About the Cover:

The two-day official visit of our Commanding General, Philippine Army, Lt Gen Hernando DCA Iriberri AFP boosted the morale of the Jungle Fighters and developed the camaraderie among the G-Staff of HPA and Officers of 2ID through a very memorable “Beat the CGPA” Fun Shoot.

The installation of ten Commanders and Chiefs of Office from Brigade to Battalion and G-Staff for the period manifests that “Everyone’s position is important, but no one is indispensable.” Change of Command and Change of Chief of Office are constant reminders that Leadership transition is inevitable in the Armed Forces to address its demanding role of winning the peace and paving the way for development across the archipelago.

The successes of triad operations of field units gained additional laurels of the 2nd Infantry Division, Philippine Army.

To all the valiant Jungle Fighters who are continuously serving and advocating peace for the attainment of sustainable development within our Area of Responsibility (AOR), my deepest gratitude to all of you. Indeed, we have been successful with our mission. Also, to our stakeholders who are constant in supporting all our advocacies and programs to alleviate poverty and maintain peace and order in our area, thank you very much.

For many, success is but a dream. Yet, the 2ID has already reaped many successes brought by our adherence to the call of Higher Headquarters to be more disciplined and professional soldiers. These traits helped us to capture the hearts and minds of the masses and people in our AOR which also resulted to the seizure of numerous insurgents and their encampments and the recovery of their firearms and Improvised Explosive Device (IEDs).

Indeed, the successes we have achieved are manifestations that we have planted and nurtured a good seed of service within our AOR. However, our task to maintain our best does not end. We still have to maintain our momentum in giving optimum service.

Henceforth, I urge every Jungle Fighter to keep their best in doing their tasks and in extending service to our fellowmen. To all our stakeholders, let us continue our bond in partnering towards attaining peace and sustainable development. We can do it. And we will do it!

Col Amadeo F Azul INF (GSC) PA was born on November 23, 1958 at Camachile, Matnog, Sorsogon. He graduated at Philippine Military Academy belonging to PMA “Matikas’” Class of 1983. He earned his Masters Degree on Project Management in University of New South Wales, Australia. A gold medalist in academic and thesis writing, Col Azul earned his Masters in National Security Administration (MNSA) at National Defense College of the Philippines. To further hone his military expertise, Col Azul took various military schoolings both local and foreign which includes Scout Ranger Course, Infantry Officer Basic Course , SPL Forces Operation Course, Basic Airborne Course, Infantry Officer Advance Course, Joint Mission Force Workshop and 3rd MPAT Concept Development Workshop at CNCPAC, Hawaii, Command and General Staff Course and CPX Cobra Gold at Nayok, Thailand among others. These trainings helped Col Azul to efficiently handle key positions such as: Chief of Staff at NCRCOM and at 7th Infantry Division, Brigade Commander of 101Bde, 1ID and later became Assistant Division Commander of 1st Infantry Division. He also received various awards such as Bronze Cross Medals, Honor Graduate Award, Distinguish Service Star, Military Merit Medals, Military Commendation Medals and Letters of Commendation.

I am grateful to be back in the Home of the Jungle Fighters; and, I am pleased to see how it has transformed from the time I left in 1986 to a much better Command as it is today. In a general sense, such transformation is a testament of the degree of the collective commitment of all Jungle Fighters in aspiring for change towards good governance. In particular, it highlights the quality of leadership past and present.

Transformation, however, is a work in progress. Our 2028 Army Vision is clear – “A world class Army that is a source of national pride”. At a glance, the road going towards that end is not easy as there are so many challenges to hurdle before we can see the fruition of this vision. Most significant among them

is the economic capacity of our national government to fund our military capability upgrade worthy to be ‘world class.’ Is there hope to achieve this end? Yes, certainly. And, each one of us has a role to play.

Indeed, military capability is a measure of being world class. But for me, the more significant measures are: the ability of men that man the ‘machines’; the quality of leaders that employ them; and, the character that they portray. In these measures we should aim to be ‘world class.’

It is good to note that the Army Transformation Roadmap is in line with IPSP Bayanihan strategic objective on defense reform. Rightly, because insurgency is a question of governance legitimacy. As we transform, our institutional credibility and effectiveness are enhanced towards empowering the government institutions in serving our people. Buds Cupin, a former member of the Communist Party of the Philippines wrote, “The best antidote for communist insurgency is good governance.” In this context, then communist insurgency is viewed not so much a problem but an opportunity.

Therefore, let us carry on the progressive transformation not only as soldiers in the workplace but also as leaders in our respective home. As foundations of governance, our families are incidentally the most important part of the people that takes pride of our Army.

With the series of visitors we have received here in our command, 2ID was tagged as the most visited Camp in the Philippine Army. It was also declared by the incumbent Mayor of Tanay, Rizal, Hon. Rafael A Tanjuatco and his Council as one among the Tourist Destinations in Tanay.

Among the visitors we have recently received were: The Deputy Chief of Staff, Lt Gen Virgilio O Domingo AFP and Party; Commanding General, Philippine Army, Lt Gen Hernando DCA Iriberri AFP and Party; Office of the President Adviser for Military Affairs (OPAMA) headed by Dir Dennis Cortez; Mayor’s League of Rizal; Bureau of Customs headed

by Ret Gen Jessie B Dellosa and students from various schools among others.

Said visitors enjoyed their tour inside camp and were amazed with the facilities and amenities that the 2ID has offered them such as: GENSAN Pistol Range, Sierra Madre Golf and Country Club (SMGCC), Jungle Fighters’ People Park (former Lagoon Area), Tower (Zip Lining and Rappelling) and the newly-developed Ynares Multi-Purpose Gym.

These are manifestations that 2ID is becoming a well-developed camp aligned with the vision of the Philippine Army. But how did we attain this? Simply because, the Command headed by our Commander, MGen Rodelio V Santos AFP has efficiently managed its financial and other resources. Thus, priority projects were realized and Command goals were attained.

