Internship Summary Required Hours to successfully complete the Internship for CityU Master of Counselling

Client Contact / Clinical Hours

City University’s internship program includes both clinical and non-clinical hours. On average students may

spend up to 600 hours at a practicum site in order to accumulate 250 clinical hours. Clinical hours include

both direct client counselling as well as professional collaboration.

Required Counselling Hours (200 hours).

- Individual counselling, family & relational counselling, and couples counselling

- Psychoeducation groups (no more than 25% of total hours, ie: 50 hours)

- Group counselling (no more than 25% of total hours, ie: 50 hours)

- Clinical screening / intake (no more than 25% of total hours, ie: 50 hours)

Required Collaborative Hours (50 hours)

- Shadowing, reflective teams, peer consultation, case management, case specific clinical research,

case specific client advocacy, other clinically related collaborative activities

Activities such as administrative intake, telephone contact (excluding scheduled telephone sessions),

record-keeping, travel, administrative activities, and supervision, are not considered clinical hours and may

not be counted. Students are expected to actively participate at their practicum site in terms of workshops

and professional training. These are also nonclinical activities and cannot be counted.

Onsite Supervision = 50 hours

TOTAL HOURS REQUIRED = 300

BCACC Registration

The BCACC requires 100 hours of supervision to be registered as an RCC. A minimum of 50 hours is

accumulated through the internship site and 20 from the 3 practicum courses totaling 70 hours. The

Internship Coordinator will provide evidence of completion of the 20 hours of group supervision upon

successful completion of all Practicum courses (CPC 651, 652 & 653). It is the responsibility of the student

to accumulate the additional 30 supervision hours if seeking RCC. Additionally, it is the student’s

responsibility to ensure that they are familiar with the registration requirements of the BCACC and ensure

that the accumulated supervision hours meet BCACC requirements. Please note that CityU supervision

hour requirements for graduation are different from the BCACC’s requirements for RCC registration and that

the 20 hours of group supervision in Practicum does not count towards the Internship requirement of 50

hours of supervision.

It is important that all students familiarize themselves with ALL of the contents of the Internship Manual: of

particular importance to students are criteria for acceptable internship sites and supervisor qualifications (p.

5); mandatory Professional Liability Insurance (p.6); and client contact and supervision requirements (p.8).

Introduction The completion of internship and practicum courses represents a significant milestone on your way to a

Master’s degree in Counselling at City University of Seattle. The many hours of study, discussion and

reflection are finally put into practice. A combination of on-site supervision generously provided by

various community agencies and practitioners and practicum classes at the University are in place to

assist you throughout this process.

This manual is your first resource when navigating the internship process on your way to a Masters of

Counselling Degree. This document has been provided to act as a guide and answer questions you may

have regarding the process. It is important that you refer to this manual and understand its contents.

As a counsellor readying to enter the profession it is essential that you recognize that you are ultimately

responsible for adhering to the standards set out in this manual. The Field / Site supervisor at your

internship site should have the opportunity to review this manual and should be directed, in particular

to Appendix I, which outlines the role of the Field / Site Supervisor.

Eligibility for Internship The internship is a major rite of passage and indicates that you have met the program’s requirements to begin working with clients under supervision in the community.

In order to qualify for an internship the student must have successfully completed the following:

Successful completion of core courses (50 credits) Successfully pass the comprehensive examination Submit all required documentation and have the approval of the Internship Coordinator

Overview of the Internship Process The entire Internship process is comprised of several essential steps which include the following:

Locate an appropriate internship site. This is a student responsibility, though support and

information will be provided by the Internship Coordinator and other faculty.

Provide the Internship Coordinator with a copy of the following documents by due dates (See page 11

for timeline):

It is recommended that you do not leave this to the last minute as the Internship Coordinator does require some time for processing applications.

Based on the above submission, the Internship Coordinator will evaluate the site, the suitability of

the experience, and the supervisor. If everything is in order, you and your site supervisor will receive an approval in writing from the Internship Coordinator. Written approval of the internship site and the supervisor by the Internship Coordinator must be obtained for internship hours to be counted and for you to be eligible to register in a Practicum course.

