� e District of Lake Country is going af-ter a $1.2 million grant it would use to im-prove safety along sever-al routes to Lake Coun-try schools.
� e district is plan-ning to improve safety at four key places around Lake Country in what is a potential $2.5-mil-lion project, depending on the grant application under the UBCM Fed-eral Gas Tax Fund.
“� ese are four dis-tinct road projects we have been working on for some time,” said Greg Bucholz, Lake Country director of infrastructure services. “� is grant ap-plication is really focused on safe routes to schools which…are vital to our community.”
Among the pro-jects are improvements to Sherman Road, val-ued at $450,000, where it leads up to Peter Greer school. Teachers at the school have voiced con-cern about safety issues for students either walk-ing or riding to school on a busy route, according to Coun. Matt Vader.
“What we are look-ing at there is provid-ing a bike lane as you go up the hill towards the school,” said Bucholz. “We want to keep park-ing on the downslope side and a separate side-walk/bike path on the opposite side of the road.”
Bucholz says grant applications under the gas tax program are over-subscribed mean-ing its imperative to have a solid application go-ing forward and he says showing the vital need for improvement to safe-ty in and around schools gives the application a

O� cials with the City of Kelowna say there is no back-up plan to � nd more money and pur-chase the CN Rail cor-ridor, should the April 25 referendum in Lake Country fail.
With less than two weeks to go before Lake Country residents cast ballots on whether to al-low the district to bor-row $2.6 million, com-pleting the � nal part of a tentative $22-million deal with CN Rail, the lead negotiator with the inter-jurisdictional team says securing the corri-dor is increasingly sitting with residents of Lake Country.
“It’s a very important piece of the puzzle and we’re hopeful the right decision is made,” said Doug Gilchrist, the City of Kelowna’s director of community planning and real estate. “� ere is no other funding plan. � e plan is for Lake

Gilchrist said if the referendum fails, the group would be $2.6 million short of the amount needed to pur-chase the trail. He add-ed a provincial govern-ment � nancial commit-ment of $7.2 million is not dependent on the referendum passing, de-spite government word-ing in its announcement that said the money was contingent on a yes vote in Lake Country’s refer-endum.
“We’ve had further communications with
the province,” said Gil-christ, noting they have said the money will be available even with a no vote, but they won’t be providing more funding for the purchase. “� e provincial contribution is maxed. If there is a fund-ing gap,” more money wouldn’t be coming from the province, according to Gilchrist.
As more and more eyes are watching Lake Country, with the ref-erendum approaching, two o� cial campaigns are now pushing the no-side while the yes cam-paign held the � rst of
two public open hous-es this week, hosting an information session on Monday night at George Elliot School as well as planning a rally at Beas-ley Park coming up on Sunday.
Trust appears to be one of the main issues of the no campaigns as residents question whether they are be-ing given the entire story by the District of Lake Country.

� e entire project is valued at $2.5 million with $1.2 million through the grant and $1.3 million funded through Lake Country reserves.
Also in the works is an upgrade to the Woodsdale Road Sanitary for
$700,000, something outside of the grant proposal that would be funded through the District of Lake Country if the grant application is successful.