Proper and judicious management of resources is necessary in attaining a goal. This is not only beneficial and applicable to a military institution or a particular company, but also to every individual. Now, let us have a self-check. As a person and as a soldier, are we judicious or not?

Many might be guilty of living with their wants and not only with their needs. Some try to be luxurious amidst incapacity. Sometimes we forget to manage well our financial resources. Our expenses are sometimes higher than our income. As a result, we live with worries and fears.

Let us always be reminded that being judicious is one of the keys to becoming financially stable. It is not how much we have earned, saved or spent that make us achieve success but with how well we have efficiently and effectively used our resources, be it meager or abundant. Our Army may not be as rich in resources as those of the World Powers but this should not be a hindrance in the attainment of the Philippine Army Strategic Plan: The Army Transformation Roadmap. Every soldier has an important role to play in this organization. Let’s go 2ID, let’s go ARMY.

With all the success that the Higher Headquarters and our Command has achieved, it is a clear manifestation that our approach of working together in carrying out our mission to secure and serve the nation has been effective. The Army Transformation Roadmap (ATR) indeed led the 2nd Infantry (Jungle Fighter) Division and the Philippine Army as a whole to become more professional and disciplined soldiers.

Through our “Bayanihan” approach, we have gained a lot of friends and partners in nation-building and in addressing insurgency, thereby alleviating the lives of our fellow countrymen. We have sustained our peaceful advocacy of ending conflicts and maintained peace even in far flung areas. We have contributed to the advocacy of our government in attaining sustainable development. These are products of advocating and cascading the ATR and Personal Scorecard development down to our subordinate units.

As a matter of fact, these efforts have been highly commended by no less than the Commanding General, Philippine Army, Lieutenant General Hernando DCA Iriberri AFP. On his Commendation Letter, he stated that the 2ID has the highest percentage among PAMUs in cascading the ATR and in the Personal Scorecard development. He then encouraged all Jungle Fighters to continue the pursuit for excellence through unity, cohesion and professionalism in the service.

Our selfless endeavor in playing our respective roles and working as a team indeed paid off. We have satisfied the mandate of Higher Headquarters and our commitment in extending excellent service to our fellow countrymen. But the challenge to do our best as the ATR Champion shall never end.

Let us always try and maintain to be the best!

Col Rolando C Manalo INF (GSC) PA was born on March 26, 1962 in Quezon City. He was 3rd year student of Bachelor of Science in Electronic and Communication Engineering at University of Santo Tomas when he entered the Philippine Military Academy in 1982 and graduated as member of PMA “SINAGTALA” Class of 1986. He finished various schooling both local and foreign including Scout Ranger Orientation Course, Basic Airborne Course, Infantry Officer Basic Course, Psychological Operations Course and Civil Affairs Officers Course at Ft Bragg, USA, Infantry Officer Advance Course, Command and General Staff Course, Senior Executive Course in National Security at National Defense College of the Philippines (NDCP) and Masters in Public Administration at Philippine Christian University. As a junior officer, he was assigned as Platoon Leader and Company Commander of 59IB, 2ID. He was also entrusted staff positions including: Chief, Psyops Branch of OG7, PA; Assistant Chief of Staff for Intelligence, G2, 4ID; U7, SOLCOM, AFP; Executive Assistant to CGPA; Chief of Staff, NADESCOM, AFP; Executive Assistant to CSAFP; Chief, RDD and Executive Officer of OJ3, GHQ, AFP. After taking his CGSC, he commanded the 23rd Infantry Battalion, 4ID. He also commanded the 4th Military Intelligence Battalion (MIB), 4ID. For all these endeavors, Col Manalo garnered numerous awards and commendations.

Commander, 2O1BdeCol Rhoderick M. Parayno INF (GSC) PA graduated Magna Cum Laude from the Philippine Military Academy and a member of PMA SANDIWA Class of 1985. He was a Platoon Leader, Coy Commander, Bn Staff, and Bn Ex-O, 4IB, 1ID, PA based in Mindanao. He was reassigned to GHQ as Chief, Media Monitoring Center and Intelligence Chief, CRSAFP. He was also designated as Manager of the AFP Radio Station DWDD. He was the Chief of the Civil Affairs Unit and concurrent Deputy G7, 7ID, PA. In 2002, he went back to Mindanao as U7 and concurrent spokesman for the Southern Command (SOUTHCOM). He was commanded the 73IB which operates in Davao City and environs. In 2006, after taking up the CGSC, he has designated as G3, 2ID, PA then as the U7 of SOLCOM. Col Parayno was accepted as a fellow at the National Defense University to take up Master of Arts in Strategic Security Studies at the College of International

Security Affairs in Washington D.C., USA. Upon his return from foreign studies, he became the Dep Dir of the Doctrine Center, TRADOC, PA and moved up to be the Director, Training Development Center (TDC) and later as the Commandant of the Combat Arms School, TRADOC. He was the Chief of the AFP Human Rights Office prior his current position. Col Parayno is married to Lorelei Mae G. Parayno. They are blessed with five sons: Karl Anthony (Nurse), Lericho Martin (Electronic Communications Engineer), Rhoderick Jr (Mechanical Engineer), Alexis Leo (HRM Graduate) and Richard Lance (1st year student of Information Technology in La Salle).