Along with the letter of approval you will receive a copy of the Contact Log and Self and Supervisory

Evaluation forms. These documents are an important record of your practicum experience. Please fill them out accurately and honestly, and do attend to the details regarding dates, Practicum Course, etc. Remember that misrepresenting hours equates with academic dishonesty and would lead to an academic disciplinary process.

Once approval in writing is received, you can begin to accumulate and record client contact hours

and supervision hours. You must register for Practicum class no later than the 20th of the month preceding the class. You may accumulate up to but not more than 60 client hours before taking the first practicum course. Please note that you are required to submit Internship Applications for review and approval whenever you have a new Internship site and/or supervisor.

You will then begin to attend Practicum class, which is a great opportunity to discuss your work with

colleagues and the course instructor, to hear about the work of your colleagues, to get and give feedback about your and their work, and to engage in fascinating collegial communication about the work. In addition to videotape or alternative documentation of cases, a reflection paper is required. (See Required Practicum Courses)

You must submit Contact Logs and Self and Site Supervisor Evaluations to the Internship Coordinator

by the 10th of the month prior to the quarter you would like to register for the Practicum courses – 652/653 to prove that you have accumulated the required hours. While it is recommended that students take every opportunity to obtain supervision hours (this is good for learning and also as hours towards Association membership).

Locating an Internship Site: It is important to remember that the selection of an internship site should be considered carefully. Securing an internship placement can be a competitive process (after all, there a large number of qualified students form City University and other counselling programs also seeking placements) and you might not always get your first choice. All internship placements are ultimately dependent upon the student including such factors as your clinical, academic, career, volunteer experience, and life experiences. Other factors include how you present yourself to potential internship sites and your level of enthusiasm. Your internship will be a powerful learning experience that can open many doors for your career. Choose an internship site carefully and intentionally!

As you begin exploring your internship options consider the following questions:

What client populations are you interested in serving? In what areas would you like to strengthen your clinical skills? What do you want to learn? Are there constraints due to time and location? Is there a particular professional you want supervision from? What are your career ambitions and which site will provide the most exposure?

The following tips are provided to help you locate potential sites:

Take time to explore the various service providers in your geographic area and see which best fits your area of clinical interest. Consider where the population you would like to work with seeks counselling services.

Contact agencies well in advance of your anticipated internship start date and request information about the services they provide.

Use the resources available to you by talking to faculty, fellow students, friends, and co-workers to get helpful tips and ideas of where to go. You will often be surprised by what is available in the community. Be persistent and continue asking!

Begin the process of networking with professionals in the community. Ask about their services and what they provide. Ask about their needs and how you might be of service. Request an informational meeting with a supervisor or staff member.

Ensure that any placement you consider meets all of the criteria of graduation from CityU but also of the registration body you will be applying for.

Think outside of the box and be creative in you approach to locating an internship. Don’t be shy! Seek HELP and reach out. Be realistic in your expectations. Consider practical realities. Finally and most importantly remain positive and keep active in your search. You will find an

internship site!

The majority of students begin their internships in the summer or fall (BC/ID cohorts), or winter (FT cohorts). In order to locate an optimal internship site you are strongly advised to make early contact with prospective sites no later than February for BC/ID cohorts or August for FT cohorts prior to the comprehensive exams. Keep in mind that internship placements are highly sought after positions and locating a placement is your responsibility. To aid students, a list of potential sites has been created. Please note however, that this list is not comprehensive and the accuracy of the contact information cannot be assured. The information was accurate at the time it was compiled. Furthermore, additional support and information will be provided by the Internship Coordinator and other faculty.

NOTE: Please note that certain organizations require that contact with them must be initiated by the Internship Coordinator. Currently, all students seeking placements with any of the BC Health Authorities or the Provincial Health Services Authority must contact the Internship Coordinator who will then initiate placement requests. Furthermore, placements in these settings are extremely competitive and typically not all student internship requests result in a placement.

