EXECUTIVE SUMMARY

1.1. INTRODUCTION

The main objective of the development of Mini/ Micro Hydropower is to utilize cheap

hydropower potential and to provide reliable and consistent power to local areas specially

those which are deprived of electricity. It will also provide opportunities to local

communities for enhancements of economic activities through establishments of small scale

industries.

For the said purpose a PC-I for “Construction of 356 Mini/ Micro Hydropower Projects in

Northern Districts of Khyber Pakhtunkhwa” amounting to Rs. 5,524.832 Million was

approved by the PDWP on 1st January 2015.

PEDO has awarded contract for the execution of work to six (6) no. of NGOs covering twelve

(12) districts of Khyber Pakhtunkhwa, following is the detail.

The consultancy agreement was signed for “Construction of 356 Mini/ Micro Hydropower

Projects in Northern Districts of Khyber Pakhtunkhwa” between Project Director MHP PEDO

and Consulting Associates Peshawar on 24th March, 2014.

This report has been produced under the sub clause 3.7 (consultants obligations) of the

consultancy contract agreement.

1.2. PHYSICAL STATUS

Till the month of July 2015, out of the total 356 awarded projects 275 were identified.

Whereas 174 were approved for construction, out of the 174 approved projects,

construction work was in progress on 94 sites.

Now during the reporting month i.e. August 2015 the no. of identified sites has increased

from 275 to 276, projects approved by MC from 174 to 187, whereas projects in construction

phase remains 94.

15 projects were expected to complete in the month of August 2015 however due to weather

conditions and financial constraints contractors failed to do so.

1.3. FINANCIAL STATUS

Till July 2015, Rs. 294.604 Million were released to the contractors, this amount remained

same in the reporting month.

1.4. CONSTRAINTS

Low production capacity of local manufacturers of E&M equipment causing delay in

completion of project.

Inaccessibility of sites (lack of infrastructure).

NGOs’ inability to handle the large no. of sites.

Stay order from contractor in two (Torghar & Mansehra) districts.

Reversal of the decision of not to develop 10-15kw sites.

Weather constraints.

Complications in contractual interpretations.

Key challenge is to address capacity gap of +9MW.

District Torghar Mansehra


After the award of contract the contract initiated its work, and had preliminary identified no.

of sites for MHP development. However, The Ministry of Science and Technology vide letter

No 2(1)/JS (A) Government of Pakistan Ministry of Science and Technology dated

03/12/2014 communicated for immediate withdrawal of PCRET from joint venture. CEMCO

was given notice to clarify the position within 07 days as per contract agreement clause No

45.1 and 45.2.

Reply of CEMCO was not satisfactory and PEDO intended to terminate his contract however

CECMO took stay order from Peshawar High Court. Hence the matter is now in Court and

PEDO is not in position to take any action till the decision of the Court.
