Okanagan Indian Band Chief Byron Louis says his band’s court action, to stop the sale of the CN corridor to a group of municipalities, is just a small piece of a larger puzzle.
Louis, the 52-year-old chief who represents some 2,000 Okanagan Indian Band (OKIB) members living on re-serve land around Lake Country and near Ver-non along the shores of Okanagan Lake, sat down with the Lake
Country Calendar on the weekend to discuss the court case, the poten-tial sale of the CN cor-ridor as well as the hist-ory of Canada’s aborigin-al people.
“(Land claims) have always been an issue and something we’d be go-ing to the courts over re-gardless of the rail trail,” said Louis, a father of two grown daughters. “We’re hoping that there is an injunction grant-ed (to stop the sale) and then we can start mov-ing to settle this. We ha-ven’t changed our pos-
ition since 1893. A lot of people don’t know the history, especially in the Okanagan. � ere are so many diff erent facts not settled on this issue. � at’s why we fi led the injunction.”
� e land in question is referred to as the Commonage reserve and is diff erent than a small-er, two kilometre sec-tion of the CN corridor, through OKIB reserve land near Duck Lake. � at part of the corri-dor was not included in the tentative $22 mil-lion deal between CN
and the group of muni-cipalities including Ke-lowna and Lake Coun-try. Should the sale go through, the OKIB will maintain ownership of that stretch of the cor-ridor.
However, the Com-monage reserve is a much larger track of land, located in and around Kalamalka Lake—what the OKIB members have his-torically referred to as Long Lake. Prior to fi rst contact with set-tlers, members of the OKIB worked the land

in the Commonage area, breeding and raising farm animals, among one of the many uses on their traditional land.
“We knew the value of the land, especially for winter grazing,” said Louis. “We were using the land up until the time of contact for hunt-ing and gathering and the raising of stock.”
But Louis, who stud-ied political science, an-thropology and hist-ory in university, says when European set-tlers arrived, tension be-tween natives and settlers began to mount around the Pacifi c Northwest, in Washington and in the Okanagan. � e federal government put togeth-er a joint commission to deal with aboriginals, es-tablishing reserves in an attempt to avert war, in-cluding the Commonage reserve, an area where natives and settlers were supposed to share the land.
“When the Com-monage was set aside for range lands for natives and settlers, that was done by the joint reserve commission in 1877 or so,” said Lake Coun-try Mayor James Baker, a retired anthropology professor, who counts among his former stu-dents, not only OKIB Chief Louis, but also Westbank First Nations Chief Robert Louie.
“� en the province decided that was too much land for the In-dians so they convinced the federal government it shouldn’t be a reserve or held in common for settlers and natives, it should just be for set-tlers.”
According to Louis, the establishment of the Commonage reserve and then the government’s decision to take it away without compensation,
is the basis of what his band has been fi ghting for, for close to 150 years.
In the following years after the Commonage was given to settlers, a rail right-of-way would be pushed through the area. As white settle-ments began to grow around the Okanagan, Indian populations were falling drastically and na-tive children were being placed in the now-in-famous residential schools, where they were not taught about their history.
“Nationally for ab-originals in Canada the death rate was high-er than the birth rate up until about 1911,” said Louis. “In our band it was 1926 before that stabilized. We had less opportunities for forestry and agriculture and the growth of our population suff ered.”
In Lake Coun-try, Baker fi nds himself in an odd position. On one hand, the mayor of a growing municipality has championed the ac-quisition of the CN cor-ridor by the municipal-ities while his education and his teaching gives him a unique view on the history of Canadian ab-originals.
He has been told not to talk about the issue as it is before the courts with a B.C. Supreme Court court date ex-pected to be set for late May.
“My personal opinion doesn’t matter because it’s before the courts,” said Baker. “I’m trying to support our position of being able to buy the corridor because CN is selling it. But at the same time there is a case that the band could make that the land was taken from them without com

� e Central Oka-nagan Board of Edu-cation approved sever-al moves to balance its budget for the 2015-16 school season.
About $1.3 million has been chopped from the budget as mandat-ed by the provincial gov-ernment.
A few moves will in-crease revenue to the dis-trict including restor-ing a school bus user fee to $200 per year per student, increasing the International Educa-
tion Program by 25 stu-dents and expanding the district’s WorkSafe BC claims management pro-gram.
Other savings from cost cutting including:
• � e budget for the district student council be reduced by $2,000
• Technology soft-ware, licensing and maintenance reduced by $100,000
• � e School Dis-trict leadership develop-ment budget reduced by $21,000.

