Shift Schedule: Dock First Aid Attendant: Typical shifts are Shift One: 01:00-08:00, Shift Two: 08:00-16:30, Shift Three: 16:30-01:00. To ensure continual first aid availability throughout terminal operation, the shifts will overlap as per First Aid Category rules. (e.g., Shift One: 12:30-08:00, Shift Two: 07:30-16:30, Shift Three: 16:00-01:00) Note: if there is NO Shift One (graveyard) then Shift Two (day) is dispatched for a 07:00 start. Shift one is typically dispatched from the hall and workers are assigned based on seniority. Shifts two and three are typically assigned to the regular work force based on seniority.

Ship First Aid Attendant: This work position is typically dispatched from the hall as required (e.g., when there are 11 or more workers assigned to work on a ship).

Ship and Dock First Aid Attendants do not have scheduled breaks to ensure continual first aid availability. Breaks are usually taken as schedule allows.

DESCRIPTION OF ESSENTIAL DUTIES 1. Rendering assistance in times of medical emergency in all areas of the terminal (e.g., dock

and ship)

Frequency:

• The First Aid Attendant responds to medical emergency on an on-call basis, as such, frequency of this job duty is variable.

• Duration of first aid required is variable depending on the location, type of injury, or medical emergency encountered (e.g., cardiac emergencies or confined space injuries).

• This job duty is completed by the Dock and Ship First Aid Attendants.

Equipment:

• The First Aid Attendant has access to an ambulance (e.g., van with automatic transmission) and first aid equipment and supplies.

o Rubber tired gantry (RTG) first aid bag with oxygen tank weighing 10.5 kg o A sample first aid bag weighing 7 kg o A sample oxygen bag weighing 5.5 kg o Emergency backup oxygen box weighing 8 kg o Back board stretcher weighing 46 kg o Triage tent weighing 16 kg o Radio o First aid consumables (e.g., tape, bandages, gauze, forceps, scissors) of negligible load

• Personal Protective Equipment, which includes: o Steel toe boots o High visibility vest o Hard hat o Protective gloves o Masks

Environmental/Psychosocial Factors:

• The First Aid Attendant may complete this work duty in all areas of the terminal, including ships and the dock.

• As the work is completed indoors or out of doors, the worker is exposed to overhead lighting or natural light.

• The worker may encounter even or uneven terrains, slippery surfaces, walkways, low overhead clearance, stairs, steps, ladders, lifts, gangway, or ramps.

• Indoor work environment may be temperature or non-temperature controlled; outdoor work temperature is affected by the weather. As such, exposure to the elements (e.g., rain, wind, direct sunlight, and occasionally snow) may be encountered.

• Depending on the work location and the type of medical emergency encountered, the First Aid Attendant may handle or encounter chemicals (e.g., compressed gas, saline, fuel, etc.).

• Trip hazards are encountered in combination with a variety of obstacles within the work environment (e.g., pallets, straps, steps, and ropes). Worker may encounter edges of framing, pipes, and narrow work spaces. The worker requires occasional climbing and working at heights (e.g., on catwalks, ladders, lifts, or stairs). Working within close proximity to moving vehicle traffic (e.g., trucks and heavy equipment) may be encountered.

• Emergency response is completed in a time sensitive manner. • Exposure to emotionally stressful circumstances or emotionally distressed individuals may be encountered

in the normal course of duties. • Judgment and attention are required to ensure safety and adherence to first aid protocols.

Essential Job Demands:

The First Aid Attendant responds to medical emergency for all persons in the terminal (e.g., regular employees, contractors, or truck driver, etc.) on an on-call basis. Typical medical emergencies encountered (but not limited to) are vehicular accidents, musculoskeletal injuries, confined space injuries, or cardiac emergencies. Following receipt of first aid request through radio calls, telephone, or in-person contact, the First Aid Attendant would gather all relevant equipment and supplies in an efficient manner onto the ambulance. Upon arrival at the scene, the worker would carry relevant equipment and supplies from the ambulance to the injured persons. The environment is assessed to ensure safety (e.g., fuel leak). As required, the First Aid Attendant would assist the injured persons to a safe location prior to rendering first aid. All injured persons are identified and triaged to ensure treatment priorities based on the urgency of care required. As required, the First Aid Attendant would either notify paramedics directly or delegate such duty to another person. The Superintendent or Head Foreman are notified if not already present on scene. First aid treatment such as (but not limited to) CPR, C-spine immobilization, or wound care may be encountered. Following arrival of paramedics, verbal reports are provided and the First Aid Attendant may transfer primary care duties to paramedics or continue to direct the care depending on the situation. Relevant paperwork (e.g., incident report) is completed on scene or after completion of first aid as required. Meeting with business agents and safety representatives are conducted after completion of first aid duties. Ship First Aid Attendant completes the

same work duties as noted above in times of emergency, except work duties are typically completed on a ship. If additional supplies or equipment are required, the Dock First Aid Attendant is notified to deliver the relevant equipment to the scene on the ship. Requests for assistance (e.g., moving injured workers to safe area or moving obstacles) are made as required with proper directions; however, such assistance may or may not be readily available.

