In addition to consultationwith regulators, Cré actively engages and informs keystakeholders that affect our industry, such as bodiesrepresenting sectors that produce waste and users ofcompost/digestate.Where possible Cré takes parts inGovernment working groups (e.g. Cré is a member ofGovernment High Level Action group on GreenEnterprise and the Department of Agriculture,Fisheries and Food Animal by-Product Forum.

Cré has a strategy of developing and promotinggood practice and excellence in the industrythrough training. With consultation with ourmembers we developed a co-ordinated trainingprogramme for the industry.

Cré – Institute of Technology SligoCertificate in Compost Facility Operation

To date nearly 100 people have graduated from this course since it was established in 2007. This courseprovides compost operators, regulators of facilities and anyone interested in starting a composting facilitywith the practical knowledge on how to compost properly, how to produce a high quality compost productand how to be compliant with all the regulations. The course was developed by Cré in co-operation withFÁS and Institute of Technology Sligo. The course allows participants to satisfy the general EnvironmentalProtection Agency requirement for a suitably qualified and experienced facility manager to operate alicensed composting facility.

METHODOLOGY: The course is delivered by a team of approved tutors who have extensive national andinternational experience in the field of composting/waste management. Students are required to completesite visit reports for each composting facility visited. A comprehensive training manual (300 pages) andcopies of all presentation will be provided to everyone. It will be taught in classrooms and there will be sitevisits to a number of composting facilities, such as a large green waste composting facility (windrowtechnology), a small green waste composting facility and two food waste composting facilities (In- vessel/ Animal by Product Facilities). Students will undertake an exam after the end of the course.

DURATION: The course will last 6 days, comprising three blocks of 2 days over a period of time.

CERTIFICATION: The course has been accredited by the Institute of Technology, Sligo (under delegatedauthority from HETAC). The Course is entitled “Certificate in Compost Facility Operation” (Special PurposeAward Certificate, Level 6, 10 credits).

Planning for an Anaerobic Digestion FacilityWith the introduction of government incentives, such as ROCs (Northern Ireland) and REFIT (Ireland) for theproduction of renewable energy, anaerobic digestion (AD) is now a viable technology that offers huge potential forrevenue generation for farmers and waste operators alike.

Anaerobic digestion produces a high energy containing gas, known as biogas, which can be used for green energyproduction. The technology is simple, yet robust, and well developed across the continent. AD is a new developmentfor Northern Ireland and offers great opportunity for those who wish to enter the renewable energy market.

To facilitate the growth of the sector Cré has developed a “Planning for Anaerobic Digestion Facility” training course.The course is a highly intensive 2 day training course targeted specifically at projects in Northern Ireland and Ireland.The course will give participants a clear understanding of what anaerobic digestion is, basic design criteria, planning& regulatory requirements, grid connection, project economics, financing, and much more. The course includes avisit to an operational anaerobic digestion plant. The course will prepare participants wishing to develop anaerobicdigestion plants and allow individuals to up skill in the area of Anaerobic Digestion.

The objective of the course is to educate individuals involved in anaerobic digestion, be it farmers, waste operators,planners, decision markers with all the knowledge to assist them in developing an anaerobic digestion project. Thecourse will not allow participants to design their own plant but will provide them with sufficient knowledge whendealing with technology providers, government agencies, planners, banks, to make well informed decisions.

This was the first phase of theimplementation of the National BiodegradableWaste Strategy in the city and helps to achievetargets set out in the Waste Management Plan2005-2010. The main feedstock for the facility is householdBrown Bin and commercial Brown Bin/cateringwaste. The incoming feedstock goes through acomposting/transformation stage over a period of8 to 9 weeks to produce quality compost which isused as an organic fertilizer/ soil conditioner incommercial farming and landscaping.

Kilmainhamwood Compost also provides a deliveryand spreading service for the end-user if required. In2013 the addition of a 450Hp self propelledspreader to the fleet was a great benefit to gettingcompost spread within the short spreading period. In 2007, the facility was accredited with ISO 14001,ISO 9001, and OHSAS 18001.