Commander, 202BdeCol Rodel Mauro R Alarcon INF (GSC) PA, a member of Philippine Militay Academy (PMA) "SANDIWA" Class of 1985 was born in Lagonoy, Camarines Sur. He graduated high school from Partido National High School, Camarines Sur in 1979 and enrolled in Adamson University before entering the Philippine Military Academy in 1980. He assumed various positions, as PL and CO of B Coy, 20IB, 8ID, PA. He commanded two Battalions in Mindanao, 32IB and 18IB (Cadre), 1ID, PA. He was also designated as AC of S for Plans and Program, G5, PA. Col Alarcon was sent to school here and abroad wherein he earn distinct awards like Most Outstanding Student, Best in Staff Duty Writing, CMO Eligibility and Honor Graduate Awards. He had undergone various courses like Basic Airborne Course, SOT Training, IOBC, IOAC, CMO Course at Asia Pacific Centre for Military Law and Command and CGSC. For his foreign

schooling he underwent Grade III Staff and Tactics Course at Tactical School, CAC, ATG, New Zealand and Australian & Military Familiarization Course at DITC, Australia. He is a graduate of Masters in Management in Philippine Christian University in 2006. He received numerous awards and commendations such as Bronze Cross Medal, Civic Action Medal, numerous MMM, MCM and LOC. He was also a recipient of Distinguished Service Star. Col Alarcon is blissfully married to Ms. Venus Remoto from Lagonoy, Camarines Sur and they were blessed with two children, Maureen Mei and Miguel Paolo.

Chief, GSMOCol Dante R Barotilla GSC (INF) PA who was born in Manila, is a member of Philippine Military Academy “Makatao”

Class of 1989. Prior assignment with 2ID, PA, he was formerly assigned with NCRRCDG, ARESCOM as Director, 1305th Community Defense Centre (CDC). Col Barotilla have commanded 63IB and 52IB (Cadre) of 8ID, PA. He have earned distinct credit for 63IB being adjudged as the best Battalion for third quarter of CY 2011 with the units significant contribution in the conduct of Internal Peace and Security Operations (IPSO) in Eastern Visayas. He was a graduate of several military and civilian schoolings. A recipient of numerous awards and decorations among which are the Order of Lakandula (Degree of Commander), Distinguished Service Star, Outstanding Achievement Medal, Bronze Croos Medals and numerous MMM, MCM and LOC. Col Barotilla is now the Chief, Governance and Strategy

Management Office (GSMO) whose mandate is to ensure the succesful implementaion of the Army Transformation Roadmap (ATR) in all levels of the Command of 2ID, PA. Col Barotilla is happily married to Aurora C Barotilla and blessed with three children, Dia Aurea, Ian Kenneth and Paolo Mari.

Col Marceliano V Teofilo INF (GSC) PA was born on July 17, 1968 at Sto. Niño, Cagayan. He entered the Philippine Military Academy and successfully graduated as a member of PMA Class 1990, He finished various Military career and specialization courses both local and abroad such as Basic Airborne Course, Intelligence Officer Course, Military Intel Collection Course, Commel Officers Basic Course, AFP Comptrollership Officer Basic, Advance Surveillance Training, Counter Terrorist Case Officer Course, Intelligence In Combatting Terrorism and International Intelligence Officer Advance Course at Ft Huachuca, Arizona, USA, Infantry Officer Advance Course and Command & General Staff Course where he awarded as Honor Graduate CY 2011. He also received numerous military awards from Letter of Commendation to Gold Cross Medal. He is a recipient of the Red Orchid Award in recognition for implementing a 100%

tobacco-free environment awarded by Sec Enrique T Ona, M.D during his stint as CO, 68IB in year 2012. He is happily married to Mrs. Revie Roselle Palacay–Teofilo from Tuguegarao, Cagayan and they are blessed with two sons and one daughter namely: Reymark, Rheymarie Anne, Reyman Luis.

ACS for Personnel, G1

CO, HHSBLt Col Nelson P Manila (CE) PA was born on July 24,1962 in Victoria, Tarlac. He finished elementary at Victoria West Central School and secondary at Victoria HS. He earned the degree of BSCE in 1985 at Baguio Colleges Foundation. He is a licensed Civil Engineer. He was commissioned for military service in October 1992 and was called to active duty on 01 May 1993 belonging to OPC Class 35-93. As an Army Officer, he has undergone different military schoolings which include the JWMOC, SOT, Engineer Officer Basic Course, Basic Airborne Course, AFP Logistics Intermediate Course, Engineer Officer Advance Course, Micro Computer Operations Course, UN Peacekeeping Force Staff Officer’s Course, USPACOM – GPOI UN Civil-Military Coordination Officers’ Course and USPACOM-GPOI Exercise SHANTI-DOOT 3 hosted by Bangladesh Institute of Peace Support Center. With his indefatigable performance and military traits, he had been a recipient of numerous awards such as the Bronze Cross Medal, MMMs, Northern Luzon and Mindanao Campaign

Medals, Combat Kagitingan Badge, and LOCs. He is happily married to Mrs Avelina T Manila of Ilocos Sur and blessed with three loving daughters, Ma. Carolina T Manila, Registered Nurse, Ma. Angela T Manila-Rosario, Software Engineer and Ma. Margarita T Manila, Immigration Officer and first grandchild, Baby Beatrice, a daughter to his son-in-law, Bernie C. Rosario, USMC of Los Angeles, California, USA.

CO, 4IBLt Col Divino Ariel S Mabagos INF (GSC) PA was born on August 30, 1967 in Naga City. He took his elementary education at Naga Parochial School, had his high school years in Ateneo de Naga, and spent three college years at the University of Neva Caceres, Naga City. He entered the portals of Philippine Military Academy and graduated as member of PMA Class 1992. Moreover, he had various military schoolings including Special Forces Operation Course in the Philippines, Army Command and Staff Course and Master of Military Arts and Science at Nanjing Army Command College, China. As a fulfilled Army Officer, he was trusted in numerous positions by the Higher Headquarters before assuming as 4th Infantry Battalion Commander. Among these are his designation as Chief, CMO Branch at OG3, ARESCOM and Executive Officer of 202nd Brigade. With his proven leadership, he received numerous awards duly signifying his outstanding performance and military traits. Indeed, all his accomplishments are due to his loving wife Dra. Maria Jane B Mabagos

and their children: Abigail, Angelo, Angela, and Andrea. LTC Mabagos is not only known for his exemplary leadership skills, but is also famous as man of humility. He always welcomes opinions of different people and subordinates, respects, and supports them all the way.

