards several hundred feet.

If you are outdoors near the targeted location during the initial attack, duck behind an item that will provide you cover, such as a tree or doorway, and get down as low as possible.

Consider the possibility of additional attacks or secondary explosions. EVACUATION When evacuation of a building is ordered, the evacuation will be done in an orderly and safe manner. All faculty, staff and students are to assemble in the designate assembly areas as indicated in the posted emergency maps. Evacuation orders may be given for multiple purposes.

Remain calm When the designated alarm sounds, prepare to evacuate. Take necessary personal

item, (handbag, keys, coat, medication.) Do not panic but walk quickly to the closest emergency exit. Do not use elevators. Do not use cell phones. Disabled individuals requiring assistance in evacuation should proceed to

stairwell entrance areas (floor landings, inside stairwell) and wait for assistance.

No one is to return to the building until an “all clear” signal is given. DEMONSTRATIONS & DISTURBANCES Demonstrations are generally peaceful, non-obstructive acts that should not be interrupted. Demonstrators should not be obstructed or provoked, and efforts should be made to conduct College business as normal as possible. A demonstration should not be disrupted unless one or more of the following conditions exist:

Threat of physical harm to people Threat of actual damage to College property Interference with normal operations of the College Prevention of access to office, buildings, or other College facilities.

If the demonstration escalates into an emergency situation, contact the local police at 9+ 911 or (402) 878-2245 (police). Disturbances could be any number of situations such as a domestic dispute or a heated argument between employees and/or students. It is imperative that you not physically intercede or try to restrain an aggressive individual. If the disturbance escalated into an emergency situation, contact the local police at 9+ 911 or (402) 878-2245 (police).

All individuals should leave the building immediately following the posted evacuation routes and move to a safe distance.

o Take necessary personal possessions. o Move away from the building at least 300 feet. o Reassemble at another campus building, which is not affected

by the threat. While exiting the building, do not use any telephones or electrical

switches or devises that might trigger an explosion. During regular business hours, contact the Maintenance Department After regular business hours contact the 9+ 911 or (402) 878-2222

VIOLENCE

HOSTILE INTRUDER OR HOSTAGE SITUATION The action taken at the scene in the first 15 to 20 minutes will have a significant effect on the outcome of the incident. We must address this critical period, as well as our role in supporting the law enforcement personnel who are dispatched to the scene. With this in mind: INITIAL RESPONSE (Contain and Isolate)

First person to notice intruder (person with a weapon or person who is upset or acting out of control) will call 9+ 911 or (402) 878-2222 (fire) or (402) 878-2245 (police) when its safe to do so. Be prepared to give a detailed description of the situation.

Notify President’s Office at LPTC: As faculty/ staff of LPTC, when the alarm is heard, implement the following for the classroom/room you are responsible for:

1. Lock the classroom door. 2. Do not allow students or college visitors to leave the room. 3. Be seated on the floor next to an interior wall away from windows and doors

until further notice. 4. Faculty/staff take an accurate count of students/ college visitors. 5. Staff communicates to the Presidents office any information regarding

intruder and # of persons in their room. If you are in the immediate area of the intruder:

Do not approach the intruder or intervene in any ongoing crime. Listen to what the individual has to say and speak in a clear, quiet voice. Explain that you are willing to help. Respect and do not crowd the intruder’s personal space. Never argue with an irrational or aggressive individual.

If an intruder is discovered or gunshots are heard within a building, individuals in hallways will immediately seek shelter in classrooms or offices.

Close and/or barricade doors. Close windows and window treatments Turn off lights Crouch down in areas that are out of sight from doors and windows. If there is a phone in the room, call 911 if it is safe to do so. Faculty/ Staff should try to calm student/ college visitor’s fears and keep them as

quiet as possible and out of sight. Faculty/ staff will stay in the closed/ barricaded room until an “all clear” signal is issued.

Persons may be placed in harm’s way when they are attempting to evacuate the building. Should a fire alarm sound, do not evacuate the building unless:

You have firsthand knowledge that there is a fire in the building. Or You have been advised by Police/Public Safety to evacuate the building.

WORKPLACE VIOLENCE Little Priest Tribal College is committed to maintaining an environment free of any form of violence in the workplace. Definition of Workplace Violence: Workplace violence includes, but is not limited to: intimidation, threat of violence, and or act of violence. Intimidation: An intentional act toward another person, the result of which causes the other person to reasonable fear for his/her safety or the safety of others. Threat of Violence: An intentional act that threatens bodily harm to another person or damage to the property of another Act of Violence: An intentional act that causes bodily harm to another person or damage to the property of another. Procedures: To address incidents of workplace violence and to ensure speedy and effective resolution of these incidents, LPTC has established the following process for an individual that has knowledge of, has witnessed or been subject to workplace violence.

1. Immediately report the situation to local EMS or 9+ 911 or (402) 878-2245 (police) if there is a sense of fear for your safety of others.

2. If victim is an employee (including faculty, staff, and student assistants) the individual should report the situation to the Human Resources Director or President as soon as possible.

SERIOUS ILLNESS Key to providing early care for any student, staff/faculty, or visitor to LPTC is recognition of the emergency itself. Emergencies often can be recognized by witness to an unusual site, appearance of the individual, unusual behaviors, odors, or noises. Sometimes, it is challenging to identify an emergency or sudden illness/injury as the signals aren’t always obvious. Be aware that the suddenly ill or injured person may deny that anything is seriously wrong. Check Call Care If you suspect that something is wrong do the following:

1. Determine if it is safe for you to offer care. 2. Check the victim and call EMS/ 9+ 911 or (402) 878-2222 (fire) or

(402) 878-2245 (police) early. 3. Ask questions when and where possible.

Emergencies usually fall into two categories those that are life-threatening and those that are not life threatening: Life-threatening emergencies include: Cardiac Arrest Non-Breathing persons Unconscious persons Diabetics w/ insulin reactions Profuse bleed that won’t stop Anaphylaxis (allergic reaction) Seizures Stroke Non-life Threatening emergencies include: Fractures, Sprains, Strains, Dislocations Simple cuts or skin abrasions Common Colds CHECK- If you come upon a scene of an accident or injury:

1. Determine that it’s safe to act 15

2. Check the victim for consciousness. a. Check that the person is breathing; open the person’s airway. b. If person is breathing, check the person’s pulse, then determine

the nature of the injury/sudden illness. CALL If during the check for breathing no exchange of air is determined and no pulse is present, call 9+ 911 or other appropriate response personnel.
