From Editor’s desk
Officers in LIC are looking forward impatiently for the settlement of charter of demand for wage
revision as it has got settled in banks. We observe that few things agreed in banks settlement are
not upto satisfactory level. Last month our Federation created history with the help of AIIEA to
bring all the trade unions /associations across the country in LIC at one platform and devised a
strategy to pressurize management for an early settlement of charter.
We can observe that some genuine demands of officers like revision in lease limits, clarification
on settlement of LTC Bills, cashless medi-claim scheme have been agreed and circulated by
management. At the same time we can observe that uniform guidelines to all Zones for posting
on transfer and promotion, forcing the management to come up with transfer policy and
introduction of APAR are the achievement of the federation during past one year. Although our
main demand of restoration of NGI deferred due to strike observed in February 2010 is still
pending. Federation has been continuously trying with the management to restore it for last five
years. We have applied other modes also such as convincing our MPs in the matter with the
request to send their sentiments to Chairman and Finance Minister for restoration of NGI. In
spite of several MPs letters the management has not restored our genuine demand of deferred
increment. We have to chalk out further strategy in the matter.
Friends the million dollar question before the fraternity of Class -1 Officers at present is ‘ why the
management does not take us seriously in spite of our dedication and contribution as a class to
the Corporation’. The answer is perhaps very simple that somewhere we are missing unity and
losing the fighting sprit or unable to give the message to management that working force of
corporation can also halt the working.
Apex body of the federation of Class-1 Officers ‘Association, executive body is going to meet at
Bengaluru on coming 15th June and discuss the future course of action of federation. Certainly
we will come up with fruitful decisions for the betterment of class-1 fraternity.

President’s Message
During the last one year all Zonal Council Units except one Zone have conducted their Zonal
Council meetings and in a number of Divisions Annual General body meetings have taken place.
Myself with All India General Secretary have attended the all Zonal Council meetings and general
body meetings in some Divisions. We have seen enthusiasm of officers towards federation and
their expectations from the federation are also at high level. Certainly organizational activities
havegeared up all over the country and consolidated the class-1 Fraternity.
Federation has tried its best to resolve the problems of officers and got success up to some
extent. But delay in the process of settlement of charter of demand and non restoration of
deferred increment due to strike observed in February 2010are the matter of concern to all of
us. I hope that galaxy of leaders in coming executive council meeting will discuss the matter and
come up with the strategies which will take the federation on new heights and federation will be
able in solving the problems of class-1 fraternity.

From the Crucible- GS Speaks
More than a year has passed since the new leadership has taken over. We had our ups and
downs. The federation has continued its activities. Seven zones have successfully conducted
their zonal councils. We had three secretariat meetings in three different venues of the country,
which discussed the various concerns affecting class 1 officers. All the issues affecting class one
officers were taken up with the management. 29 circulars were issued which made a solid
platform for effective communication. We have made inroads into many vital areas and become
a formidable power factor within LIC of India.
Still miles to go before we even think of sleep. The wage revision is on the cards and a very
challenging environment is around us. The settlement in banking sector can be viewed only as a
disaster as the hike in basic pay is hardly 2% and the major portion is given as special pay which
will not be taken for terminal benefits. We have to be aware of the traps and pitfalls. Another
important pending issue of restoration of NGI is still not solved. All our efforts have not yielded
the desired results and now we may have to explore the legal option.
The All India EC is meeting on 15th June at Bengaluru. There will be active discussions on the
future course of action and ways to strengthen the federation.

