ICT Research & Innovation

• ICT as horizontal enabler

– Research focused on how ICT can support productivity in

other sectors – e.g health, agriculture, public service

delivery, education, communications

• Innovation - “the improvement of products, services,

processes, business models, policies and concepts in an

existing context (whether social or economic) or their

adaptation from one context to another, with the goal of

increasing performance or achieving another desired

impact” (OECD, 2005)

• Adaptation - “necessary changes required to achieve desired outcomes”

– Desired impacts can be measured through Return on Investment (ROI), increased

productivity, increased engagement and/or Return on Objective (ROO).

• Globalization and technological and social innovations has expanded the universe

of contributing Innovation Stakeholders to include Public, Private, Education and

Research, Societal, International Development and Funding Sectors, End-user

Communities and Innovation Spaces (i.e. Pre-Incubators, Incubators, Innovation

Centres, Entrepreneurship Centres, Accelerators) inside and outside national

Building Research and Innovation Capacity

• Necessity to evaluate current research capacity and strengthen it

– Thematic experts working in partnership with ICT experts to address strategic issues

• Short list priority areas aligned with national priorities

• Establish mentoring programmes with experts in other countries

– Visiting Professors or Lecturers (from Europe and Africa for several weeks or months) who can train researchers in key areas and assist in developing strategy & implementation plans for research programmes

– Put research and innovation best practices fin place

• Important that research excellence is recognised and supported

– Necessity to be provided with adequate time and financial and human resources required to undertake research and innovation

– Can be challenging to juggle teaching and research – need to agree which is main activity or time allocation to both tasks

• Research results must be published and presented at scientific conferences to raise wider awareness at home and abroad

Cross border Research Case Study

• mHealth4Afrika will research and evaluate the potential impact of co-designing an open source, multilingual mHealth platform to support quality community-based maternal and Newborn healthcare delivery in Southern Africa (Malawi, South Africa), East Africa (Kenya) & Horn of Africa (Ethiopia)

– Leverages research expertise from eight countries (Ethiopia, Ireland, Kenya, Malawi, Norway, UK, South Africa) with national research teams lead by national Principal Investigator contributing to the overall goal of an integrated system

• Research expertise includes human-computer interaction (HCI), expertise in mobile technology and sensors for healthcare, health informatics, end-user driven needs assessment and evaluation, health expertise

– Cross border collaboration will assist in increasing the research capacity within each participating country through knowledge exchange and skills transfer

– Undertaking research and innovation activities across different regions of Africa provides a unique opportunity to collect a critical mass of comparative data related to user requirements and pilot evaluation, to assist in analysing similarities and differences in participating countries.

• This will inform the co-design of a common multilingual platform suitable for wider adoption across Africa, with limited additional configuration and adaptation required by new participating countries.

• Horizon 2020 is open to International Cooperation

– African research institutions can participate as part of International Consortia with partners from Europe to apply for funding as part of an international project addressing the challenges published in the Work Programme

– There are also calls focused on specific regions of the world – e.g. ICT39 was focused on engagement with Africa

• Basic principles for Consortia

The minimum consortia structure is dictated by each Call but in general there is a requirement for participation of the following:

– Three independent legal entities from three different EU Member States (MS) or Associated countries (AC)

– International Cooperation Partner Countries (ICPC) if in addition to minima

• Integrated approach– Horizon 2020 (H2020) addresses all research and innovation funding previously provided

by FP7 Framework Programme, Competitiveness and Innovation Programme (CIP) and European Institute of Innovation and Technology

– Stronger focus on societal challenges and Innovation

• Work Programme structure– Under H2020 Work Programmes (WP) are now published with a two year duration in all

thematic areas

• Work Programmes for 2014 – 2015 published on 11 December ‘13, updated July ‘14

• Funding Levels

– In FP7 the funding levels for research depended on the instrument and organisational type

– In H2020, organisations receive up to 100% reimbursement of costs for research activities and up to 70% reimbursement of costs for Innovation actions

