    EXECUTIVE SUMMARY

    Environmental Consulting, Inc. prepared this Limited Environmental Due Diligence Report to document the investigations pertaining to the 1845 North Tuckahoe Road (Block 14602, Lot 2) property located in Monroe Township, Gloucester County, New Jersey, referenced hereinafter as the subject property. The objective of these limited environmental due diligence activities was to identify recognized environmental conditions (“RECs”) as defined by the American Society for Testing and Materials (“ASTM”) E1527-13, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (“ASTM E1527-13”) and to identify the presence of potentially contaminated areas of concern (“AOCs”) that would require further investigation. The subject property consists of one (1) 1½-story, single-family residential dwelling with approximately 1,000 square feet of space and a detached garage/shed structure situated on an approximate 1.1-acre parcel of land. The subject property is located along the westerly side of North Tuckahoe Road just south of Hurffville-Crosskeys Road. The house on the subject property which was reportedly built in 1947 is currently vacant and has consistently been used as a single-family residential dwelling. As part of the scope of work for these limited environmental due diligence activities, Environmental Consulting, Inc. reviewed an environmental database report that provided listings of facilities and operations with reported or potential environmental concerns within a specified distance from the subject property. The database report included the standard environmental record sources as defined by ASTM E 1527-13. Environmental Consulting, Inc. contacted the New Jersey Department of Environmental Protection (“NJDEP”) and Gloucester County and Monroe Township officials. Environmental Consulting, Inc. completed a property inspection on February 17, 2017 to observe the grounds and the structures located on the subject property. Based on the findings of these limited environmental due diligence activities, Environmental Consulting, Inc. concludes that no RECs/AOCs exist in connection with the subject property.

    1.0 INTRODUCTION Environmental Consulting, Inc. prepared this Limited Environmental Due Diligence report to document the investigations pertaining to the 1845 North Tuckahoe Road (Block 14602, Lot 2) property located in Monroe Township, Gloucester County, New Jersey, referenced hereinafter as the subject property. This report details information obtained during the investigation through February 23, 2017.

    1.1 Project Objective The objective of these limited environmental due diligence activities was to identify recognized environmental conditions (“RECs”) as defined by the American Society for Testing and Materials (“ASTM”) E1527-13, Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process (“ASTM E1527-13”) and to identify the presence of potentially contaminated areas of concern (“AOCs”) that would require further investigation. 1.2 Reason for Performing Assessment Environmental Consulting, Inc. was retained by TL Services, LLC, the User of this report, to perform limited environmental due diligence activities for the subject property in connection with the transfer of ownership of the subject property. 1.3 Project Scope Environmental Consulting, Inc. completed the following activities as part of these limited environmental due diligence activities.

    1.3.1 User-Provided Information Environmental Consulting, Inc. attempted to review the following information that was requested from the User in connection with these limited environmental due diligence activities: A copy of the most current property plan and a legal description of the subject

    property that includes lot and block numbers; As-built plans and specifications for all structures and utilities located within the

    subject property; A chain-of-title for the subject property covering the past fifty (50) years; Specialized knowledge or other commonly known or reasonably ascertainable

    information as it relates to environmental conditions in connection with the subject property;

    Knowledge of environmental liens and/or activity and use limitations associated with the subject property;

    Knowledge of valuation reduction due to environmental issues on or adjacent to the subject property; and

    Copies of any previous environmental reports pertaining to the subject property. The User of this report did not provide Environmental Consulting, Inc. pertinent environmental documentation for review and inclusion in this report.

    1.3.2 Owner/Operator-Provided Information Based on information obtained from the State of New Jersey tax records, the current owners of the subject property were identified as Crusader Lien Services. To assist in the preparation of Section 5.0 of this report, a copy of Environmental Consulting, Inc.’s Phase I Environmental Site Assessment Questionnaire was submitted to Mr. Bricker via email on February 21, 2017 for completion. Further discussion of Environmental Consulting, Inc.’s Phase I Environmental Site Assessment Questionnaire is documented in Section 3.0. 1.3.3 Background Research Environmental Consulting, Inc. reviewed an environmental database report that provided listings of facilities and operations with reported or potential environmental concerns within a specified distance from the subject property. The database report included the standard environmental record sources as defined by ASTM E 1527-13. Environmental Consulting, Inc. contacted the New Jersey Department of Environmental Protection (“NJDEP”) and Gloucester County and Monroe Township officials. 1.3.4 Property Inspection On February 17, 2017, Environmental Consulting, Inc. performed an inspection of the subject property. The objectives of the property inspection were to observe the grounds and the structures on the subject property; to identify uses and conditions on the subject property; to identify property setting, roads and utilities; to determine topographic setting; to list uses of adjoining properties; and to check for the presence of the following to the extent that they were readily observable or could be interpreted from reference documents: underground storage tanks (“USTs”) containing hazardous substances or petroleum