Activities at All India Level
3rdAll India Secretariat Meeting at Guwahati on 11.01.2015 The 3rd Secretariat Meeting was held at Guwahati on 11th January 2015. The meeting started at10 AM with a welcome song composed by Sri.BhupenHasarika and sung by the cultural wing ofClass 1 Federation, Guwahati. Zonal President Sri. Dinesh Sharma welcomed the gathering. Inhis presidential address Sri.BaburaoHumrasker pointed out the need to strengthen the weakDivisional Units. He also stressed the urgent requirement for strengthening the unit inYogakshema and particularly in the state of Maharashtra. The General Secretary in key noteaddress explained the developments since last secretariat meeting at Pune on 15.09.2014. After that there was an in depth discussion on each points detailed in the agenda and thefollowing decisions were taken. 1. PLLI – The calculation is too complex and cannot be understood by the employees.So a new simple formula has to be devised and should be intimated in the beginning ofthe financial year. There should be a quarterly review at Divisional and branch levels sothat employees should be made aware of the areas of concern so that improvements canbe made. Federation will come out with a white paper on this. 2. Wage revision and one more option for pension - The federation is invited for a secondround of information sharing session on 24th January 2015. We will try to get the bestpercentage hike and at the same time our emphasis will be on grade pay running scaleand enhancement of fringe benefits. 3. There was a detailed discussion on participation in strike on common issues with jointforum. It was decided that if required, we will join for strike on wage revision if thedecision is made in consultation with us. On other issues we will join for other methodsof protest other than strike. 4. Uniform practice for conduct of AGBs and Zonal Council from 2015 onwards. Thefollowing decisions were taken.Federation year will be June to May every year. But the accounting year willcontinue to be the Financial Year.We have designed a format for enrolling/renewal of membership which has to beupdated every year. The counterfoil can be given as receipt for the subscription.The format will be uploaded in the site.The Annual General Body of the Divisions to commence from June onwards andhas to be finished by October, report by GS and Audited Accounts must bepresented and approved. One Representative from Zone is a must.Zonal councils have to commence after the Divisional AGBs are over and toCommence from November to end by January. Zonal Council is an AnnualMeeting of Divisional leaders, Zonal leaders and All India representatives. Amaximum of 4 delegates per Division. (President, Secretary, Treasurer andSecretary IT ) will attend the council. Report of Zonal Secretary and Auditedaccounts have to be approved by the Zonal Council. One Representative from AllIndia is a must.Subscription have to be completed during AGB and at any cost by 31st October.Subscription will be a minimum of Rs.500 per member. Out of this Rs.300 will beretained by the Division, Rs.100 per member to be directly sent to All Indiaaccount and Rs.100 to Zonal Accounts. As per the constitution Divisions which donot pay full subscription will not have any voting rights in the General council. 5. Effective communication – At present All India is sending circulars to all secretariat andEC members. The Zones will forward the circulars to Divisions. It is the duty of theDivisions to send the same to individual officers. All Divisions are requested to create ane-mail and mobile database of all the officers and ensure that circulars are send to theofficers. The Divisional

Secretary (IT) is instructed to form one or more What’s app groupexclusively for Federation activities so that communication is made faster.Our website is now modified and is now available in all type of gadgets. All circulars andOur Voice is uploaded in this. The site address is www.licclass1federation.com . Members canlogin using SR No as login id and password. If any difficulty is there in login send mail toNational Secretary (IT) at [email protected] . Here after the Hindi version of thecircular also will be circulated. 6. Review of Subscription Position - Many divisions are yet to send the subscription for the year 2013-14. All Divisions mustsend the subscription for 2013-14 before 31st March 2015 and for the year 2014-15 before 30thJune 2015. For the year 2013-14 Rs.150/- per member should be sent directly to the All Indiaaccount by NEFT. For the year 2014-15 Rs.100/- should be send to Zonal account and Rs.100/-should be send to All India account by NEFT. Along with NEFT a mail also should be send totreasurer at [email protected] and his acknowledgement may be kept as the receipt. 7. Transfer Policy – The management is still conveying to us that the draft is ready and theFederation will be called for discussion on this. We have circulated a draft to the secretariatmembers and they are asked to send feedbacks to us on this. Based on this our view will beformulated. This is likely to be discussed on 24th January 2015. 8. EWP, IS Audit and Vigilance case – Most of the vigilance cases are reported to us only atthe final stage where LIC has already taken a decision and at that level, the scope forintervention is very limited. So all the officers are advised to contact the Divisional unit at theinitial stage and utilize the service of the expertise in the initial stage itself in the form ofpresenting officer. The Division to monitor and inform All India Secretary Vigilance Sri.J.N.Dave,if intervention at CO level is required.It is again advised to all officers that password should not be given to others under anycircumstances. If you are trying to expedite work by passing the password, you are doing atyour risk and do not think that the management will stand with you.Some of our own officers are over enthusiastic about recovery of EWP and force officersto pay the amount. It is to be reminded that recovery should be affected only after availing allthe avenues including legal options. Information System audit implementation is the onlysolution to avoid bonafide mistakes and we will be vigorously pursuing the implementation of ISAudit. 9. Special area allowance to North Eastern States and twin city status toCuttak/Bhuvaneswar also will be pursued vigorously. 10. Federation Vision 2015 - The vision of the federation is to ensure that strong vibrantunits are to be present and active in all Divisions. It has been decided to identify the divisionswhere we are relatively weak and focus there to make it stronger and vibrant. 11. Consultative process at all levels from CO to DO – It has been decided to demand for aconsultative process in the model of consultative committee at all levels with the federation andintroduction of grievance redressal system. The following points were also raised by the members during discussion.
a) Difference between DVM Module and Audit package.
b) Anomaly in distribution of gift card.
c) New Pension Scheme – Details to be made available
d) Anomaly in interpretation of LTC Circular
e) Lack of infrastructures and non-viability of Mini Offices and closure of Mini Offices.
f) Legal case regarding DOB as 1st of the Month.