“I agree with the courts. � ere are many cases that have come to the determination that aboriginal title underlies the whole of B.C. un-less where there has been a treaty.”
Baker said he has maintained all along that the inter-jurisdicitonal team should have been pursuing the deal with the help of the OKIB. But the mayor was not a
member of the acquisi-tion team which has al-ways said they are mov-ing forward with the purchase because the land CN is selling is free title.
� e OKIB was of-fered a spot on the acqui-sition team but declined.
“We were always up front when they asked us if we wanted to be a part of the purchase team,” said Louis. “We refused and said we had to main-tain our position. We al-ways advised there is not
clear title on that right of way. We’ve never said we are against a rail trail. We’ve never taken it back to our membership. For the most part our people think it makes sense. But they need to take the time to think about the issue.”
Louis says it’s not about a proposed trans-portation corridor or any other potential uses of the land between Kelow-na and Vernon. He says despite hard times since fi rst contact with settlers,
the aboriginal people have turned a corner in B.C., pointing to the economic development on Westbank First Na-tions land as an example.
“Up and down the Okanagan Valley there is growth in all of our communities,” he said. “� ere is growth in our economic power and it’s going to continue. � e WFN generates $40 million per year for the province. � e (federal and provincial) govern-ments will have to deal
with this now or they will deal with us in the future. � is is just one step in a long process. It’s been going on for 150 years but slowly it’s start-ing to change. It’s only been in the last 10 years where we have started to see substantive change in Canada.

School budget cuts� e Okanagan Boys
and Girls Clubs are launching a program aimed at keeping kids safe.
� e Safe Place to Be-long campaign has set the goal of ensuring every child who needs the club the most will have a safe place to call their own where they can discover, dream and grow.
A month-long fund-raising campaign will go towards helping vulner-able youth, such as Oka-nagan Boys and Girls Club member Chelsea T. who needed the use of the Boys and Girls Club’s youth shelter.
“At a very young age, I was introduced into a lifestyle no young person should have to be a part of,” she said. “I was taken from my mom’s drug infested home and put into a safe house. � e authorities then decid-ed I would have a bet-ter chance at a normal live living with my fath-er here in Kelowna. It probably wasn’t the best decision because shortly after I was physically assaulted, I was taken from the home and brought to the Oka-nagan Boys and Girls Clubs Downtown Youth Centre.”
With 37 service loca-tions around the Oka-nagan Valley, the Oka-nagan Boys and Girls Clubs give young people a chance to experience
new opportunities, over-come barriers, build posi-tive relationships and de-velop confi dence and skills for life. � ey are given the opportunity to discover, dream and grow to be successful and ac-tive participants in so-ciety.
Children and youth from all walks of life fi nd their way to the Boys and Girls Clubs. In some cases they come because parents are working and need childcare for their children, but in other cases they come because there is nowhere else to turn and they need sup-port and guidance.
“My fi rst night in youth shelter was scary,” said Chelsea. “I was em-barrassed about being brought there and kept very quiet for most of the night. � e staff quick-ly changed my feelings of embarrassment into
comfort explaining I was in good hands and that everything would be fi ne…that I was where I belonged. For the fi rst time in a long time I didn’t feel scared of my surroundings and over the next while the Oka-nagan Boys and Girls Clubs staff helped me work through the chal-lenges and obstacles I faced.”
� is year’s Safe Place to Belong campaign will begin on McHappy Day, May 6 and run until June 6.

Shelby Schroeter has accomplished a lot since going through a provincewide program designed to get kids outside, learning about the great outdoors.
� e Okanagan youth, now graduated and working as a tour guide in Osoyoos, was one of the fi rst Okanagan kids to take part in Get Out-side B.C. a program sponsored by the Can-adian Parks and Wilder-ness Society that com-bines leadership training with the outdoors.
� e program begins with a four-day leader-ship retreat in Squamish where kids not only learn outdoor skills but also meet mentors who work in the outdoors, giving them an idea of some career paths to take to work outside.
� e youth are then tasked with going back to the community to plan and host a com-munity event with their peers.
“I had done leader-ship camps before but this one was defi nite-ly the best I have taken,” said Schroeter, 19, who took part in the camp two years ago.
“Before the program I didn’t have the confi -dence to go out on my own, take chances and really explore the area I live in but after I took the program I really had that confi dence.
“It encouraged me to apply at our local desert center and now I’m em-ployed as a tour guide.”
Back in her commun-ity following the camp, Schroeter organized a clean-up of the local ski hill.
She also pulled together a group of friends and went on a
camping trip, utiliz-ing her leadership skills to organize the trips, build fi res, put up tents and run the camp stove among other things.
� e Get Outside B.C. program will run July 12 to 17 in Squamish and for the past few years local organizers have struggled to fi nd kids to register for the program.