    products; and aboveground storage tanks (“ASTs”) containing hazardous substances or petroleum

    products. 1.3.5 Report Preparation Environmental Consulting, Inc. prepared this report that documents the findings and conclusions of these limited environmental due diligence activities for the subject property. This report was prepared for the sole use of the client identified on the cover page of this report. Any use of this report or any reliance upon the information in this report by any party other than the client identified on the cover page of this report is strictly prohibited unless specific written authorization is provided by Environmental Consulting, Inc.

    1.4 Property Location/Description The subject property is located on the Pitman East, New Jersey United States Geological Survey (“USGS”) 7.5 minute topographic quadrangle, revised 1994. A copy of a portion of the USGS topographic quadrangle identifying the location of the subject property is included as Appendix A.

    The subject property consists of one (1) 1½-story, single-family residential dwelling with approximately 1,000 square feet of space and a detached garage/shed structure situated on an approximate 1.1-acre parcel of land. The subject property is located along the westerly side of North Tuckahoe Road just south of Hurffville-Crosskeys Road. The house on the subject property which was reportedly built in 1947 is currently vacant and has consistently been used as a single-family residential dwelling. The subject property was identified on the New Jersey tax parcel map as Block 14602, Lot 2. A copy of a portion of the New Jersey tax parcel map identifying the location and approximate extent of the subject property is included in Appendix B.

    2.0 RECORDS REVIEW

    2.1 Regulatory Agency Database A regulatory agency grid report for the subject property was obtained from Environmental Data Resources, Inc. (“EDR”). This report was reviewed to identify facilities and operations considered to be RECs as related to the subject property. The grid report provided listings, accompanied by a map, of facilities and operations with reported environmental concerns within a specified distance from the subject property. A copy of the EDR database report is included in Appendix C. The regulatory agency grid report received from EDR included the following lists: The National Priority List (“NPL”) includes sites that have been evaluated by the United

    States Environmental Protection Agency (“USEPA”) and identified as being uncontrolled or abandoned hazardous waste sites. These sites are targeted for potential long-term remedial action under the Superfund Act.

    The NPL Delisted list includes sites that had once been evaluated by the USEPA, identified

    as being uncontrolled or abandoned hazardous waste sites and targeted for potential long-term remedial action under the Superfund Act but have since been removed from the active NPL List.

    The Comprehensive Environmental Response, Compensation and Liability Information

    System (“CERCLIS”) list includes sites identified by, reported to, or investigated by the USEPA as having actual or suspected uncontrolled releases of hazardous substances, contaminants, or pollutants.

    The No Further Remedial Action Planned (“NFRAP”) list includes information on facilities

    that have been removed from the USEPA’s CERCLIS database. NFRAP sites may be sites where no contamination was found, contamination was removed quickly without need for the site to be placed on the NPL, or the contamination was not serious enough to require Superfund action or NPL consideration.

    The Resource Conservation and Recovery Act (“RCRA”) Corrective Action Sites (“RCRA-

    COR”) list includes information on hazardous waste treatment, storage and disposal facilities that have conducted, or are currently conducting a corrective action as regulated under RCRA.

    The RCRA Information System Treatment, Storage and Disposal facilities (“RCRA-TSD”)

    list includes facilities that treat, store, or dispose of USEPA regulated hazardous wastes. The RCRA Large Quantity Generators (“RCRA-LQG”) list includes information on facilities

    that either generate more than 1,000 kilograms (“kg”) of USEPA regulated hazardous waste per month or meet other applicable requirements of RCRA.

    The RCRA Small Quantity Generators (“RCRA-SQG”) list includes information on facilities

    that generate between 100 kg and 1,000 kg of USEPA regulated hazardous waste per month or meet other applicable requirements of RCRA.

    The RCRA Conditionally Exempt Small Quantity Generators (“RCRA-CESQG”) list

    includes information on facilities that generate less than 100 kg of USEPA regulated hazardous waste per month or meet other applicable requirements of RCRA.