g) Extension of group insurance coverage to family members.
h) Doubling the ex-gratia medical benefit.
i) Enhancing the Accidental coverage to 25 Lakhs and to be available for 24 hours.
j) During national calamities, we may request the management to encash one day PL
fromthe leave account and the proceeds may be sent instead of deducting one day
salary.
k) Enhancement of housing loan
l) Increase in age limit for Job Rotation to marketing
m) Deployment of security staff in BOs and SOs.
n) Installation of CCTV in branches.
o) New Divisional office in Ranchi, new Division by bifurcating Indore which is the
largestDivision in the country and New Zone at Bhuvaneswar.
p) Visit by ZO/DO leaders – Zonal leaders are advised to visit divisions frequently
andDivisional leaders to visit all branches for confidence building.
q) One Manager for one Department.
r) Mobile expense reimbursement to probationary AAOs.
s) Extension of free medical checkup to family members
t) Enhancement of scheme VI car prize and mileage limit.
u) VIP guest house to be given to all officers.
v) Facility of Free medical check to be extended to dependents also.
There was a fruitful discussion on all issues pertaining to class 1 fraternity and the issueswill be
taken up with management in the forthcoming information sharing session. The
meetingconcluded with vote of thanks by Sri.B.Porya, Zonal Secretary, Eastern Zone. We
complimentthe Guwahati Divisional team for conducting the meeting in the most cost effective
manner.

3rd Information Sharing Session The 3rd Information sharing session at WTC, Mumbai took place on 24.01.2015 at 10.30AM. The
session started with address by ED(P) who informed the house that this session wasthe third
information sharing session and schedule for individual discussions will be given.Sri S.B Mainak,
MD narrated the points which influences and determines various factors.Sri V.K.Sharma, M D has
expressed his concern over de-growth and need to improve sale of Non-Single Premium
Products and need to have control over agents whose acts/omissions we will beresponsible and
may even pay penalties. SmtUshaSangwan, MD expressed her satisfaction ofsettlement of claims
and need for improvement in persistency ratio. Shri B VenugopalED/IT(BPR) presented the PPT
on Biometric authentication.Sri S.K.Roy, Chairman, in his key note address informed that on his
insistence Govt. ofIndia has given Jan DhanYojana and hence 11 Crore customers will come in to
our fold. He hastold that the concept of 'Swachh Bharat Abhiyan' will be introduced in LIC of
India also. Alloffices should be poster free and necessary arrangements will be made for unions
to displaytheir notices. We have to be more responsible as LIC is going to be responsible for the
omission and acts of agents which is a new development. He expressed his concern over the
drasticreduction in the marketing of number of policies. He told that we have to embrace
technologyand use innovative methods to remain as the Insurer of Choice. Then he offered
increase of
12.5% on the total wage bill.in the feedback session, GS replied that our pay package should
reflect the economicsituation of the country. In the last pay scale revision, Central Govt.
employees got 40 % wageincrease, whereas we got 17.5%. Now our standard wage offer
increase should start withminimum of 22.5% (2.5% outstanding of the last wage settlement plus
20% for current wagesettlement). The concern of the LICian is that, 'Are we going to be the
lowest paidemployees of the country?' We further insisted our wage bill should not include
incentives toDO’s as it is a part of the Marketing expenses. While welcoming the proposed
biometric system, we suggested to link with attendance for entry and exit. We further informed
that InformationSystem Audit should be implemented as it is the only solution to avoid bonafied
mistakes. Wehave already given a note on improving the performance in LIC, which has to be
discussed indetail. Interpretation of Sec 194 and 195 is against the interest of the customers and
it has to bereviewed. Since the Chairman has informed that multiplicity of trade unions in LIC is a
problem,we demanded a referendum should be made to recognize the major unions so that
splintergroups are not invited for discussion.