2. Providing on-site care for injured persons

Frequency:

• The First Aid Attendant provides ongoing care for injured persons who remain or return to the terminal (e.g., wound care, sprains, burns, or bruises), as such this work duty is completed on an as needed basis.

• This job duty is primarily completed by the Dock First Aid Attendant.

Equipment:

• The following equipment and supplies may be used: o Bandages o Wound care supplies (e.g., sterile gauze, forceps, scissors, etc.) o Adhesive Tape o Tweezers o A sample first aid bag weighing 7 kg o Pen, paper, clipboard

(Given the variability of first aid equipment available, it should be noted that the above equipment is not an exhaustive list.)

• Personal Protective Equipment, which includes: o Steel toe boots o High visibility vest o Hard hat o Protective gloves o Masks o Eye Protection

Environmental/Psychosocial Factors:

• Majority of follow up care is completed in the first aid room; however, such follow up may take place in all areas of the terminal (e.g., on ships or at the dock). As such, this work duty is mostly completed indoors and occasionally out of doors.

• The worker is exposed to overhead lighting or natural light. • The worker may encounter even or uneven terrains, slippery surfaces, walkways, low overhead clearance,

stairs, steps, ladders, lifts, gangway, or ramps. • Indoor work environment may be temperature or non-temperature controlled; outdoor work temperature is

affected by the weather. As such, exposure to the elements (e.g., rain, wind, direct sunlight, and occasionally snow) may be encountered.

• Moving vehicular traffic is encountered when working out of doors.

Essential Job Demands:

The First Aid Attendant is responsible for checking the dispatch list and injury reports for the current shift to determine if follow up care is required for injured persons. Follow up care may entail (but not limited to) consultations, wound care, and observations in accordance with first aid regulations and/or available medical documentation. Terminal workers returning to work following an injury are expected to follow up with the First Aid Attendant; however, the First Aid Attendant is also responsible for ensuring such follow up session are completed. The Health and Safety Department are updated on such follow up sessions through verbal and written correspondence.

3. Maintaining inventory of all consumables, equipment and work areas.

Frequency:

• Inventory work duties are completed on a continual basis after first aid and follow up consultations are completed.

• This job duty is primarily completed by the Dock First Aid Attendant.

Equipment:

• The worker has access to an ambulance (e.g., van with automatic transmission) and first aid equipment and supplies

o First Aid consumables (e.g., bandages, gauze, epi-pens, etc) o Surgical tools (e.g., scissors) o Rubber tired gantry (RTG) first aid bag with oxygen tank weighing 10.5 kg o A sample first aid bag weighing 7 kg o A sample oxygen bag weighing 5.5 kg o Emergency backup oxygen box weighing 8 kg o Back board stretcher weighing 46 kg o Triage tent weighing 16 kg o Ambulance o Emergency shower and eye wash station o Broom, mop, and wringer o Pen, paper, clipboard

• The First Aid Attendant primarily completes this work duty in the first aid room and in or near the ambulance.

• As the work is completed indoors or out of doors, the worker is exposed to overhead lighting, lighting or natural light.

• Indoor work environment may be temperature or non-temperature controlled; outdoor work temperature is affected by the weather. Exposure to the elements (e.g., rain, wind, direct sunlight, and occasionally snow) may be encountered.

• Moving vehicular traffic is encountered when working out of doors. • Worker may handle or encounter chemicals (e.g., compressed gas or saline, etc.).