Note: As of June 30, 2008, we are no longer able to approve paid internships or internships that are associated with a student’s place of employment. This is due to the more stringent regulations that are now in effect as a result of the Degree Quality Assurance Board Requirements (DQAB) and our wish to be in compliance and to protect the integrity of our degrees. Anyone who currently has an approved paid internship may continue under a 'grandparent' exemption.

Criteria for Acceptable Internship Sites

Scope of Activity of Internship Site:

For a placement to qualify as an internship site there are several considerations to keep in mind. The site can be a service agency, a government department or a private practice which will provide the intern with high quality training experiences. The site must provide a credible and professional context in which you are able to provide direct counselling services to individuals, couples, or families under the active supervision of a qualified site / field supervisor.

For the purposes of locating a suitable placement, counselling is defined as the following:

The BCACC defines Clinical Counselling as the use of clinical mental health counselling values, principles and methods for the purpose of assisting clients to understand their issues and concerns in order to enhance self-growth, personal effectiveness, interpersonal relations, life adjustments, spiritual growth, and mental health. This may involve developing insight into, and/or learning to prevent and/or eliminate maladaptive behavior or symptoms, in addition to the enhancement and strengthening of health coping styles and functional relationships with self and others.

The CCPA defines Counselling as a relational process based upon the ethical use of specific professional competencies to facilitate human change. Counselling addresses wellness, relationships, personal growth, career development, mental health, and psychological illness or distress. The counselling process is characterized by the application of recognized cognitive, affective, expressive, somatic, spiritual, developmental, behavioural, learning, and systemic principles.

Qualifications for Site / Field Supervisors:

Supervisors must have a minimum of a counselling related master’s degree and a minimum of three years post-certification or post-licensure clinical experience. There must not be a dual relationship between intern and supervisor. They must not be each other’s personal therapists, blood or legal relatives, cohabitants or peers, etc. (Refer to Appendix I).

Third Party Accountability:

All student interns must provide evidence of a supervisory relationship that enables third party accountability through a recognized professional regulatory body. Third party accountability provides protection to the public through professional regulatory bodies by making available a context and set of procedures for complaints by members of the public about professional conduct. Interns obtain third party accountability through the professional registration of their supervisors. Accordingly, all interns must provide evidence that their supervisor is a registered professional.

Please note that some of the above organizations also serve as professional associations. The supervisor’s membership in such organizations is not equivalent to registration. Registration must be documented in order to assure third party accountability.

General Liability Insurance and WCB Coverage:

City University provides $5,000,000 in General Liability Insurance for the intern at their internship site. In addition, City University provides Workers Compensation Board (WCB) coverage for interns. Please note, however, that the General Liability Insurance and WCB coverage DOES NOT cover Professional Liability for interns.

Professional Liability Insurance:

Students must ensure that they have current Professional Liability Insurance (PLI) in order to participate in an internship. Questions have arisen as to why the liability insurance of an agency is not sufficient for coverage and why we are required to have insurance that is administered through a professional association such as the Canadian Counselling and Psychotherapy Association of which the student intern is a member. The professional association (with regulatory responsibilities) has as a primary mandate the protection of the public and provides an adjudicated process for the laying of complaints by clients. Insurance that is held by agencies is for the protection of the agency and the practitioner. Both will pay a claim if fault is found, but the crucial difference is the mandate to protect the interests of the client, which is the responsibility of the professional association. Professional liability Insurance (PLI) provides financial protection for the intern in situations in which professional negligence has taken place. Typically, negligence is determined through a legal process. Insurance in this instances assists in paying legal expenses and in providing funds for settlements and awards to complainants.

In some cases professional liability insurance is provided by agencies and/or government programs. Given that legal counsel acting on behalf of the insurers of agencies and government departments are likely to prioritize the interests of such agencies and government departments and their permanent

employees, the safest course of action for interns is to purchase professional liability insurance directly.

It is the interns’ responsibility to assure that they are adequately protected. Adequate protection entails coverage that specifically addresses professional liability. Therefore students must obtain PLI in order to have their internship approved.