Zonal Council/ Divsional Units Activities
1. East Central Zonal Council Meet was held on 26.01.2015 at Hotel Republic,Patna where
All India President Sri B.R.Humraskar and General Secretary Sri S.Rajkumar were present and addressed the Meet. Sri B.B.Biswal, ECZ President presided over the Meet and Sri Sanjay Kumar,Zonal Secretary placed the REPORT on which discussions were held by Divisional Leaders. The issues like restoration of NGI by legal mode, better wage revision with visible fringe benefits , new Zonal Office at Bhubaneswar and twin city benefits to Cuttack-Bhubaneswar, special leave for Preventive Health Check-up,uniform guidelines for Canteen at DO/ZO Heatquarter. PAN of Federation to avoid 20% TDS on Fixed Deposits etc. were discussed and key-note reply was given by GS Sri Rajkumar. The Meet was a grand success.
2. Next day, both the All India President and GS addressed the gathering of all class-I Officers of ECZO,Patna DO-I and Patna DO-II in a meeting arranged by our Zonal Unit at Zonal Office during lunch hour.
3. 2.Annual general body meeting of Jaipur division was conducted on 21.02.2015 where in a number officers participated in the meeting. Sri D.N. Sharma, Sri N.D. Mehrota and Sri AnilVagani were among who take initiative for the meeting.
4. 3.The meeting of Division was conducted on 06.02.2015 where in a number officers participated in the meeting and discussed the matter related to class 1 officers including transfer policy.
5. Ahmedabad Division also organized AGM on 06.02015 where in All India General Secretary Sri S. Rajkumar was chief guest along with Zonal secretary Sri B.Parmar and All India Vigilance Sri J.N. Dave Secretary.
6. Southern Zone Divisional Secretary meeting was held in Chennai to discuss the organizational matters and other class-1 related matters on 08.02.2015.
7. Divisional team of Lucknow Division led by Sri G. D. Sharma Divisional Secretary met RM(P&IR) on 24.02.2015 and discussed the officers problems of Lucknow Division and other class-1 related matters.
8. All India General Secretary Sri S.Rajkumar along with treasurer met with Chairman ofFederation Sri Oscar Jii on 23.02.2015. He agreed to take the federation leaders to Finance minister after budget session for settlement of Charter demand and restoration of NGI .
9. Delegation of North Zone led by Sri M.M. Dixit, Zonal Secretary and Sri Mahesh Kuashik,Former All India General Secretary met with RM(P&IR) North Zone for introduction and discussed the transfer and posting on promotion in current round on 25.04.2015.
10. AGM Bhavnagar Division was held on 08.02.15 which was addressed by Sri S.Rajkumar All India General Secretary and attended by large number of officers.

ChetanBhagat 10 Minute- Must read!!!

Yesterday, I was driving, and the FM radio went off for few seconds. I thought, I should have an iPod. Then suddenly I realized that I have not used my iPod in last 6 months. And then, more things, Handy cam in last 2 years, Digital Camera in last 2 months, DVD player in last 1 month and many more.
Now I can say that I bought that Handy cam just out of impulse, I have used it twice only in last 4 years.So, what's wrong and where?
When I look at myself or my friends I can see it everywhere. We are not happy with what we have but all are stressed and not happy for the things we don't have. You have a Santro, but you want City; You have a City, but you want Skoda. Just after buying a new phone, we need another one. Better laptop, bigger TV, faster car, bigger house, more money, and I means, these examples are endless.
The point is, does it actually worth?
Do we ever think if we actually need those things before we want them?
After this, I was forced to think what I need and what I don't. May be I didn't need this Handy cam or the iPod or that DVD player.
When I see my father back at home. He has a simple BPL colour TV, he doesn't need 32" Sony LCD wall mount. He has a cell phone worth Rs 2,500. Whenever I ask him to change the phone, he always says, "It’s a phone; I need this just for calls."And believe me; he is much happier in life than me with those limited resources and simple gadgets.
The very basic reason why he is happy with so little is that he doesn't want things in life to make it luxurious, but he wants only those things which are making his life easier.It's a very fine line between these two, but after looking my father's life style closely, I got the point. He needs a cell phone but not the iPhone. He needs a TV but not the 32" plasma. He needs a car but not an expensive one.
Initially I had lot of questions.I am earning good; still I am not happy...why? I have all luxuries; still I am stressed.........why? I had a great weekend, still I am feeling tired...... why?
I met lot of people, I thought over it again and again, I still don't know if I got the answers, but certainly figured out few things. I realize that one thing which is keeping me stressed is the "stay connected" syndrome. I realized that, at home also I am logged in on messengers, checking mails, using social networks, and on the top of that, the windows mobile is not letting me disconnected. On the weekend itself, trying to avoid unwanted calls and that is keeping my mind always full of stress.

I realized that I am spending far lesser money than what I earn; even then I am always worried about money and more money.
I realized that I am saving enough money I would ever need, whenever needed. Still I am stressed about job and salary and spend.
May be, many people will call this approach "not progressive attitude", but I want my life back.
Ultimately it's a single life, a day gone is a day gone. I believe if I am not happy tonight, I'll never be happy tomorrow morning.
I finally realized that meeting friends, spending quality time with your loved one's; spending time with yourself is the most important thing.
If on Sunday you are alone and you don't have anybody to talk with, then all that luxuries life, all that money is wasted.
May be cutting down your requirements, re-calculating your future goal in the light of today's happiness is a worthwhile thing to do.
May be selling off your Santro and buying Honda City on EMIs is not a good idea. I believe putting your happiness ahead of money is the choice we need to make.
I think, a lot can be said and done but what we need the most is re-evaluation of the value of happiness and time we are giving to our life and people associated with it.
Think about it!