Essential Job Demands:

The First Aid worker is responsible for maintenance of the treatment room (e.g., equipment check, cleaning, repair, and replacement). The worker completes the following (but not limited to):

• Checks if radio is in working order; • Sharpens surgical tools; • Checks expiry dates of consumables (e.g., epi-pen, compressed gas); • Checks water flow for eye wash station or emergency shower; • Cleans work surfaces (e.g., inside and outside of ambulance and treatment room) with a hose, mop and

wringer, broom, or cleaning rag; • Assists the maintenance department with mechanical repairs on the ambulance (e.g., transferring gears to

a backup vehicle); • Maintains heating and cooling device for ambulance; • Completes pre-trip inspection and proper warm up procedures for vehicles; • Checks if in-field equipment (e.g., stretcher and compressed gas cylinders) are in working order; • Check AED in various locations in the terminal; • Prepares bed in treatment room and collects linen into receptacles for cleaning by contractors.

In addition, the First Aid Attendant completes daily visual inspection of the terminal using the ambulance (e.g., checking for pot holes, debris, and damages). Such reports are provided to the safety department verbally or in written correspondence. Monthly inspections in various areas of the terminal are completed to ensure adherence to first aid protocols.

4. Setting up first aid areas or room on assigned vessel

Frequency:

• The Ship First Aid Attendant completes this work duty at the beginning of each work shift

Equipment:

• The First Aid Attendant has access to the following first aid equipment and supplies: o Rubber tired gantry (RTG) first aid bag with oxygen tank weighing 10.5 kg

Essential Job Demands:

The Ship First Aid Attendant is responsible for checking the ship for safe access and setting up a first aid area or room within an assigned vessel before other workers embark. The gangway is checked for proper incline and slippery sections and the safe-all net is checked for proper connection prior to access by other workers. The Ship First Aid Attendant would transfer standard gear (e.g., first aid bag) from the ambulance to the vessel. Once a first aid location is established on the ship, the Ship First Aid Attendant would check for water flow in faucets and toilets. The First Aid Attendant typically does not use equipment and supplies from the ship with the exception of the bed and water supplies. Relevant paperwork is completed for each first aid set up on the vessel.

Description:

• Lifting up to limited to heavy loads between floor and below shoulder level on an occasional basis. • Lifting to above shoulder level is encountered on rare occasions. • Depending on first aid requirement on-scene, occasional repetitive lifting may be encountered. • First Aid Attendant would typically ask for assistance for heavy lifting; however, such assistance may not

be consistently available.

B Carrying Equipment: First Aid Equipment

Duration: 5 to 15 minutes at a time

Frequency: Occasional Force: Up to heavy load (e.g. 7 kg first aid bag, 46 kg back board stretcher)

Description:

• Carrying of materials or equipment may be completed unilaterally or bilaterally during completion of inventory inspection, first aid area set up, and first aid response.

• In times of emergency, the worker would need to carry necessary equipment and supplies from the ambulance to the scene. In such circumstances, the First Aid Attendant would attempt to carry as much equipment as required upon arrival on scene. When attending to injured persons, any subsequently required equipment or supplies will be taken by other workers as directed by the First Aid Attendant.

• Carrying on even or uneven terrains, gangway, stairs, inclines, catwalks, and out of doors may be encountered.

• First Aid Attendant would typically ask for assistance for carrying; however, such assistance may not be consistently available.

C Pushing/Pulling Equipment: First Aid Equipment; Obstacles on scene; Injured persons.

Duration: Variable Frequency: Occasional Force: Up to heavy level of force (e.g., 16 kg of force to push and pull stretcher in the ambulance)

Description:

• Pushing, pulling, or maneuvering up to a limited to heavy level of force on an occasional basis when maneuvering debris, obstacles, or injured person on scene. Depending on access needs, repetitive pushing and pulling may be encountered.

Description:

• Sitting is encountered on an occasional basis when completing sedentary office demands. The sitting requirement may also be influenced by worker’s preference during completion of sedentary office demands. Sitting is typically interspersed with dynamic weight bearing.

• Sitting is also encountered when driving or when rendering first aid as required. • Sitting on the floor, chair, or driver’s seat are encountered.

F Driving Equipment: Ambulance

Description:

• Driving of the ambulance (e.g., van with automatic transmission) is encountered when responding to emergency or completing inspections on site.

• Exposure to heavy equipment, truck, containers, and pedestrians are encountered when driving on site. • There are road traffic controls and regulations specific to the terminal.

Description:

• When rendering first aid, sustained mild to severe stooping positions may be encountered. The severity of stooping required will vary depending on the worker’s height. Postural breaks from stooping may or may not be available in times of emergency.

• Stooping concurrently with force application may be encountered when rendering first aid.

Description:

• Dynamic twisting or side bending are encountered when rendering first aid. • Intermittent exposure to twisting or dynamic spinal movement may be encountered when completing