ACS for Education and Training, G8Lt Col Jeffrey Jake D Gallenero GSC (INF) PA was born on November 22, 1967 in Tacloban City, Leyte. He graduated his primary and secondary studies at the University of San Carlos Boys HS and UP � Cebu in 1980 and 1984, respectively. He took up BS in Electronics and Communication Engineering at the University of San Carlos � Technological Center for three years before entering the Philippine Military Academy and graduating as a member of the PMA Tanglaw Diwa Class of 1992. He has taken all his career and specialization training at different training units in the Army and AFP that includes SOT training, Basic and Advance courses, the Scout Ranger Course, Counter Intelligence Operations Course, Intelligence Officer Basic Course, and Command and General Staff Course. He is a graduate of a Masters in Public Management Major in Development and Security at the Development Academy of the Philippines. His former units include being assigned with the 35IB and 38IB of 6ID, the Intelligence and Security Group, the Intelligence School, the J7

and National Development Support Command. He was the CO, 4IB, 2ID before assuming his current post. He was a member of the First Philippine Contingent to Golan Heights. LTC Gallenero has earned awards and commendations both in combat and admin to include a Gold Cross Medal, Bronze Cross Medal, numerous MMMs and MCMs. He is married to Maria Theresa Afable-Gallenero and blessed with two children, Jacqui and Jet.

Maj Bienvenido R Hindang Jr (INF) PA was born on May 25, 1975 in Antipolo City. He finished his elementary and secondary education at Our Lady of Peace School, Antipolo City. On April 1, 1994, he joined the Philippine Military Academy and graduated as a member of PMA "Masinag" Class of 1998. He spent his early years as a military officer in Mindanao under the 1st Infantry (TABAK) Division, PA and participated various campaigns against Abu Sayaf Group as Company Commander of 4th Infantry (SCORPION) Battalion. General Hernando DCA Iriberri AFP visited the home of 2nd Infantry (Jungle Fighter) Division, Philippine Army under the sterling leadership of MGen Rodelio V Santos AFP, stationed at Camp Capinpin, Tanay, Rizal last June 18-19, 2014.

The Philippine Army Chief is a proud member of Philippine Military Academy (PMA) “MATIKAS” Class of 1983 and MGen Santos’ “Mistah” (Classmate).

Lt Gen Iriberri was the former Commander of 7th

Infantry Division, PA, 503rd Infantry Brigade, 5ID, PA and 25th Infantry Battalion, 6ID, PA. He is also a recipient of various awards, among which, five Distinguished Service Stars Medals, an Outstanding Achievement Medal, two Gold Cross Medals and numerous Military Merit and Commendation Medals.

Upon his arrival at the camp, Lt Gen Iriberri was tendered with traditional military honors held at the Division quadrangle which was attended by all commanders and chiefs of office. After which, he proceeded at the Sierra Madre Officer’s Club House (SMOCH) for a Command Briefing. He also headed the Ribbon Cutting and Unveiling of Markers of Jungle Fighters’ Park and Ynares Gym. During his talk to men, CGPA emphasized the institutionalization of the Army Transformation Roadmap (ATR) and

sustainment of the Internal Peace and Security Plan (IPSP) Bayanihan. “The ATR is the rationale for the Army’s organizational and capability thrusts and programs, thus, we shall continue to pursue its implementation as it seeks to make our Army strong and efficient in performing its multifarious tasks,” he said.

On the 2nd day of his visit, before the start of the “Beat the CGPA” Pistol Competition, Lt Gen Iriberri planted a Pine Tree seedling in the vicinity of the Pistol Range. Tree planting for the guests of 2ID is given importance since MGen Santos assumed command of 2ID.

The Pistol Challenge was opened with the testimonial shoot by CGPA. Two teams from HPA and six teams from 2ID contended the challenge. Each team was given time to familiarize the range from Bay 1 to Bay 4 and bay 5 was intended for the competition. Team of Commander 2ID and Team of CGPA competed for the final round. MGen Santos Team emerged as the champion.

The visit of CGPA was concluded with a traditional boodle fight served at the Division Training School (DTS) Park. Before his departure, Lt Gen Iriberri expressed his gratitude to Commander 2ID, Officers and men for the success of his two-day visit to the home of the Jungle Fighters.

CAMP CAPINPIN, Tanay, Rizal - MGenRodelio V Santos AFP, Commander, 2nd Infantry (Jungle Fighter) Division, PA expressed his gratitude to the leadership of PAFCPIC during the formal turn-over ceremony of Ambulance to the Command on April 28, 2014 at Division Quadrangle.

On his message, he said “The ambulance will not only cater the needs of our soldiers but being one of the first responders during calamities, the ambulance will go along in addressing the needs of Camp Capinpin and its environs… maraming salamat po at hinahangad ko na ang PAFCPIC ay lalo pang yumabong, maging prosperous. Nang sa ganun, tuloy-tuloy ang pagiging generous hindi lamangsa 2ID kundi sa buong Hukbong Katihan ng Pilipinas.”

“CMO Fair”, a Peace Effort in Bondoc PeninsulaBy Cpt Benjamn D Tomboc (INF) PA, S7

WITH FOUR DECADES of insurgency, it has been noted that the Province of Quezon particularly Bondoc Peninsula area is one of the strong bailiwicks for recruitment of armed red fighters. It was notoriously labeled as “Balong Pulang Mandirigma” (a well of NPA Red Fighters) sometime in the late 1980s. It was then that the Guerilla Fronts (GF) covering the area were considered as the most progressive and advanced in the Southern Luzon, while government’s presence could hardly be felt. Hence, opportunities for development were denied, hampered and very selective. However, due to the series of massive and intensive Internal Security Operations (ISO) campaign of 2ID and its brigades, the CNN strength and influence were significantly been decimated or degraded. Through the years, reports confirmed that the CNN are exerting their efforts to recover their clout and control over the area by bringing back the old primary and secondary issues such as; lack on the delivery of basic services, lack of infrastructure projects (farm to market road) and agrarian reform issues among others.