Lake Country council has sent a developer back to the drawing board to � nd a solution to parking issues along Shoreline Drive before a half-com-pleted condo project is able to continue.
Known as Winterra at the Lakes, the project began in 2007 and was expected to feature two separate multi-family buildings, but the origin-al developer only com-pleted one of the two buildings before declar-ing bankruptcy. � at left the completed 73-unit building sitting next to an undeveloped lot and minus promised amen-ities such as a swimming pool and hot tub.
Now a new developer has stepped forward and taken over the project and is hoping to com-plete the second build-ing, construct the pool and � nish landscaping at the project. Due to some changes in the plans
however, the develop-er requested a variance from council for permis-sion to move ahead with nine fewer parking spots than what is called for in Lake Country bylaws.
“We are delighted that after all these years of looking out at an emp-ty lot and living next to a dust bowl that construc-tion (could) go ahead,” said Connie Baker, presi-dent of the strata council for the completed build-ing. “But with the pro-ject comes some appre-hension. We are con-cerned with a 50 per cent increase in the number of units in the second building and with park-ing.”
With the new de-veloper proposing an in-crease in units in the second building, council heard complaints about the resulting increase in tra� c on Shoreline Road, a road council heard is packed with cars parked on both sides of the street already.
“I would be very con-cerned, even on a tem-porary basis, to reduce the parking require-ments,” wrote Lake Country � re chief Steve Windsor in an e-mail to the district’s planning department. “� e area appears to be over-cap-
acity especially during evenings and weekends which makes emergency vehicle access very dif-� cult.”
Nearby resident Rhonda Martins also spoke at council and said moving ahead with the project with less parking
than what is called for doesn’t make sense.
“Already there is a shortage of on-street parking,” she said. “With further high density in the area this issue will only become worse. I have already been in situ-ations where myself or
others have had to back-up to accommodate an-other car in the road.”
District planning sta� had recommended the project move ahead al-though council wasn’t convinced after hearing the parking concerns and voted to delay any deci-
sion until the develop-er comes back with a re-vised plan that meets the required number of parking stalls for the project.
Part of the issue for the completion of the Winterra Project is the fact that a new develop-er is taking over from the original one that went bankrupt, said Lake Country director of planning Mark Koch.
“To say there has been some angst with this project is probably an understatement,” said Koch. “But at this stage we have a new developer to try and see completion of the project. Sta� have had some challenges to try and see the objectives that everyone wants put in place, put in place.”

But instead they moved to the earliest possible date for the referendum with no public meetings again and that is a little suspi-cious. Some former mem-bers of council have jumped into the debate on both sides of the issue as residents raise concern about things like future infrastructure projects, development and main-tenance costs of the trail as well as privacy issues
with the corridor.Long-time resident
and former Lake Coun-try Calendar owner Jack McCarthy says coun-cil has come up short when it comes to giving residents con� dence pur-chasing the corridor is the right move.
“I think the � rst vote (AAP) proved council has lost the con� dence of the community,” said McCarthy, whose family was one of the origin-al homesteaders in the Lake Country area. “I’d say they have lost the con� dence of a signi� -cant number of people in the community, part-ly due to the fact we are a fairly young municipal-ity and we are pretty-well � nanced up to our eye-brows.”
Meanwhile, Lake Country Mayor James Baker (see letter page A6) is defending council’s actions in the matter say-ing it’s been di� cult be-cause property negotia-tions are done in-camera and the main purchase discussions are done by the CN Rail acquisition team being led by Ke-lowna.
Baker said if the com-munity votes no to the rail corridor the muni-cipality will miss out on a major opportunity to ac-quire land.
“If we don’t look at this as an opportun-ity and say no to it, what (other) opportunities are we going to have?” he said. “People are com-ing to us saying we didn’t spend money to save the
golf course but very few municipal golf cours-es make any money. People are upset we aren’t spending money on a swimming pool but the taxes for that would be phenomenal. � is (rail corridor) is an asset with potential to be a revenue generator and people are saying we don’t know what it will cost. We’re saying it will cost very little given the experi-ence with other jurisdic-tions with rail trails go-ing through their com-munities. � at’s why we need a yes vote, to look at a visionary Lake Coun-try.”

