Early last year, Springfield saw signs that the economic recovery was underway for businesses in the area. In order to adapt the challenges of the difficult economy, businesses cut costs, streamlined, expanded market share, and continued to become more efficient, and those efforts are paying off. This year, signs are clearer than ever that many busi- nesses are now in a growth mode. They have emerged from the recession leaner and ready to meet an increase in demand. Recently, there have been several announcements of business expansions in the region’s targeted industries for economic development, including manu- facturing, health care, technology, and corporate services, among others. The Chamber and its economic development arm, the Springfield Business Development Corporation, have targeted those select industries due to the region’s competitive advantages in those sectors. These industries are: power intensive man- ufacturing; medical research and services; supply chain management; corporate ser- vices (including data centers, customer care services, and headquarters); and tech- nological innovation. The identified target industries reflect the region’s successes in attracting new companies to the area and expansions of existing businesses. The Springfield region has many unique assets including competitive business costs, which helps companies feel con- fident in expanding or locating their busi- nesses here. The afford- ability of local energy continues to make the region competitive, as Springfield has the fourth-lowest utilities cost in the nation. St. John’s Health System and Cox Health Systems are the region’s top employers and two of the top 100 hos- pitals in the nation. This strength in the health care field is sup- ported by a diverse range of certificate and degree programs offered at local colleges and universities. Springfield’s cen- tral location in the United States, solid interstate network, and strong connectivity allows for transportation and logistics needs. Springfield also has a quality workforce, with a pipeline of nearly 50,000 students in the area seeking degrees in business, pre-medicine, pre-engineering, and technical training, among other fields. Several companies within the target industries have recently announced ex- pansions. Digital Monitoring Products, a high tech manufacturer added 30 new jobs and expanded their facility; St. John’s Health System broke ground on a new $104 mil- lion, 48-bed orthopedic hospital; Expedia completed renovations of a large portion of the former airport terminal and has added nearly 500 new jobs; PROFormance Foods – Roma of Springfield, a food distribution facility is expanding 35,000 sq.ft. and in- vesting $5.2 million in capital; John Deere Reman announced plans to expand in Strafford, adding 55 new jobs and a new 275,000 sq.ft. logistics facility; and Gold Mountain Communications, a customer care call center, announced another expan- sion, adding 140 new jobs to their existing workforce of 180. The Show-Me State Games focuses on promoting health fitness family and fun for all Missourians ldquoThe Show-Me State Games is unique because of its multi-sport and Olympic-style set-up There is no other sports organization in Missouri like the Games and in fact we are the largest of our kind in the entire nationrdquo says Emily Lorenz marketing and media coordinator for Show-Me State Games Springfield office As the largest state games in the nation the Show-Me State Games is hosted by the University of Missouri in Columbia Mo The office in Springfield is fairly new to the com-munity having just opened in 2010 ldquoOne of the most exciting develop-ments has been the expansion of the Games to include an office in Springfield

This office is charged with promoting the Gamesrsquo mission and seeking opportunities to get involved in the Southwest Missouri communityrdquo says Lorenz Springfield has become very involved in the Show-Me State Games by offering to host hockey at the Mediacom Ice Park Also new this year the Show-Me State Games are partnering with the Missouri Beef Industry Council for a series of four ldquofun runsrdquo in Carthage Savannah Sedalia and Columbia In addition to the summer Olympic-style games which feature more than 40 sports for all ages and ability levels Show-Me State Games offers events through-out the year and all around the state to promote health fitness family and fun

Ozarks Food Harvest receives 2011 Small Business Award

The Chamber announced Ozarks Food Harvest Inc as its 2011 W Curtis Strube Small Business Award recipient on May 4 during its annual awards luncheon The award presented by the Chamberrsquos Small Business Council is determined by written applications scored by an independent panel of judges The judges include the previous yearrsquos recipient two business professionals as selected by the Small Business Council and two local business assistance providers The application consists of written essays covering company history management philosophy response to challenges innovative products or services and community-oriented contributions Ozarks Food Harvest Inc (OFH) a food bank in southwest Missouri serves more than 300 hunger-relief organizations across 28 counties With 29 employees presi-dent and CEO is Bart Brown OFH reaches more than 155000 individuals and distributes nearly nine mil-lion pounds of food annually or more than $15 million distributed to its network of member charities OFH also administers five direct-relief programs aimed at pro-viding nutritious and consistent food sources They include The Weekend Backpack Program Kids Cafeacute The Summer Food Service Program The Commodity Supple-mental Food Program and the Mobile Food Pantry The Chamberrsquos Small Business Award is named for the late director of the Breech School of Business at Drury University Dr W Curtis Strube He was instrumental in the creation of many programs for small businesses among them the Small Business Council of the Chamber The award celebrates the success of the Chamberrsquos small business members and recognizes the importance small businesses play in the local economy Small businesses make up the majority of the Chamberrsquos membership Of the Chamberrsquos nearly 2000 members more than 85 percent employ 50 or fewer and 75 percent employ 25 or fewer

Public Affairs2011 Legislative Session recap legislature reduces cost to business but many missed opportunities on job creation legislation Friday May 13 marked the end to Missourirsquos 2011 legislative session Many of the Chamberrsquos key priority issues died minutes before the legislature adjourned for the year and others had trouble gaining traction all along Here is a recap on some key issues the Chamber was tracking

Comprehensive economic devel-opment legislation fails in final hours of session The Chamber advocated for several innovative economic development pro-grams that would have had a positive impact on the statersquos job creation climate Likewise leadership from both parties in-dicated very early in the session that job creation was a top priority Bills garnered broad support in both chambers and passed with wide margins However the

General Assembly failed to pass a compre-hensive economic development bill on the last day of the session Specifically disagree-ment over the use of the statersquos tax credit programs led to a gridlock and prevented passage of an omnibus bill that would have paved the way for these initiatives middot MOSIRA The Missouri Science and Innovation Reinvestment Act (MOSIRA) proposal would have created a funding source to target growth in high-tech areas by capturing a small percentage of the growth in state revenue over a base year from science and innovation companies and reinvesting those funds grow the statersquos high-tech entrepreneurial sector This directly benefits our community given the advancements being made at Jordan Valley Innovation Center The MOSIRA pro-

posal is modeled after a similar program in Kansas where the program has led to nearly $1 billion in investment in the state since its inception just a few years ago middot Data Center Incentives Data centers are hubs of other investment and corpo-rate co-locations and Missouri has lost out on many opportunities to surrounding states These incentives would encourage the establishment of data centers fueling capital investment in the state Southwest Missouri has several unique advantages for attracting data centers and this sector has been identified as a targeted industry for the Springfield region by Market Street Services an independent economic devel-opment consulting firm middot Compete Missouri As recommended by the Tax Credit Review Commission Com-

pete Missouri would have begun to reform Missourirsquos tax credit programs to increase efficiencies and effectiveness and reign in $600 million allocated to tax credits annually

Fix the Six Issues Of the six business priorities established by a broad statewide business coalition successes were seen in a couple of areas but there were also a number of missed op-portunities to pass some important business reforms middot Elimination of Corporate Franchise Tax Before session ended the Governor signed legislation phasing out the Corpo-rate Franchise Tax a win for Missouri busi-nesses because Missouri is one of a few states with both corporate income tax and corporate franchise tax The legislation will phase out this double taxation over five years middot Employment Law Reform This leg-islation would have brought Missouri em-ployment law back in line with federal law reduced frivolous lawsuits and insured more timely and fair resolution for legiti-mate discrimination cases Employment Law Reform legislation made it all the way to Governor Nixonrsquos desk but was vetoed middot Workersrsquo Compensation Reform De-bate onworkersrsquo compensation reform

began early in the session yet failed on the last day Senate Bill 8 sought to turn back two court cases that addressed co-employee liability and occupational disease coverage The co-employee liability ruling is particularly problematic given the fact that it was an appellate court decision and has the potential to affect every employer in the state middot Unemployment Compensation Leg-islation to address Missourirsquos bankrupt unemployment insurance trust fund was also a ldquoFix the Sixrdquo priority The state bor-rowed over $800 million from the federal government over the last two years to cover unemployment insurance claims for out-of-work Missourians In 2011 Missouri employers will begin paying millions in interest fees and that number will continue to grow The coalition asked for bonding pro-visions to repay the federal debt but that issue failed to gain traction Instead a compromise was reached between the House and the Senate that allowed Missouri to accept federal funding to temporarily extend unemployment benefits from 79 to 99 weeks in return for limiting the number of weeks that jobless benefits will be paid out from the state going forward The legisla-tion signed by the Governor reduced the