In order to pre-empt this CNN recovery thrust, reduce the vulnerable issues and link up with the agency concerned to address the issues, SOLCOM AFP crafted the CMO Fair 2014; a concept to organize/synchronize all LGUs/LGAs and other partner stakeholders programs and converge to deliver the basic needs closely to the residents of Bondoc Peninsula by cluster and pre-arranged schedule particularly in the municipalities of Catanauan and Lopez, both of Quezon. This fair seeks to assist and bring forth these agencies concerned to their clients and deal with their needs and give information on various issues such as basic services, economic, social and agrarian reform among others. This 3-day CMO Fair has the following components; MEDCAP, Free haircut, Gift giving and Information drive.

The first leg of the 3-day CMO Fair 2014 (74IB AOR) was conducted on 12 May 2014 at Brgy Santa Maria Dau, Catanauan, Quezon. Mrs Carmela Escobar, the Brgy Secretary delivered the invocation while Hon JuanitoCueto, the

Punong Barangay gave the Welcome Remarks. Thereafter, all resource speakers from various LGAs presented their respective plans and programs focusing on relevant topics to the perceived local issues. CAMP GEN SANTOS, Calauag, Quezon – An armed clash ensued between the government troops and NPA guerillas at Sitio Pinagbanderahan, Barangay Silangan Palale, Tayabas City this province last May 19, 2014 at around 4:25 PM. The incident resulted to the killing of two NPA guerillas, and the recovery of two M16 rifles, one M14 rifle, one hand grenade, five back packs, two load-bearing gears, ten assorted rifle magazines and subversive documents at the encounter site.

Notably, one of the dead NPA was identified as @Remy (TN: Peping Agudo), the former Logistics Officer of Squad 1, G8 and Finance Officer of “Rebolusyonaryong Buwis sa Kaaway na Uri” (RBKU), while the other one who is still unidentified as of press time is believed to be a member of SPN: “Bagong Silang” of “Guerilla Unit 2” (GU2) of Southern Tagalog Regional Party Committee (STRPC).

The encounter was made possible because of the information from concerned residents who tipped-off

the fierce exchange of fire between the combatants which lasted for 15 minutes.

Significantly, the successful subsequent outcome of this incident clearly manifests the level or state of the local community defense system, and the shared desire and commitment of the local community and government forces to protect the people from oppression, extortion and physical threat posed by the NPA.

On the other hand, Col Rhoderick

Likewise, same services and activities were also rendered on 13 and 14 May 2014 for the 2nd and 3rd leg of CMO Fair at Brgys San Pablo Suha and San Jose Anyao, both of Catanauan, Quezon respectively.

In general, the agency-participants performed medical checkup, tooth extraction, prophylaxis, circumcision and distribution of medicines, information dissemination, free

haircut, and gift giving of relief goods and slippers (sponsored by ABS-CBN “Sagip-Kapamilya” and Filipino Chinese Chamber of Commerce and Industry Incorporated). As a whole, the activity has engaged and serviced a total of 1,004 indigent beneficiaries broken down as 551 Medical check-up, 188 Tooth extractions, 105 Circumcisions, and 160 Free haircut plus it provided 460 relief packs and 100 pairs of slippers to the beneficiaries. The beneficiaries and participating local government officials were very much grateful of the activity’s gains and goodwill.

The successful 3-day CMO Fair 2014 was able to reduce the vulnerable issues and retarded the CNN recovery thrust. It delivered closely and soundly humanitarian assistance services needed by the resident from the appropriate agencies, and it has strengthened the bond and cohesion

among the agency concerned that participated in the said activity. It clearly conveyed a message to the community that the government is approachable and accessible to the communities especially when done in “Bayanihan” spirit and principle; “Bayanihan” requires shared conviction, commitment, cooperation, accountability and responsibility; all issues could be resolved/ addressed peacefully through democratic process; and its fun working together.

Bayahanihan Fair 2014 in General NakarBy Cpt Aron James B Nasataya (INF) PA, S7

“KALINGA SA mga mamayan ng General Nakar”- The Southern Luzon Command spearheaded a one-stop shop Bayanihan fair that was extended to the people of Gen Nakar especially to the Indigenous People (IP) community. The said activity was conducted at Gen Nakar Central School, Poblacion, Gen Nakar, Quezon last May 22, 2014.

It was 8 o’clock in the morning after hauling of the IPs from their different barangays when the registration started. The said registration was organized by Brgy namely; Maligaya, Lumutan, Magsikap, San Marcelino, Pagsangajan, Sablang, Canaway and Poblacion all in municipality of Gen Nakar.

The Bayanihan Fair was conducted with a short program that commenced on 10:30 AM. Fr Rene P Villaflor, Parish Priest of Gen Nakar gave the opening prayer that was followed by National Anthem led by the 1IB Combo. Hon Rodel A Avelleaneda, Vice Mayor of Gen Nakar delivered his welcome remarks. Subsequently, the following also gave their messages: Hon Leovigildo R Ruzol, Municipal Mayor of Gen Nakar, Dr Gloria R Atendido, District Supervisor, DepEd.

Likewise, LtGen Caesar Ronnie F Ordoyo AFP, Commander, SOLCOM was being represented by MGen Rodelio V Santos AFP, Commander, 2ID, PA wherein during his message he emphasized “IPSP Bayanihan” and its importance to commit and maintain the peace and order situation in a community. He further reiterate the reasons why our soldiers came to Gen Nakar, first, is to catalyze peace and second, to encourage the people to help us soldiers in protecting the community.

