Into Each Little Life Some Rain Must Fall

The National Society may not have a very snappy title. It isusually shortened to Its latest quarterly magazine,“Allotment and Leisure Gardener,” makes it known that it hasa brand new website with useful information for both non-members and members. Find it at

It seems that every time the waiting list diminishes someoneelse steps forward to add their name to it. This is a healthy signof interest in allotments, indicating that the benefits of holdinga plot are appreciated by increasing numbers of people.

As I see a small number of our plots being neglected I am led towonder if some of the media presentation of allotments hasmisled people about allotment life.

Many gardens which are portrayed seem to have easily workedsoil, the crops are usually of good quality and plentiful, and thegeneral emphasis is on how simple it is to be a grower.

In Wilstead we have to learn not to fight our heavy soil but towork with it according to the weather. There are many thingsto do between sowing and planting and the collecting of thecrops. Even in a drought weeds seem to flourish. Uncheckedthey make themselves a nuisance to neighbouring tenants.

Many of us spend hours on our plots. This is not necessary foreveryone, especially for those with small plots, but it isunlikely that anyone can spend less than an average of twohours a week on the plot without its cultivation suffering.Discouragement then sets in as the job becomes even moredifficult. In the end it is easier to work the plot than to neglectit.

The up to date list, coded by initials of applicants: SD; DQ; SN;NW.

Within the National Society there has been some discussion asto the definition of an allotment plot. A standard plot is 10poles but there has been much resort by allotment authorities tothe 5 pole plot, which the National prefers to call a half plot.

When the Wilshamstead Society measured the plots in 2003we found very few standard plots or half plots in existence.Since then we have tended to create more small plots, as that iswhat our tenants have usually requested. How far should thisprocess go? Should we not retain a number of larger plots forthe really serious gardener?

A mystery benefactor has left tomato plants of differentvarieties for the use of our plot holders. They have been muchappreciated. Many, many thanks.

As indicated last month we have been anxious for rain. I evenbecame desperate enough to wash the car - and I asked myLittle Helper if she could do a rain dance.

Despite certain indications to the contrary she is a witch. However she seemed so confident of success that she said shewould only perform it inside a shed.

Lighting at the skate park has been extended toencourage youths to gather here in the eveningsrather than outside the shop. Temporary CCTV hadbeen placed on Central Avenue and covered hot spotareas such as the shop and Binks Court. This has alsohad a positive impact. The installation of permanentCCTV in Shortstown that is linked up to Beds BoroughCCTV control room is being considered. A footballinitiative was run over the summer school holidayswhich was fairly well attended and a Young People'sAction Day will be arranged in the very near futurewhere different agencies can come in and speak withyoung people offering them advice and activities to doin the local area. Further football and basketballinitiatives are also being looked at which are intendedto give youths something positive to do with their time.Test purchases for alcohol have been carried out at thelocal shop, they were not found to be selling alcohol toanyone underage. Extra signage has been put up toremind customers about the challenge 21 scheme. We continue to liaise with the Licensing Officer toprevent and detect underage drinking.

We will be carrying out regular speed checks atrandom times in the area and issuing fixed penaltynotices to anyone caught speeding through thevillages. Speedwatch volunteers will also be out andabout helping to educate people with regards to theirspeeding. Please contact us if you would like to getinvolved with Speedwatch in your area and help tacklespeeding.

Leaflets will be sent out to residents in affected areaspromoting the Environmental Services number so theycan report anyone leaving dog mess behind and todiscourage the behaviour in the first place. Walk-abouts will be conducted to educate dog walkers as

Wilstead Endowed Charities

In 1595 William Tompson left money to the poor of thevillage. Every year £2 10s was to be distributed atChristmas and Easter. Subsequently other people leftmoney & land for the poor, for education or for the church. All of these benefactions were combined at the end of the19 century to form Wilstead Endowed Charities.

There is a tablet in the Church written in old english andlatin commemorating William Tompson's gift.