� e Rotary’s annual Sip, Sample and Sav-our wine event is a popu-lar annual event and one of the Rotary club’s big-gest fundraisers allowing it to continue helping out di� erent groups and
projects in the commun-ity, such as the new home for the Lake Country Food Bank.
Along with its ef-forts to help the food bank, the Lake Coun-try Rotary raised in ex-cess of $30,000 for in-dividuals and causes last year. Tickets to the event, which will feature gour-met appetizers, wine tasting, food vendors and a silent auction, are $50 and are available from any Rotarian or at UBR

A regional group representing the Son-ghees, Beecher Bay, T’Souke, Malahat and Snaw-Naw-As (Na-noose) First Nations have reached the “agree-ment in principle” stage of negotiations with Canada and B.C., after 20 years of treaty talks.
� is is similar to the treaty � nalized in 2007 with another � ve-mem-ber Vancouver Is-land group called Maa-Nulth First Nations. � e Te’mexw Treaty Asso-ciation agreed to accept 1,565 hectares of prov-incial Crown land and $142 million in federal cash to settle its historic aboriginal title.
Alas, agreement in principle is but the fourth of sixth stages.
Now a platoon of law-yers takes over from the roomful of nego-tiators to produce the � nal legal text. It will be years before this treaty can be presented to the B.C. legislature and the House of Commons in Ottawa, if it ever is.
� ese elaborate cere-monies will never be viewed the same again after the release of fed-eral treaty advisor Doug Eyford’s report last month. � e Te’mexw event seemed to have an extra urgency after Ey-ford’s observation that much of this costly activ-ity has become a job cre-
ation program for those involved.
� ese Vancouver Is-land communities de-serve credit for setting aside their own territorial disputes. It’s more than most have done. Eyford concluded after a long summer of meetings last year that many treaty ne-gotiation teams in this province and across the country show no such inclination.
In B.C. and elsewhere in Canada, there is a “conspicuous lack of ur-gency in negotiations” and “sharp divisions” be-tween parties, most of which have been at the table for a decade or more, Eyford found.
� is is what has come to be known as the “ab-original industry,” where lawyers and consultants have a seemingly endless supply of lucrative work, much of it of question-able value. For some ab-original participants, at-tending treaty meetings year after year is the best paying job they have ever had.
Indeed, a common feature of the province’s dealings with aborigin-al communities is that their leaders demand meetings, and then de-mand to be paid to at-tend them.
� is latest Vancouver Island treaty, assuming it is ever � nalized, would at least in part replace the Douglas Treaties, signed by B.C.’s colonial gov-ernor James Douglas in the 1850s.
� ese treaties around Fort Victoria were quickly concluded if nothing else. � e Bee-cher Bay Band was paid 45 pounds, 10 shillings for most of Sooke and another 43 pounds and change for its Metchosin territory.
One of the biggest missing pieces in the latest agreement in prin-ciple is the share of fed-erally-regulated � sheries. � is has been a theme of B.C. Treaty Commission reports in recent years, as Ottawa holds up treaties for years because it is un-able or unwilling to o� er
shares of salmon in par-ticular.
Hunting and � sh-ing rights are acknow-ledged even in histor-ic treaties, and rea� rmed by the Charter of Rights and Freedoms. Shar-ing these rights while maintaining conserv-ation of � sh stocks has been more than Ottawa, and in some cases neigh-bouring aboriginal com-munities, have been able to manage.
Eyford’s � ndings, and the B.C. government’s sudden refusal to keep sta� ng a B.C. Treaty Commission that shows so little progress, have sent one overdue mes-sage.
If participants aren’t prepared to make real compromises and show a willingness to con-clude agreements rather than drag them out, they should leave and come back when they are ready to do so.