ALL INDIA OFFICE BEARERS MEETING ON 06.04.2015 AT CO-MUMBAI
A meeting of the All India office bearers was convened at Mumbai on 6th April 2015 to
take stock of the situationand the following decisions were taken:
1. Wage Revision/one more option for Pension /Charter of demands:
The Management has already expressed their willingness to offer 15% at any time and informed
that they aretrying for a better settlement. But now it has taken a back seat with promotion and
transfer rounds. Hence, it hasbeen decided to wait till the end of April 2015 and then give one
more letter to the Chairman, LIC. If nofavourable development takes place, we will start gitation
programs by 1st week of May 2015 with badgewearing and lunch hour demonstration. We are
also keeping in touch with other sister trade unions and will try fora joint action.
2. Transfer Policy:
As the discussion by LIC on the transfer policy is not yet concluded, it will not be implemented in
Toto this year.However, suitable administrative instructions will be issued to all Zones by Central
Office, keeping in view of thepoints discussed in the policies.
3. IS Audit/EWP and Demand for immediate revision on certain non-core areas:
Many of the LIC Divisions are showing over enthusiasm in recovering EWP from the Officers
alone; withoutresorting to other procedures including legal action. Our Divisional Associations
should strongly resist thistendency of LIC and ensure that all other avenues are utilized to avoid
hasty recovery from the Officers.
Information system audit is the only solution to avoid EWP. In this regard a suitable
representation will besubmitted to the LIC Management stating that we will resist recovery from
the Officers, if IS Audit is notimplemented soon. We have also taken up with the Chief
(ER/Discipline) that a uniform circular to be issued to allOffices regarding recovery of EWP. It is
also insisted that the recovery process to be initiated after all due processincluding legal action is
concluded. Such recovery has to be made applicable to all class of employees as per thecircular.
We have been following up enhancement in leased accommodation for almost 9 months. In
spite of acceptingthe reality by LIC, no progress is made in this area. This shows the apathy of the
LIC Management to suchsensitive issues affecting the Officers. There has been no substantial
improvement in TE/DA, Newspaper, andEntertainment Allowance etc.Representation will be
given with clear notice that we will be constrained to resortto non-co-operation with
Management if such demands are not immediately settled.
4. Restoration of NGI:
Nearly 52 MPs have written letters to the Chairman demanding restoration of NGI. Our MD; Smt.
UshaSangwanhas written individual letter to all MPs explaining the stand of the LIC
Management. Hence now there is no pointin approaching the Management. Now we are trying
to meet the Finance Minister for the intervention of theMinistry through various sources and if
there shall no positive outcome, then we will adopt the legal method asdecided in the last
secretariat meeting.
5. Subscription:

Many of our Divisional Associations are yet to send their subscription collected for the year
2013-2014. All unitsare requested to send the arrears of subscription immediately to the All
India Account through NEFT with aspecific mail to the Treasurer, with details. The units are also
requested to complete the collection for 2014-15 (ifnot already done) before 31st June.
6. Constitutional Amendments:
Sri. U. K. Haldar, presented a brief resume on the proposed amendments to the constitution to
be taken up at thenext General Council. This will be presented in the EC for collecting feedbacks
from the members after discussingin the committee formed for this purpose.
7. All India E C meeting
The All India Executive Committee meeting will be held on 15th June, 2015 at Bengaluru as per
the decision in thesecretariat meeting held at Guwahati. Notice has already been issued and we
have to discuss and decide variousvital aspects. Since the next All India EC is likely to be held only
on the previous day of All India General Council,all EC members are requested to attend the
meeting to be held on 15th June 2015. Detailed programme andagenda will be issued soon. All
the Officers are requested to keep in touch with the EC members and give theirsuggestion and
feed back for strengthening the Federation.
We are passing through a difficult time. The New Business for the FY 2014-15 is closed with
nearly 50%Achievement to Budget in Number of Polices and Non-Single premium. Whatever
achievement in Single Premiumis due to VPBY which is likely to be a liability considering our
return on investment, which is not going to add tothe Life Fund. The LIC Management has
allotted 1,50,000Crores to Indian Railways under the directive of theGovernment. Are such
decisions in the interest of the Corporation and that of the Policyholders? However, when
we ask about a decent wage revision the Management talks about the need to give hike in Bonus
to PolicyHolders. The entire Officer’s fraternities in this country have worked on all holidays
including Sundays in thisMarch to meet the various targets, both in Administration and
Marketing. But the apathy towards the genuinedemands of the Officer’s community and the
delay in decision making process in the Central Office is alarming.
Now, we have to fight for achieving our genuine demands and also to safeguard the interest of
the organization.
Coming days are crucial and be prepared for a valiant struggle.