The program ended by a cultural presentation rendered by the pupils of Sentrong Paaralan ng mga Agta. The following were also present during the program, Col Rodel Mauro R Alarcon INF (GSC) PA, Commander, 202nd Infantry Brigade, LTC Edgar G Mangabay INF (GSC) PA, CO, 1IB, LTC Andres Ferrer INF (GSC) PA, CO, 16IB and Mr Angelo S Sallidao, NCIP Provincial Officer, Infanta, Quezon.

Afterwards, the Bayanihan Fair resumed with the following services given to assist our fellow “Dumagats” with the corresponding beneficiaries: Medical-656, Tuli-76, Dental-130, Feeding Activity-500, Libreng Gupit-141, COMELEC registration-36, Birth Certificate-89, Candidate Soldier (CS) Registration for the IP-34 and for regular (CS)-8. Said activity ended at about 03:00PM.

Also, Jedilyn Viray from the IP community extended her heartfelt gratitude to the successful conduct of the activity by saying “Nagpapasalamat kami ng marami sa mga tulong ng sundalo at nagkaroon ng Medical Mission para sa aming mga katutubo. Masaya po kami at marami sa amin ay nakapagpagamot ng libre at nabigyan ng mga gamot. Nagpapasalamat din ako ng marami sa mga pagkain at merienda na ipinagkaloob ninyo sa amin. Pati po sa pagsundo po sa amin sa malalayong lugar pa. Ang babait po ng Philippine Army at kami po ay natulungan.”

Likewise, the 202nd Infantry Brigade assured them that this Bayanihan activities will continue as support to the AFPs advocacy on delivering services and serving the people not just by securing the land.

Infantry (Bantay Kapayapaan) Brigade, 2nd Infantry (Jungle Fighter) Division, Philippine Army and operational control units in cooperation with the Department of Education (DepEd) spearheaded the Annual National Schools Maintenance Week which is more colorfully known as “Brigada Eskwela 2014”, with a theme “Ensuring Disaster Preparedness and Safety in School” to the different public schools and also private learning institutions in the island of Mindoro and Romblon from May 19 to May 28, 2014.

The Brigada Eskwela is a nationwide voluntary effort bringing together the education stakeholders, Local Government Units, Local Government Agencies, Non-Government Organizations, parents, teachers, students, community and volunteers to do clean ups and repair works to prepare the school facilities for the opening of classes. The Brigada includes the minor repair and repainting of school facilities and classroom fixtures as well as the cutting down of tall grasses and cleaning of school premises which will guarantee to the smooth and orderly opening of the regular classes on June 2.

According to Col Mariano Antonio S Perez Jr INF (GSC) PA, Brigade Commander of 203IB, 2ID, PA, the Brigada Eskwela of the Department of Education (DepED) promotes Bayanihan, camaraderie and develops spirit of volunteerism of the different stakeholders not only in the island of Mindoro and Romblon but throughout the whole country.

Col Perez also stated that the Philippine Army in the island Mindoro and Romblon will always support the different programs of the different agencies of the government, Non-Government Organizations and other stakeholders to promote the Bayanihan Spirit in winning the peace and development in the 203IB’s area of responsibility.

203Bde conducts Medical Mission

The 203rd Infantry Brigade, 2ID, PA together with the Provincial Government of Oriental Mindoro thru its program “Kapitolyo Para Sa Mamamayan” (KPSM), Local Government Unit and Local Government Agencies of Bansud, Oriental Mindoro and other stakeholders conducted a joint Medical and Dental Mission and delivery of different services on April 04, 2014 at Brgy Villa Pagasa, Bansud, Oriental Mindoro.

Among other beneficiaries were residents of Brgy Bato, Brgy Manihala, Brgy Sumagui and Brgy Malo of Bansud, Oriental Mindoro.

Similarly, on May 30, 2014, Medical and Dental Mission was conducted at Brgy Mulawin, Naujan, Oriental Mindoro with the help of the Local Government Units of Naujan and the Provincial Government of Oriental Mindoro thru its KPSM program.

Commanding Officer of 1st IB and 2Lt Sarah Jane Y Bagasol (OS) PA, CMO Officer of this unit together with the Always First Troopers distributed School Bags to 500 less fortunate pupils of Sentrong Paaralan ng mga Agta and Brgy Poblacion Central Elementary School of General Nakar, Quezon on May 21, 2014.

The activity was organized through the collaborative efforts of the different stakeholders: headed by 1st (Always First) Infantry Battalion of the 2nd Infantry Division with the teachers of General Nakar Elementary School headed by Dr Avelina U Jugueta Ed. D, district Supervisor of General Nakar and the LGU of General Nakar, Quezon and other concern agencies.

The activity may not become possible without the support extended by Dr Philip Kim and Reverent Sung and the LGU of General Nakar headed by Hon. Abing M Ruzol, Municipal Mayor, and the faculties and staff of General Nakar Elementary School.

All of the (500) five hundred less fortunate pupils received school bags composed of notebooks, paper, ballpen/pencil, and eraser. The activity was also then highlighted by a short program expressing the happiness and sincere gratitude of the faculties, parents and children to the humble endeavour of Philippine Army in the area.

Bayanihan to the IP CommunitiesBARANGAY TONGOHIN, Infanta, Quezon - 1st Infantry

(Always First) Battalion conducted Medical Mission, Feeding Activity, Distribution of Slippers, Relief Clothes, School Supplies, Disaster and Hygien Kits to 1,000 civilian populace of Brgy Maligaya and Brgy Sablang General Nakar, Quezon on April 29, 2014.

The Medical Mission was organized through the collaborative efforts of the different stakeholders spearheaded by 1st Infantry Battalion of the 2nd Infantry Division with 2nd Cavalry Squadron of the Philippine Army, LGU of General Nakar, Quezon Reina Foundation of Youth and Parents Association with Child fun Philippines.

