JBA Consulting, JBA Risk (Consultant) Jersey, Channel Islands

Programme Manager, Lead Architect, Lead Developer

Leading the architecture, technology and development programme for an ultra-high resolution probabilistic flood catastrophe model in conjunction with JBA Consulting, world leading hydrologists.

This blue-sky programme was a strategic move for JBA consulting aimed at driving revenue growth by expanding into a new vertical market with a new technology and

consultancy offering.

As lead architect and lead designer and developer I engaged with JBA in order to help them realize strategic growth in the creation of a new software division by the analysis and specification of the architectural roadmap using, and using TOGAF defined the technology platform and solution architecture. I built the development team, specified and rolledout of SDLC standards and practices, conducted design and code reviews, and did a significant amount of hands-on development (C#, Postgres SQL, nHibernate).

The key solution I created for the division was an application platform to be used by the insurance sector to import, geocode and model expected loss caused by flood damage at a 5 metre resolution, with probabilistic event sets containing many tens of thousands of events running against insurance portfolios of many millions of insured risks.

The technical architecture was geared towards high performance via use of clustering and grid computing technologies (CPU clusters, GPU arrays), highly optimized parallel processing design in order to process large portfolios against vast high-resolution model datasets in a timely manner.

Technologies & Methodologies: PRINCE-2 project management methodology, TOGAF variant architecture methodology, UML, Waterfall / Agile hybrid SDLC, Capability Maturity Model (CMM) – progress the organization from CMM level 0 to level 3.

Royal Bank of Canada, Jersey, Channel Islands

Senior IT Manager, Lead Architect & Senior Solutions Architect (Perm)

I was Senior IT Manager and the sole Lead Architect and Senior Solutions Architect for the international division of RBC Wealth Management (IWM) covering multiple jurisdictions worldwide.

I rolled out a TOGAF based architectural framework and certification process and strategy across all jurisdictions of the IWM group of RBC, which previously had no architectural governance process in place for its applications teams.

I developed certification, strategic alignment, approval and reporting metrics for the IWM division to report into the global HQ, and I sat on the RBC global Lead Architects Council (LAC) and Architecture Review Boards (ARB), with architectural review and approval remits for all medium to high complexity projects and programmes across all RBC entities worldwide.

As the sole architect within the International Wealth Management division, I also defined the architectural vision and managed the architectural and application portfolio strategy and for the division and carried out the solution architecture and high level design of all technology projects executed across our multiple jurisdictions.

My role also included overarching departmental IT management activities, such as budget management, work planning, resource allocation and forecasting, vendor management, outsourced / offshore partner management, programme and project planning and tracking. It also included a lot of hands-on development and design work in many languages on multiple platforms.

Page 5: John Jacobs Resume V2.29 Generic

I led the research and technology discussions with various third party vendors, and was heavily involved in executing the RFI / RFP process, scoring responses evaluating integration architectures and making recommendations to the business. One of the most interesting aspects of the role was in the alignment of business and the technology strategies, defining the existing operating models and systems, then working collaboratively with teams in business process re-engineering and defining the target operating models and systems, then drawing up the technological, systems and resource transition roadmaps to bridge the gap between the current and target operating models.

My day-to-day activities ranged from defining the architectural strategy for IWM, lead and solutions architecture mandates, through to programme / project management, business analysis, business process management and reengineering, vendor management dealing with request for proposals (RFPs) and scoring and vendor selection, handling offshore and outsourced supplier relations, application portfolio management and retirement and migration roadmaps and strategies, and infrastructure planning (including datacentre migration). The RBC IWM application portfolio which I managed spanned over 200 applications, has typically 40+ concurrent projects, and typical project budgets exceeding 15M GBP.

I was also responsible for the development, rollout and implementation of the project and large programme management framework (PMF), software development lifecycle (SDLC) and certification processes for IWM.

Technologies & Methodologies: PRINCE 2 variant project management methodology, TOGAF variant architecture methodology, custom structured approach to application portfolio management and strategy. UML. Developed and implemented CMM Level 3 procedures and practices.

.NET (C#, VB, ASP.NET, WCF, WPF), C++, Java, Sharepoint, Team Foundation Server, Charles River trade order management system, Equalizer, Odyssey xEye, FIX, Biztalk, MQ Series, IBM WebSphere, SOA, .NET, SQL Server 2000 – 2005, Oracle 8i – 10g, IBM iSeries / jSeries, DataMirror, DataStage, XML (Including SWIFT, IFX and FIX protocols), VMWare, SCON / OCON initiatives.

05/2006 – 01/2008

LendingTree.com Senior Enterprise Architect, (Fixed term contract), California USA

LendingTree Loans is a major mortgage brokerage company in the USA (later Discover Home Loans), where I was employed as their Senior Enterprise Architect, working on strategic business and technology programmes and projects with budgets in the $20M+ range.

In conjunction with the board, we defined the enterprise strategy to enable and support the massive growth in the mortgage brokerage business in North America. I then defined the technical architecture (using TOGAF) for the company’s operating platform, which involved enterprise application integration, introduction and customization of a new Peoplesoft CRM system, integration and revamp of the existing in-house thin-client point of sales system, reengineering of the middle and back office loan origination systems and introduction and integration of multi-channel contact centre technologies.

Page 6: John Jacobs Resume V2.29 Generic

I was responsible for the management and leadership of programme and project teams in the specification, design and development of the enterprise systems and technology platform. I also conducted vendor evaluations and selection for third-party solutions where appropriate, specified the integration designs, and managed vendor implementation teams.

I also designed and developed real-time software models for the optimization of conversion of leads / prospects by the intelligent workflow routing of inbound leads, and also developed time-series and predictive models of the behaviour of the US mortgage market, successfully predicting its ultimate collapse.
