What Your Chamber is The Kaufman Chamber of Commerce is a non-profit voluntary partnership of business and professional people working together to build a healthy economy and improve the quality of life in our community. Working alone may not always be successful so the Chamber works together, pooling time and resources so that great accomplishments can be made that benefit the entire business community.
What Your Chamber is not Your Chamber is not a part of the city, county or state governments; a civic, service or social club; a social service or welfare agency.
Who Leads Your Chamber Your Chamber is run by its members. The 29 members of the elected Board of Directors determine policies and set goals. Six Directors are elected each year for a three year term. The Executive Committee is elected by the Board. A Chairman presides over all the Board meetings. The day-to-day operations are handled by a paid professional president and staff.
Your Chamber has Five Functions
• Economic Development: Assist existing businesses, industries and developers and retail firms in Kaufman to grow and expand locally with priorities of tax generation, job creation and capitol investment. Create a climate that encourages existing businesses to choose to add shifts or expand locally as they find new markets, expand their product offerings or as a demand for existing products increases.
• Membership Services: Promote an affirmative and interactive membership program. Develop and maintain programs that generate sources of funding. Achieve effective and efficient internal Chamber operations.
• Tourism: Create awareness that Kaufman is a designation for visiting landmarks, memorials and special events. Attract outside visitor dollars to our local restaurants, motel and retail businesses by providing advertising and promotion for community events.
• Community Development: Improve the communications, health care opportunities, marketing local businesses, transportation, small business opportunities, appearance of the community and volunteer options for the Kaufman Area.
• GovernmentRelations: Identify issues, monitor proposals, ordinances and legislation. Develop and communicate pro-business positions on city ordinances, county ordinances and state legislation and regulation affecting the growth and profitability of Kaufman business and industry.

I am honored to serve as the upcoming Chairperson of the Board for the Kaufman Chamber of Commerce. Our Chamber Board is comprised of the most dedicated group of volunteers who firmly believe in the
betterment of our community. Our chamber represents the networking center of our community, working alongside city officials, the school district, county officials as well as our state representatives to improve the lives of the those who chose to live, work, shop, and play here.
Wade Hebb and I had the privilege of completing the City of Kaufman’s application to become a Certified Retirement Community a few years back. During the process of compiling countless data, pictures, and our historical heritage, I fell in love with Kaufman all over again. I cannot think of a better place to call home, both personally and professionally.The City of Kaufman, Kaufman Economic Development Corporation and the Chamber of Commerce have a common goal to expand our retail services into a regional commercial center. This year promises to expand upon that mission with the grand opening of the nation’s largest retailer, Walmart.
Our plans through 2014 are to engage our members and the community in activities that will inspire and produce economic growth and improved quality of life for the citizens and the businesses that represent Kaufman at its finest. As the year gets underway, we welcome a strong board of directors that represents small and large businesses, education, community services, recreation, healthcare and more.

Welcome to Kaufman, Texas!
The settlement that would later be known as Kaufman County grew up around Kings Fort, a small fortress
comprised of four cabins, a stockade and a fence to serve as protection for a group of surveyors William King was financing to survey the area. Indians were common in this country and the fort served as cover, as well as a home base for the surveyors and other travelers. William King continued his efforts to lure settlers to the area, buying land until shortly before his death in 1841. When Charles F. Mercer’s colonists began to arrive in the vicinity between 1844 and 1846, King’s Fort became the center of a dispersed community known as Kingsborough.
Kaufman County was formed in 1848 and was named after David S. Kaufman, a noted Texas patriot who in 1845 was elected as one of the first members of the Texas Delegation to the United States House of Representatives. John H. Reagan, then a member of the state legislature, introduced the petition in order to honor his friend Kaufman. The county seat, when selected, was also required to bear the same name. The northern part of the county included the present Rockwall County and the eastern part included some of the present Van Zandt County, but the southern boundary was only about two miles south of Kingsborough. In February 1850 new adjustments were made in the eastern and southern boundaries of Kaufman County.