When philosopher Rene Descartes coined his famous aphorism: “I think, therefore I am,” he gave us both a truth and a truism.
� e truth is that thinking makes us aware of ourselves. Sapiens au-thor Yuval Noah Harari argues that no other spe-cies is capable of think-ing about itself. Certain-ly, dogs can reason. Even worms can react. But nothing suggests that a dog, a worm, or a mag-pie, can anticipate its own life expectancy. Or can think of itself as an abstract entity—from outside itself, as it were.
But as a truism, Des-cartes’ famous statement actually proves nothing.
A consumer might argue equally validly, “I buy, therefore I am.” Or, turn-ing the equation around, “I am, therefore I buy.”
It’s a circular argu-ment—a pre-smart-phone “sel� e”. Does a sel� e prove that I exist? Is that why tourists take pictures of themselves blocking the view of Ni-agara Falls, the Statue of Liberty, the Ei� el Tow-er?
We humans seem able
to re� ect on, even ana-lyze, what’s going on in-side our heads.
� e late Val Anderson once challenged an exec-utive meeting: “We’re doing a lot of thinking here. And we’re think-ing about how we’re do-ing that thinking. But are we thinking about how we’re thinking about our thinking?”
Another philosopher, Ken Wilber, argues that we all have a desire for
transcendence. We want to belong to something bigger than ourselves. It’s a universal pattern, he says. Atoms bind togeth-er into molecules, mol-ecules into proteins, pro-teins into cells, cells into living bodies.
And bodies want to belong to groups.
But must a univer-sal principle apply only to physical objects? Why not also to thoughts? Can my thoughts be part of a larger thought?
Some people vigor-
ously resist that concept. � ey like to see them-selves as ruggedly in-dependent. � ey don’t like to have their think-ing indebted in any way to a larger entity—a con-gregation, a political party, a corporation, a so-
cial movement.� en they’re shocked
to � nd it’s true.Especially when ap-
plied to something as nebulous as thinking.

While we wel-come the skepticism
Lake Country residents may register about how their tax dollars are spent, focusing that apparent lack of trust right now on the CN Rail corridor project is short-sighted.
� e proposed Oka-nagan Rail Trail project, a one-time long-term vi-sionary opportunity, has the � scal participation support of the Central Okanagan region and deserves to proceed.
� ere are many ques-tions � lling the letters to the editor, social media and on the airwaves rais-ing questions about this project, most harping on the unanswerable cynic-al questions of the mo-ment: Who will pay to uproot the existing rails? Who will pay for main-tenance? Who will pay for washrooms?
While the ‘how much’ aspect to get the trail operational for lo-cal recreation users and tourists is admittedly an unknown entity, the “who” aspect of how it gets paid for isn’t hard to � gure out.
It lies signi� cant-ly in the creation of the Okanagan Rail Trail In-itiative, a group of vol-unteers committed to engaging the commun-ity in � scal and volun-teer terms, to help raise $5 million and leverage that money to raise a fur-ther $5 million in vari-ous available government grants towards the trail project.
Lake County residents need to think about the Greenway pro-ject in Kelowna and the Kettle Valley Railway restoration as visionary ideas that certainly raised � nancial questions and concerns at their outsets, but they succeeded be-cause people rallied be-hind those projects, not because municipal gov-ernments, or federal or provincial governments for that matter, were endlessly cutting cheques
at the taxpayers’ expense. Visit Mission Creek
Regional Park and you will see hundreds of names of people who do-nated time and money—
individuals, families, philanthropists and busi-nesses—to make the Greenway a reality.
And if you think of the multiple commun-
ities that can see a tour-ism investment bene-� t and nature conserv-ancy asset being created with the Okanagan Rail Trail concept, that o� ers
a huge resource of people and � scal resources to draw on for support, which will be needed in the years to come. No need to look at this pro-
ject with rose-coloured glasses, but with this par-ticular long-term vision, the reward should be thought of as far greater than any potential risk.