� e program is a great chance to get kids out-doors and away from the many digital distrac-tions that have begun to dominate their lives, said Regional District of Central Okanagan pro-gram organizer Nicole Kittmer.
“It’s kind of scary that kids today can iden-tify all these logos like Starbucks or McDon-ald’s or Apple but if you take them outside and show them a tree in their neighbourhood, most can’t tell you what it is,” said Kittmer.
“� ere is a disconnect about information about our natural world. It’s not anyone’s fault, but there is so much time being spent indoors that hope-fully a program like this can help counter-balance that.”
Schroeter agrees that her generation needs to spend more time outside.
Living in the Oka-nagan, with its multitude of outdoor opportunities, gives kids a great chance to leave the smart phone behind and get outside.
“In the Okanagan and in B.C. in general we have a lot of resources to get ourselves outside,” she said. “We have amaz-ing ski hills and so many lakes and tons of great hiking areas. I think a lot of kids maybe weren’t into these things when they were young and it might be intimidating.
“So this program real-ly opened my eyes to all the opportunities there are to incorporate the outdoors into my life.”

I saw my friend Elaine limping the other day. “It’s just
a sprain,” she explained. “It’ll be better in a few days.”
I felt relieved. It could have been worse. Torn ligaments which would take longer to heal. Osteoarthritis might never improve.
We know how to deal with a sprain. We even know how to talk about it.
Strange, isn’t it, that
we have developed such clear categories of physical ailments that we all understand both how serious they are, and how long they’re like-ly to last. A root canal without anesthetic may be excruciatingly painful, but it only lasts a short while; cirrhosis of the liv-er may ultimately prove fatal, but have few initial symptoms behind minor discomfort.
We have far less pre-cise ways of talking about emotional pain. In fact, we typically don’t want to talk about emo-tional pain at all.
“How are you?” some-one asks.
“Oh, I’m fi ne,” we reply, even when we’re not.
Perhaps we’re in de-nial. Perhaps it’s too painful to admit that we’re in pain, when there’s no physical symp-tom to display. Perhaps

few glum lines of his speech, it
was diffi cult to tell any-thing had changed for B.C. Teachers’ Federa-tion president Jim Iker as he took his familiar place before the TV cameras last week.
Iker droned on about how B.C. schools are under-funded by hun-dreds of millions of dol-lars, echoing demands from the disastrous strike he led the union mem-bership into last year.
� e B.C. Court of Appeal had just over-turned a bizarre trial court decision that tried to give the union every-thing it wanted: A trip back in time to the NDP wonderland of 2001, a constitutional spanking for the B.C. Liberal gov-ernment and a $2 mil-lion bonus of taxpayers’ money.
� e BCTF must now pay back that $2 mil-lion and scrape up what-ever is left of its mem-bers’ compulsory dues to plead for an appeal at the
Supreme Court of Can-ada, continuing the exec-utive’s self-righteous fan-tasy of controlling edu-cation spending in B.C.
� e appeal court didn’t just overturn the judgment of B.C. Su-preme Court Justice Su-san Griffi n. It shred-ded her legal reason-ing and bluntly corrected her, over and over, on evidence she ignored or misinterpreted.
� e appeal court con-fi rmed at great length what I said when Grif-fi n’s second decision came down in early 2014: it was far worse for
B.C. schools than when judges decided in 2005 that teachers can bring union propaganda into classrooms.
Did the government bargain in bad faith? No. Did they conspire to provoke a strike? No. Did they illegally strip working conditions from the teacher contract? No. Turns out our kids are not just “working con-ditions” for teachers, and public policy still mat-ters.
And it turns out that making special needs assistants dash between classes to deal with two kids here and three over there was a lousy idea. Now there’s even a cred-it course off ered in high school for students with learning diffi culties, which probably has some BCTF minion crafting a pile of grievances about segregation.
In the negotiated settlement reached last fall, teachers shared $105 million to make thou-sands of baseless griev-ances go away, after the
union fi led one for stu-dent numbers in every class in the province. � is bloated perpetual protest machine drains the pub-lic purse in more ways than taxpayers realize.
Parents understand the strikes, though. � ey remember a union that scrapped report cards, disrupted administra-tion and forced schools to shut down at gradua-tion time.
� e strike then dragged into the fall, as the government held the line on public ser-vice spending. And what was the key issue that kept schools closed? It wasn’t special needs sup-port, where student per-formance has continued to improve. No, it was the BCTF demanding a raise twice as big as other public sector unions had already accepted.
In the end, their pal-try strike fund long gone, the union grudging-ly accepted the going rate. � ey fi gured they had the elected govern-ment on the run in court.
Wrong again.Next up for the min-
istry is taking control of professional develop-ment. A bill before the legislature will enforce standards, once the NDP is done denouncing it. Singing Solidarity For-ever around a campfi re and calling it paid pro-fessional development (a real example, by the way) will soon go the way of the union-con-trolled College of Teach-ers – onto the scrap heap of history.
� ere are BCTF members who under-stand how ill-served they are by their union. � ey are looking critical-ly at the performance of their leaders, who are too often distracted by gran-diose “social justice” cam-paigns as far away as the Middle East.