AND THE CITY OF KAUFMAN
Despite the fact that Kingsborough was the only settlement of any real size in the new country, it was not initially the county seat. An election held in 1848 to select the location of the county seat chose the geographical center of the county, and another election held after the shift of boundaries chose the new geographical center (“Center Point”) on 150 acres to be donated by R.A. Terrell. Center Point was about three to four miles north of Kingsborough. A petition was subsequently submitted to the Texas legislature calling for another election and, in March 1851, Kingsborough was selected (93 votes for Kingsborough, 90 votes for Center Point). With that vote, the name of the town was changed from “Kingsborough” to “Kaufman” in accord with the legislation.
In April 1851, Frances A. Tabor, the widow of Dr. King, deeded 150 acres of land for the new county seat, reserving only 12 lots for herself. This land included the site of the old fort and included much of what became the City of Kaufman. The work of the county government was then transferred there in November of 1851. It has remained there ever since, although in two elections in 1879 and 1885 the new town of Terrell was selected as the new county seat, although not by the two-thirds majority required.
Since 1851 the town square has remained the center of activity of Kaufman, and the courthouse the focal point. The first courthouse was a simple one-room building which had been remodeled. It was located at the southwest corner of Washington and Mulberry Streets, i.e., not on the present courthouse square. The courthouse was only twenty by thirty feet and the county’s needs quickly outgrew this facility.
A contract for a new brick courthouse was let in 1859 and, following an intense dispute over the quality of construction, was occupied in l86l. The worst fears of some were borne out, and the courthouse was abandoned in 1862. After using some temporary quarters, the old wooden courthouse came back into use, serving until 1868. A contract for another courthouse was let in 1869 and was first used in February 1871 for the District, although it was not completed until August 1872. This building was of frame construction, fifty feet by fifty feet, and had two stories. The courtroom occupied the second story, while various county officials had offices on the first floor.
The continued growth of the county as well as concerns about the possibility of a fire in the frame building caused the county commissioners to vote for a new stone courthouse in December 1885. The old building was moved to the corner of Cherry and Washington Streets and used while the new courthouse was under construction. The new courthouse was accepted in July of 1887 and remained in use until early in 1955 when it was torn down to make way for the present two-story building.

Nowhere is this more evident than its preserved town square, home to the county’s courthouse, restaurants and shops, along with an abundance of period dwellings that marry with newer construction throughout the community. With its perfect combination of an easily accessible location, business-friendly attitude and unparalleled quality of life, Kaufman is a city that offers endless opportunity.
LOCATION, LOCATION, LOCATION“Part of Kaufman’s appeal is proximity to Dallas,” says Lee
Ayres, Executive Director of the city’s economic development corporation. “The fact that we’re about 32 miles from downtown Dallas is a plus.”
Less than 30 minutes East of Dallas, Kaufman is the heart of its namesake county and just as in decades past continues to be a hub of activity. An estimated 30,000 residents within the city’s jurisdiction and another 90,000 who reside within the county’s
boundaries enjoy ease of access to two major airports. Dallas-Fort Worth Airport is less than an hour’s drive, while Dallas’ Love Field is just 40 minutes away.
Even closer is the recently updated Terrell Municipal Airport, which has welcomed flight enthusiasts, dignitaries, and heads of corporations, making entry to Kaufman and surrounding communities extremely convenient. The airport’s runway is more than 5,000 feet long with lead-in lights and fuel services.
The sites of leisure activities such as American Airlines Center, home to the championship-winning Dallas Mavericks, the newly developed arts district, and a myriad of other recreational outlets, such as golf courses and lakes, also are 20-25 minutes from Kaufman.
“Transportation access is so important,” Ayres said. “We’ve made more progress on the State Highway 34 bypass in the past two years than we had in the last 30 years. We think that has potential to break ground in the next two or three years and that’ll open up several hundred acres for commercial development.”
BUSINESS AS USUALKaufman’s dedication to attracting and maintaining businesses
is unquestionable. Texas Health Presbyterian Hospital, a 100-bed, state-of-the-art facility, Abox Packaging, servicing some of the country’s best-known entities, and Falcon Steel, which employees more than 200 non-union workers, all are testaments to the city’s appeal.
Other long-standing employers include Kaufman County and the Kaufman Independent School District. Combined, they employ more than 1,000 people. Manufacturers and distributors employ an estimated 20 percent of the city’s diverse job base, while 17 percent work in medical-related fields and another 23 percent in