To the editor:Numerous letters have
been published both for and against the decision of the District of Lake Country council to seek elector assent to borrow to purchase 50 per cent of the 16 km of the CN Rail corridor that is in our jurisdiction. Coun-cil’s decision is unani-mous, � scally respon-sible, socially responsible and environmentally re-sponsible. We see the purchase of this corri-dor as an investment and a long term bene� t for Lake Country.
We recognize that there are a number of constituents who have some concerns about our priorities and would rather not invest in our future at this time. Others have concerns that future costs for de-velopment and mainten-ance of the corridor are not being disclosed by the mayor and council.
We made what we consider a prudent busi-ness decision based on our knowledge and ex-
perience and the exper-tise and advice of other jurisdictions who have gone through similar scenarios. Rails to trails initiatives are a world-wide trend that many progressive communities have bene� tted from greatly and we want Lake Country to be one of those communities.
� e tax increase of $27 for the average Lake Country residence is based on a general tax requisition of $0.057 per thousand dollars of assessment, $0.14 per thousand for commercial properties, which will make the annual pay-ment for 20 years on the loan of $2.6 million for which we seek assent.
We have a memo-randum of understand-ing with the City of Ke-lowna which allows for a three-year, inter-est-free opportunity to buy their 50 per cent in-terest of the corridor in Lake Country for $2.5 million. Our assessment base will have increased in three years with the growth we see occurring now in our community and there is certainly po-tential for more business to locate here because of
new business opportun-ities generated by owner-ship of the rail corridor. In three years we will be in a better position to de-termine if we wish to ex-ercise our option to pur-chase Kelowna’s 50 per cent investment in Lake Country’s corridor.
We will continue our current level of taxes for our current level of services so there is no change in council prior-ities. Most of our long term debt is for water and sewer improve-ment which is paid for from the user fees for those services. With long term plans in place for all infrastructure upgrades we are well positioned to apply for provincial and federal grants as pro-grams become avail-able. We have an excel-lent working relationship with our MLA Norm Letnick and our MP Ron Cannan who have always provided strong support for our grant ap-plications and we have every expectation that they will continue to do so.
� e rail corridor will become a public asset that can bene� t not just Lake Country but will
be an asset for the entire valley.
Mayor and council will not be the sole plan-ners for the corridor; we do not have any hid-den agendas or any agen-da other than to acquire this valuable, wonder-ful, mostly lakeshore cor-ridor. � e entire com-munity will be involved in the subsequent plan-ning when the purchase is made. � ere will have to be considerable com-munity consultation to identify lands that may be surplus to park and trail functions.
Development of a trail in the corridor can be funded by non-gov-ernment development grants and willing volun-teers as has been done in many other jurisdictions. � e long term operations and maintenance may be conducted as an inter-regional service or with a memorandum of under-standing among the dif-ferent jurisdictions. Maintenance would not be done solely by Lake Country.
CN bought the cor-ridor lands, it did not have the same type of grants that CP had from the federal government.
� e Okanagan Indian Band has a long stand-ing speci� c claim with the provincial and fed-eral governments over the Commonage lands that were opened for non-Native settlement in 1893. Current federal and provincial land claim settlement policy is for no impact to third-party private property, which includes the CN rail cor-ridor.

While we wel-come the skepticism
Lake Country residents may register about how their tax dollars are spent, focusing that apparent lack of trust right now on the CN Rail corridor project is short-sighted.
� e proposed Oka-nagan Rail Trail project, a one-time long-term vi-sionary opportunity, has the � scal participation support of the Central Okanagan region and deserves to proceed.
� ere are many ques-tions � lling the letters to the editor, social media and on the airwaves rais-ing questions about this project, most harping on the unanswerable cynic-al questions of the mo-ment: Who will pay to uproot the existing rails? Who will pay for main-tenance? Who will pay for washrooms?
While the ‘how much’ aspect to get the trail operational for lo-cal recreation users and tourists is admittedly an unknown entity, the “who” aspect of how it gets paid for isn’t hard to � gure out.
It lies signi� cant-ly in the creation of the Okanagan Rail Trail In-itiative, a group of vol-unteers committed to engaging the commun-ity in � scal and volun-teer terms, to help raise $5 million and leverage that money to raise a fur-ther $5 million in vari-ous available government grants towards the trail project.
Lake County residents need to think about the Greenway pro-ject in Kelowna and the Kettle Valley Railway restoration as visionary ideas that certainly raised � nancial questions and concerns at their outsets, but they succeeded be-cause people rallied be-hind those projects, not because municipal gov-ernments, or federal or provincial governments for that matter, were endlessly cutting cheques
at the taxpayers’ expense. Visit Mission Creek
Regional Park and you will see hundreds of names of people who do-nated time and money—
individuals, families, philanthropists and busi-nesses—to make the Greenway a reality.
And if you think of the multiple commun-
ities that can see a tour-ism investment bene-� t and nature conserv-ancy asset being created with the Okanagan Rail Trail concept, that o� ers
a huge resource of people and � scal resources to draw on for support, which will be needed in the years to come. No need to look at this pro-
ject with rose-coloured glasses, but with this par-ticular long-term vision, the reward should be thought of as far greater than any potential risk.