Try telling parents whose daughter died in a car accident that their pain isn’t real. Try tell-ing a distraught mother who has to feed her chil-dren mustard sandwich-es because she can’t af-ford anything more that her tears are self-indul-gent. Try telling the refu-gee family fl eeing a civil war to get over it; every-thing’s OK now….
I wonder if we need some more concrete ways of relating emo-tional pain to physic-al pain.
So an insult might be like a bruise—sore for the moment, but no last-ing damage.
Losing a job, or up-rooting to a new city, might be like a broken bone. Extremely painful and disabling for a while, but an injury from which you will eventually re-cover fully.
� e death of a spouse might be more like an amputation – you will never re-grow that limb, but in time you can learn to get along without it.
I don’t know what would correspond to a heart attack, aggressive cancer, or third-degree burns. To be honest, I
don’t want to know.But as I write this col-
umn, I realize I’m upset by some bureaucratic in-competence. When I apply my own insight, my state of mind might compare to an intestin-al disorder. � at is, my guts are churning. I’m feeling under pressure; my movements are con-strained. But I also know this is temporary; the confl ict will soon be re-solved, one way or the other. � is too shall pass.
� ere, I feel much better now!
It helps, I think, to have a physical experi-ence to correlate with an emotional experience.
A woman may look the same after the death of a spouse, but she’s not. She shouldn’t expect to bounce back, any more than one can learn to function “normally”—whatever that is—with only one leg, or one arm.
We don’t have any dif-fi culty discussing our process of recovery from the loss of a gall bladder or an appendix. We seem to have enormous diffi -
culty discussing the pro-cess of recovery from the loss of a spouse or a busi-ness.
Emotional injuries are just as real as physical in-juries. We need to fi nd ways of discussing our emotions too.