Through this activity the local folks living in the far flung areas of General Nakar Quezon specifically the Indigenous People were given clothes, slippers, school supplies, disaster and hygiene kits and a free check-up and treatment to their illness.

The successful conduct of this activity once again became a tool in helping the Local Government of General Nakar Quezon in delivering basic services to their constituents living in far flung areas and for them to realize the efforts of the Army not only in its traditional combat role but also in other worthwhile endeavours in pursuit of the Internal Peace and Security Plan “BAYANIHAN” in order to create an environment conducive to peace and development.

The 4th Infantry “SCORPION” Battalion under the leadership of LTC Jeffrey Jake D Gallenero INF (GSC) PA held a two-day Fun Shoot dubbed as the “1st Alakdan Invitational Shoot” at Alakdan Range, Hqs 4IB, Brgy Wasig, Mansalay, Orientral Mindoro on May 30-31, 2014 with MGen Rodelio V Santos AFP, Commander, 2ID as the Guest of Honor.

The Fun Shoot was composed of five pistol stages with eight categories. The event was open to all shooting enthusiast in the military, police, other law enforcers and civilian sectors.

Said event aimed to promote the newly constructed Alakdan Range as a venue for shooting events and to foster camaraderie among stakeholders of peace.

16IB and GMA-7 Employees Cooperative conduct Medical Mission for Dumagat Tribe

BRGY PURAY, Rodriguez, Rizal – The 16th Infantry (MAGLILINGKOD) Battalion, 2nd Infantry (JUNGLE FIGHTER) Division, Philippine Army was able to established a strong partnership with the GMA-7 Employees Cooperative for the conduct of medical mission to the Indigenous People of Brgy Puray, Rodriguez, Rizal on April 5, 2014.

With the series of engagement and meetings which started last January 2014 with the President of GMA-7 Employees Cooperative Mr. Arturo Trinidad, the 16th Infantry (MAGLILINGKOD) Battalion was given the opportunity to recommend Brgy Puray, Rodriguez, Rizal for medical mission sponsored by GMA-7 Employees Cooperative and the date was set on April 05, 2014. The said Medical Mission for Dumagat Tribe in Brgy Puray was realized through the noble effort of GMA-7 Employees Cooperative through 16th Infantry (Maglilingkod) Battalion who leads the activity together with Philippine Red Cross Rizal Branch, PNP-Rodriguez, Municipal Health Workers of Rodriguez, medical team from ASH, 2ID and other stakeholders.

The medical mission usually includes medical services, free check-up and distribution of food packs and used clothings. A total of 419 clienteles were benefited during the said activity.

Indeed, the medical mission is a celebration of the partnership among several stakeholders who teamed up with the 16th Infantry (Maglilingkod) Battalion to make a difference in the lives of the people of Brgy Puray, Rodriguez, Rizal. The convergence of the 16IB, GMA, PNP, LGU and other stakeholders gives a good impression to our fellow IPs and farmers that we are working hand in hand to reach to them the basic services. It showed also that there are many well-meaning organizations/unions which are willing to help the needy and support the IPSP Bayanihan of AFP.

conducted Medical, Dental and Opthal Mission that benefited more than 200 people of Sitio Rawang, Brgy Tandang Kutyo, Tanay, Rizal last April 29, 2014.

Among partners who contributed and exerted effort for the success of the activity were Philippine National Red Cross - South Rizal Branch, PNP of Tanay, Municipal Health Worker of Tanay, Medical Team from Army Station Hospital, 2ID, PA, Bureau of Fire Protection, Soldier Wives and Girlfriend (SWAG) and Tanay Mountaineers Incorporated.

The Activity conducted through “Bayanihan Program” to effectively deliver valuable basic services to the needy constituents of Sitio Rawang, Brgy Tandang Kutyo, Tanay, Rizal.

SITIO GALAXY, Brgy Pinugay, Baras, RIzal – The 16th Infantry (MAGLILINGKOD) Battalion headed by LTC Andres F Ferrer INF (GSC) PA in partnership with different stakeholders from the private sectors successfully constructed the MAG-PHIL (MAGLILINGKOD-PHILCOMSAT) Firing Range and finally inaugurated last June 14, 2014.

The activity highlighted with a Ribbon Cutting led by Hon. Katherine B Robles, Mayor of Baras, MGen Rodelio V Santos AFP, Commander, 2nd Infantry (Jungle Fighter) Division, Philippine Army and representatives from different agencies. A mass and blessing of the firing range was conducted by Maj Domingo L Labrilla, 2ID Chaplain. It was participated by different teams from 2ID, 202Bde, HPA & PNP.

The MAGPHIL Firing Range was constructed to improve and develop the marksmanship skills of every individual soldier of

this unit as guidance from the Higher Headquarters. This only proves that the Army Transformation Roadmap (ATR) is well-implemented to our organization for disciplined, excellent and modernized soldiers that is capable of serving the people and securing the whole nation in all security threats.

16IB conducts Info Drive on Safety & SecurityMORONG, Rizal – The 16th Infantry (MAGLILINGKOD) Battalion

conducted an Information Drive on safety and security held at University of Rizal System (URS) - Morong Campus, Rizal last June 27, 2014.

A team from 16IB led by its Battalion Executive Officer, Maj Gerald M Regis (OS) PA instilled security awareness to the 2,200 Freshmen college students of URS as part of their Orientation of National Service Training Program (NSTP). The activity was also participated by local officials of Rizal.

In line with this, 1Lt Primo T Partosa Jr (INF) PA discussed the major role of the Philippine Army in winning the peace. While 2Lt Cheyserr A Mortejo (MI) PA lectured on peace and security situation in the province of Rizal and also discussed on how the CCP-NPA/NDF recruited the students to join their legal fronts in the Colleges.