    The Federal Institutional Control (“IC”)/Environmental Control (“EC”) list includes information on Superfund or Brownfield sites that have either IC or EC controls as part of a response action associated with site cleanup activities.

    The Emergency Response Notification System (“ERNS”) list includes information on

    accidental releases of oil and hazardous substances. State/Tribal CERCLIS list includes sites listed as State Hazardous Waste sites (“SHWS”),

    which include sites under the purview of the Site Remediation Program which have contamination present at levels greater than the applicable cleanup criteria for soil and/or groundwater standards.

    The State/Tribal Landfills and/or Solid Waste Disposal Facilities (“SWL”) list includes

    information on all permitted solid waste facilities (e.g., municipal waste landfills and disposal facilities) operating in the State of New Jersey.

    The State/Tribal LTANKS (“LTANKS”) list includes a listing of underground storage tanks

    where a cleanup is underway within the State of New Jersey. The State/Tribal Tanks (“TANKS”) list includes information on facilities that have registered

    USTs located within the State of New Jersey. State/Tribal EC list includes information on sites that use engineering controls as part of a

    response action associated with site cleanup activities. These engineering controls include various forms of caps, building foundations, liners and treatment methods, which create pathway elimination.

    State/Tribal IC list includes information on sites that use institutional controls as part of a

    response action associated with site cleanup activities. These institutional methods include administrative measures intended to prevent exposure to contaminants remaining on the subject property.

    State/Tribal Voluntary Cleanup Program (“VCP”) list includes non-priority contaminated

    sites that pose no immediate threat to human health or the environment for which responsible parties enter into an agreement with the NJDEP to establish the scope of investigation and/or cleanup activities to remediate the site. The NJDEP has maintained a list of participating sites since April 1992.

    The State/Tribal Brownfield list includes information of facilities identified as abandoned,

    idled or under-used industrial and commercial facilities located within the State of New Jersey.

    The US Brownfield sites list includes information associated with the expansion,

    redevelopment or reuse of sites which may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant identified by the EPA.

    NPL Sites The EDR report identified no NPL sites located within one mile of the subject property.

    NPL Delisted Sites The EDR report identified no NPL Delisted sites located within one mile of the subject property. CERCLIS Sites The EDR report identified no CERCLIS sites located within one-half mile of the subject property. NFRAP Sites The EDR report identified no NFRAP sites located within one-half mile of the subject property. RCRA-COR Sites The EDR report identified no RCRA-COR sites located within one mile of the subject property. RCRA-TSD Sites The EDR report identified no RCRA-TSD sites located within one-half mile of the subject property. RCRA-LQG Sites The EDR report identified no RCRA-LQG sites located within one-quarter mile of the subject property. RCRA-SQG Sites The EDR report identified no RCRA-SQG sites located within one-quarter mile of the subject property. RCRA-CESQG Sites The EDR report identified no RCRA-CESQG sites located within one-quarter mile of the subject property. Federal IC/EC Sites The EDR report identified no Federal IC/EC sites located within one-half mile of the subject property. ERNS Sites The EDR report identified one (1) ERNS site located within one-quarter mile of the subject property. The reported ERNS site is not located on or contiguous to the subject property. No adverse environmental impact to the subject property would be expected from this ERNS site based on the distance and location of this site relative to the subject property.

    State/Tribal NPL Sites The EDR report identified eleven (11) State/Tribal NPL (a.k.a., State Hazardous Waste Sites (“SHWS”) sites located within one mile of the subject property. The reported SHWS sites are not located on or contiguous to the subject property. No adverse environmental impacts to the subject property would be expected from these SHWS sites based on the distances and locations of these sites relative to the subject property. State/Tribal SWL Sites The EDR report identified no State/Tribal SWL sites located within one-half mile of the subject property. State/Tribal LTANKS Sites The EDR report identified three (3) LTANKS sites located within one-half mile of the subject property. The reported LTANKS sites are not located on or contiguous to the subject property. No adverse environmental impacts to the subject property would be expected from these LTANKS sites based on the distances and locations of these sites relative to the subject property. State/Tribal TANKS Sites The EDR report identified three (3) TANKS sites located within one-quarter mile of the subject property. The reported TANKS sites are not located on or contiguous to the subject property. No adverse environmental impacts to the subject property would be expected from these TANKS sites based on the distances and locations of these sites relative to the subject property. State/Tribal EC Sites The EDR report identified no State/Tribal EC sites located within one-half mile of the subject property. State/Tribal IC Sites The EDR report identified two (2) State/Tribal IC sites located within one-half mile of the subject property. The reported IC sites are not located on or contiguous to the subject property. No adverse environmental impacts to the subject property would be expected from these IC sites based on the distances and locations of these sites relative to the subject property. State/Tribal VCP Sites The EDR report identified two (2) VCP sites located within one-half mile of the subject property. The reported VCP sites are not located on or contiguous to the subject property. No adverse environmental impacts to the subject property would be expected from these VCP sites based on the distances and locations of these sites relative to the subject property. State/Tribal Brownfield Sites The EDR report identified two (2) State/Tribal Brownfield sites located within one-half mile of the subject property. The reported State/Tribal Brownfield sites are not located on or contiguous

