1Context: College and Career Readiness

Senate Bill 1For Kentucky, it was all about timing.

In 2009 KY passed legislation charging the state to:reduce college remediation rates and increase college completion rates

The action plan called for adoption of content standards aligned to college and career readiness. In 2010 Kentucky was the first state to adopt the CCSS.

As the whole state began to embrace the CCSS, KYAE was just completing participation in OVAEs SIA Initiative. Due to the positive feedback we experienced from our SIA pilot programs, KYAE decided to use the innovations to help programs move to instruction based on the CCSS.2SIA Innovations

We knew we wanted to implement all four innovations in sequence- but how?

The face-2-face participants had the option of choosing to work on either the ELA standards or the math standards, or they could elect to participate in both content area trainings. With their choices in hand, we divided the state into 10 learning communities so that the numbers would be manageable and took the PD to them.

The format changes somewhat in Year 3:we conducted the program director orientation via a webinar rather than f-2-fWe combined ELA and math instructors, resulting in the need for 16 LCs across the stateWere emphasizing the recently released CCR Standards, giving instructors the option of CCR Standards or the K-12 Common Core standardsWe increased the f-2-f time to 4 days with all group assignments being completed and posted before leaving the trainingWe added a section on the need for formative assessment to help students master the demands of the standards revisited the work of creating units from Innovation 2, having instructors evaluate the units that were submitted during Innovation 2 trainings last year

Program directors and lead instructors will return in four LCs to practice the fourth innovation in early 2014, conduct their observations over six weeks, then return for one last culminating session in late March.

Stage 4: Full implementation!The challenge of any professional development is the extent to which it is utilized by its participants. As of the most recent grant awards, KYAE now requires programs to deliver standards-based instruction. At the end of Year 3, all programs will have to submit an implementation plan that sustains the innovations learned over these 3 years. To assist programs in developing their plan, KYAE has begun an effort to lead programs through the four stages of sustainability as identified by OVAE for the Standards-in-Action Initiative. These stages are (read slide). KYAE sends the programs a set of guiding questions for each stage, allowing several months for program staff to consider their responses. Programs have recently submitted their Stage 2 responses and will be receiving their Stage 3 questions in early 2014. 12Resources to Support SBEProgram materials for the delivery of standards-based instruction

To implement the SIA innovations, programs need access to the templates provided in the trainings. Teaching strategies to support the standards

Sustaining standards-based instruction in all programsAs we emphasize the need for college and career ready graduates, we are attempting to change not only what is taught in our programs, but how it is taught. Until beginning this process, unlike adult education programs in other states, our programs didnt have standards to use in instruction. Even now, not all programs have embraced the use of standards to direct instruction. But were much further along than when we began with many programs embracing the change. Completion of SIA Materials- KYAE can provide the templates, but it is up to the program directors to provide the time and leadership to create SIA Materials for Use in their program.

The higher standards require instructional strategies that incorporate the skills employers are requesting. Such strategies must be a focus of future PD.

Sustaining standards-based instructionrequired in contract to deliver SBE, implementation plans submitted by all programs as the final phase of the sustainability work. Support visits should help programs implement their plans.

There are any number of ways to incorporate the SIA innovations into your PD. Each state must find their own path. I encourage any state considering the use of these innovations to examine them as presented in SIA guide.