number of weeks Missouri pays unemploy-ment benefits from 26 weeks to 20 weeks The final two Fix the Six priorities were Minimum Wage and Tort reform The co-alition supported legislation that would have eliminated the indexing provision from the minimum wage proposition passed in 2006 and legislation that would have moved Missouri from a joint and sev-eral liability state to a pure several liability state Bills addressing these issues died earlier in the session middot Right to Work Senate Bill 1 would have provided Missourirsquos employees the opportunity to choose whether to join or pay dues to a labor union The bill passed out of the Senate Committee and was debated briefly on the Senate floor but never passed either chamber The Spirngfield Chamber thanks those members of our local delegation who worked hard on these legislative priori-ties by sponsoring or co-sponsoring bills and their efforts did not go unnoticed We look forward to continuing to work with them during the 2012 legislative session to advance policies that ensure a pro-busi-ness climate in our state

What does your job entail Lost and Found Grief Center is a local nonprofit that provides therapeutic support services at no charge for children and families grieving the death of a loved one The role of Assistant Director allows me to combine my social services and crisis management skills of working directly with children and families in need as well as non-profit management and development I support our Executive Director Dr Karen Scott in performing the duties of leading a small local non-profit including managing the programs and services for the children and families agency development fundraising and interacting with the community board and donors It is both a privilege and blessing for me to be involved in such

an admirable organization and making a difference in childrenrsquos lives

What did you gain from Leadership Springfield I learned an incredible amount of information about our com-munity In addition I had to opportunity to develop both professional and per-sonal relationships with my fellow class members as well as meet great commu-nity members and leaders

Whatrsquos your favorite memory from LS I am fortunate to have been in a class that had a great deal of fun while being very focused We created several memories and quite honestly it is hard to identify just one What I remember most is that the class really came together and took a great interest in the needs of the children in our community It was both a remarkable and humbling experience

Most important lesson from your Leadership Springfield class Out-side of not using my cell phone during program days (Seriously this is both a challenge and valuable lesson for profes-sionals) I think the most important lesson I learned is that our community is much larger that I originally thought and I still have a great deal to learn about it

Do you remain in contact with any LS alums from your class Yes ndash I somehow found my appointed as one of the unofficial social co-chairs for the class We still try to get people from the class together periodically In addition I have formed friendships with other class members and we are in contact often ndash both personally and professionally

What do you do in your free time Free time is a relative term in the profes-sional and non-profit field I enjoy work-ing out and spending time with family friends and 3 dogs However in general I spend a lot of time out in the com-munity and advocating for the needs of children

Volunteer work I donrsquot volunteer for one particular organization instead I volunteer as the need arises Normally it is for non-profit events and organizations that support children

The Show-Me State Games focuses on promoting health fitness family and fun for all Missourians ldquoThe Show-Me State Games is unique because of its multi-sport and Olympic-style set-up There is no other sports organization in Missouri like the Games and in fact we are the largest of our kind in the entire nationrdquo says Emily Lorenz marketing and media coordinator for Show-Me State Games Springfield office As the largest state games in the nation the Show-Me State Games is hosted by the University of Missouri in Columbia Mo The office in Springfield is fairly new to the com-munity having just opened in 2010 ldquoOne of the most exciting develop-ments has been the expansion of the Games to include an office in Springfield

This office is charged with promoting the Gamesrsquo mission and seeking opportunities to get involved in the Southwest Missouri communityrdquo says Lorenz Springfield has become very involved in the Show-Me State Games by offering to host hockey at the Mediacom Ice Park Also new this year the Show-Me State Games are partnering with the Missouri Beef Industry Council for a series of four ldquofun runsrdquo in Carthage Savannah Sedalia and Columbia In addition to the summer Olympic-style games which feature more than 40 sports for all ages and ability levels Show-Me State Games offers events through-out the year and all around the state to promote health fitness family and fun

Ozarks Food Harvest receives 2011 Small Business Award

The Chamber announced Ozarks Food Harvest Inc as its 2011 W Curtis Strube Small Business Award recipient on May 4 during its annual awards luncheon The award presented by the Chamberrsquos Small Business Council is determined by written applications scored by an independent panel of judges The judges include the previous yearrsquos recipient two business professionals as selected by the Small Business Council and two local business assistance providers The application consists of written essays covering company history management philosophy response to challenges innovative products or services and community-oriented contributions Ozarks Food Harvest Inc (OFH) a food bank in southwest Missouri serves more than 300 hunger-relief organizations across 28 counties With 29 employees presi-dent and CEO is Bart Brown OFH reaches more than 155000 individuals and distributes nearly nine mil-lion pounds of food annually or more than $15 million distributed to its network of member charities OFH also administers five direct-relief programs aimed at pro-viding nutritious and consistent food sources They include The Weekend Backpack Program Kids Cafeacute The Summer Food Service Program The Commodity Supple-mental Food Program and the Mobile Food Pantry The Chamberrsquos Small Business Award is named for the late director of the Breech School of Business at Drury University Dr W Curtis Strube He was instrumental in the creation of many programs for small businesses among them the Small Business Council of the Chamber The award celebrates the success of the Chamberrsquos small business members and recognizes the importance small businesses play in the local economy Small businesses make up the majority of the Chamberrsquos membership Of the Chamberrsquos nearly 2000 members more than 85 percent employ 50 or fewer and 75 percent employ 25 or fewer

Public Affairs2011 Legislative Session recap legislature reduces cost to business but many missed opportunities on job creation legislation Friday May 13 marked the end to Missourirsquos 2011 legislative session Many of the Chamberrsquos key priority issues died minutes before the legislature adjourned for the year and others had trouble gaining traction all along Here is a recap on some key issues the Chamber was tracking

Comprehensive economic devel-opment legislation fails in final hours of session The Chamber advocated for several innovative economic development pro-grams that would have had a positive impact on the statersquos job creation climate Likewise leadership from both parties in-dicated very early in the session that job creation was a top priority Bills garnered broad support in both chambers and passed with wide margins However the

General Assembly failed to pass a compre-hensive economic development bill on the last day of the session Specifically disagree-ment over the use of the statersquos tax credit programs led to a gridlock and prevented passage of an omnibus bill that would have paved the way for these initiatives middot MOSIRA The Missouri Science and Innovation Reinvestment Act (MOSIRA) proposal would have created a funding source to target growth in high-tech areas by capturing a small percentage of the growth in state revenue over a base year from science and innovation companies and reinvesting those funds grow the statersquos high-tech entrepreneurial sector This directly benefits our community given the advancements being made at Jordan Valley Innovation Center The MOSIRA pro-

posal is modeled after a similar program in Kansas where the program has led to nearly $1 billion in investment in the state since its inception just a few years ago middot Data Center Incentives Data centers are hubs of other investment and corpo-rate co-locations and Missouri has lost out on many opportunities to surrounding states These incentives would encourage the establishment of data centers fueling capital investment in the state Southwest Missouri has several unique advantages for attracting data centers and this sector has been identified as a targeted industry for the Springfield region by Market Street Services an independent economic devel-opment consulting firm middot Compete Missouri As recommended by the Tax Credit Review Commission Com-

pete Missouri would have begun to reform Missourirsquos tax credit programs to increase efficiencies and effectiveness and reign in $600 million allocated to tax credits annually

