Jiangsu is an eastern coastal province of the
People's Republic of China, with its capital in
Nanjing. Jiangsu is the second smallest, but the
fifth most populous and the most densely
populated of the 22 provinces of China.
Since the start of China’s economic reforms in
the 1990s, Jiangsu has been a hot spot for
economic development. Strategically located in
the Yangtze River Delta with close proximity to
Shanghai, it generates around one-third of the
national GDP. In 2014, Jiangsu’s GDP was
valued at USD 1.059 trillion, ranking second of
all provinces, after Guangdong.
Jiangsu, China—The Land of Opportunities
Jiangsu Green Building Industry—Leading the Green Wave
By construction volume, Jiangsu is the leading province in China building industry. Its newly
constructed buildings amount to 10% of the country’s new buildings each year.
The number of green buildings in Jiangsu amounts to more than 25% of the whole country.
It is the leading province, with its total area of construction for Green Building in the
province estimated to exceed 100 million m2 by 2015. China‘s first green building local laws
and regulations “Jiangsu Province Green Building Development Act” has been approved and
officially implemented from 1 July 2015.
The Act provides a range of incentives for the construction, procurement and operation of
green buildings, as well as mandate that new construction projects must obtain one-star
green building ratings in order to win approval from local regulators. By 2020, more than
50% of the new developments in Jiangsu will be constructed to Two-Star and above
standard.
With Jiangsu’s commitment to sustainable development, this will bring about many business
opportunities for Singapore companies in the following areas:
Architecture design and green building practices
Operation and supervision of energy conservation in large public buildings and
energy conservation services markets
Water and wastewater management
Special eco-technologies for green building, such as geothermal heat pumps
Advanced building cooling equipment, such as maglev chillers
Systems to enable the recycling of building materials
Renewable energy sources
Current ongoing developments such as
the Sino-Singapore Nanjing Eco Hi-tech
Island (SNEI), also presents multitude of
business opportunities. It is set out to be
an island showcasing the future of
Nanjing and its aspirations to be a centre
for the development and practice of high
-tech innovation in areas such as IT
services, eco-environmental service,
modern service industry and modern
agriculture service industry.
SNEI lies 6.5 kilometres from Nanjing's downtown area and is linked to Nanjing's new central
business district, the Hexi New Town. Designated one of four "green lungs" of Nanjing, the
island is considered a National Grade 'AA' scenic area.
Half of the island's 1,500 hectares will undergo urban development with the remaining area
conserved for eco-tourism. 180 hectares of land are earmarked for the development of office
space to house creative and innovative design firms. An additional 182 hectares amid the
island's water canals and lush greenery are earmarked for residential development.
Set for completion in 2020, the development is set to become the geographical centre of
Nanjing’s urban area and is expected to draw $2.1 billion in investments, and create 100,000
new jobs.
In early November 2015, IDG organised a mission trip to Shanghai and Nanjing. At the
Sino-Singapore Green Building Forum held at Nanjing, local companies had the opportunity
to share their expertise, products and services.
IDG also arranged and facilitated a visit to SNEI to learn more about its development. The
delegation met up with Nanjing Eco High-Tech JV Co. where they expressed interest to
collaborate with Singapore companies. on green buildings and green district developments.

Located just over 200km east of Nanjing, Singapore Suzhou Industrial Park (SIP) is the first
G-G project between Singapore and China, with a focus in the Green Buildings development.
In 2013, BCA has collaborated with SIP
Planning and Construction Bureau to
conduct a green building forum to share on
Singapore’s experience in green building.
In the following year, government officials
from SIP visited Singapore in exchange to
understand on the development of green
buildings in Singapore. Energy retrofitting of
existing buildings remain as a key area for
Singapore companies to explore business
opportunities with SIP.
In this competitive business landscape, it is imperative that BCA continues to support and
facilitate companies to gain a stronger foothold overseas and to profile Singapore
companies globally. Companies can look forward to mission trips, as well as business
meetings, forums and exhibitions, which are great opportunities for networking to build and
widen their market outreach.

Singapore is a significant investor in China despite its size. In 2014, Jiangsu was Singapore’s
largest FDI destination in China, accounting for 33.8% of Singapore’s total cumulative FDI of
US$72.3 billion in China. In the first half of 2015, Singapore’s cumulative actual investment in
Jiangsu reached US$24.7 billion with 4,011 projects.
In October 2015, Singapore and Jiangsu
Province agreed to increase economic
cooperation that is in line with China's "One
Belt, One Road" initiative, which aims to
rebuild Silk Road trade infrastructure with Asia
and Europe. Both parties will also explore and
facilitate greater cooperation through
public-private partnerships (PPPs). With its
increased relevance, PPPs is one of the viable
models of entry into China for companies in
the infrastructure, environmental services and
logistics sectors.
"This serves as a strong platform for Sin-
gapore companies along the entire value
chain, to showcase their expertise and
services for Jiangsu,"