• Funding Instruments – There are 3 main funding instruments under Horizon 2020

• Grants for Research and Innovation - Primarily consisting of activities aiming to establish new knowledge and/or to explore the feasibility of a new or improved technology, product, process, service or solution. May include basic and applied research, technology development and integration, testing and validation on a small-scale prototype in a laboratory or simulated environment. Projects may contain closely connected but limited demonstration or pilot activities aiming to show technical feasibility in a near to operational environment

• Grants for Innovation (closer to market activities) - Primarily consisting of activities directly aiming at producing plans and arrangements or designs for new, altered or improved products, processes or services. For this purpose they may include prototyping, testing, demonstrating, piloting, large-scale product validation and market replication.

• Grants for coordination and support actions – do not undertake research, support activities to the Programme and coordination of research or creation of a network between other research actions for a specific purpose

• Indirect Costs - Overheads

– Under FP7 there were different levels of reimbursement of overheads depending on the instrument and organisational type

– Under H2020, there is a flat rate of 25% reimbursement of direct costs as a contribution towards overheads

• No Negotiation phase in H2020

– Under FP7 evaluators could indicate areas in the proposal that needed to be improved, modifications required in the Work Plan or budget allocation which was discussed during the Negotiation phase and an updated Work Plan prepared for the grant agreement.

– Under H2020 there is no negotiation – the proposal is judged as submitted – if there are inconsistencies, budgetary problems (overestimation or under-estimation of resources) or insufficient justification of the approach, the proposal will receive a lower score and unlikely to be funded

• Proposal Structure & Page Length

– Each funding instrument has specific proposal template that needs to be followed

– Under H2020 Section B of the proposal is submitted online in two parts

• Section B Part 1 – Section 1 – 3 (Excellence, Impact, Implementation)

• Section B Part 2 – Section 4 & 5 (Members of the Consortium, Ethics and Security)

– Fixed number of pages for Section B Part 1 (Section 1 – 3) for each instrument –Research and Innovation 70 pages, Innovation Action 70 pages, CSA 50 pages

– If the proposal is longer than the allowed pages, the extra pages are marked in red and NOT considered during the evaluation process.

Marie Curie Mobility Grants

• The Marie Curie Programme faciliates individuals to access mobility grants to faciliate career development and upskilling for research staff

– Individual Fellowships incorporates

• International Outgoing Fellowship – supports researcher to come from Europe to work with your institution

• International Inward Fellowship – supports PostDoc from Africa to work with European institution on pre-defined project for a pre-defined period of time

– Necessary to return to original institution when the Fellowship concludes

• Opportunity for Post Docs to develop career

• Fellowships must be applied for by the host European Institution through a proposal submitted under Open Call – career development is very important incl career restart

• Fellowships provide costs of time and monthly allowance for living expenses for between 1 – 3 years depending on the project accepted

– RISE – Research and Innnovation Staff Exchange

• New type of exchange of research staff to stimulate transfer of knowledge

• Can support African researcher to work with European host organisation for period of time or European researcher to come to work with an African organisation to support setting up or extending research skills

• All levels of research staff can undertake short term secondments

• Monthly stipend of 2,500 euro to cover living expenses while abroad

• Person remains part of staff of own institution, proposal submitted through network by European research institution based on common research project

Current Status

• 2016 – 2017 Work Programmes under preparation – Published in November 2015

• Each 2 year Work Programme will outline specific areas open under each Call

• Grants for Research and Innovation – up to 100% reimbursement of actual costs

• Grants for Innovation (close to market) – up to 70% reimbursement of actual costs

• Partners under Grant Agreement must be legal entities (e.g. Public, Private, Education and Research, and Societal University, research sector organisations)

• Identify relevant core areas for research collaboration under Horizon 2020

• Prepare organisational profile for publication

• Identify potential European cooperation partners, initially based on existing Memorandum of Understandings (MoUs) as project consortia must include at least three independent legal entities from three different EU Member States

• Ensure MTC, national IST-Africa partner, is aware of your ongoing research and innovation activities so they can help identify potential cooperation partners
