E X E C U T I V E S U M M A R Y

Introduction:

In the years from 5th-13th century AD, eastern India's ancient university of Nalanda was home to foreign students from as far away as China. Thousands of years later, history spills over to the modern-day Indian nation that continues the tradition of being a centre of educational excellence and a lodestone for students from all over the world.

Sixty three years after it attained independence, India boasts of 310 universities and 16,000 colleges offering the widest spectrum of courses. Its centers of higher learning like the Indian Institutes of Management (IIMs) and the Indian Institutes of Technology (IITs) are global brand names.

Adding to the quality of education is the fact that English is the generally accepted mode of teaching and living standards are economical - attracting thousands of students from at least 100 countries. A large number of students come to India from countries like Afghanistan, Bangladesh, Bhutan, Ethiopia, Fiji, Iran, Iraq, Japan, Jordan, Kenya, Ghana, Lebanon, Madagascar, Malaysia, Mauritius, Myanmar, Nepal, Somalia, Sri Lanka, Suriname, Syria, Yemen, Saudi Arabia, Oman and even the US. India is today recognized as a world centre for education. Indian entrepreneurs are making waves throughout the world. Their ideas, technical knowledge and entrepreneurship have yielded unprecedented growth in income, employment and wealth. The credit goes to the sound and practical educational foundation they have received in India," they said.

A case in point is southern Karnataka's Mysore University where at least 1,200 International students studying, up from only 150 four years ago.

The most wanted cities by international students are New Delhi, Pune, Bangalore, Mysore, Mumbai and some other states.

Goa is a state of India which has a beautiful nature and attracts quite a number of tourists annually. Goa is a state in which English is most widely spoken as compared to other states of India, and has the second highest literate rate in India. While having such assets, Goa attracts a very small percentage of international students in comparison to other states. However, lately there has been an increase in number of foreign students who come to Goa

to pursue various Degrees in different colleges. Currently there are around 350 international students in Goa .The increase in number of International students in Goa can be attributed to a series of factors. These factors are being shown in the following graph and explained in details:

Increase in scholarships offered to International Students:

The Government of India offers a number of scholarships every year to international students who wish to pursue their studies in India. Offer of scholarships are sent to the respective Governments through Indian diplomatic missions abroad. Nominations are received from the respective Governments in the Indian diplomatic missions concerned. In the recent years the numbers of scholarships offered to international students has increased quite a lot. Today India offers more than 50 scholarships schemes to various countries.

Cultural Exchange Programs administered by ICCR (Indian Council for Cultural Relationships) accepts international student according to the terms and conditions of the

agreement signed by the Government of India and the government of the respective country for studying, training and research purposes under various scholarships schemes.

These international students who are attracted through various scholarship schemes and cultural exchange programs are further send to various states in India. Goa receives almost half of it’s International students through these scholarship schemes. The remaining half of it includes self financed students.

Education:

If one thinks that Goa is only about sand, sea and a spill of tourists, he must think twice. Goan residents take their education quite seriously. There are quite a number of excellent educational institutions in Goa which the state can boast of. The Goa University is the premier centre of learning. There are several professional colleges, including engineering, polytechnics and ITIs. Management studies, law colleges and a catering institute too form a vital part in the list of educational institutions in Goa. These Institutes play an important role in attraction of international students in Goa. However, they are far behind other institutes in other states in terms of infrastructure and facilities they offer for students.

Some of the famous Colleges which attract International students are:

Low Cost of Living and education:

Compared to other states in India, Goa has a very low cost of living and education. A student only requires between Rs. 10,000 to Rs. 15000 (US$ 200 to US$ 300) a month to lead a healthy student lifestyle. The course fees depends on the type of the degree they want to pursue but it does not exceed more than Rs. 3,60,000 for the course. If one has to compare these figures with those of other states, a student in Goa spends 30% lesser than a

student in Pune, Banglore, Mysore and Hyderabad and 40% lesser than a student in New Delhi and Mumbai for transportation, accommodation and food.