Fix the Six Issues Of the six business priorities established by a broad statewide business coalition successes were seen in a couple of areas but there were also a number of missed op-portunities to pass some important business reforms middot Elimination of Corporate Franchise Tax Before session ended the Governor signed legislation phasing out the Corpo-rate Franchise Tax a win for Missouri busi-nesses because Missouri is one of a few states with both corporate income tax and corporate franchise tax The legislation will phase out this double taxation over five years middot Employment Law Reform This leg-islation would have brought Missouri em-ployment law back in line with federal law reduced frivolous lawsuits and insured more timely and fair resolution for legiti-mate discrimination cases Employment Law Reform legislation made it all the way to Governor Nixonrsquos desk but was vetoed middot Workersrsquo Compensation Reform De-bate onworkersrsquo compensation reform

began early in the session yet failed on the last day Senate Bill 8 sought to turn back two court cases that addressed co-employee liability and occupational disease coverage The co-employee liability ruling is particularly problematic given the fact that it was an appellate court decision and has the potential to affect every employer in the state middot Unemployment Compensation Leg-islation to address Missourirsquos bankrupt unemployment insurance trust fund was also a ldquoFix the Sixrdquo priority The state bor-rowed over $800 million from the federal government over the last two years to cover unemployment insurance claims for out-of-work Missourians In 2011 Missouri employers will begin paying millions in interest fees and that number will continue to grow The coalition asked for bonding pro-visions to repay the federal debt but that issue failed to gain traction Instead a compromise was reached between the House and the Senate that allowed Missouri to accept federal funding to temporarily extend unemployment benefits from 79 to 99 weeks in return for limiting the number of weeks that jobless benefits will be paid out from the state going forward The legisla-tion signed by the Governor reduced the

number of weeks Missouri pays unemploy-ment benefits from 26 weeks to 20 weeks The final two Fix the Six priorities were Minimum Wage and Tort reform The co-alition supported legislation that would have eliminated the indexing provision from the minimum wage proposition passed in 2006 and legislation that would have moved Missouri from a joint and sev-eral liability state to a pure several liability state Bills addressing these issues died earlier in the session middot Right to Work Senate Bill 1 would have provided Missourirsquos employees the opportunity to choose whether to join or pay dues to a labor union The bill passed out of the Senate Committee and was debated briefly on the Senate floor but never passed either chamber The Spirngfield Chamber thanks those members of our local delegation who worked hard on these legislative priori-ties by sponsoring or co-sponsoring bills and their efforts did not go unnoticed We look forward to continuing to work with them during the 2012 legislative session to advance policies that ensure a pro-busi-ness climate in our state

What does your job entail Lost and Found Grief Center is a local nonprofit that provides therapeutic support services at no charge for children and families grieving the death of a loved one The role of Assistant Director allows me to combine my social services and crisis management skills of working directly with children and families in need as well as non-profit management and development I support our Executive Director Dr Karen Scott in performing the duties of leading a small local non-profit including managing the programs and services for the children and families agency development fundraising and interacting with the community board and donors It is both a privilege and blessing for me to be involved in such

an admirable organization and making a difference in childrenrsquos lives

What did you gain from Leadership Springfield I learned an incredible amount of information about our com-munity In addition I had to opportunity to develop both professional and per-sonal relationships with my fellow class members as well as meet great commu-nity members and leaders

Whatrsquos your favorite memory from LS I am fortunate to have been in a class that had a great deal of fun while being very focused We created several memories and quite honestly it is hard to identify just one What I remember most is that the class really came together and took a great interest in the needs of the children in our community It was both a remarkable and humbling experience

Most important lesson from your Leadership Springfield class Out-side of not using my cell phone during program days (Seriously this is both a challenge and valuable lesson for profes-sionals) I think the most important lesson I learned is that our community is much larger that I originally thought and I still have a great deal to learn about it

Do you remain in contact with any LS alums from your class Yes ndash I somehow found my appointed as one of the unofficial social co-chairs for the class We still try to get people from the class together periodically In addition I have formed friendships with other class members and we are in contact often ndash both personally and professionally

What do you do in your free time Free time is a relative term in the profes-sional and non-profit field I enjoy work-ing out and spending time with family friends and 3 dogs However in general I spend a lot of time out in the com-munity and advocating for the needs of children

Volunteer work I donrsquot volunteer for one particular organization instead I volunteer as the need arises Normally it is for non-profit events and organizations that support children

Anything else you want to share In regards to Leadership Springfield it is one of the most valuable experi-ences I have had I strongly encourage other individuals to apply for Leadership Springfield

The Show-Me State Games focuses on promoting health fitness family and fun for all Missourians ldquoThe Show-Me State Games is unique because of its multi-sport and Olympic-style set-up There is no other sports organization in Missouri like the Games and in fact we are the largest of our kind in the entire nationrdquo says Emily Lorenz marketing and media coordinator for Show-Me State Games Springfield office As the largest state games in the nation the Show-Me State Games is hosted by the University of Missouri in Columbia Mo The office in Springfield is fairly new to the com-munity having just opened in 2010 ldquoOne of the most exciting develop-ments has been the expansion of the Games to include an office in Springfield

This office is charged with promoting the Gamesrsquo mission and seeking opportunities to get involved in the Southwest Missouri communityrdquo says Lorenz Springfield has become very involved in the Show-Me State Games by offering to host hockey at the Mediacom Ice Park Also new this year the Show-Me State Games are partnering with the Missouri Beef Industry Council for a series of four ldquofun runsrdquo in Carthage Savannah Sedalia and Columbia In addition to the summer Olympic-style games which feature more than 40 sports for all ages and ability levels Show-Me State Games offers events through-out the year and all around the state to promote health fitness family and fun

Ozarks Food Harvest receives 2011 Small Business Award

The Chamber announced Ozarks Food Harvest Inc as its 2011 W Curtis Strube Small Business Award recipient on May 4 during its annual awards luncheon The award presented by the Chamberrsquos Small Business Council is determined by written applications scored by an independent panel of judges The judges include the previous yearrsquos recipient two business professionals as selected by the Small Business Council and two local business assistance providers The application consists of written essays covering company history management philosophy response to challenges innovative products or services and community-oriented contributions Ozarks Food Harvest Inc (OFH) a food bank in southwest Missouri serves more than 300 hunger-relief organizations across 28 counties With 29 employees presi-dent and CEO is Bart Brown OFH reaches more than 155000 individuals and distributes nearly nine mil-lion pounds of food annually or more than $15 million distributed to its network of member charities OFH also administers five direct-relief programs aimed at pro-viding nutritious and consistent food sources They include The Weekend Backpack Program Kids Cafeacute The Summer Food Service Program The Commodity Supple-mental Food Program and the Mobile Food Pantry The Chamberrsquos Small Business Award is named for the late director of the Breech School of Business at Drury University Dr W Curtis Strube He was instrumental in the creation of many programs for small businesses among them the Small Business Council of the Chamber The award celebrates the success of the Chamberrsquos small business members and recognizes the importance small businesses play in the local economy Small businesses make up the majority of the Chamberrsquos membership Of the Chamberrsquos nearly 2000 members more than 85 percent employ 50 or fewer and 75 percent employ 25 or fewer

Public Affairs2011 Legislative Session recap legislature reduces cost to business but many missed opportunities on job creation legislation Friday May 13 marked the end to Missourirsquos 2011 legislative session Many of the Chamberrsquos key priority issues died minutes before the legislature adjourned for the year and others had trouble gaining traction all along Here is a recap on some key issues the Chamber was tracking

Comprehensive economic devel-opment legislation fails in final hours of session The Chamber advocated for several innovative economic development pro-grams that would have had a positive impact on the statersquos job creation climate Likewise leadership from both parties in-dicated very early in the session that job creation was a top priority Bills garnered broad support in both chambers and passed with wide margins However the

General Assembly failed to pass a compre-hensive economic development bill on the last day of the session Specifically disagree-ment over the use of the statersquos tax credit programs led to a gridlock and prevented passage of an omnibus bill that would have paved the way for these initiatives middot MOSIRA The Missouri Science and Innovation Reinvestment Act (MOSIRA) proposal would have created a funding source to target growth in high-tech areas by capturing a small percentage of the growth in state revenue over a base year from science and innovation companies and reinvesting those funds grow the statersquos high-tech entrepreneurial sector This directly benefits our community given the advancements being made at Jordan Valley Innovation Center The MOSIRA pro-

posal is modeled after a similar program in Kansas where the program has led to nearly $1 billion in investment in the state since its inception just a few years ago middot Data Center Incentives Data centers are hubs of other investment and corpo-rate co-locations and Missouri has lost out on many opportunities to surrounding states These incentives would encourage the establishment of data centers fueling capital investment in the state Southwest Missouri has several unique advantages for attracting data centers and this sector has been identified as a targeted industry for the Springfield region by Market Street Services an independent economic devel-opment consulting firm middot Compete Missouri As recommended by the Tax Credit Review Commission Com-