Ang Balik Pamayanan Program ay isang “Multi-Stakeholder Initiative” na pinapangungunahan ng Kasundaluhan (74IB and 201BDE) at iba’t ibang ahensya ng gobyerno tulad ng (OPAPP, LGU, DTI, DOLE, DSWD at DOH) at NGO tulad ng Rotary Club of Cosmopolitan Lucena. Ang layunin ng naturang programa ay maiayos at maibalik ang mga kaanak ng mga nasawing NPA sa lipunan, sa pamamagitan ng Socio-Economic Reintegration Program sapagkat sila ay bulnerable sa recruitment at baka maging isang kasapi ng NPA.

Inimbitahan ng naturang himpilan ang mga kaanak ng mga nasawing NPA sa bayan ng Mulanay para mailatag sa mga kaanak ang programa at tulong proyektong pangkabuhayan tulad ng pag - aalaga ng baboy, pagtatanim ng puno ng kape at scholarship program sa kanilang mga anak.

THE 76th Infantry (VICTRIX) Battalion, 2ID under LTC Mario C Africa INF (GSC) PA and the Local Government Unit of Sablayan held the 1st Sablayan Youth Leadership Summit 2014 with a theme “Youth Leaders, Nation Builders” at Convention Center, Brgy Sto Niño, Sablayan, Occidental Mindoro on April 12-14, 2014.

The YLS Sablayan 2014 which has 92 delegates coming from the different barangays of Sablayan was formally opened by LTC Africa. Hon. Eduardo B. Gadiano, Municipal Mayor of Sablayan, Occ Min, the Guest of Honor and Speaker together with Ms Marie Joi S Angway, OIC MSWDO of Sablayan graced the occasion.

The three-day camp out activity was filled with lectures and team building activities that focused on developing leadership skills and promote social and civic sensitivities among the delegates. The delegates were supervised by their respective “Kuya and Ate” coming from the Charlie Company, 2CMOBn and Youth

On the first day, a team building activity was enjoyed by the delegates, wherein they have to build a miniature structure made-up of Straws and must be in line with promoting tourism in the province, selected speaker among the team explained the miniature they created afterwards.

The night was filled with emotions when Pastor Leon Falla of Mamburao conducted Values Formation; wherein the delegates were given time to reflect on their negative attitudes. Said activity developed spiritual awareness among the delegates.

On the second day, Team Building Activities were conducted, each team competed in a challenge course composed of balancing, problem solving, time challenge and logic challenge to test their stamina, endurance and initiative. Team work and discipline are the main elements to accomplish every challenge.

The Cultural Night is a confidence

team building activity, wherein teams selected their respective contestants for Ms and Mr YLS. Contestants showcased their talents in front of a large crowd.

Delegates were also given lecture on PNP campaign against Drugs to the community. Subjects on the role of Youth in Environmental Protection and Climate Change were also given by the representative from MENRO.

The participants were thankful to the 76IB for the very wonderful and unforgettable experience they undergone.

LTC Africa expressed his gratitude to the LGU of Sablayan and other stakeholders in the area for the all out support for the success of YLS Sablayan 2014.

“This activity (YLS) showed that through ‘Bayanihan’ partnership with LGUs and Civilian sectors, we can attain our mission in developing the youth to be responsible, law abiding and spiritually guided leaders of the future,” he concluded.

85th IB maintains SuccessBy 1LT Xy-zon M Meneses (AGS) PA

BRGY VILLA PRINCIPE, Gumaca, Quezon - After having been adjudged as the Best Battalion for 1st Quarter CY 2014, the 85th Infantry (Sandiwa) Battalion is continuously maintaining its success in ensuring peace and development in its Area of Operations (AOR) by launching successful combat operations and actively engaging and partnering stakeholders in advocating peace and sustainable development.

Noteworthy of the unit’s achievements are the two separate successful combat operations happened on April 5, 2014 at Lopez, Quezon and on May 19, 2014 at Tayabas City, Quezon which resulted to two NPA members killed, recovery of two M16 Rifles, one M14 Rifle, three Improvised Explosive Device (IEDs), one hand grenade, one Cal .45 Pistol, one improvised M16 Magazine and subversive documents.

With these achievements, MGen Rodelio V Santos AFP, Commander, 2nd Infantry (Jungle Fighter) Division, Philippine Army, visited the Headquarters 85th Infantry (SANDIWA) Battalion, 2ID, PA stationed at Brgy Villa Principe, Gumaca, Quezon on May 27, 2014 to personally give credit and awards to the deserving and warrior Sandiwa Troopers.

On the other hand, the 85th IB also conducted series of CMO activities which strengthened its ties with the stakeholders and communities in the unit’s AOR. On April 8 and May 25, 2014, separate Youth Leaders Summits were successfully conducted at Dolores and Pitogo, Quezon respectively. Sandiwa Troopers also conducted Tree Planting and distribution of school supplies on June 29-30, 2014 at Dalahican, Lucena City and Gumaca, Quezon.

These achievements are manifestations that the 85th IB have once again proved its prowess in winning the hearts and minds of the people in its AOR aligned with the mission of Higher Headquarters to engage stakeholders and build strong partnership in addressing insurgencies and in promoting peace and development within the AOR.

2ID opens Candidate Soldiers Course

CAMP CAPINPIN, Tanay, Rizal - MGen Rodelio V Santos AFP, Commander, 2ID delclared the opening of training of 300 selected civilians (280 males and 20 females) who will undergo Candidate Soldiers Course (CSC) Class 350 and 351 cross train with Jungle Warfare and Mountain Operations Course (JWMOC) on June 6 and 25, 2014.

The 300 trainees aged 18 to 26 who came from different provinces successfully passed the rigid and meticulous screening and processing standard set by the Philippine Army are now ready to undergo six months of rigorous training (3 months for CSC and 3 months for JWMOC) at the 2nd Division Training School in Camp Capinpin, Tanay, Rizal.

MGen Santos stressed that the training they will undergo will be very hard and challenging both physically and emotionally. He gave some guidance for them to survive the training.
