R.A.6713 covers all officials and employees, whether they were elected or appointed,
permanent or contractual, military, police, receiving compensation or not. Implementing such involves
development programs, seminars for an expected increase commitment, pulic service and value of
the common good over one!s own interest. In addition, gathering feedac" and suggestions from the
pulic will also promote such. #very department shall also have a Resident $mudsman whom shall
process all re%uests and assistance referred from the $ffice of the $mudsman. R.A. 6713 also re%uires
the different &epartments, offices, and agencies of pulic disclosure of all its transactions involving
pulic interest. 'ertain situations allow non(disclosure only if the information may ring upon danger
upon one!s life or contain records that may disclose information made availale for the national
defense, security, or all law enforcement purposes. )his is also in line of striving to provide
transparency in the government. An Incentives and rewards system is also used to appreciate officials
who are deemed exemplary in service and commitment. Rewards are in the form of onuses, citations,
directorships, scholarship grants, paid vacations and promotions administered y the 'ommittee on
Awards. *nder R.A.6713, all necessary and official documents are to e process within a reasonale
amount of time. All officers of departments, offices and agencies, must present a complete report of
all progress and accomplishments within + wor"ing days. Again, in accordance to the practice of
providing transparency, all officials and employees except those who serve in an official honorary
capacity, without service pay, temporary or contractual wor"ers, under oath shall file their statements
of assets, liailities, and networth or -A/ and others interests including those of their spouses and
children under 10 that are single. It is to e filed within 3 days after assumption of office, on or
efore April 3 of the preceding years and within 3 days after separation of office. All officials are
also to avoid conflict of interests especially in dealings and transactions. Any action deemed unlawful
and committed y elected and appointed officials shall e grounds of administrative disciplinary
action. Any violation of the code shall ear punishment of a fine not exceeding the e%uivalent to the
sum of salary for 6 months or a suspension of not exceeding 1 year or removal of office depending upon
the violation committed.

the assets, incomes, and what not of their pulic official. 2ietnam also has the 5overnment
Inspectorate or 5I that is similar in function as an omudsman though it is not in its capacity to
prosecute. Rather, there is a need to pass on the cases to what they call eople!s rocuracy!. )he
eople!s rocuracy handles national and provincial cases as well as those committed y the 8udicial
ranch. In accordance to addressing the occurrence of conflicts of interests as reported y 5loal
Integrity 411, 2ietnam has the )endering aw 4 which discloses information regarding
procurement.