Professional liability insurance for student interns can be purchased through the Canadian Counselling and Psychotherapy Association. http://www.ccpa-accp.ca/. This is a relatively simple process. First you will apply for a student membership with the CCPA. You will need to request that the Internship Coordinator complete the CCPA Student Membership Proof of Student Status form. Once you have obtained student membership with the CCPA you are then eligible to purchase Student Professional Liability Insurance. This insurance is active for a 6 month period. Therefore, if you take longer than 6 months to complete your internship hours you will need to purchase an additional 6 months and provide documentation.

It is imperative that you ensure that you are covered and provide proof of PLI coverage. You cannot

obtain approval to proceed with your internship without PLI. This is the responsibility of the student to investigate and purchase.

Criminal Record Check:

CityU is committed to providing safe and ethical practice to the community and as such requires ALL students seeking an internship placement to undergo and clear a Criminal Records check. As part of an internship experience, Interns will provide counselling services to children and/or vulnerable adults directly, or have or potentially have unsupervised access to children or vulnerable adults in the ordinary course of their internship experience. The purpose of the Criminal Record check is to help protect children or vulnerable adults from individuals whose criminal record indicates they pose a risk of physical, sexual or financial abuse. The results of the criminal record check will be held in your confidential student file and will only be released to requesting internship sites once you have signed a Release of Information. Students who do not clear the Criminal Record check and who are considered a risk to the safety of internship clients will be unable to proceed with their internship placements. Under such circumstances a meeting will be held with the student, the Internship Coordinator, the Director of the Master of Counselling program and/or the Principal of Canadian CityU programs to determine next steps.

Supervision & Client Contact Requirements

Supervision:

Supervision is defined as direct discussion about a supervisee’s direct-client contact hours. The discussion is based on the supervisor’s direct observation of sessions (co-therapy or two-way mirror), audio or video recording of sessions, written clinical notes, and/or typed transcription of sessions, and/or oral descriptions of sessions. Sessions may be observed and/or recorded only after advising clients about the purpose and exposure of the recording and with clients’ written consent to release confidential information. Note that regulators are increasingly concerned to document that supervision involved direct observation of the supervisee’s clinical work by a qualified supervisor.

For every five hours of client contact, the intern must receive a minimum of one hour of supervision. Group supervision may satisfy a portion of the requirements for supervision if it constitutes no more than 50 percent of a student’s total supervision requirements and no more than six students participate in each group supervisory session.

Not included under required supervision are meetings to discuss clients and treatment approaches, which are important and valuable, but which do not focus on your interventions, your relationships with clients your counter transference issues, your understanding of ethical issues, and your professional practice.

Important note: It is very important that you communicate clearly with your supervisor concerning your expectations and concerns. Experience has shown that it is crucial that student interns make it very clear to field supervisors from the outset that they may be asking them for references for jobs and/or professional association memberships, and that if there is any threat to the possibility of these references being satisfactory that you need to have that feedback at the earliest opportunity so that you have the opportunity to rectify any problems. If you are experiencing difficulty in this area, please don’t hesitate to contact the Internship Coordinator directly to discuss your concerns.

Also, feel free to contact the internship coordinator to share anything of interest or concern related to your experience as an intern. Please let your site supervisor know that they should contact the internship coordinator with any questions, concerns, etc., that may arise.

Client Contact/ Clinical Hours (Revised August 2014):

Not included are administrative hours, meetings, note-writing time, no-shows etc. Remember, it can take some time to begin accumulating client contact hours at the outset of your internship but this situation usually remedies itself over the duration of your entire internship experience. In general you can expect to spend up to 4 additional hours onsite engaging in other duties for every direct counselling hour you engage in.

Required Practicum Courses As part of your internship process you are required to complete 3 two credit courses, CPC 651 (Practicum I), 652 (Practicum II), and 653 (Practicum III), offered most quarters by the Counselling Program faculty, including approximately six students and an instructor; the focus is review of the student’s current work in the context of his or her internship, based on video tapes, audio tapes, written transcripts, and/or oral descriptions. The presentation along with a written report is a requirement of the course. The basis of the presentation is up to the student.