The Lake Coun-try CN Rail purchase refer-
endum may be over but now the heavy lifting be-gins.
A major stumbling block to the rail corri-dor from Coldstream to Kelowna transforming into a recreational trail is the ongoing land claim by the Okanagan Indi-an Band.
“It’s diffi cult to deny the fact that the Com-monage reserve, where the Commonage rail corridor is, was created in 1877 by the Joint Indian Reserve Commission,” said Chief Byron Louis in a recent release.
However, bureau-crats between 1886 and 1893 erased the reserve boundaries on a map and the band’s access to the land disappeared.
With calls for action ignored for more than a
century, frustration has been building among band members and they believe sending a wake-up call to Ottawa is the only alternative. With lo-cal communities clam-bering to buy the rail corridor, legal action brings the band’s case immediate attention.
� e band has been clear that local commun-ities should exercise ‘buy-er beware’ when trying to purchase the corridor.
“When Kelow-na Pacifi c Railway went bankrupt and Canadian National Railway decid-ed to abandon the entire rail corridor, the Com-monage rail corridor should have reverted to reserve land,” states the band.
“If the lands were to revert to reserve, as they should have, the Com-monage rail corridor does not belong to CNR,
therefore CNR cannot sell it.”
Local offi cials have stated that the land claim is a matter strictly be-tween the band and the federal government, but the Regional District of North Okanagan, Lake Country and Kelowna are all identifi ed in the band’s notice of claim fi led in the B.C. Su-preme Court.
� e jurisdictions are involved whether they want to be or not, and it was disappointing that a press release last week from the acquisi-tion team made no men-tion of the situation with the band.
However, there is some sign of movement.
“� is is a good oppor-tunity for (the band) to get it before the feder-al government, perhaps with the support of local government,” said James
Baker, Lake Country mayor, during an inter-view on April 27.
“I’d like to see us sup-port (the claim). � e courts have said aborig-inal title underlines all of B.C.”
And direct lobbying of the federal and provincial governments to resolve the land claim is what’s needed if a rail trail is to materialize. Mayors and councils and region-al district chairpersons and directors must not only fi re off letters to their senior counterparts, but demand face-to-face meetings with local MPs and MLAs. � ey need to make it abundantly clear that the OKIB’s claim can no longer be cast aside and First Nations must be treated fairly and respectfully.
And given that 3,336 Lake Country residents voted yes to borrow
funds to buy the corridor, there is an army of rank-and-fi le citizens who can also be mobilized to con-tact their elected offi cials in Ottawa and Victoria.
Of course, the OKIB must also demonstrate a willingness to work with local communities to re-solve this issue as a rail trail can benefi t all eco-nomically (the band’s Duck Lake reserve in-cludes the corridor and could eventually be the
site of tourism services like hotels and restau-rants).
But the overwhelm-ing onus is on munici-pal councils that sold the dream of a rail trail to their residents and urged them to invest dollars. � ere is another hur-dle to jump and now is not the time to sit on the sidelines.

� e popular program has kicked off again in the Okanagan, begin-ning a six-week series of fi shing events every Sun-day.
Over the past eight years, more than 34,000 young rainbow trout have been stocked into Shannon Lake in West Kelowna and the Hall Road pond in Kelowna for the annual Go Fish program for youngsters.
� e BC Freshwater Fisheries Society and Summerland Trout Hatchery staff are add-ing 2,500 more 25-30 centimetre long fi sh into the special fi shing areas in the two regional parks as the youth urban fi sh-ery program kicked off for its ninth season.
Each weekend through Sunday, June 14 from 10 a.m. to 3 p.m., youngsters 15 years of age and under will be able to fi sh for rainbow trout and are allowed to keep one each day with-out a fi shing license.
Each Saturday at the Hall Road pond, volun-teers from the Kelow-na and District Fish and Game Club will provide equipment and expert fi shing guidance while members of the Peach-land Sportsmen’s Associ-ation will lend their fi sh-ing expertise to Go Fish participants in the netted area at the south end of Shannon Lake in Shan-non Lake Regional Park.
Each Sunday, Region-al Parks Services staff
will provide equipment and will be available to help youngsters as they try their luck either of the two fi shing program locations.
And this year there’s a bonus Families in Parks Go Fishing event on Father’s Day, Sunday, June 21 from 10 to 11:30 a.m. at Shannon Lake Regional Park. � e same regulations apply as the Go Fish program.
For some youngsters the Go Fish program
may be their fi rst oppor-tunity to experience the lifelong enjoyment of fi shing.

It’s hugely popular and thousands of youngsters from across the Central Okanagan have learned patience and the thrill of catching their fi rst fi sh. � anks to our dedicated volunteers with the Ke-lowna Fish and Game Club, the Peachland Sportsmen’s Association and Freshwater Fisheries Society, a new generation has had the opportun-ity to experience this life-long sport.”
“If you plan to join us during any of the ‘Go Fish’ weekends” Smith added, “please respect our park neighbours by park-ing only in the desig-nated areas or where directed by staff . While participants age 15 and under are not required to have a fi shing license for this program we ask that they bring their own fi shing equipment if pos-sible, as there’s a limited number of rods and reels to borrow at each site.”