Point no. 3) Applicability: Delete ‘up to SDM cadre’. Add ‘NPP should cover deputation in the same
station also.’
Point no. 5) Definitions:
no. c) Posting within Station should be given based on the three choices of the Officers. In
case more Officers opting for the same place, age should be the criteria.
no. d) NPP – Metro and non-Metro differentiation should be avoided. It should be same for
both.
no. e) Office exigencies should be clearly defined and there should not be transfer for the
sake of transfer.
no. f) Not to be reckoned from the date of joining. Instead the batch should be considered as
a whole. Regarding leave; Casual leave, Sick leave, Maternity leave and leave on genuine
grounds for self, spouse and children to be excluded.
no. g) All benefits other than transfer grant to be given for request transfer after two years. In
case an officer cannot be accommodated in the exact place of his choice, first preference
should be given in the next round.
Point no. 9) Request transfer: It should be given after two years irrespective of cadre and gender. The
batch as a whole should be taken into account.
Point no. 11): Officer aged 57 years (nearest birthday) and above should be retained. Officer should be
given an option to retire from his place of choice for the last three years of service.
Point no. 12): Preference in place of posting for female employees as per the instructions of the Finance
Ministry. Provision for sabbatical leave is also to be made.
Point no. 13): Transfer to marketing side should start at ABM/BM level. At any cost no transfer to
marketing at DM/SDM level, if they are not exposed at the earlier stage.
Point no. 14): Transfer to Administration from those who originally came from marketing side to be done
only on request from the particular officer. No forced transfer at any cost. Cadre seniority to be
maintained at all levels, especially in charge and SO postings.
Point no. 15): Spouse working in other institutions other than LIC also should be considered favourably
for request transfers.

Point no. 17): no. a) & b) Outside posting should be based on the age/seniority/length of stay in this
order. ‘In no case’ should be deleted. NPP criteria should be considered during posting on promotion also.
If vacancy is there promotees should be allowed to continue in the same Division/ Zone to avoid linguistic
problems. ADM to DM outside zone posting to be given to those who are aged fifty and below.
Point no. 18): There should be an option not to opt for a promotion for a maximum period of two years
when the officer is due for promotion. In such cases he/she should be allowed to continue, irrespective of
NPP criteria. It should also not affect their promotional opportunities, when they opt for it.
Point no. 21): To be entirely removed.
Point no. 24): Criteria of discretionary powers to be elaborated. It should be confined to ED (P), MD and
Chairman. When such power is exercised the ground for the same should be clearly mentioned.
Point no. 26:
no. a) Deserving cases of parents/in-laws to be considered on special circumstances.
no. b) In branches with CM, ADM and BM should be provided with adequate infrastructure
and clearly defined roles.
no. c) Hard Stations – Entire NE states should be considered as Hard Stations. In addition,
more difficult stations to be identified and included to reduce the sufferings of officers (e. g.
SATNA , SHAHDOL, JAIPAIGURI, etc.). Special Duty Allowance as per Govt. instructions to be
given to all officers working in NE states. The transfer after two years is a must. All benefits to
be paid after two years irrespective of request.
no. d) NON PERFORMANCE to be clearly defined. Criteria for assessing non-performance to
be elaborated. Proper notice should be given in advance, with reasons to be recorded.
no. e) Posting should be based on NPP criteria for marketing officials also.

ADDITIONAL SUGGESTIONS:
1. Declare Cadre Vacancy of all Divisions in advance.

Re.: Wage Revision
The entire Class-I fraternity of our Corporation have been eagerly and patiently waiting for
settlement of wage revision which is due for the last 30 months. During the previous information sharing
session with the representatives of Federation of LIC Class-I Officers’ Associations, the LIC Management
has informed us to wait patiently for the settlement in Banking Sector. We have been waiting till today,
expecting that there will be a call from LIC Management for wage settlement, since Banking Sector has
completed the process.
To the surprise of Class-I Officers fraternity, till date, nothing is heard from the LIC Management.
This has brought undue pressure in the minds of the LIC Class–I Officers. This will surely affect the
efficiency of the class which is working 24 x 7 till closure of books (NB, Claims, Accounts, Valuation) for
the year 2014-15.
Hence, the Federation of LIC Class-I officers’ Associations feels that immediate discussion on the
charter of demands is the need of the hour. This will boost the morale of the Class-I Officers and give
confidence that they are taken care of by the LIC Management.