Fix the Six Issues Of the six business priorities established by a broad statewide business coalition successes were seen in a couple of areas but there were also a number of missed op-portunities to pass some important business reforms middot Elimination of Corporate Franchise Tax Before session ended the Governor signed legislation phasing out the Corpo-rate Franchise Tax a win for Missouri busi-nesses because Missouri is one of a few states with both corporate income tax and corporate franchise tax The legislation will phase out this double taxation over five years middot Employment Law Reform This leg-islation would have brought Missouri em-ployment law back in line with federal law reduced frivolous lawsuits and insured more timely and fair resolution for legiti-mate discrimination cases Employment Law Reform legislation made it all the way to Governor Nixonrsquos desk but was vetoed middot Workersrsquo Compensation Reform De-bate onworkersrsquo compensation reform

began early in the session yet failed on the last day Senate Bill 8 sought to turn back two court cases that addressed co-employee liability and occupational disease coverage The co-employee liability ruling is particularly problematic given the fact that it was an appellate court decision and has the potential to affect every employer in the state middot Unemployment Compensation Leg-islation to address Missourirsquos bankrupt unemployment insurance trust fund was also a ldquoFix the Sixrdquo priority The state bor-rowed over $800 million from the federal government over the last two years to cover unemployment insurance claims for out-of-work Missourians In 2011 Missouri employers will begin paying millions in interest fees and that number will continue to grow The coalition asked for bonding pro-visions to repay the federal debt but that issue failed to gain traction Instead a compromise was reached between the House and the Senate that allowed Missouri to accept federal funding to temporarily extend unemployment benefits from 79 to 99 weeks in return for limiting the number of weeks that jobless benefits will be paid out from the state going forward The legisla-tion signed by the Governor reduced the

number of weeks Missouri pays unemploy-ment benefits from 26 weeks to 20 weeks The final two Fix the Six priorities were Minimum Wage and Tort reform The co-alition supported legislation that would have eliminated the indexing provision from the minimum wage proposition passed in 2006 and legislation that would have moved Missouri from a joint and sev-eral liability state to a pure several liability state Bills addressing these issues died earlier in the session middot Right to Work Senate Bill 1 would have provided Missourirsquos employees the opportunity to choose whether to join or pay dues to a labor union The bill passed out of the Senate Committee and was debated briefly on the Senate floor but never passed either chamber The Spirngfield Chamber thanks those members of our local delegation who worked hard on these legislative priori-ties by sponsoring or co-sponsoring bills and their efforts did not go unnoticed We look forward to continuing to work with them during the 2012 legislative session to advance policies that ensure a pro-busi-ness climate in our state

What does your job entail Lost and Found Grief Center is a local nonprofit that provides therapeutic support services at no charge for children and families grieving the death of a loved one The role of Assistant Director allows me to combine my social services and crisis management skills of working directly with children and families in need as well as non-profit management and development I support our Executive Director Dr Karen Scott in performing the duties of leading a small local non-profit including managing the programs and services for the children and families agency development fundraising and interacting with the community board and donors It is both a privilege and blessing for me to be involved in such

an admirable organization and making a difference in childrenrsquos lives

What did you gain from Leadership Springfield I learned an incredible amount of information about our com-munity In addition I had to opportunity to develop both professional and per-sonal relationships with my fellow class members as well as meet great commu-nity members and leaders

Whatrsquos your favorite memory from LS I am fortunate to have been in a class that had a great deal of fun while being very focused We created several memories and quite honestly it is hard to identify just one What I remember most is that the class really came together and took a great interest in the needs of the children in our community It was both a remarkable and humbling experience

Most important lesson from your Leadership Springfield class Out-side of not using my cell phone during program days (Seriously this is both a challenge and valuable lesson for profes-sionals) I think the most important lesson I learned is that our community is much larger that I originally thought and I still have a great deal to learn about it

Do you remain in contact with any LS alums from your class Yes ndash I somehow found my appointed as one of the unofficial social co-chairs for the class We still try to get people from the class together periodically In addition I have formed friendships with other class members and we are in contact often ndash both personally and professionally

What do you do in your free time Free time is a relative term in the profes-sional and non-profit field I enjoy work-ing out and spending time with family friends and 3 dogs However in general I spend a lot of time out in the com-munity and advocating for the needs of children

Volunteer work I donrsquot volunteer for one particular organization instead I volunteer as the need arises Normally it is for non-profit events and organizations that support children

Anything else you want to share In regards to Leadership Springfield it is one of the most valuable experi-ences I have had I strongly encourage other individuals to apply for Leadership Springfield

The Show-Me State Games focuses on promoting health fitness family and fun for all Missourians ldquoThe Show-Me State Games is unique because of its multi-sport and Olympic-style set-up There is no other sports organization in Missouri like the Games and in fact we are the largest of our kind in the entire nationrdquo says Emily Lorenz marketing and media coordinator for Show-Me State Games Springfield office As the largest state games in the nation the Show-Me State Games is hosted by the University of Missouri in Columbia Mo The office in Springfield is fairly new to the com-munity having just opened in 2010 ldquoOne of the most exciting develop-ments has been the expansion of the Games to include an office in Springfield

This office is charged with promoting the Gamesrsquo mission and seeking opportunities to get involved in the Southwest Missouri communityrdquo says Lorenz Springfield has become very involved in the Show-Me State Games by offering to host hockey at the Mediacom Ice Park Also new this year the Show-Me State Games are partnering with the Missouri Beef Industry Council for a series of four ldquofun runsrdquo in Carthage Savannah Sedalia and Columbia In addition to the summer Olympic-style games which feature more than 40 sports for all ages and ability levels Show-Me State Games offers events through-out the year and all around the state to promote health fitness family and fun

Ozarks Food Harvest receives 2011 Small Business Award

The Chamber announced Ozarks Food Harvest Inc as its 2011 W Curtis Strube Small Business Award recipient on May 4 during its annual awards luncheon The award presented by the Chamberrsquos Small Business Council is determined by written applications scored by an independent panel of judges The judges include the previous yearrsquos recipient two business professionals as selected by the Small Business Council and two local business assistance providers The application consists of written essays covering company history management philosophy response to challenges innovative products or services and community-oriented contributions Ozarks Food Harvest Inc (OFH) a food bank in southwest Missouri serves more than 300 hunger-relief organizations across 28 counties With 29 employees presi-dent and CEO is Bart Brown OFH reaches more than 155000 individuals and distributes nearly nine mil-lion pounds of food annually or more than $15 million distributed to its network of member charities OFH also administers five direct-relief programs aimed at pro-viding nutritious and consistent food sources They include The Weekend Backpack Program Kids Cafeacute The Summer Food Service Program The Commodity Supple-mental Food Program and the Mobile Food Pantry The Chamberrsquos Small Business Award is named for the late director of the Breech School of Business at Drury University Dr W Curtis Strube He was instrumental in the creation of many programs for small businesses among them the Small Business Council of the Chamber The award celebrates the success of the Chamberrsquos small business members and recognizes the importance small businesses play in the local economy Small businesses make up the majority of the Chamberrsquos membership Of the Chamberrsquos nearly 2000 members more than 85 percent employ 50 or fewer and 75 percent employ 25 or fewer

Public Affairs2011 Legislative Session recap legislature reduces cost to business but many missed opportunities on job creation legislation Friday May 13 marked the end to Missourirsquos 2011 legislative session Many of the Chamberrsquos key priority issues died minutes before the legislature adjourned for the year and others had trouble gaining traction all along Here is a recap on some key issues the Chamber was tracking

Comprehensive economic devel-opment legislation fails in final hours of session The Chamber advocated for several innovative economic development pro-grams that would have had a positive impact on the statersquos job creation climate Likewise leadership from both parties in-dicated very early in the session that job creation was a top priority Bills garnered broad support in both chambers and passed with wide margins However the