    to the subject property. No adverse environmental impacts to the subject property would be expected from these State/Tribal Brownfield sites based on the distances and locations of these sites relative to the subject property. US Brownfield Sites The EDR report identified no US Brownfield sites located within one-half mile of the subject property. 2.2 New Jersey Department of Environmental Protection (“NJDEP”) On February 14, 2017, Environmental Consulting, Inc. submitted an on-line Open Public Records Act (“OPRA”) Request form to the NJDEP in Trenton, New Jersey requesting to review files that the NJDEP may have in connection with the subject property. In an email response received on February 21, 2017, the NJDEP informed Environmental Consulting, Inc. that they do not maintain responsive records in connection with the subject property. A copy of Environmental Consulting, Inc.’s on-line OPRA request form dated February 14, 2017 and a copy of the NJDEP’s response email dated February 21, 2017 is included in Appendix D. 2.3 Gloucester County On February 13, 2017, Environmental Consulting, Inc. submitted a written request via an on-line form to the Custodian of Record for Gloucester County requesting to review environmental documents that Gloucester County may have in connection with the subject property. Environmental Consulting, Inc. is currently awaiting a response to this inquiry. Pertinent information obtained from Gloucester County will be forwarded upon receipt if this information changes the conclusions of this report. A copy of Environmental Consulting, Inc.’s written inquiry letter dated February 13, 2017 and a copy of confirmation of the electronic submission to Gloucester County are included in Appendix D. 2.4 Monroe Township On February 14, 2017, Environmental Consulting, Inc. submitted a written request via facsimile to Monroe Township along with a completed Open Public Records Act Request Form requesting to review environmental documents that Monroe Township may have in connection with the subject property. Environmental Consulting, Inc. is currently awaiting a response to this inquiry. Pertinent information obtained from Monroe Township will be forwarded upon receipt if this information changes the conclusions of this report. A copy of Environmental Consulting, Inc.’s written inquiry letter dated February 14, 2017 and a copy of completed Open Public Records Request Form dated February 14, 2017 are included in Appendix D. 2.5 Previous Studies No previous environmental reports were provided to Environmental Consulting, Inc. for review and inclusion in this report.

    3.0 PROPERTY INSPECTION Environmental Consulting, Inc. completed an inspection of the subject property on February 17, 2017 to visually inspect the subject property for evidence of USTs and/or ASTs. Copies of photographs taken during the property inspection are included in Appendix E. The results of the inspection and the potential for each observed condition to impact the subject property are presented in the following subsections. To assist in the preparation of Section 5.0 of this report, a copy of Environmental Consulting, Inc.’s Phase I Environmental Site Assessment Questionnaire was completed by Mr. Bricker on February 22, 2017 and returned to Environmental Consulting, Inc. via email on February 22, 2017. A copy of the completed Phase I Environmental Site Assessment Questionnaire is included in Appendix F.

    3.1 Underground Storage Tanks No evidence of USTs was observed on the subject property during the property inspection. 3.2 Aboveground Storage Tanks One (1) 275-gallon heating oil AST was observed on the subject property during the property inspection. The AST was observed in the basement of the dwelling behind a partial wall in the rear of the utility room at the northwest corner of the dwelling. The fill pipe and vent pipe associated with this AST were observed protruding out of the exterior of the house at the northwest corner. The AST was observed in fair condition. No evidence of spills or leaks was observed in connection with the AST during the property inspection. However, based on the estimated age of the AST (i.e., 30+ years), the AST is most likely at the end of its useful life. Therefore, Environmental Consulting, Inc. recommends the removal and replacement of the AST prior to reoccupation of the residential dwelling on the subject property.