To the editor:I have never been
one to voice my opin-ion about matters con-cerning my community publicly. However, I feel compelled to do so with regards to the upcom-ing rail trail referendum in Lake Country. Let me state upfront that I be-lieve the acquisition of land for the rail trail is a good thing and am really excited about the possi-bility.
Yet, as a result of this issue, I � nd the polariz-ation of our commun-
ity quite troubling. Ref-erendums tend to sim-plify issues and force people to either side with the Yes team or the No team. Having picked a side, we then focus solely on our point of view. At best, we do not listen to each other. At worst, we attack and direct accus-ations at the other. � e lasting legacy is animos-ity and distrust towards one another.
In Lake Country, we have people who see the unique opportun-ity that this rail trail will
bring to our community. � ey have worked tire-lessly to try to make it a reality and in their en-thusiasm, they are plow-ing full steam ahead even though many of the de-tails are not known.
Also in Lake Country, we have people who see the details and the on-going � nancial demands of a growing community. � ey too are concerned about leaving a healthy, sustainable commun-ity for the generations to come.
Both groups should be
valued and supported.We need the vision-
aries to seize the possi-bilities and the realists to take those ideas and help make them viable. Together we can create a community which is amazing to live in, � scal-ly responsible and har-monious.
Nevertheless, what-ever the outcome of the referendum, I hope we can respect each other’s choices and continue to build on what we have.

tunities for direct democracy in our lo-cal government with the upcoming ref-erendum on the rail trail—so get out and vote.
I am so thankful for the people who helped spearhead the purchase of Beas-ley Park. � eir initiative eventually led to community groups building a � eld house, soccer � elds, gazebo, playground and picnic area. � e same can be said for all our parks and recreation facilities.
For many years, our local commun-ity group Walk Around Lake Country has been building trails on small road rights-of-way and public land. � ese trails are being used every day by our residents. � ankfully WALC did not get bogged down on studies and cost estimates—they had vision, enthusi-asm and energy to get the job done one piece at a time.
Have faith that community groups, business and government will come to
the table to help develop the rail trail. I spent 35 years in local government and I can tell you that every parcel of land ever purchased for Parks and Recrea-tion bene� ted the community. � e pur-chase of land is the � rst step. I can also tell you that I never thought I would see the day when the railway would be-come available to us—and what a bar-gain for so much lakefront, never mind the opportunities that will arise in the future.
Our roads, water and sewer services will get improved over time whether we purchase the railway or not. I do appre-ciate the people who voted no on the petition—it has helped us to get bet-ter information and now more fund-ing partners.
A wise man I worked with once said doors open and close quickly on oppor-tunities. � is opportunity is ours to take and I am voting yes.

My husband is a smart man, and a good provider. There is nothing I would like to change about him but his darn teeth. That partial denture can be replaced by either a fixed bridge restoration that acts and looks like the teeth it replaced – and if he wants a truly first class result dental implants may be in store for him. One of the biggest factors that prevent adults from finally seeking dental help is fear of the unknown. Dentalphobia is the term for the 30% of the population who would rather pay more income tax than visit a dentist. This is a deep seated fear that usually is rooted in unpleasant dental experiences with an 'old school' practitioner who may have retired decades ago!
The unpleasantness that these patients recall with vivid clarity really belongs in a museum. Most dental procedures are perfectly comfortable these days – even complex oral surgery. The most common thing, actually, is patients wondering why nothing 'hurt' like they presumed it would.
Science is a wonderful thing sometimes, and pain management is a big part of that. Another factor that comes up is really ignorance of the other options. We have multiple ways to repair and restore a mouth. All we ask is that a patient come in and let us explain them. The computer technology now to demonstrate exactly where the bone is, and also how dense it is gives modern dentists a real 'leg up' on identifying all the options. We even have imaging services that show a patient how they will look after a treatment – and this is all in the consulting stage. If your husband could see the difference we can create, I wager that he'll spend the time so his mouth will look every bit as good as his prized set of wheels!