English:

The state of Goa has a very high literacy rate of 80.2% in India. It ranks second among the 29 states in India after the state of Kerala. 89% of males and 76% of females are literate. Low corruption levels and quality of English being high in Colleges is a very important factor in bringing international students for education in Goa. Non English speaking international students often choose an education destination based on courses available for English as well as colleges offering their desired courses in English as well. Hence Goa being an education destination which provides both to International students of Non English speaking nations makes it an ideal choice for education.

Climate:

Usually the climatic conditions of Goa are temperate, except during the monsoon, which lasts from June to September. Thanks to the coastal Konkan region and the backdrop of Western Ghats, weather of Goa is pleasant and sunny. There are no extremes in temperature and no clear demarcations from one season to the other except for the monsoon. 

The average temperature varies between 25°C - 30°C. The average rainfall is approximately 325cms, the average daily hours of sunshine is nine to ten hours in summer and three to five hours during the monsoon. Once the monsoon has run its course the skies clear and the weather becomes pleasant. For four to five months from October through February the climate is near perfect-cloudless blue skies, warm but not oppressively hot days, and calm seas. Thus, making it a perfect place for international students to come down here for their Bachelors and Masters degree.

Extra Curricular Activities:

Most of the students come from very conservative and closed cultures such as the Middle East, Afghanistan, Africa etc. These students sometimes opt for educational destinations based on the recommendations from friends about certain cultures that are not so conservative and allow a student to be free and experience new activities. These activities are more in nature of nightlife and parties and freedom to indulge in activities that most tourists enjoy. Students often experience new adventures unlike the other states in India for which Goa is very famous for.

Goa being a beautiful place leaves students with a variety of other options for extracurricular activities as well. Activities like hiking, picnic, beaches, cuisine and sports oriented activities like beach football, volleyball, swimming etc.

On an overall scale India being a culturally rich society increases the excitement in terms of tour to different states and zones of India each of them having their own specialties, knowing the culture, mixing up with people all are part of the fun an international student can experience in India.

Need for study

There is no proper data available with any of related international student bodies or departments in Goa with regards to international undergraduate satisfaction level.

As per the limited data available from Goa University, Registry Department, approximately 20% of international students leave colleges after spending two to three months and there is no answer as to why they leave. Saying that these 20% of International students leave because of language barriers might be an answer but that could only be an assumption.

To keep a continuous flow of these international students coming to Goa to pursue studies has an economical as well as social benefits to Goa. Secondly it promotes the Goan Educational Sector internationally and also adds to the learning of students in classrooms with diverse nationalities. These Students pay double the amount of fees in colleges, seek accommodation in apartments and flats, takes bikes and cars on rent for transportation.

Research Objective:

The main objective of this project is to find out the satisfaction level of international undergraduate students (Afghans, Arabs and Africans) with regards to key drivers of satisfaction and education

Other objectives are:

To find out as to why approximately 20% of international students leave Goa immediately after their arrival. Saying that 20% of international student leave because of language barrier may be an answer but that will be only an assumption. To understand the level of capability of International undergraduate students with regard to the workload and study amount provided by their concerned colleges.

To measure the level of loyalty of International undergraduate students towards education in Goa.To understand which areas of education should be improved upon?

BACKGROUND

Education in Goa:

The smallest state in India, Goa covers an area of 3,702 km2. Situated on the western coast of India, Goa shares its northern boundary with Maharashtra. Karnataka covers the eastern and southern boundary of the state. Panaji is the capital city of the state of Goa. One of the major tourist destinations in India, Goa also houses some of the best educational institutes of the nation. The scenario of education here is comparatively better than many other states of the nation. According to the 2009 census report, the state has a literacy rate of 82%- well above the national average. Goa is served by Goa University, which offers various undergraduate, postgraduate, and PhD as well as diploma courses. Most of the colleges offering various courses in Goa are affiliated to Goa University.