government. “We import about 2,900 workers per day into our
community,” Ayres said. “It actually bulks up our daytime population, which in turn helps our retail and service industries. They may not live here, but they might buy gas, groceries or visit their insurance agent here.”
Multiple locations in Kaufman are ready to house new businesses. Retail and office spaces, ranging from 1,500 to 6,000-square-feet, are available at Prairie Creek Crossing along U.S. Highway 175. In downtown Kaufman, on the city’s historic square, lease space of up to 3,000-square-feet is being offered. At Kings Fort Market Center, also along Highway 175, a proposed national retailer will anchor the pad sites and lease space from 1,500 to 25,000-square-feet, while Washington Square Shopping Center boasts a 6,900-square foot space to join Bealls and Family Dollar.
“There are some things in the works that I believe are going to significantly impact the city and will be good for residents as well as the communities that surround Kaufman,” said City Councilman Barry Ratcliffe. “We work very hard to try to attract business. That’s part of [our job]. The city council in conjunction with the Kaufman Economic Development Corporation tries to prepare the whole community for the future.”
When the council and KEDC can draw business to town, he said, that creates revenue and those dollars generate sales, which helps the city operate and make improvements while largely keeping the tax rate from rising.
Kaufman already is the location of Falcon Steel, a company whose products help guide motorists and transport electricity, not only in the DFW area, but also throughout the state and across the country. Along with transmission lines, Falcon consistently builds lighting poles and overhead sign structures for high profile improvements like Dallas’ “High Five”, arguably the city’s busiest highway interchange. They’ve also constructed goods for Duke Energy and contributed to wet projects near Las Vegas.
“We’ve built for just about every utility in the United States,” said Executive VP/GM Kaufman Division, Larry Minor, a Kaufman native who has been with Falcon nearly 30 years.
As part of the Competitive Renewable Energy Zone (CREZ), Falcon’s transmission towers will help carry electricity from the windmills of West Texas to homes and businesses in North and South Texas. According to the Public Utility Commission’s website, CREZ was established in response to legislative action and has been assigned nearly $5 billion in transmission projects that will carry 18,456 megawatts “to highly populated metropolitan areas of the state.”
“We’re building 95 percent of all those towers,” Minor pointed out. “It’s a huge project. We competed with Mexico, Turkey, Brazil, India and China.”
In the end, Falcon sealed the deal.While ripe for larger retailers and manufacturers to occupy prime
real estate, Kaufman also is the kind of place that is dedicated to and supports small businesses.
QUALITY OF LIFECheck any of Kaufman’s local restaurants, shops, or parks and
a certain hard-to-find charm is apparent. There’s a down-home way about folks rarely found these days, especially in larger cities. Yet Kaufman has maintained a high quality of living through the years.
Current Mayor Dr. William Fortner’s wife, Norma, is from Kaufman, however, that was not the reason the couple located their family here nearly four decades ago. Instead, opportunity knocked. Dr. Fortner chose to leave Dallas to join a solid group of local physicians.
“Six years later, we got [Texas Health Presbyterian Hospital],” he said. “Very few towns the size of Kaufman have a hospital, and it’s a quality hospital, too. I’m real proud of it. Kaufman is a small town, so you get to know a lot of people. You go to the store and you don’t know anyone [in a big city]. I go to the store here and I know all kinds of people. We have good schools and the low crime rate is a big deal.”
Long time resident Barry Ratcliffe who serves on the Kaufman City Council and the Kaufman Economic Development Corporation said the city’s size and all that comes along with it lured his family east.
“What attracted me was it’s small town atmosphere and the school system, because I had school-aged children at the time,” he explained. “I’m from a small town, so it had everything I was looking for and everything was close. We just like the quiet, closeness of the community.”
Parks and schools often are the signifiers of a great community and Kaufman is no different, with a celebrated school district and much-used sports complex along State Highway 34.
“The Kaufman Independent School District is a Recognized district, boasting not only of academics, but an award-winning marching band, state champion cross country team and stellar programs in all arts and athletics,” Glasscock said.
As far as higher education goes, Trinity Valley Community College’s school of nursing has developed plans to grow its Kaufman campus, tripling its footprint and more than doubling the number of students and faculty, KEDC leaders say.
Glasscock pointed out that Kaufman also is a Certified Retirement Community, designated by the Texas Department of Agriculture. A groundbreaking is set for a retirement community, being built by the Kaufman Neighborhood Development Organization, on Booker Street, she said.
To help further heighten the quality of living for its residents, the Kaufman Chamber, along with the City of Kaufman and STAR Transit, embarked on a project to provide a fixed bus route in response to the number of citizens observed carrying large parcels on foot from