General Assembly failed to pass a compre-hensive economic development bill on the last day of the session Specifically disagree-ment over the use of the statersquos tax credit programs led to a gridlock and prevented passage of an omnibus bill that would have paved the way for these initiatives middot MOSIRA The Missouri Science and Innovation Reinvestment Act (MOSIRA) proposal would have created a funding source to target growth in high-tech areas by capturing a small percentage of the growth in state revenue over a base year from science and innovation companies and reinvesting those funds grow the statersquos high-tech entrepreneurial sector This directly benefits our community given the advancements being made at Jordan Valley Innovation Center The MOSIRA pro-

posal is modeled after a similar program in Kansas where the program has led to nearly $1 billion in investment in the state since its inception just a few years ago middot Data Center Incentives Data centers are hubs of other investment and corpo-rate co-locations and Missouri has lost out on many opportunities to surrounding states These incentives would encourage the establishment of data centers fueling capital investment in the state Southwest Missouri has several unique advantages for attracting data centers and this sector has been identified as a targeted industry for the Springfield region by Market Street Services an independent economic devel-opment consulting firm middot Compete Missouri As recommended by the Tax Credit Review Commission Com-

Fix the Six Issues Of the six business priorities established by a broad statewide business coalition successes were seen in a couple of areas but there were also a number of missed op-portunities to pass some important business reforms middot Elimination of Corporate Franchise Tax Before session ended the Governor signed legislation phasing out the Corpo-rate Franchise Tax a win for Missouri busi-nesses because Missouri is one of a few states with both corporate income tax and corporate franchise tax The legislation will phase out this double taxation over five years middot Employment Law Reform This leg-islation would have brought Missouri em-ployment law back in line with federal law reduced frivolous lawsuits and insured more timely and fair resolution for legiti-mate discrimination cases Employment Law Reform legislation made it all the way to Governor Nixonrsquos desk but was vetoed middot Workersrsquo Compensation Reform De-bate onworkersrsquo compensation reform

What does your job entail Lost and Found Grief Center is a local nonprofit that provides therapeutic support services at no charge for children and families grieving the death of a loved one The role of Assistant Director allows me to combine my social services and crisis management skills of working directly with children and families in need as well as non-profit management and development I support our Executive Director Dr Karen Scott in performing the duties of leading a small local non-profit including managing the programs and services for the children and families agency development fundraising and interacting with the community board and donors It is both a privilege and blessing for me to be involved in such

an admirable organization and making a difference in childrenrsquos lives

What did you gain from Leadership Springfield I learned an incredible amount of information about our com-munity In addition I had to opportunity to develop both professional and per-sonal relationships with my fellow class members as well as meet great commu-nity members and leaders

Whatrsquos your favorite memory from LS I am fortunate to have been in a class that had a great deal of fun while being very focused We created several memories and quite honestly it is hard to identify just one What I remember most is that the class really came together and took a great interest in the needs of the children in our community It was both a remarkable and humbling experience

Most important lesson from your Leadership Springfield class Out-side of not using my cell phone during program days (Seriously this is both a challenge and valuable lesson for profes-sionals) I think the most important lesson I learned is that our community is much larger that I originally thought and I still have a great deal to learn about it

Do you remain in contact with any LS alums from your class Yes ndash I somehow found my appointed as one of the unofficial social co-chairs for the class We still try to get people from the class together periodically In addition I have formed friendships with other class members and we are in contact often ndash both personally and professionally

What do you do in your free time Free time is a relative term in the profes-sional and non-profit field I enjoy work-ing out and spending time with family friends and 3 dogs However in general I spend a lot of time out in the com-munity and advocating for the needs of children

Volunteer work I donrsquot volunteer for one particular organization instead I volunteer as the need arises Normally it is for non-profit events and organizations that support children

Anything else you want to share In regards to Leadership Springfield it is one of the most valuable experi-ences I have had I strongly encourage other individuals to apply for Leadership Springfield

The Show-Me State Games focuses on promoting health fitness family and fun for all Missourians ldquoThe Show-Me State Games is unique because of its multi-sport and Olympic-style set-up There is no other sports organization in Missouri like the Games and in fact we are the largest of our kind in the entire nationrdquo says Emily Lorenz marketing and media coordinator for Show-Me State Games Springfield office As the largest state games in the nation the Show-Me State Games is hosted by the University of Missouri in Columbia Mo The office in Springfield is fairly new to the com-munity having just opened in 2010 ldquoOne of the most exciting develop-ments has been the expansion of the Games to include an office in Springfield

This office is charged with promoting the Gamesrsquo mission and seeking opportunities to get involved in the Southwest Missouri communityrdquo says Lorenz Springfield has become very involved in the Show-Me State Games by offering to host hockey at the Mediacom Ice Park Also new this year the Show-Me State Games are partnering with the Missouri Beef Industry Council for a series of four ldquofun runsrdquo in Carthage Savannah Sedalia and Columbia In addition to the summer Olympic-style games which feature more than 40 sports for all ages and ability levels Show-Me State Games offers events through-out the year and all around the state to promote health fitness family and fun

Ozarks Food Harvest receives 2011 Small Business Award

The Chamber announced Ozarks Food Harvest Inc as its 2011 W Curtis Strube Small Business Award recipient on May 4 during its annual awards luncheon The award presented by the Chamberrsquos Small Business Council is determined by written applications scored by an independent panel of judges The judges include the previous yearrsquos recipient two business professionals as selected by the Small Business Council and two local business assistance providers The application consists of written essays covering company history management philosophy response to challenges innovative products or services and community-oriented contributions Ozarks Food Harvest Inc (OFH) a food bank in southwest Missouri serves more than 300 hunger-relief organizations across 28 counties With 29 employees presi-dent and CEO is Bart Brown OFH reaches more than 155000 individuals and distributes nearly nine mil-lion pounds of food annually or more than $15 million distributed to its network of member charities OFH also administers five direct-relief programs aimed at pro-viding nutritious and consistent food sources They include The Weekend Backpack Program Kids Cafeacute The Summer Food Service Program The Commodity Supple-mental Food Program and the Mobile Food Pantry The Chamberrsquos Small Business Award is named for the late director of the Breech School of Business at Drury University Dr W Curtis Strube He was instrumental in the creation of many programs for small businesses among them the Small Business Council of the Chamber The award celebrates the success of the Chamberrsquos small business members and recognizes the importance small businesses play in the local economy Small businesses make up the majority of the Chamberrsquos membership Of the Chamberrsquos nearly 2000 members more than 85 percent employ 50 or fewer and 75 percent employ 25 or fewer

Public Affairs2011 Legislative Session recap legislature reduces cost to business but many missed opportunities on job creation legislation Friday May 13 marked the end to Missourirsquos 2011 legislative session Many of the Chamberrsquos key priority issues died minutes before the legislature adjourned for the year and others had trouble gaining traction all along Here is a recap on some key issues the Chamber was tracking

Comprehensive economic devel-opment legislation fails in final hours of session The Chamber advocated for several innovative economic development pro-grams that would have had a positive impact on the statersquos job creation climate Likewise leadership from both parties in-dicated very early in the session that job creation was a top priority Bills garnered broad support in both chambers and passed with wide margins However the

General Assembly failed to pass a compre-hensive economic development bill on the last day of the session Specifically disagree-ment over the use of the statersquos tax credit programs led to a gridlock and prevented passage of an omnibus bill that would have paved the way for these initiatives middot MOSIRA The Missouri Science and Innovation Reinvestment Act (MOSIRA) proposal would have created a funding source to target growth in high-tech areas by capturing a small percentage of the growth in state revenue over a base year from science and innovation companies and reinvesting those funds grow the statersquos high-tech entrepreneurial sector This directly benefits our community given the advancements being made at Jordan Valley Innovation Center The MOSIRA pro-

posal is modeled after a similar program in Kansas where the program has led to nearly $1 billion in investment in the state since its inception just a few years ago middot Data Center Incentives Data centers are hubs of other investment and corpo-rate co-locations and Missouri has lost out on many opportunities to surrounding states These incentives would encourage the establishment of data centers fueling capital investment in the state Southwest Missouri has several unique advantages for attracting data centers and this sector has been identified as a targeted industry for the Springfield region by Market Street Services an independent economic devel-opment consulting firm middot Compete Missouri As recommended by the Tax Credit Review Commission Com-

pete Missouri would have begun to reform Missourirsquos tax credit programs to increase efficiencies and effectiveness and reign in $600 million allocated to tax credits annually