Unfortunately this tablet, although restored by the Churchin 2000, has become over the years increasing difficult toread. Therefore the Charities Trustees have generated aword for word transcription together with a moderntranslation of the old english and latin and are applying tothe St Albans Diocese to be allowed to have thesetranscriptions and translations available near the tablet.

The funds of the Charities only grow through bequest ordonations so if you would like to help current and futuregenerations of villagers please consider whether you cancontribute in this way. You can specify which part of theCharities ie, poor, education or church, you would like yourgift to go to. You can even split it up between sections ifyou wish.

Please contact the ifyou want further details.

So far this year the Charities have organised the New Year'sTea Party for the older residents of the village, givenWilstead Lower School money towards a games top picnictable for the playground and given money towardsmaintaining the fabric of the Church. The Charities willalso be giving out dictionaries at the end of this summerterm to all those pupils going on to middle school fromWilstead Lower School.

Review of previous priorities - dog fouling, issue appearsto have been sorted out for the moment; ways of raisingthe profiles of the Community Safety Forum were stillbeing looked at; a CCTV camera had helped to reduceanti-social behaviour in one area, and because of limitedresources it was hoped to obtain the use of anothercamera; football training sessions had also beensuccessful in reducing the number ofASB calls.

Five a Day- issues raised from talking to 200 peopleincluded nuisance youths, drug dealing and generallittering.

Reports were received from representatives ofCommunity Safety Beds Borough Counci l ,Environmental Services, BPHA and Bedford Highways. These reports included; six reports of dog fouling- moreeducation and enforcement was necessary and therewould be regular patrols in known “hot spots” especiallyin the view of lighter evenings; five dog litter bins hadbeen installed in Wixams- it had been reported that thesewere overflowing; there had been 74 reports of fly tippingand where evidence had been obtained it was intendedto prosecute; regarding rubbish or litter thrown from amoving vehicle- such incidents can be reported and canresult in the issue of a fixed penalty notice; proposedlegislation would make it easier to prosecute the driver.

Eastcotts & Wilstead CommunitySafety Forum

The Youth Services representative explained howthere had been a change from the youth club concepttowards young people in need. By listening to youngpeople and getting them involved there had been asuccessful football coaching programme. Organisedtrips and visits were planned as there was interest inarts and crafts especially from the young ladies. TheFire Services are working with other partners toexplain and demonstrate career prospects. Everyonewas urged to take a look at what the Youth Service aredoing and how it could be supported further.

Under AOB- it was emphasised that merging withother police forces only related to the cooperation andsharing of resources mainly to save costs. Regardingthe proposed Rookery South Waste GeneratingStation, it was felt that more local villages could beadversely affected and more representation should bemade by Parish Councils. It was suggested that arepresentative from Parish Councils should be invitedto our next meeting.

The future of Speed Watch was discussed. It wasagreed that local teams operating SID in local areasshould continue until further information was receivedon the Community Speed Watch initiative outlined atthe Bedford and District NHW Meeting on 21 April.

New priorities- investigate and deal with a drugdealing issue,ASB and the litter problem.

Next meeting - provisionally Saturday 24 Septemberat Cotton End.

Elstow Cricket ClubWilstead's Local Cricket Club

Defeat at league leaders North Crawley rather checked thegood start Matt Stevens' side has made to the 2011 season.Newport Pagnell and Studham were both put to the swordand the home side had the better of a winning draw againstBiddenham. Elstow's top order has been in the runs so farthis season; Paul Jackson has scored two half centuriesincluding a peerless 81 in the win against Newport Pagnell. This year has seen a welcome return to form for Dan Wissonwith a 66* and 62*, Chris Richards, meanwhile, posted hishighest score at The Warren, 91, in the Biddenham fixture.Hopefully the blip at North Crawley will prove to be justthat as the First XI are in a much healthier position points-wise than they were this time last season.