A Vernon-based com-pany is off ering food waste pick-up in Lake Country, for business-es that want to help di-vert garbage to the land-fi ll by composting kitch-en scraps or other green materials.
Spa Hills Compost is scaling a food waste composting operation while creating a chem-ical-free compost for the 300 acres they farm.
� e company cur-rently covers the areas of Vernon, Salmon Arm, Enderby, Sicamous, Sor-rento, Falkland, Cold-stream, Lake Coun-try and Grindrod, with a goal of eventually off er-ing service to Kelowna.
Co-owner Josh Mitchell says it’s a chance for businesses to help out the environ-ment. “Compost helps our soil retain moisture, which is very import-ant in such a dry region,” Mitchell said.
“We’ll be helping res-
taurants, hotels and other businesses reduce their greenhouse gas emis-sions which is really the way things are going.”
Spa Hills Farm ori-ginally started com-posting animals parts, but with the decline in slaughterhouses in the area, they have realized the need for a more di-verse input to their fa-cility.

A Kelowna candle-
light vigil held in Stu-art Park Sunday drew a sombre crowd of several
dozen to remember the near 7,000 victims killed by a devastating earth-
quake in Nepal.� e event was organ-
ized by the UBC Oka-
nagan’s Nepalese com-munity who, though few in numbers, intend to
focus the community’s attention on fundrais-ing eff orts in the months
ahead. “� ere are only six
to nine of us at the uni-versity, but the support we’ve felt from the com-munity and our student union has been tremen-dous, so we’d like to raise $40,000 for relief,” said event organizer Dinesh Adhikary.
Adhikary, a PhD stu-dent, said the funds will go to good use as he’s heard from friends and family at home that the devastation reported on these days still represents only the tip of the ice-berg, in terms of wreck-age.
“� ere are still so many people still wait-ing for supplies,” he said, pointing out that aid has yet to reach outlying areas.
Adhikary gets up-dates on these matters from his family members on a daily basis, but even while staying in touch, and trying to do what he can from afar, he still doesn’t feel right.
“I just feel helpless-ness,” he said.
It’s a sentiment that was echoed by others at the event, who open-ly wept when the Nepal-ese National anthem was played and speakers re-fl ected on tales they’ve heard from home.
Gyan Shrestha was one of the speakers who shared a story his family related to him in the aftermath.
“Ceilings collapsed and children cried,” he said.
His loved ones didn’t think they’d make it out of their home alive, but they did. � e trouble they face in the after-math is where they will go moving forward, as their house is “cracked.”
“� ere are many more stores more miser-able and more depress-ing than this,” Shrestha said, noting that it brings the deepest sorrow to be far from family in their “greatest crisis.”

Delegates at this week’s B.C. Aviation Council annual general meeting in Kelowna don’t have far to look to see evidence of the “unprecedented demand” they say is out there for air travel in this province.
The Kelowna International Airport (YLW) is hosting the council’s AGM, and is currently on its 25th straight month of record-breaking passenger numbers, a year ahead of its targeted date to handle 1.6 million passengers. The airport is embarking on yet another major addition and renovation of its facilities.
“These (provincewide) increases indicate that � ying is a preferred means of travel for both the people who live (in B.C.) and those who come for business and leisure,” said BCAC chairman Mark Duncan.
“The dilemma many airports are now facing is how to build the infrastructure that ensures they can keep pace with growth and remain economic generators for their communities and the province as a whole.”
Duncan pointed to YLW, as well as regional airports in Fort St. John, where numbers have nearly doubled in the last three year and Nanaimo, where numbers hit an all-time high for that airport in 2014.
He said while B.C. is home to 13 per cent Canada’s population, its airports handle 20 per cent of the country’s airport traf� c.
YLW is the 10th busiest airport in the Canada and is often cited as a major economic generator for Kelowna, which owns and operates the facility.
But with its growing reach, with routes across Canada, into the U.S., to several sun destinations in Mexico and Hawaii and now Cuba, YLW is marketed as a regional airport for the entire southern Interior, despite
the presence of other, smaller airports such as the ones in Penticton and Kamloops.
And the province is also paying attention.
B.C. Transportation Minister Todd Stone said in recognition of the major economic impact regional airports are having on the provincial economy, it is providing $24 million over the next three years to help pay for infrastructure improvements through its 10-year B.C. On The Move transportation plan.
But that amount is not expected to go far
considering the latest round of expansion and renovation work at YLW is expected to cost more than $50 million alone over the next � ve years.
In Kelowna, as with virtually all other airports in the country, improvements are paid for in whole or in part, by revenue generated from airport improvement fees. In the case of YLW, the fee is $15 on each ticket for a � ight leaving Kelowna.
The airport, while owned by the city, is � nancially self-sustaining and generates the money it needs to operate through fees charged to users, not property taxation.
It makes money from corporate fees paid by the airport’s business users such as the airlines, the car rental � rms, other business at the airport such as restaurants and retail stores and parking operators, as well as the travelling public through the AIF.
The BCAC meeting wrapped up Thursday, with many of the 90 delegates leaving, as expected, by plane.