Fix the Six Issues Of the six business priorities established by a broad statewide business coalition successes were seen in a couple of areas but there were also a number of missed op-portunities to pass some important business reforms middot Elimination of Corporate Franchise Tax Before session ended the Governor signed legislation phasing out the Corpo-rate Franchise Tax a win for Missouri busi-nesses because Missouri is one of a few states with both corporate income tax and corporate franchise tax The legislation will phase out this double taxation over five years middot Employment Law Reform This leg-islation would have brought Missouri em-ployment law back in line with federal law reduced frivolous lawsuits and insured more timely and fair resolution for legiti-mate discrimination cases Employment Law Reform legislation made it all the way to Governor Nixonrsquos desk but was vetoed middot Workersrsquo Compensation Reform De-bate onworkersrsquo compensation reform

began early in the session yet failed on the last day Senate Bill 8 sought to turn back two court cases that addressed co-employee liability and occupational disease coverage The co-employee liability ruling is particularly problematic given the fact that it was an appellate court decision and has the potential to affect every employer in the state middot Unemployment Compensation Leg-islation to address Missourirsquos bankrupt unemployment insurance trust fund was also a ldquoFix the Sixrdquo priority The state bor-rowed over $800 million from the federal government over the last two years to cover unemployment insurance claims for out-of-work Missourians In 2011 Missouri employers will begin paying millions in interest fees and that number will continue to grow The coalition asked for bonding pro-visions to repay the federal debt but that issue failed to gain traction Instead a compromise was reached between the House and the Senate that allowed Missouri to accept federal funding to temporarily extend unemployment benefits from 79 to 99 weeks in return for limiting the number of weeks that jobless benefits will be paid out from the state going forward The legisla-tion signed by the Governor reduced the

What does your job entail Lost and Found Grief Center is a local nonprofit that provides therapeutic support services at no charge for children and families grieving the death of a loved one The role of Assistant Director allows me to combine my social services and crisis management skills of working directly with children and families in need as well as non-profit management and development I support our Executive Director Dr Karen Scott in performing the duties of leading a small local non-profit including managing the programs and services for the children and families agency development fundraising and interacting with the community board and donors It is both a privilege and blessing for me to be involved in such

an admirable organization and making a difference in childrenrsquos lives

What did you gain from Leadership Springfield I learned an incredible amount of information about our com-munity In addition I had to opportunity to develop both professional and per-sonal relationships with my fellow class members as well as meet great commu-nity members and leaders

Whatrsquos your favorite memory from LS I am fortunate to have been in a class that had a great deal of fun while being very focused We created several memories and quite honestly it is hard to identify just one What I remember most is that the class really came together and took a great interest in the needs of the children in our community It was both a remarkable and humbling experience

Most important lesson from your Leadership Springfield class Out-side of not using my cell phone during program days (Seriously this is both a challenge and valuable lesson for profes-sionals) I think the most important lesson I learned is that our community is much larger that I originally thought and I still have a great deal to learn about it

Do you remain in contact with any LS alums from your class Yes ndash I somehow found my appointed as one of the unofficial social co-chairs for the class We still try to get people from the class together periodically In addition I have formed friendships with other class members and we are in contact often ndash both personally and professionally

What do you do in your free time Free time is a relative term in the profes-sional and non-profit field I enjoy work-ing out and spending time with family friends and 3 dogs However in general I spend a lot of time out in the com-munity and advocating for the needs of children

Volunteer work I donrsquot volunteer for one particular organization instead I volunteer as the need arises Normally it is for non-profit events and organizations that support children

Anything else you want to share In regards to Leadership Springfield it is one of the most valuable experi-ences I have had I strongly encourage other individuals to apply for Leadership Springfield

Ozarks Food Harvest receives 2011 Small Business Award

The Chamber announced Ozarks Food Harvest Inc as its 2011 W Curtis Strube Small Business Award recipient on May 4 during its annual awards luncheon The award presented by the Chamberrsquos Small Business Council is determined by written applications scored by an independent panel of judges The judges include the previous yearrsquos recipient two business professionals as selected by the Small Business Council and two local business assistance providers The application consists of written essays covering company history management philosophy response to challenges innovative products or services and community-oriented contributions Ozarks Food Harvest Inc (OFH) a food bank in southwest Missouri serves more than 300 hunger-relief organizations across 28 counties With 29 employees presi-dent and CEO is Bart Brown OFH reaches more than 155000 individuals and distributes nearly nine mil-lion pounds of food annually or more than $15 million distributed to its network of member charities OFH also administers five direct-relief programs aimed at pro-viding nutritious and consistent food sources They include The Weekend Backpack Program Kids Cafeacute The Summer Food Service Program The Commodity Supple-mental Food Program and the Mobile Food Pantry The Chamberrsquos Small Business Award is named for the late director of the Breech School of Business at Drury University Dr W Curtis Strube He was instrumental in the creation of many programs for small businesses among them the Small Business Council of the Chamber The award celebrates the success of the Chamberrsquos small business members and recognizes the importance small businesses play in the local economy Small businesses make up the majority of the Chamberrsquos membership Of the Chamberrsquos nearly 2000 members more than 85 percent employ 50 or fewer and 75 percent employ 25 or fewer

Public Affairs2011 Legislative Session recap legislature reduces cost to business but many missed opportunities on job creation legislation Friday May 13 marked the end to Missourirsquos 2011 legislative session Many of the Chamberrsquos key priority issues died minutes before the legislature adjourned for the year and others had trouble gaining traction all along Here is a recap on some key issues the Chamber was tracking

Comprehensive economic devel-opment legislation fails in final hours of session The Chamber advocated for several innovative economic development pro-grams that would have had a positive impact on the statersquos job creation climate Likewise leadership from both parties in-dicated very early in the session that job creation was a top priority Bills garnered broad support in both chambers and passed with wide margins However the

General Assembly failed to pass a compre-hensive economic development bill on the last day of the session Specifically disagree-ment over the use of the statersquos tax credit programs led to a gridlock and prevented passage of an omnibus bill that would have paved the way for these initiatives middot MOSIRA The Missouri Science and Innovation Reinvestment Act (MOSIRA) proposal would have created a funding source to target growth in high-tech areas by capturing a small percentage of the growth in state revenue over a base year from science and innovation companies and reinvesting those funds grow the statersquos high-tech entrepreneurial sector This directly benefits our community given the advancements being made at Jordan Valley Innovation Center The MOSIRA pro-

posal is modeled after a similar program in Kansas where the program has led to nearly $1 billion in investment in the state since its inception just a few years ago middot Data Center Incentives Data centers are hubs of other investment and corpo-rate co-locations and Missouri has lost out on many opportunities to surrounding states These incentives would encourage the establishment of data centers fueling capital investment in the state Southwest Missouri has several unique advantages for attracting data centers and this sector has been identified as a targeted industry for the Springfield region by Market Street Services an independent economic devel-opment consulting firm middot Compete Missouri As recommended by the Tax Credit Review Commission Com-

pete Missouri would have begun to reform Missourirsquos tax credit programs to increase efficiencies and effectiveness and reign in $600 million allocated to tax credits annually