    4.0 FINDINGS and OPINIONS Based on historical property use, historical records review, government agency records review, interviews and the property inspection, Environmental Consulting, Inc. presents the following findings and opinions: 1. The subject property consists of one (1) 1½-story, single-family residential dwelling with

    approximately 1,000 square feet of space and a detached garage/shed structure situated on an approximate 1.1-acre parcel of land. The subject property is located along the westerly side of North Tuckahoe Road just south of Hurffville-Crosskeys Road. The house on the subject property which was reportedly built in 1947 is currently vacant and has consistently been used as a single-family residential dwelling.

    2. The subject property was not identified on the lists in the EDR database report. 3. No documentation was provided to or obtained by Environmental Consulting, Inc. in connection

    with the presence of past or present USTs and/or ASTs on the subject property. 4. No evidence of USTs was observed on the subject property during the property inspection. 5. One (1) 275-gallon heating oil AST was observed on the subject property during the property

    inspection. The AST was observed in the basement of the dwelling behind a partial wall in the rear of the utility room at the northwest corner of the dwelling.     5.0 CONCLUSIONS Environmental Consulting, Inc. has performed limited environmental due diligence activities for the 1845 North Tuckahoe Road (Block 14602, Lot 2) property located in Monroe Township, Gloucester County, New Jersey. Any exceptions to or deletions from the practice are described in Section 1.0 (Introduction) of this report. Based on the findings of these limited environmental due diligence activities, Environmental Consulting, Inc. concludes that no RECs/AOCs exist in connection with the subject property. However, based on the estimated age of the one (1) existing 275-gallon heating oil AST located in the basement (i.e., 30+ years), the AST is most likely at the end of its useful life. Therefore, Environmental Consulting, Inc. recommends the removal and replacement of the AST prior to reoccupation of the residential dwelling on the subject property.

Mr. Kucia has actively completed and managed a diverse range of soil and groundwater investigations not only as part of due diligence activities but also in response to releases of hazardous substances or petroleum products. These soil and groundwater investigations have led to remedial action projects involving the remediation of contaminated soil and contaminated groundwater. The remedial action projects have also included the removal and disposal of underground storage tank (“UST”) systems, aboveground storage tank (“AST”) systems and other liquid containers such as pressure vessels and drums. The remedial action activities completed by Environmental Consulting, Inc. have included projects commonly referenced as Brownfields redevelopment which entailed environmental remedial action activities along with the subsequent management of building demolition to prepare a site for its proposed redevelopment. Mr. Kucia has successfully obtained Act 2 cleanup liability protection for properties in Pennsylvania and no further action determinations for properties in New Jersey and Delaware. Mr. Kucia has extensive experience in providing litigation support to attorneys involved with litigations concerning environmental matters. Mr. Hubley has worked on projects involving the advancement of soil borings and/or the installation of groundwater monitor wells using various drilling techniques. Mr. Hubley has assisted with the design, permitting, installation and operation of groundwater and soil remediation systems. During system operation, Mr. Hubley also performed remediation system effluent sampling and quarterly sampling activities to satisfy permit and regulatory requirements. Mr. Hubley has supervised numerous soil excavation activities in an effort to eliminate the potential source of petroleum constituent concentrations on a property. Mr. Hubley estimated soil stockpile volume, conducted post-excavation confirmatory soil sampling, completed material characterization reports and coordinated off-site soil disposal activities. Mr. Hubley has performed numerous Phase I Environmental Site Assessments (“Phase I”) of commercial properties (e.g., malls and high rise office buildings), industrial properties (e.g., manufacturing facilities), institutional properties (e.g., hospitals and medical service complexes) and residential properties (e.g., row homes and apartment complexes). Mr. Hubley’s comprehensive experience in the environmental consulting industry includes asbestos-containing material (“ACM”) inspections, Phase I Environmental Site Assessments, soil and groundwater investigations, soil and groundwater remediation systems, excavation and demolition supervision, and underground storage tank (“UST”)/aboveground storage tank (“AST”) removals and installations. Mr. Hubley has performed ACM inspections of buildings from a few thousand square feet to over a million square feet. As an inspector, Mr. Hubley sampled suspect ACM and documented the type, quantity and location of confirmed ACM. Mr. Hubley also has more than ten years’ experience in field observations and analysis for Property Condition Assessments under the direction of a Professional Engineer. Mr. Hubley has also assisted with the design and installation of UST systems and AST systems at various facilities including but not limited to hospitals, commercial buildings and gasoline stations.