“He fl ew from Kelow-na to Kathmandu and he said how frightening it was seeing the bodies piled up,” he said.
But, Shrestha said, de-spite the horrors at hand, the people of Nepal are “strong and resistant.” � ey just need help.
Another event aimed at keeping attention on the crisis in Nepal hap-pened over the weekend, and it too raised funds for victims of the quake.
Kevin Edgecombe’s bottle drive at the old Western Star lot raised more than $13,000 in cash and cheques alone,
and from the looks of mounds of empty cans and bottles, the num-ber will rise much higher in the days to come.
Edgecombe is pas-sionate about raising funds as he has been to the Himalayan coun-try a number of times with the Inter-Cultur-al Women’s Education-al Network, a registered non-profi t charity for which he is the president.
“� e worst in terms of the shakes are behind us, but the troubles there will only get worse. In the best of times, parts of Nepal are a tough place to live,” Edgecombe said earlier, noting that, among other things, the air quality is brutal.
“In the outlying areas, it’s like stepping back 150 years.”
Its poverty and relative primitive-ness, have caught the attention of numer-
ous non-governmental organizations, he said, which may be help-ful in the days ahead as they are already on the ground.
“However, the infra-structure is dramatically less than it would be in other countries and the basic equipment need-ed to even pick up deb-ris is hard to fi nd,” Edge-combe said.
“Infrastructure is anti-quated or non-existent…so you can imagine when the earth shakes, there will be issues with util-ities, big concerns about sanitation.
In upcoming weeks Edgecombe will see the damage fi rst hand, as he
and his team will off er their help on the ground during a trip that was in-tended to put fi nish-ing touches on a build-ing they previously con-structed.

When Bev Edwards-Sawatzky’s friends in Lake Country organized a sale of Minkha sweat-ers last spring, they were able to send more than $20,000 back to Bolivia.
Most of the knitters are the wives of miners. When the price of met-als fl uctuates and the
men are laid off , the in-come the women make from selling the sweaters keeps their families fed. � e quality of the wool, the skill of the knit-ting and the beauty of the patterns make them prized commodities in North America.
� ere will be a sale
on Saturday May 9, at the Winfi eld United Church, 3751 Woods-dale Rd. in Lake Coun-try. Doors open at 10 a.m. and close at 3 p.m.
More than 200 sweat-ers, vests, ponchos, and ruanas (a kind of shawl) hand-knit by skilled Bo-livian women in the city
of Cochabamba will be on sale. Special sizes and colours can be ordered, for delivery in three months.

May 3rd through 9th is Emergency Preparedness Week across the country. It’s a good time for all Central Okanagan residents to review and revise their family emergency plans or if you don’t have a plan, get your family together to make one.
You should be prepared to cope on your own for at least the first 72 hours of an emergency, while first responders and rescue workers help those in urgent need.
By taking a few simple steps, you can become better prepared to face a range of emergencies, anytime, anywhere. It’s important to:
Know the risks – Although the consequences of disasters can be similar, knowing the risks specific to our community and our region can help you better prepare.
Make a plan – It will help you and your family know what to do
Get an emergency kit – During an emergency, we will all need some basic supplies. We may need to get by without power or tap water. Be prepared to be self-sufficient for at least 72 hours in an emergency.

The Community Services Department is seeking a temporary full-time Building Inspector II to join their team.
The Building Inspector II is responsible for directing compliance with the B.C. Building and Plumbing Codes & District Bylaws, by examining and checking construction and site plans, conducting field inspections, and meeting with members of the public for the purpose of promoting good construction and development in the District of Lake Country. Where necessary the Building Inspector II takes appropriate action on enforcement of codes, acts and bylaws. The normal work week is 35 hours, Monday to Friday, plus the option of a compressed work week to get every 3rd Friday off.