Fix the Six Issues Of the six business priorities established by a broad statewide business coalition successes were seen in a couple of areas but there were also a number of missed op-portunities to pass some important business reforms middot Elimination of Corporate Franchise Tax Before session ended the Governor signed legislation phasing out the Corpo-rate Franchise Tax a win for Missouri busi-nesses because Missouri is one of a few states with both corporate income tax and corporate franchise tax The legislation will phase out this double taxation over five years middot Employment Law Reform This leg-islation would have brought Missouri em-ployment law back in line with federal law reduced frivolous lawsuits and insured more timely and fair resolution for legiti-mate discrimination cases Employment Law Reform legislation made it all the way to Governor Nixonrsquos desk but was vetoed middot Workersrsquo Compensation Reform De-bate onworkersrsquo compensation reform

began early in the session yet failed on the last day Senate Bill 8 sought to turn back two court cases that addressed co-employee liability and occupational disease coverage The co-employee liability ruling is particularly problematic given the fact that it was an appellate court decision and has the potential to affect every employer in the state middot Unemployment Compensation Leg-islation to address Missourirsquos bankrupt unemployment insurance trust fund was also a ldquoFix the Sixrdquo priority The state bor-rowed over $800 million from the federal government over the last two years to cover unemployment insurance claims for out-of-work Missourians In 2011 Missouri employers will begin paying millions in interest fees and that number will continue to grow The coalition asked for bonding pro-visions to repay the federal debt but that issue failed to gain traction Instead a compromise was reached between the House and the Senate that allowed Missouri to accept federal funding to temporarily extend unemployment benefits from 79 to 99 weeks in return for limiting the number of weeks that jobless benefits will be paid out from the state going forward The legisla-tion signed by the Governor reduced the

number of weeks Missouri pays unemploy-ment benefits from 26 weeks to 20 weeks The final two Fix the Six priorities were Minimum Wage and Tort reform The co-alition supported legislation that would have eliminated the indexing provision from the minimum wage proposition passed in 2006 and legislation that would have moved Missouri from a joint and sev-eral liability state to a pure several liability state Bills addressing these issues died earlier in the session middot Right to Work Senate Bill 1 would have provided Missourirsquos employees the opportunity to choose whether to join or pay dues to a labor union The bill passed out of the Senate Committee and was debated briefly on the Senate floor but never passed either chamber The Spirngfield Chamber thanks those members of our local delegation who worked hard on these legislative priori-ties by sponsoring or co-sponsoring bills and their efforts did not go unnoticed We look forward to continuing to work with them during the 2012 legislative session to advance policies that ensure a pro-busi-ness climate in our state

Public Affairs2011 Legislative Session recap legislature reduces cost to business but many missed opportunities on job creation legislation Friday May 13 marked the end to Missourirsquos 2011 legislative session Many of the Chamberrsquos key priority issues died minutes before the legislature adjourned for the year and others had trouble gaining traction all along Here is a recap on some key issues the Chamber was tracking

Comprehensive economic devel-opment legislation fails in final hours of session The Chamber advocated for several innovative economic development pro-grams that would have had a positive impact on the statersquos job creation climate Likewise leadership from both parties in-dicated very early in the session that job creation was a top priority Bills garnered broad support in both chambers and passed with wide margins However the

General Assembly failed to pass a compre-hensive economic development bill on the last day of the session Specifically disagree-ment over the use of the statersquos tax credit programs led to a gridlock and prevented passage of an omnibus bill that would have paved the way for these initiatives middot MOSIRA The Missouri Science and Innovation Reinvestment Act (MOSIRA) proposal would have created a funding source to target growth in high-tech areas by capturing a small percentage of the growth in state revenue over a base year from science and innovation companies and reinvesting those funds grow the statersquos high-tech entrepreneurial sector This directly benefits our community given the advancements being made at Jordan Valley Innovation Center The MOSIRA pro-

posal is modeled after a similar program in Kansas where the program has led to nearly $1 billion in investment in the state since its inception just a few years ago middot Data Center Incentives Data centers are hubs of other investment and corpo-rate co-locations and Missouri has lost out on many opportunities to surrounding states These incentives would encourage the establishment of data centers fueling capital investment in the state Southwest Missouri has several unique advantages for attracting data centers and this sector has been identified as a targeted industry for the Springfield region by Market Street Services an independent economic devel-opment consulting firm middot Compete Missouri As recommended by the Tax Credit Review Commission Com-

SpringfieldBranson Regional Salute to Missouri Legislators ndash January 26 For the 26th year in a row this event was held to welcome and thank our elected officials in Jefferson City Hosted by a coalition representing the southwest region Salute to Missouri legislators draws nearly 600 attendees every year

pete Missouri would have begun to reform Missourirsquos tax credit programs to increase efficiencies and effectiveness and reign in $600 million allocated to tax credits annually

Fix the Six Issues Of the six business priorities established by a broad statewide business coalition successes were seen in a couple of areas but there were also a number of missed op-portunities to pass some important business reforms middot Elimination of Corporate Franchise Tax Before session ended the Governor signed legislation phasing out the Corpo-rate Franchise Tax a win for Missouri busi-nesses because Missouri is one of a few states with both corporate income tax and corporate franchise tax The legislation will phase out this double taxation over five years middot Employment Law Reform This leg-islation would have brought Missouri em-ployment law back in line with federal law reduced frivolous lawsuits and insured more timely and fair resolution for legiti-mate discrimination cases Employment Law Reform legislation made it all the way to Governor Nixonrsquos desk but was vetoed middot Workersrsquo Compensation Reform De-bate onworkersrsquo compensation reform

began early in the session yet failed on the last day Senate Bill 8 sought to turn back two court cases that addressed co-employee liability and occupational disease coverage The co-employee liability ruling is particularly problematic given the fact that it was an appellate court decision and has the potential to affect every employer in the state middot Unemployment Compensation Leg-islation to address Missourirsquos bankrupt unemployment insurance trust fund was also a ldquoFix the Sixrdquo priority The state bor-rowed over $800 million from the federal government over the last two years to cover unemployment insurance claims for out-of-work Missourians In 2011 Missouri employers will begin paying millions in interest fees and that number will continue to grow The coalition asked for bonding pro-visions to repay the federal debt but that issue failed to gain traction Instead a compromise was reached between the House and the Senate that allowed Missouri to accept federal funding to temporarily extend unemployment benefits from 79 to 99 weeks in return for limiting the number of weeks that jobless benefits will be paid out from the state going forward The legisla-tion signed by the Governor reduced the

number of weeks Missouri pays unemploy-ment benefits from 26 weeks to 20 weeks The final two Fix the Six priorities were Minimum Wage and Tort reform The co-alition supported legislation that would have eliminated the indexing provision from the minimum wage proposition passed in 2006 and legislation that would have moved Missouri from a joint and sev-eral liability state to a pure several liability state Bills addressing these issues died earlier in the session middot Right to Work Senate Bill 1 would have provided Missourirsquos employees the opportunity to choose whether to join or pay dues to a labor union The bill passed out of the Senate Committee and was debated briefly on the Senate floor but never passed either chamber The Spirngfield Chamber thanks those members of our local delegation who worked hard on these legislative priori-ties by sponsoring or co-sponsoring bills and their efforts did not go unnoticed We look forward to continuing to work with them during the 2012 legislative session to advance policies that ensure a pro-busi-ness climate in our state

Freshman Perspective ndash April 8Chamber members had the opportunity to hear from some of our local freshmen leg-islators in their first term and learn about

their leadership on some key Chamber-supported economic development bills that help create jobs Rep Kevin Elmer

What does your job entail Lost and Found Grief Center is a local nonprofit that provides therapeutic support services at no charge for children and families grieving the death of a loved one The role of Assistant Director allows me to combine my social services and crisis management skills of working directly with children and families in need as well as non-profit management and development I support our Executive Director Dr Karen Scott in performing the duties of leading a small local non-profit including managing the programs and services for the children and families agency development fundraising and interacting with the community board and donors It is both a privilege and blessing for me to be involved in such

an admirable organization and making a difference in childrenrsquos lives

What did you gain from Leadership Springfield I learned an incredible amount of information about our com-munity In addition I had to opportunity to develop both professional and per-sonal relationships with my fellow class members as well as meet great commu-nity members and leaders

Whatrsquos your favorite memory from LS I am fortunate to have been in a class that had a great deal of fun while being very focused We created several memories and quite honestly it is hard to identify just one What I remember most is that the class really came together and took a great interest in the needs of the children in our community It was both a remarkable and humbling experience

Most important lesson from your Leadership Springfield class Out-side of not using my cell phone during program days (Seriously this is both a challenge and valuable lesson for profes-sionals) I think the most important lesson I learned is that our community is much larger that I originally thought and I still have a great deal to learn about it

Do you remain in contact with any LS alums from your class Yes ndash I somehow found my appointed as one of the unofficial social co-chairs for the class We still try to get people from the class together periodically In addition I have formed friendships with other class members and we are in contact often ndash both personally and professionally

What do you do in your free time Free time is a relative term in the profes-sional and non-profit field I enjoy work-ing out and spending time with family friends and 3 dogs However in general I spend a lot of time out in the com-munity and advocating for the needs of children

Volunteer work I donrsquot volunteer for one particular organization instead I volunteer as the need arises Normally it is for non-profit events and organizations that support children