The usual format for the classes is to meet three times and to meet every three weeks for two hours and fifteen minutes on each occasion. The class also includes a meeting by the instructor with you and your on-site supervisor. This meeting can take place either in person or by teleconference. As well, students need to register in a zero credit Internship course, CPC 633. This course is graded pass/fail and the requirement to pass is submission of the Practicum logs and a satisfactory evaluation from your site supervisor, as well as the intern’s self-evaluation form.

The decimal grades will be issued once students have completed the practicum courses (CPC 651/652/653). Students will be registered for CPC 633 Internship which is a zero credit course with each

Practicum course – CPC 651/652/653. A passing grade for the 1st and 2nd CPC 633 courses will be given to students upon receiving and approving the contact logs and upon receiving satisfactory evaluation forms. The contact logs must reflect that the minimum required internship hours have been accumulated for CPC 651/652 (50 client and 10 supervision hours each) before registering for CPC 652/653. A passing grade will be given for the third CPC 633 once a total of 250 client contact and 50 supervision hours have been completed, and satisfactory evaluation forms have been received.

In instances where internships extend beyond the practicum courses (CPC 651/652/653) because required hours are not complete, a Y grade will be issued for the CPC 633 Internship (zero credit) which will be effective up to one year from the official course end date of the practicum courses – CPC 651/652/653. The passing grade will be issued for each CPC 633 Internship upon completion of the remaining hours within one year while the “Y” grade is in effect. If students are accumulating hours in a quarter where they are not registered in a Practicum Course, they must be registered in CPC 98 (0 credit – non-graded course). This may be for purposes of catching up hours in order to become eligible for a subsequent Practicum Course or it may be necessary when a student has completed all three Practicum Courses but has not completed all required hours. In such case the supervision oversight for the student defaults to the Internship Coordinator. (See page 12) However, if students cannot finish all the remaining internship hours within one year while the “Y” grade is in effect, they will receive a No Pass (NP) grade for the 3rd Internship CPC 633 (zero credit), and they will need to re-register in CPC 633.

Note: In some cases students might complete all of their required internship hours (250 clinical and 50 supervision hrs) prior to completing all of the practicum courses. In such event, students are required and MUST attend and successfully complete ALL practicum courses and classes to complete the internship. Some students in this situation have asked why they must attend all of the practicum courses. As a new therapist you will benefit from the collective experience of other students and the faculty teaching the class. We learn about our work by experience and the shared class experience is powerful and students can and should contribute to the learning of fellow students who have not yet completed their internship hours. Students will also have opportunity to reflect on their own experiences and the experience acquired from other students by attending the classes. Additionally, since CityU will be providing supervision hours (20 group hours) the University has an ethical obligation to ensure the student has successfully demonstrated clinical competence which is determined through observation and feedback in a classroom setting.

Important Note: Students who fail their internship experience or who have been terminated from their

internship placement due to unethical conduct will not receive credit for the Practicum course they are

currently enrolled in. Under these circumstances students MUST meet with the Internship

Coordinator and Director of Master of Counselling Programs and will be required to retake the

Practicum course.

In BC, CPC 633 accompanies practicum courses CPC 651, 652, and CPC 653. The following chart outlines the process:

Appendix I: The Role of the Practicum Field/Site Supervisor

In City University of Seattle MC Program (Revised December 2008)

1. Qualifications

a. Minimum of a Master’s (5 years) in an appropriate discipline with a scope of practice that includes the core skills of counselling and psychotherapy. Possible professions include:

i. Counselling

ii. Psychology

iii. Social work

iv. Psychiatry

v. Nursing

vi. Any other discipline that is deemed to include counselling as a health care process within its scope of practice.