Respected Madam,
Sub: Delay in enhancement of Leased Accommodation rates.
We wish to bring to your kind attention that for the last 9 months, we have been continuously
trying to impress upon the need to revise the leased accommodation rates as many of our officers are
paying extra money from their pocket to have a reasonable accommodation for their family. The recent
revision of classification of cities has given some relief. But we wish to state that it is not sufficient and
confined to limited area only.
We had given a representation to ED(P), ED(OS) and yourself in this regard. When we had a
discussion in the presence of EDP in November, both of you have consented that the time has come for
this revision. In February, again we took it up with EDP and ED (OS), with the latest circular on this from
EXIM Bank.
It is unfortunate to know that no progress has been made on this vital area, even after follow up
for one year. It is unlikely that the charter is finalized before the next round of transfers and promotions
which clearly indicate that the officers are going to suffer for one more year. Hence we humbly request
you to take up the issue on priority basis and issue necessary instructions at the earliest to enhance
leased accommodation rates as per our reasonable demand already submitted to you.

Sub.: Transfer Guidelines. The transfer policies of the LIC Class-I Officers are yet to be discussed finally and instruction are
remaining to be published by the LIC. Considering the paucity of time for discussing and finalizing
the transfer policy before the promotion/transfer exercise for the current year, we urge upon
you to issue interim administrative instructions and guidelines to all the offices of the
Corporation.
As an organization believing in the best HRD practices, we request you to take into account the
following, while issuing administrative instructions and guidelines to the subordinate offices
Request transfer to be given to all the Officers, after 2 years in the present place of posting.
Officers up to the cadre of DM on promotion to be considered within the Zone only, unless
specifically requested.
All Officers with age more than 55 years to be retained in the same Division unless specific
request is there.
Transfer for the sake of transfer to be avoided and transfer to be effected on a need basis.
Compulsory transfer after 5 years donein some Zones to be withheld till finalization of transfer
policy. ´First in first out´ to be followed strictly where ever transfer is inevitable.
Transfer of the Officers who are in the last 2 years of service to be considered to their place of
choice for their settlement of retired life.
All cases of serious illness to be considered favourably and transfer to their place of choice to be
given, irrespective of the service period.

We express our sincere gratitude for issuing uniform guidelines to all Zones, taking into
account the feelings expressed by us.
During the last round of transfer and also while discussing the draft policy, we had stated that
request transfer should be given after 2 years irrespective of gender. We are very much
disturbed to see that this is not taken care of this year also.
As you are aware, the average span of promotion in each cadre has gone to 8 – 10 years.
Our officers are not in a position to shift their family to the new place of posting due to family
obligations. The average age of our Officers is above 50 years in the Corporation. Maximum
officers are suffering from diabetes and hypertension. These officers are compelled to take food
from outside which aggravates the intensity of the said problems. They need homely attention.
While accepting promotion their only hope is that they can come back near the home, after two
years.
Hence we once again request you to issue guidelines to ensure that request transfer after
2 years is accepted, for all officers irrespective of genderand place of posting.

Sub: Revision in Leased Accommodation
We express our sincere gratitude for revising the leased accommodation ratesand issuing the
circular prior to the taking over of the officers, as per the request ofthe Federation.However, we feel that
improvement is required. It is not according toprevailing market requirement. This is also not comparable
to that is being given insimilar sectors. For example, for Scale-I officers in most of the banks, the
startinglevel at “C” class city is Rs. 8000 whereas the revised rate for us is Rs. 5100. This isinadequate to
get a reasonable accommodation. (We have already supplemented thedetails to personnel department.)
This happens when we stick to certain percentagehike on previous rate, rather than arriving at a rate
acceptable to the market, at leastfor once. The result is that every time the revision becomes redundant.
This hashappened in the case of revision of transfer expenses also.
It is always stated that we follow the benefits given in the banking sector aspart of finance
ministry. But we find that the benefits in the banking sector are notpassed on to us on various heads.
The Bank officers are given non-repayable furniture allowance, grant tocompensate shifting of
school children, reimbursement of tuition fees, compensationfor late sitting, petrol allowance, personal
loan etc. which is not given to us, in spiteof demanding in various charters. Whereas we are asked to
follow the banks in wagerevision, rather than settling based on our paying capacity. If we do not break
awayfrom them, we are going to end up as the lowest paid employees of the country.
Hence we request you to re-consider revised rates of leased accommodationtaking into account
the ground reality and latest revisions in similar sector.