My eyes have started to feel irritated this past month – it must just be allergies right?
That’s a good question, and you may very well be right. However, it does require a little bit of investigation. Allergies and dry
eye syndrome are the two most common causes for seasonal discomfort and to distinguish between the two takes some further probing and often times an in-of� ce evaluation. You might understandably think that it doesn’t really matter, but the most effective treatment for these conditions actually varies quite considerably. While the hallmark differential is that allergies typically create “itchy” eyes and dry eyes create “gritty” eyes, the true differential actually comes from evaluation of your eye under a high-powered microscope (that annoying bright light we shine in your eyes). Dry eyes typically present with a reduced tear height and areas of focal corneal damage, while allergic conditions typically have a standard tear height and subtle swelling underneath the eyelids. As I mentioned, the best treatment for each condition varies considerably so if the problem persists be sure to have it assessed so that the proper action plan can be put in place.

Tuition fees keep going up. How am I ever going to get my children through post-secondary school?The BC government has identi� ed this as a problem as well. To help families start planning and saving early for their children’s education
after high school, the Government of British Columbia announced the $1,200 BC Training and Education Savings Grant in Budget 2013. All children born on or after January 1, 2007 who are residents of B.C. are entitled to receive the BC Training and Education Savings Grant.
Here’s what B.C. families need to do:
• First, open an Registered Education Savings Plan (RESP) account at a � nancial institution. No matching or additional contributions are required to access the grant.
• Second, apply for the BCTES Grant through a � nancial institution when it becomes available in August 2015.
By opening an RESP account, not only is the child entitled to $1,200 from the Province of British Columbia, they can also access similar education savings grants from the Government of Canada. Invested in an RESP, the $1,200 grant will grow over time, making it easier for B.C.’s children to pursue training and post-secondary opportunities leading to careers of their choice. The sooner you open an RESP, the sooner your savings can start to grow and earn interest for your child.

individualized health and wellness approach to people living with cancer.”
Previoulsy Inspire Health charged people a $450 annual fee but thanks to funding through the Ministry fo Health, private dona-tions, and grants, the or-ganization has been able to drop the annual fee and help cancer patients deal with their diagnosis and put a plan in place to help them.
“A diagnosis of cancer can be very shattering for somebody but it can also o� er the opportun-ity for re-evaluation, a better look at their life and what things are real-ly important in terms of wellness and lifestyle factors,” said Heidt.
“Our emphasis is on lifestyle factors such as nutrition, exercise, emotioanl and spirit-ual well-being and also education. Lifestyle and wellness do have a pro-found in� uence on pa-tients. We have seen this
with heart disease for the past 30 years but for reason it has lagged be-hind with cancer.”
However Heidt says now being able to pro-vide the services for free should have a ma-jor impact on cancer pa-tients and their willing-ness to access health and well-being servies in the wake of a cancer diag-nosis or even years after the disease may be in re-mission.
Inspire Health opened in Kelowna in September of 2012.
“We were quite busy when we opened our doors but the member-ship fee was a huge bar-rier for a lot of patients,” said Heidt. � ere are a lot of things that make � nances really challen-ging...if they are not able to work or if they have loans. Now that we have been able to remove the � nal barrier it’s becom-ing quite busy. there is a huge need for this kind of care in B.C.”