b. Membership in good standing for a minimum of 3 consecutive years in a professional association that provides third party accountability to a code of ethics and standards of practice:

i. Protection of the public is the first priority for the association

ii. There is a process in place to lay a complaint within the association

iii. There is a process in place for complaints from the public for meaningful complaints resolution and professional discipline

iv. The supervisor has professional liability insurance

1. Personally and, if employed by a service provider, that provider has professional liability coverage

2. The insurance coverage includes supervision within the coverage that is compatible with BCACC scope of practice.

2. Role and Activities

a. What takes place: i. Regular and timely meetings

b. A minimum of 50 hours of supervision is required during the total internship. The total hours required for a complete internship is 250 hours of direct client contact that falls within the scope of practice. Up to 25 hours of supervision may be group supervision.

a. There is an understanding that this is a professional relationship and that the intern has an opportunity to learn as a professional and a person.

b. That within the conception of life-long learning there is an understanding that interns come with experience and knowledge and that learning by both parties from each other is a part of the process.

c. That there is a human and personal dimension to the relationship and that this will be attended to in a way that is creative, nurturing, facilitative, and supportive:

i. That this responsibility falls to both parties

ii. That there is a recognition that the supervisor has overall responsibility for professional practice and that this may overlap into the personal dimension

iii. There is a power relationship and that it is important to maintain an awareness of this with the understanding that this is intrinsic to the nature of this relationship and the goal is to use this power to optimal advantage for everyone—intern , supervisor, and client—and not to attempt to do away with it.

4. The overall purpose of the internship is for the intern to learn and provide service; for the supervisor to assist in the intern’s learning and service provision; for client’s to benefit from the intern’s service and the additional focused supervision that the intern is receiving; and for all parties to have a meaningful, creative, and helpful experience.

5. In the event that an intern fails to meet any of the standards of the workplace and/or the profession, the supervisor will provide feedback in a timely way that supports the intern to either:

a. Enter into a process that supports appropriate corrections of errors or omissions b. Withdraw from the internship in a respectful and professional manner.

6. The Internship Coordinator is a resource for Field Supervisors. It is important that the Internship Coordinator be contacted with any feedback, questions, and concerns that the Field Supervisor has regarding the performance of an intern, the role of City University of Seattle, or any other matters that pertain to the internship.

Appendix II: Registration & Certification Requirements:

British Columbia Association of Clinical Counsellors Certification Requirements

B.C.A.C.C. requires 100 hours of clinical supervision for registration. The combination of 50 hours of

supervision during 3 Internships and 3 Practicum classes with 20 hours of in class supervision constitutes

70 of the required hours. This means that you will need to obtain an additional 30 hours of supervision

to qualify for BCACC registration. Some students are able to achieve these additional hours at their

practicum site, others obtain supervision by hiring a qualified supervisor in the community, and some

have been able to use a work-site supervisor to gain the additional required hours. BCACC also requires

that of the 100 total hours of clinical supervision required for membership, 25 of those hours must be

observed, or what BCACC calls direct supervision. Observed means that your supervisor witnesses your

work by way of video/audio recording or by direct observation. This information is supplied for your

Appendix III: Frequently Asked Questions:

Q: Do all 250 client contact hours have to be accumulated through one Internship site?

A: No. Frequently students elect to do internships at more than one site in order to obtain a wider range of experience.

Q: Does the clinical supervision have to be provided by a supervisor working at the Internship site?

A: No. Occasionally, especially in situations in which there is not a qualified supervisor available, interns may retain and, in some cases, pay for supervision from a qualified supervisor who is not involved in service delivery at the site.

Q: Can I count my current place of employment as contact hours?

A: No. Issues related to dual relationships and boundaries render this not possible.

Q: How do I count the supervision hours from practicum classes?

A: Practicum classes provide 20 hours of group supervision. These hours count towards BCACC hours, not towards CityU required 50 hours of supervision.

Q: Does filling out post sessions forms and other administrative work associated with seeing clients count for client contact hours?

A: No, only hours spent working directly with clients count. Arranging sessions or negotiating counselling related issues with clients over the phone does count.

Q: Does a verbal okay from the Internship Coordinator or Program Director suffice to begin accumulating hours in an internship?

A: No. Submission of the Internship Agreement Form, Site Objectives Form, and all other required documents followed by approval in writing by the Internship Coordinator are required before proceeding to accumulate hours.