Forty years but it was worth the wait; veteran PeteBurraway's bombastic century was the highlight of a highscoring draw in the Second XI's trip to Milton Bryan. His137 had car owners, local residents and horses looking at theskies in fear as cricket balls rained all over the aridlandscape. This was all in vain though as despite starringwith the ball (3-24), Elstow IIs couldn't claim all ten wicketsto wrap up the victory. Another Burraway, Pete's secondcousin James, was in the runs in the next fixture at Wing.Sadly, though, it was for the opposition as he plundered 96to give Wing the spoils in a terrific match against thepicturesque surrounds of Ascott House. Then followed anodious ten wicket defeat at home to Stony Stratford and withit promotion hopes dashed for another year.

The Under 10s enjoyed a resounding start to their season athome to Langford. Captain Euan Collier led his troops byexample amassing four fours in his 19, following his earlier3-1-6-1 with the ball. Ben Lewis showed big-hitting runs inthe family; the three trademark boundaries he hitreminiscent of his dad, Nick, in his pomp. Next up was atrickier task against Flitwick away at Wrest Park and theboys were unlucky to lose by 27 runs. The form of UsmanAli and Luke Taylor has been a plus as the boys learning andappreciation for the game grows with every match andtraining session.

Parking Concerns

Queen's Golden Jubilee

Recently the Parish Council became aware anapplication was made for a Vehicle OperatorLicence to increase the number of vehicles at asite in the village. It is believed that this applicationwas published in the Biggleswade area localpaper. For such licences only individuals and thelocal authority, i.e. Bedford Borough Council, havea right to comment on any such application. TheParish Council intend to write to the TrafficCommissioners as they feel that the location of thepublic notice is unfair to residents who are meantto be aware of such applications and thereforeable to comment. This is a good reminder foreveryone to be vigilant in the public noticessections of local newspapers. Naturally, theParish Council will ask the Traffic CommissionersOffice that future applications in Wilstead arepublished in Bedford papers rather thanBiggleswade.

The Parish Council has been advised that the playequipment off Long Meadow Drive, which hasbeen unusable since mid March, should berepaired by the end of June. This play area likemany areas on this development remainsunadopted and is currently the responsibility ofPersimmon, the developer. If you spot somethingthat should be bought to Persimmon's attentionthen the Parish Clerk will be able to supply youwith contact details for them.

The Council is aware that irresponsible parking ishappening regularly in the village. Please note thefollowing Police guidance 'we would advise thatvehicles do not stop or park within 10 metres of ajunction (32 feet), except in an authorised parkingspace. This has been highlighted as a particularissue around school dropping off and picking uptimes and we shall be working with the school to tryand encourage parents to park sensibly. Thosefound parking and causing a dangerousobstruction to people's view as they try to get out ofa turning may be issued with a fixed penalty noticeand a fine of £30.'

The Parish Council are facilitating a public openmeeting on between10.30am and 12.30pm in Wilstead Village Hall forvillagers to discuss their ideas for celebrations.

Outbuildings, sheds and garages can be especially, vulnerable to criminals, and are often not the bestplace, to store high value items.

Always lock shed and garages, and help keep shedssecure with a good quality padlock, and hasp. Ifpossible anchor down items, like bikes and lawnmowers.

Consider an alarm and make sure your securitylighting is covering your shed and garage.

This is a message to all members in the Bedfordshirearea, sent of behalf of the Bedfordshire and LutonLocal Resilience Forum.

BLLRF supports the ‘What would you do if...?’campaign which aims to help everybody living orworking within Bedfordshire and Luton to be preparedand consider what they would do if faced with anemergency.

Media release 20 June 2011

Emergency forum helps locals save water A localresilience forum is helping locals save water after the

Environment Agency recently confirmed that parts ofBedfordshire are experiencing drought.

Despite recent rain, the county is experiencing one ofthe driest six month periods across East Anglia, sincerecords began. As a result the Bedford and LutonLocal Resilience forum (BBLRF) is urging locals tosave water by issuing tips which could savehouseholds thousands of litres of water per year.

The forum, made up of Bedford and Luton councils,The Environment Agency and the blue-light serviceare asking locals to take simple measures such as notleaving the tap running when brushing this teeth. Tthisalone can save up to six litres of water per minutewhich across the country is enough to fill over 1,400Olympic size swimming pools.