GOODMAN, CAROL GRACE1933 - 2015
Passed away on Sunday April
5, 2015, surrounded by her family. She is survived by her husband Ted, her daughters Carolyn (Tim), and Louise
(Richard); her grandchildren Leah (Kellen), Travis, Jesse,
Brantley (Darcie), and Alex; and her great-grandson Xander.
She was predeceased by her granddaughter Abby in 2006.
Carol was a school teacher,
and began her teaching career in Ontario in the late 1950’s.
She and her husband Ted moved to the Okanagan in 1964 and she taught for the Central Okanagan School District until her retirement in 1998. She loved to quilt, knit, play the piano, and cook. Carol will be remembered for her loving and generous heart, and her love for her family.
She will be sadly missed.
The family will hold a private memorial for Carol at a later date.
In lieu of fl owers the family is requesting donations be made
to the Canadian Cancer Society.

Went to be with the Lord and passed away suddenly
of a brain aneurysm on Friday, April 3, 2015. Marie is survived by her loving
husband of 68 years, James L. Janz; two children Grant
(Bonnie) Janz of Lake Country, BC, Glenda (Bryan) Jackson
of Kelowna, BC; grandchildren: Jeff (Jade) Janz of Vancouver,
BC, Dayton Janz of Lake Country, Jillian Jackson of
Kelowna, BC, Michael Jackson (Lori Ann) of Lake Country, Cory Jackson (Kristi) of
Kelowna, BC; great grandchildren: Will Bailey, Jaden and Logan. Marie has one surviving sibling, her sister Jean
Prokopetz of Larkin Crossing, Armstrong, BC, who celebrated her 100th Birthday with Marie last October. Marie was born in Watson, SK and at an early age, her
family moved to Armstrong, BC. She travelled to Souris, Manitoba for work, where she met the love of her life,
James Janz. They were married and moved to Kelowna. In 1951 they bought an orchard in Oyama where they raised their family and farmed an orchard for 45 years.
Upon retirement, they moved to Glen Meadows in Kelowna and have resided there since. Jim and Marie travelled the world together and enjoyed great pleasure in wintering in
Yuma, Arizona. This year they ventured to Yuma once more where they shared much friendship and laughs along
the way. A wonderful memory for all. A Funeral Mass and celebration of Marie’s life was held on
Saturday, April 11th at 10:30 am at St. Pius X, 1077 Fuller Avenue, Kelowna, BC. In lieu of fl owers,
memorial donations may be made to the BC Heart & Stroke Foundation, #4 – 1551 Sutherland Ave., Kelowna, BC

Pursuant to the provisions of Section 204 of the Community Charter, the District of Lake Country will be holding a Review Panel in regard to parcel tax assessment rolls. Notices are being sent to registered owners of all properties being added to an assessment roll.
The 2015 Parcel Tax Review Panel will sit at 6:00 pm on Thursday, April 23rd, in the Council Chambers at the Municipal Hall. You may make a complaint to the Parcel Tax Review Panel on one or more of the following grounds:
there is an error or omission respecting a name or address on the parcel tax roll;
there is an error or omission respecting the inclusion of a parcel; there is an error or omission respecting the taxable area or the
taxable frontage of a parcel; or an exemption has been improperly allowed or disallowed.
You or your agent must notify the District of Lake Country, in writing, of your complaint. The District of Lake Country must receive written notice of the complaint before 4:30 p.m. on Friday, April 17, 2015. Please address your complaints to the attention of the Collector. The parcel tax assessment rolls will be available for public inspection starting Tuesday, April 7, 2015, at the Municipal Hall during regular office hours (8:30 am to 4:30 pm).

Semi-annual water bills for the period January 1 to June 30, 2015 are due and payable before 4:30 pm on Thursday, April 30. Payments received after the close of business April 30, 2015 will be charged a late penalty of 5% on the unpaid balance.
Payments can be made by mail; in person at Municipal Hall 10150 Bottom Wood Lake Rd; at all major financial institutions; or via internet and telephone banking. There is an after-hours drop box to the right of the main door of Municipal Hall. Municipal office hours are from 8:30 am to 4:30 pm, Monday through Friday (excluding statutory holidays).