shopping destinations. In October 2011, the project was deemed the best economic development project by a small chamber in the state of Texas.
“The bus was provided by a grant,” Glasscock said. “It’s a ‘green’ bus, part electric, part gasoline and was wrapped to look like a trolley. It makes the trip around town every half hour.” The project was so successful, ridership numbers are exceeding expectations.
Perhaps what makes Kaufman such an ideal location, for work and play, is the evidence of strong community spirit and hard-working citizens and leadership. In his description of how city council and others show commitment to residents and businesses, Councilman Barry Ratcliffe said it best: “We all have the best interest of the community in mind. We discuss issues thoroughly. We try to make the best decisions we can that will affect the residents in a good way and helps move the city forward as we prepare for the future.”

JANUArY Board Retreat: The Kaufman Chamber of Commerce meets to make plans for activities and events for the upcoming year. Volunteers discuss how they can best fulfill their mission to improve the community through its support of Kaufman residents, business owners, city leaders and the school district. The meeting promotes interaction between members of committees who develop a comprehensive Business Plan to promote fundraising, tourism and economic development efforts.

Membership Banquet: With an average attendance of about 300, Chamber Members gather to recognize outstanding volunteers and the Teachers of the Year. AprIL Golf Tournament: Business leaders and community members gather at the beautiful Cedar Creek Country Club to support the Chamber in this annual fund raiser. The tournament includes a morning and afternoon tee time, lunch, hole in one opportunity, putting competition and individual challenges.
MAY Kaufman County Relay for Life is an evening fundraiser for the American Cancer Society. Held each Spring, the event attracts hundreds of volunteers who compete on teams to raise money and awareness for people with cancer. The event, which kicks off at 7pm includes a luminaria ceremony, a survivor walk, a silent auction and on site fundraiser at campsites set up around the track. Memorial Day: Ceremonies and ride to the Texas Wall. Local vendors and motorcycle games.

The festival kicks off with a parade that starts at 9am and has over 100 entries including the antique tractor club. Featured activities include live entertainment, arts and craft vendors, a children’s area, sports bike show and many more events. Halloween on Houston: Hundreds of children of all ages gather on Houston Street on Halloween night to trick or treat at the spooktacularly decorated historic homes. This tradition is amazing to behold.

