Information about ACCESS

Service provider since 1998

– One of the pioneers of Supported Employment in Germany.

– 44 handicaped and able bodied people work together (30 % are handicaped) to include people in the regular labour market.

– Partner for employers and unemployed and employed people with disabilities, schools, sheltered workshops, employment-agency, integration-agency.

– Provider for the total process (clearing and profiling, acquisition, placement, training-on-the-job, transfer into a regular job with real payment, last-longing supportment to secure the working-place

– High integration rate of supported emloyment-measures (60-70 %)

Development of SE in Germany• First providers of SE since the 90‘s

- Establishment Hamburger Arbeitsassistenz: 1992; ACCESS Erlangen: 1998

• Components of SE have become more popular in schools, some sheltered workshops and other service-providers. Funding was given by foundations and pilot projects by the national and European government.

• Some service providers and the umbrella-organisation BAG UB have approached politicians and other stakeholders and convinced them over the years of the benefits of SE.

• The service provider ACCESS invited policy-makers and officals of the ministry of employment and social affairs and brought them in contact with employers and supported employees.

• Real success and insight into reality helped to launch the legislative initiative.

• The right of Supported Employment has existed since 1st January 2009 for handicaped people with a high need for assistance. See § 38 a SGB IX (Social-Law).

Theresa D. in ParkInn-Hotel, Nürnberg Steps to the working-contract:Support during the school years:Clearing/Profiling/Acquisition/Jobcoaching3 weeks training in a foster home 6 weeks training in a fashion boutique (unpacking goods, ticketing, bringing goods in the different departments)12 weeks training in the domestic economy in a foster home (roomcleaning, helping in the kitchen)Result: Theresia wants to work in the open labour market.

After leaving school the support goes on:7 month training in a hotel (cleaning the wellness –zone and helping in the kitchen) After the training Theresia has got a working contract about 25 hours per week. The labour-agency have given a subvention of about 50 % of the salary for 6 months to the employer. After that a subvention of about 300 € per month is paid to the employer by the integration-service. This subvention can go on as long as it is needed.Since 1st of June 2010 Theresia worked with a contract in the hotel. She and the employer need ongoing support to save her job. 8

The law maker act: Since 1st of January 2009 there is a law of Supported Employment. If you want, look § 38a Sozialgesetzbuch IX (social law)

§ 38a SGB IX – Supported EmploymentFree Translation:

(1) Aim of Supported Employment is, to give people with disabilities an adequate and suitable support to reach a regular paid job with social insurance contribution. A training on the job is necessary as well as a ongoing support to save the job.

Mister H. , working in a hospital

Steps to the working-contract:

Biografie: 1995 university entrance diploma, 1 semester studying physics Cancelling due to a psychological crisis day hospital + therapy

Education as an electronic technician in a sheltered organisation.

2004-2010: Unemployed, trainings funded by the employment-agency but no placement in a company.

05/2010 to 4/2012 – Two years Supported Employment 2 month Profiling and Acquisition 22 month placement and training on the job in companies

4 month in an electronic company 4 month in a gardening company 4 month in another electronic company4 month in a gardening company 6 month in a hospital

Since 1st of may 2012 a real working contract as an assistant in a intensive care of a hospital (householdwork and helping to do carework). He is working 30 hours per week.

Ongoing support, in the first time twice times per month, nowadays every month.

Benefits for employer: 50 % for 6 months, 350 € ongoing support. 18

Sustainability of integration (other german studies)

• Study Stefan Doose: - Integration in work from 1990 to 1998 – After 9 years 66% are still in the first labour market!

• Study Landschaftsverband Westfalen-Lippe - Integration in work from 1994 to 1997– Up to 8 years later 66 % are still in the first labour market!

• Evaluation Transfer from school to work in Baden-Württemberg integration from 2005 to 2012– After 7 years 73 % are still in the first labour market!

As you can see, SE works, so lets go on with SE…
