GIS Data Requirements
• Statewide….covering every county and PSAP
• Consistent…common set of data layers, data model and implementation
procedures: Address points Road centerline Emergency service boundaries Authoritative boundary MSAG change spreadsheet
• Current……….regularly maintained
• Authoritative…accurate and reliable
• Standardized…meets applicable Kansas & NENA NG911 GIS Standards,
Data Models and Implementation Guidelines

Gap Analysis & Data Enhancement Process
1. GIS Data Gap Analysis (complete statewide) Determine how existing data adheres to new standard
2. GIS Data Enhancement (in progress) Remediate data to Kansas NG911 GIS Data Model Performed by jurisdiction or approved vendors
3. GIS Data QA Audit (in progress) Ensure all issues were remediated according to the standard
4. Data Aggregation & Conflation (in progress) Incorporated local geometry, conflate KDOT attributes, maintain
statewide Support multiple state and federal projects

GIS Standards & Policies
Kansas NG911 GIS Data Model Provides a framework for consistent statewide data Adheres to draft NENA GIS specifications Esri file geodatabase templates have been adopted by all jurisdictions NG911 GIS Toolbox contains validation scripts and conversion tools Used Tennessee data model…extremely well done
Kansas NG911 GIS Governance Policy
Kansas NG911 GIS Change Management Policy
Coordination, education & outreach Webinars held during development of GIS data model to gather comment Database development workshops held to educate users on new
standards and project requirements

Kansas NextGen 911
• Airbus Vela/Vesta
• Map templates and data sync facilitated through GIS data clearinghouse
• Immediate need for GIS data and drives requirement for data maintenance
• 30 PSAP’s have been deployed on the system (with GIS data & statewide imagery)

Statewide Orthoimagery Project
Goals: acquire statewide orthoimagery for the following purposes:
1. Support the 911 Coordinating Council’s GIS Gap Analysis & Data
Enhancement
2. Provide a reference layer for call taking and dispatch positions
3. Provide a statewide, current & consistent base map that can be leveraged
by other state and local government GIS programs
4. Economy of scale by conducing one statewide project

Hexagon Imagery Program (HxIP)
Create a global high quality 0.3m data set to meet the needs of the geospatial professional
• Truly professional program• Fully rigorous acquisition and photogrammetric processing standards• The leading North American and European firms as partners
• Multiple content products:• RGB (3 band) cached ortho tile streaming service• RGBR (4 band) ortho tile streaming service and hard delivery• High density surface models (planned)
• Planned refresh schedule:• Wide area coverage (WAC) 1 foot GSD on a 2-3 year cycle• High value areas (UAC) 6 inch GSD on a 1-2 year schedule
14
HxIP Background
• HxIP began in 2014• Leveraging the Leica sensor expertise – ADS100• Engaging the leading aerial acquisition firms (NAIP contractors) in the US• Agreement with Esri through the Esri Marketplace • Valtus authorized resellers
• Initial program definition • 1 ft wide area (WAC) coverage with 3 to 4 year refresh• 1 ft urban (HVA) coverage - < 2 year refresh• All leaf-on acquisition• Coverage included continental USA and western Europe
15
• What• Statewide, One Foot (30cm), 4-band ortho & Color Infrared product
• To Who – Licensing terms cover;• State Agencies• Counties• PSAPs• Municipalities• Public School Divisions• Assessors• Third Party Entities conducting work on behalf of any of the afore
mentioned…
• and How• Streaming imagery service for use in any and all applications capable of
ingesting the service• Physical delivery where needed (TIFF and Mr.SID)

Kansas NextGen 911
• One of the largest projects ever conducted in the state
• GIS is a centerpiece technology
• Developing authoritative statewide data layers…roads centerlines, address
points, boundaries, imagery, etc.
• Raised the profile of the state’s GIS program & clearinghouse
• 911/e911 aspect of this project is a career in itself. Subject Matter Experts
that can act as a translator between 911 and GIS are a must.