Meetings

Working Parties

Walk Leaflets

Walks

The next meeting is on in the small hallin the Village Hall at 10.00am. If you are interested inhelping to look after the footpaths and bridleways aroundthe village, please come along.

The working party in June attempted to put in two morekissing gates on the footpath which runs from Cotton EndRd, through the Stables and out towards Elms Lane (FP8).Having removed the stiles unfortunately the parts of thekissing gates delivered didn't match and so the gatescouldn't be installed. The newly created gaps then had to bemade stock / horse proof with the remnants of the stiles. This meant you have to climb over a post & rail fence untilreplacement parts are available, assembled & installed. The working party did however manage to re-site a looseway mark post and do some vegetation clearance, so all thework was not in vain.

These replacement parts have now been delivered and sothese gates should be put in by the end of July.

A further stile will be replaced where the footpath meetsCotton End Rd but advice is being sought from the BoroughRights of Way team as there isn't very much room.

Mowing and brushcutting sessions are continuing and the

Borough's Seasonal Vegetation Clearance contract has beenlet for some of the more distant parish paths.

If you know of a footpath which is in need of mowing pleaselet us know.

The free re vamped Wilstead Circular Walk 1 leaflets whichare now available in the Post Office, Woolpack & Red Lionare being snapped up. We are trying to keep them re-stocked as quickly as possible so apologies if you find theleaflet holder empty and please try again in a few days.

The late May walk was around Woburn and provided greatviews of hundreds of deer and masses of rhododendrons.Unfortunately the footpath along the edge of the elephant &rhino enclosures was closed in order to strengthen the fencebut this didn't detract from a pleasant wander through theparkland and woods.

The June walk around Dunton fell victim to the weatherwith rain falling late afternoon & all evening.

If you fancy a social stroll through Bedfordshirecountryside then why not come along to one of these walks?Don't be put off by the distance. The walks are not routemarches and everyone says how surprisingly easy it is towander along for 4 or 5 miles.

Wilstead Bowls ClubFollowing on from last month, the Ladies won the TopClub competition at Luton but unfortunately narrowlylost the next round toAmpthill.

The Club hosted the County Game v Middlesex onWednesday 1 June and then the Johns Trophycompetition on Tuesday 14 June, so it has been verybusy on the catering side. One of our members, BarbaraCarter has been selected to play for the County in theJohns Trophy and the Walker Cup, so that is an honour.

The County Pairs competition is in progress at the time ofwriting and 3 of our teams have won through to the 4round. Unfortunately 2 teams have got to play each other, but at least it guarantees Wilstead will have at least oneteam in the quarter-finals.

Bedfordshire Police are investigating a string of wingmirror thefts across the county.

Reports have been received over the last six monthsof exceptionally high numbers of colour-coded wingmirror casings being stolen from cars.

The predominant targets are Vauxhalls, mostly fromBedford and Luton. In fact, 81 offences have beenreported between January and June 1st this year.Fifty three of these thefts were from Vauxhalls, withMark 4 and 5 Astras being the most commonly stolentype.

“We've noticed a significant upturn in these type ofthefts in the last few months,” said Det Con VickyWillett, from the Intelligence Unit. “The mirror casingsare not cheap to replace and because they are notmarked by the manufacturers, even if we find them it'sdifficult to trace them back to their rightful owners andprove they are stolen. That means the criminal couldget away with the crime and continue stealing.”

“We're investigating the spate of thefts but we alsoreally need the public's help. We'd like as manypeople as possible to write their postcode and house

number on the bottom outside edge on the casing. That means we can identify the stolen parts if wearrest those suspected of stealing them,” she said.

We have free ultraviolet markers to give away topeople to do this and they are available fromGreyfriars, Luton, Dunstable and Ampthill policestations. The UV pens can also be used to mark allhousehold property such as electrical items, mobilephones and bikes etc.

If people who would like an indelible marker which iscompletely unique to their household they can buy