Anything else you want to share In regards to Leadership Springfield it is one of the most valuable experi-ences I have had I strongly encourage other individuals to apply for Leadership Springfield

Public Affairs2011 Legislative Session recap legislature reduces cost to business but many missed opportunities on job creation legislation Friday May 13 marked the end to Missourirsquos 2011 legislative session Many of the Chamberrsquos key priority issues died minutes before the legislature adjourned for the year and others had trouble gaining traction all along Here is a recap on some key issues the Chamber was tracking

Comprehensive economic devel-opment legislation fails in final hours of session The Chamber advocated for several innovative economic development pro-grams that would have had a positive impact on the statersquos job creation climate Likewise leadership from both parties in-dicated very early in the session that job creation was a top priority Bills garnered broad support in both chambers and passed with wide margins However the

General Assembly failed to pass a compre-hensive economic development bill on the last day of the session Specifically disagree-ment over the use of the statersquos tax credit programs led to a gridlock and prevented passage of an omnibus bill that would have paved the way for these initiatives middot MOSIRA The Missouri Science and Innovation Reinvestment Act (MOSIRA) proposal would have created a funding source to target growth in high-tech areas by capturing a small percentage of the growth in state revenue over a base year from science and innovation companies and reinvesting those funds grow the statersquos high-tech entrepreneurial sector This directly benefits our community given the advancements being made at Jordan Valley Innovation Center The MOSIRA pro-

posal is modeled after a similar program in Kansas where the program has led to nearly $1 billion in investment in the state since its inception just a few years ago middot Data Center Incentives Data centers are hubs of other investment and corpo-rate co-locations and Missouri has lost out on many opportunities to surrounding states These incentives would encourage the establishment of data centers fueling capital investment in the state Southwest Missouri has several unique advantages for attracting data centers and this sector has been identified as a targeted industry for the Springfield region by Market Street Services an independent economic devel-opment consulting firm middot Compete Missouri As recommended by the Tax Credit Review Commission Com-

SpringfieldBranson Regional Salute to Missouri Legislators ndash January 26 For the 26th year in a row this event was held to welcome and thank our elected officials in Jefferson City Hosted by a coalition representing the southwest region Salute to Missouri legislators draws nearly 600 attendees every year

Fix the Six Issues Of the six business priorities established by a broad statewide business coalition successes were seen in a couple of areas but there were also a number of missed op-portunities to pass some important business reforms middot Elimination of Corporate Franchise Tax Before session ended the Governor signed legislation phasing out the Corpo-rate Franchise Tax a win for Missouri busi-nesses because Missouri is one of a few states with both corporate income tax and corporate franchise tax The legislation will phase out this double taxation over five years middot Employment Law Reform This leg-islation would have brought Missouri em-ployment law back in line with federal law reduced frivolous lawsuits and insured more timely and fair resolution for legiti-mate discrimination cases Employment Law Reform legislation made it all the way to Governor Nixonrsquos desk but was vetoed middot Workersrsquo Compensation Reform De-bate onworkersrsquo compensation reform

began early in the session yet failed on the last day Senate Bill 8 sought to turn back two court cases that addressed co-employee liability and occupational disease coverage The co-employee liability ruling is particularly problematic given the fact that it was an appellate court decision and has the potential to affect every employer in the state middot Unemployment Compensation Leg-islation to address Missourirsquos bankrupt unemployment insurance trust fund was also a ldquoFix the Sixrdquo priority The state bor-rowed over $800 million from the federal government over the last two years to cover unemployment insurance claims for out-of-work Missourians In 2011 Missouri employers will begin paying millions in interest fees and that number will continue to grow The coalition asked for bonding pro-visions to repay the federal debt but that issue failed to gain traction Instead a compromise was reached between the House and the Senate that allowed Missouri to accept federal funding to temporarily extend unemployment benefits from 79 to 99 weeks in return for limiting the number of weeks that jobless benefits will be paid out from the state going forward The legisla-tion signed by the Governor reduced the

number of weeks Missouri pays unemploy-ment benefits from 26 weeks to 20 weeks The final two Fix the Six priorities were Minimum Wage and Tort reform The co-alition supported legislation that would have eliminated the indexing provision from the minimum wage proposition passed in 2006 and legislation that would have moved Missouri from a joint and sev-eral liability state to a pure several liability state Bills addressing these issues died earlier in the session middot Right to Work Senate Bill 1 would have provided Missourirsquos employees the opportunity to choose whether to join or pay dues to a labor union The bill passed out of the Senate Committee and was debated briefly on the Senate floor but never passed either chamber The Spirngfield Chamber thanks those members of our local delegation who worked hard on these legislative priori-ties by sponsoring or co-sponsoring bills and their efforts did not go unnoticed We look forward to continuing to work with them during the 2012 legislative session to advance policies that ensure a pro-busi-ness climate in our state

What does your job entail Lost and Found Grief Center is a local nonprofit that provides therapeutic support services at no charge for children and families grieving the death of a loved one The role of Assistant Director allows me to combine my social services and crisis management skills of working directly with children and families in need as well as non-profit management and development I support our Executive Director Dr Karen Scott in performing the duties of leading a small local non-profit including managing the programs and services for the children and families agency development fundraising and interacting with the community board and donors It is both a privilege and blessing for me to be involved in such

an admirable organization and making a difference in childrenrsquos lives

What did you gain from Leadership Springfield I learned an incredible amount of information about our com-munity In addition I had to opportunity to develop both professional and per-sonal relationships with my fellow class members as well as meet great commu-nity members and leaders

Whatrsquos your favorite memory from LS I am fortunate to have been in a class that had a great deal of fun while being very focused We created several memories and quite honestly it is hard to identify just one What I remember most is that the class really came together and took a great interest in the needs of the children in our community It was both a remarkable and humbling experience

Most important lesson from your Leadership Springfield class Out-side of not using my cell phone during program days (Seriously this is both a challenge and valuable lesson for profes-sionals) I think the most important lesson I learned is that our community is much larger that I originally thought and I still have a great deal to learn about it

Do you remain in contact with any LS alums from your class Yes ndash I somehow found my appointed as one of the unofficial social co-chairs for the class We still try to get people from the class together periodically In addition I have formed friendships with other class members and we are in contact often ndash both personally and professionally

What do you do in your free time Free time is a relative term in the profes-sional and non-profit field I enjoy work-ing out and spending time with family friends and 3 dogs However in general I spend a lot of time out in the com-munity and advocating for the needs of children

Volunteer work I donrsquot volunteer for one particular organization instead I volunteer as the need arises Normally it is for non-profit events and organizations that support children

Anything else you want to share In regards to Leadership Springfield it is one of the most valuable experi-ences I have had I strongly encourage other individuals to apply for Leadership Springfield

What do you do in your free time Free time is a relative term in the profes-sional and non-profit field I enjoy work-ing out and spending time with family friends and 3 dogs However in general I spend a lot of time out in the com-munity and advocating for the needs of children

Volunteer work I donrsquot volunteer for one particular organization instead I volunteer as the need arises Normally it is for non-profit events and organizations that support children

What does your job entail Lost and Found Grief Center is a local nonprofit that provides therapeutic support services at no charge for children and families grieving the death of a loved one The role of Assistant Director allows me to combine my social services and crisis management skills of working directly with children and families in need as well as non-profit management and development I support our Executive Director Dr Karen Scott in performing the duties of leading a small local non-profit including managing the programs and services for the children and families agency development fundraising and interacting with the community board and donors It is both a privilege and blessing for me to be involved in such

an admirable organization and making a difference in childrenrsquos lives

What did you gain from Leadership Springfield I learned an incredible amount of information about our com-munity In addition I had to opportunity to develop both professional and per-sonal relationships with my fellow class members as well as meet great commu-nity members and leaders

Whatrsquos your favorite memory from LS I am fortunate to have been in a class that had a great deal of fun while being very focused We created several memories and quite honestly it is hard to identify just one What I remember most is that the class really came together and took a great interest in the needs of the children in our community It was both a remarkable and humbling experience

Most important lesson from your Leadership Springfield class Out-side of not using my cell phone during program days (Seriously this is both a challenge and valuable lesson for profes-sionals) I think the most important lesson I learned is that our community is much larger that I originally thought and I still have a great deal to learn about it
