The WKU-O campus began with 82 students that met in only face-to-face classes. Today, WKU-O has more than 600 undergraduate and graduate students. Classes meet face-to-face as well as via interactive television, Internet and web-based, correspondence, and independent studies.

WKU-O currently offers 24 bachelor’s degrees. Only offering upper-division courses, WKU-O typically only services transfer students who have met lower-level, gen-eral education require-ments. For this reason, Joint Admissions agreements have been established with area Kentucky Community & Technical College systems, allowing for a seamless transition to a bachelor’s degree.

WKU-O is dedicated to helping members of this community extend their associate degree and pursue a four-year

degree. Higher education is very affordable when students complete their associate degree at an area community college and their bach-elor’s degree at WKU-O.

But more than just providing students with a degree, WKU-O strives to provide students with the skills and training that will ensure they become contributing citizens of the community.

J.D. Chaney is a graduate of the Uni-versity of Montana, where he received his Bachelor of Arts degree in political science and economics. Upon gradua-tion, J.D. returned home to Kentucky and received his law degree from the University of Kentucky College of Law and Masters of Business Admin-istration degree from Eastern Kentucky University.

J.D. began his work with the Ken-tucky League of Cities as a law clerk before serving as KLC’s Counsel for Member Legal Services and, later, as Director of Governmental Affairs.

Currently, J.D. serves as Chief Governmental Affairs Officer for KLC. In this capacity, he is a member of the

organization’s executive management team and is primarily responsible for advocating for Kentucky’s city govern-ments with the General Assembly in Frankfort. In addition, he also oversees the organization’s municipal law ser-vices, research and training functions.

During his career, J.D. has authored numerous articles and publications on municipal law, participated in several legal cases impacting cities, and drafted and successfully lobbied legislation to help city governments in Kentucky.

J.D. is a member of the International Municipal Lawyers Association, the Madison County Bar Association and the Municipal Attorneys Association

of Kentucky, and he is a past chair-man of the Kentucky Bar Association’s Local Government Law Section. He serves on the Kentucky Local Insur-ance Premium Tax Advisory Council and Commerce Lexington’s Public Policy Council, as well as on the Board of Directors for Prevent Child Abuse Kentucky.

He is also a 2011 graduate of Lead-ership Kentucky and a former adjunct professor of municipal law for Eastern Kentucky University’s Masters of Pub-lic Administration program. He served several years as vice-chair of the City of Richmond’s Planning Commission.

J.D. resides in Richmond with his wife, Colleen, and daughter, Adaleen.

Twenty-six business leaders graduated on Thursday, May 8 from the Emerge Owensboro leadership development program. The event, sponsored by Western Kentucky University-Owensboro and the WKU Professional Masters in Business Administration program, included a reception for all Emerge and Leadership Owens-boro alumni.

The Emerge Owensboro Program is a joint program of the Greater Owensboro Chamber of Commerce and Greater Owensboro Economic Development Corpo-ration focused on educating and engaging individuals to reach their potential and maximize their impact in the community.

“The goal of Emerge Owensboro is to engage community leaders and empower them with knowledge to affect change, and this class definitely stepped up to that challenge,” said Amy Jackson, Chamber President and CEO.

Each class is required to present in group projects a solution to a community chal-lenge identified throughout the course. The class then votes for the top project to be championed forward by the class.

This year’s project, regarding a Women’s Recovery Center, was presented by Kelsey Mann, Susan Free, Rob Leesman, Dr. Marty Traylor and Tim Kline.

“The winning project has already been taken to the Daviess County Homeless Council for presentation and will continue to move forward as a potential solution to a current challenge for our community,” Jackson said.