Discussion with ED (P) and Chief (P) on 05.05.2015.
We had a meeting with ED (P); Shri. NeerajAgarwal and Chief (P); Shri.Prakash Chandon 5th May, 2015. The details are given below:-
1. Promotions-2015: We expressed our strong concern in the reduction ofvacancies in various cadres and the ever increasing time lag {especially AO to ADMand SDM to ZM (O)} and in various cadres of Engineering Deptt. We explained thesituation in detail and the effect on the morale of Officers and demanded that LICmanagement must come out with suitable alternatives to get relief to the affectedOfficers. The ED told that they do share the concerns and requested us to comeout with alternatives. We gave them the following suggestions:-
a) Large Divisions to be headed by ZM(O) cadre, MM by SDM cadre and all HODsin DM cadre in bigger Departments at DO.
b) Large Branches to be headed by Chief Manager with SBMs/BMs and ABMs formarketing and ADMs/AOs/AAOs in administration. More such Branches to beidentified.
c) Clustering of small Branches under a Chief Manager with adequate supportingmechanism. d) Higher Cadre to be given automatically after a specific period, if found eligiblefor promotion but
could not be given promotion due to inadequate vacancies.Running scales and Grade pay also to be enforced.The Executive Director (P) has noted our suggestions and ensured that they will bediscussed at higher levels, so that an acceptable solution can be found out.
2. Insufficient Revision in Leased Accommodation: This matter was discussed atlength and we have convinced the disparity, especially in ‘C’ class cities. We haveexpressed our protest regarding the attitude of the management to run away fromthe banking sector when some benefit is to be given and adhere to them when anybenefits are to be negated. We demanded that minimum rate in ‘C’ class citiesshould be elevated to Rs. 8000/- (as in banking sector) from Rs. 5900/-, which theED has noted.
3. Finalisation of Transfer Policy: We have requested to commence the processwhich was halfway through and demanded one more round of discussion, whichwas earlier accepted by the management. We have also demanded that a codifiedand transparent promotion policy also should be brought in before the next round.
4. Hike in Non-core Areas: We demanded that the hike in non-core areas likenewspaper allowance, entertainment allowance, mobile reimbursement, tour DA,etc. has to be taken-up immediately as it is not linked to wage revision.
5. Education Loan: The demand of the federation for educational loan for all theemployees is accepted in principle and is in the advanced stage of finalisation.
6. Wage revision: We have demanded that the wage revision talks should beresumed immediately and a settlement should be brought in, at the earliest as weare approaching the 3rd year of delayed settlement. They have explained that theyalso want to do it and still awaiting clearance from government on certain issues.They have also expressed their concern about the way in which discussion inbanking sector is going on and shared our concern of accepting any proposal thatwill not increase the basic pay proportionately. But we have made it clear that wecannot delay it any more, as we will be compelled to initiate suitable agitationalprogrammes if a discussion is not forthcoming soon.
7. We are also in touch with other unions on struggle for wage revision. It has beendecided to conduct the meeting of all unions/ associations by 15th May 2015 inwhich the joint action shall be decided.
8. Representation for Modified Postings: All the representations forwarded to usby the respective units were discussed and handed over to the ED (P). They haveassured to relook into the cases subject to the vacancy position in the variousplaces. If there is any violation in the guidelines and if there is any omission inaccepted practices, it will be definitely considered (already an order is issuedtaking into account this aspect). Similarly, serious illness of self and familymembers (spouse or children) will also be considered.
9. Indifferent attitude of management towards leaders of the federation atsome places: We have expressed our concern regarding our office bearers whoare being put to difficulty with regard to transfer and posting on promotions. Manyof our leaders have missed their promotions twice or more, in spite of their bestperformance. We pointed out that, Federation has always tried to move along withLIC for its improvement, therefore, such instances should not happen. ED hasassured to look into such cases.

Tribute to Late Sri P.S. Khandelwal Zonal Secretary Central Zone
It was really a bolt from the blue
on 13.04.2015 that Federation lost a
great leader, Sri P.S. Khandewal due to
massive heart attack who not only built the
central zone but also played crucial role at
all India level. He entered in Class-1 through
promotion in 2003 andwas retired from the
services of the Corporation on 31.01.2015.
Since 2003 till his last breath he provided his services to the
Federation in various capacities for the betterment of class-1
fraternity.His services to the federation and human will be ever
remembered. His absence will be felt at federation plate farm as
it lost a vibrant leader. We lost a great fighter, populist,
committed personality and he will keep alive in the heart of
Class-1 Officers in the form of services rendered by him to the
class-1 fraternity. Following his foot prints will be the only way
to pay respect to the departed soul.