The Mission of the Kaufman Economic Development Corporation is to make Kaufman the most economically prosperous suburbs of Dallas and one of the best places to work in North Texas.
KEDC has partnered with the Kaufman Chamber for more than a dozen years. Led by a five member board of directors headed by volunteer President Roy Ferrell, the corporation leases space from the chamber and chamber support staff doubles in the same capacity for the KEDC.
The Chamber and KEDC got to break ground on the new Kings Fort Market Center and the new 160,000 square foot Walmart last fall. According to KEDC’s Executive Director, Lee Ayres, “Phase I of this project should include 210,000 square feet of retail and office space anchored by the first big box. Phase I is estimated to generate $28.1 million in taxable investment with 439 full and part time permanent jobs generating $12.35 million in new payroll each year. It should also generate approximately $1 Million in new sales tax revenue to the city. The Kaufman Chamber has worked diligently on this project for more than 13 years.”
Another huge project that the Chamber has taken the lead role in for more than 30 years is the Kaufman Highway 34 by-pass. After a major assist from the KEDC over the
last six years, that project is now being spearheaded by another good Chamber partner, the City of Kaufman, Mayor Bill Fortner and City Manager, Curtis Snow. TXDOT engineers confirmed recently that they should be selecting a contractor by summer and construction should begin by the end of 2104 for the north phase which will start with a new bridge over U.S. 175 and traverse north to create a new four way intersection with at the current 3 way junction of State Hwy. 243 and State Hwy. 34. Phase two, which will go south to connect with existing Hwy. 34 just north of Kings Creek, should follow quickly.
“The completed by-pass will open up approximately one thousand acres for commercial, residential and industrial development,” according to Ayres.
“The next five years should be really exciting for central and southern Kaufman County.” Lee Ayres serves on the board of the chamber as an ex-officio member.

Anne Glasscock is starting her eighth year as President of the Kaufman Chamber of Commerce. She and her husband Kyle and their two daughters, Marti (13) & Isabel (10) moved to Kaufman in June of 2007.
Anne graduated from Texas A&M University with a degree in Recreation, Park & Tourism Sciences. Prior to the Chamber of Commerce she worked for the Dallas Area Chapter of the American Red Cross. Anne continues to volunteer for the Red Cross and serves on the Supervisory Committee and as an International Humanitarian Law, Lifeguarding and Water Safety Instructor. Anne serves as the Administrator for Kaufman County Leadership Council and is a member of the Kaufman Lions Club. She also serves as Secretary of the Kaufman County Crime Stoppers Board. Additionally Anne acts as the administrator for the Leadership Kaufman County class, of which, she is a 2006 graduate. In June of 2013, she graduated from Leadership North Texas Program which is a graduate Leadership program.
In 2012 Anne completed her requirements to become an Accredited
Chamber Executive through the Western Association of Chamber Executives and is the only Chamber President in the State of Texas to hold this title. This month she joined the Board of Directors for the Western Association of Chamber Executives.
“This year we are looking for more ways to highlight and promote our members, such as the daily Facebook Feature, and focus on communicating all of the great things the Chamber of Commerce does for our members and for the community of Kaufman.”
Yvonne Floyd serves as the office manager for the Kaufman Chamber of Commerce and Kaufman Economic Development Corporation. She has been with the chamber since 1994.
Yvonne has three children, Charles, Stephanie, Alicia and three grandsons Trevor, Jesse and Cooper and a granddaughter Addison. Yvonne has lived in the Kaufman area for 20 years.
She is involved in almost every aspect of the chamber, including the Civic Auction, New Teacher Luncheon, Golf Tournament, Membership Banquet, Kaufman County Day in Austin,

Nancy Heller serves as a part-time administrative assistant for the Kaufman Chamber of Commerce and Kaufman Economic Development Corporation. Nancy joined the staff in May 2012.
Nancy and her husband, Brian Heller, moved to Texas in 2009 after living and working in New Jersey all their lives. They are the proud parents of two married daughters and have recently become first time grandparents to their daughter Janine’s new son, Greyson. Janine lives and works in the Dallas area, while Kristen, a fan of the cooler weather, lives and works in the Boston area. Nancy values time spent with her family and looking after her many animals.
Shayne Larango is just beginning her adventure as part-time Tourism Specialist for the Kaufman Chamber of Commerce in conjunction with the City of Kaufman. Her responsibilities include promoting Kaufman as a destination place for tourism and activities, creating a center point for community organizations and resources, and coordinating and growing the annual Scarecrow Festival. She is also a smiling face at Especially For You Tea Room and Gifts.
Kaufman is Shayne’s hometown, and she is a graduate of Kaufman High School. She has a BA in Organizational Communication from the UT Arlington and a MA in Humanities from the UT Dallas. She has one daughter, Katy, who is a graduate of Princeton University and is currently living in Istanbul, Turkey.