GOA UNIVERSITYGoa is considered to be one of the most favorable destinations in India for the candidates to pursue their higher studies. University of Goa formed under the Goa University Act of 1984 is accredited to National Assessment and Accreditation Council. Situated on the outskirts of Panaji, Goa University is one of the reputed centers for higher learning in India. The university offers both technical and general courses for the students to join. The subjects offered by Goa University at both undergraduate and post graduate levels are Social Sciences, Life Sciences and Environment, Natural Science, Commerce, Management Studies, Engineering, and Architecture, Performing and Fine Arts, Music, Language & Literature, Law, Education and Medicine and Dentistry. Most of the colleges affiliated to Goa University offer full time courses on various subjects.

In 2001 the University was accredited with Four Star rating on a 5-point scale by NAAC (National Assessment and Accreditation Council). Its PG departments, over the years have developed excellent facilities for research. Seven of the Science Departments are currently supported by DST under FIST (Funds for Infrastructure in Science and Technology) with grants ranging from rupees 25 to 50 lakhs. Four Science Departments receive research grants under SAP (Special Assistance Programme) of UGC. OSTC (Ocean Science and

Technology Cell) attached to the Department of Microbiology receives special grant from DOD (Department of Ocean Development) for its research activities. These are in addition to 50 research grants awarded to individual faculty members by UGC, CSIR, DST, ICMR, DBT, DOD, ICHR, etc.

The National Institute of Oceanography is one of the best institutes in India to look for higher studies in this field. Goa Institute of Management is an autonomous Management institute established in the year 1993.

Bachelor Courses offered at Colleges Affiliated to Goa university:Colleges in Goa offer courses in popular streams like Arts, Science, Management, Commerce, Hotel Management, Computer Application, Law, Tourism and Travel. There are also a number of colleges that offer professional degree and diploma courses in disciplines such as pharmacy, architecture and dentistry along with other regular programs. Goa Colleges are also well-known in India for offering professional courses in fisheries, marine engineering as well as hotel management. There are also a number of engineering colleges in Goa that offer B.E or B.Tech in Mechanical, Electronics & Telecommunication and Computer Engineering. Other courses are offered in disciplines like medicine, law, nursing, ayurveda, homeopathy and many more.

SAMPLING DESIGN

Target Population: The target population of the study is all International undergraduate students studying in various colleges affiliated to Goa University. The total population of the undergraduate students is close to 336 students studying in 10 different colleges affiliated to Goa University.

Sample Size: A sample of 100 students has been taken from 10 affiliated colleges of Goa University shown in the Table below. The sample is further classified into 40 for Afghans 40 for Arabs and 20 for Africans. Since the Number of Afghan and Arab students are 86% of total International students in Goa hence the sample size of 40 Arab students and 40 Afghan students respectively.

Sampling Method: the method which is used for sampling is disproportionate stratified sampling method. This particular method is used:

To increase the sample’s statistical data. To increase efficiency of the research as the target population is divided into 3

stratums or subpopulation. To provide adequate data for analyzing various subpopulations or stratums.

RESEARCH DESIGN

The areas covered in the research are assessing the satisfaction level of International undergraduate students with different parameters of education such as syllabus, libraries, Lecturers, computer labs, infrastructure, classroom environment and classroom culture. Other areas which are sought in the study are the capability of International students vis-à-vis the study workload, their loyalty towards Goan education and on an overall base the contribution level of education to the increase in number of International students in Goa.

Administered interview method is used for this survey, and the whole data is collected at one time interval. The sample size for the survey is 100 respondents out of 336 target population, and the disproportionate stratified method of sampling is used for the research.

The questionnaire is consisted of 28 questions, out of which 27 are objective question and 1 is an open-ended question. The questionnaire is written in English, and simple language is used, because the target population’s native language is not English.

Respondents were also asked as to why you think international students leave Goa. This question was asked to find out what factors can possibly affect International students departure from Goa or shift to other cities. This question is not put in the Questionnaire.

Before designing the final questionnaire, a pilot survey was conducted by which the important aspects and dimensions of education were identified.

DATA COLLECTION

The primary data is collected alone by the researcher in March 2011. As the target population was divided into 3 strata, thus the data was collected in 3 phases.

The secondary data is also collected by the researcher in March 2011 from Goa University Section 1, Goa University website, India Education website and Department of Higher Education, Goa.

DATA ANALYSIS

The methods used for analyzing the data are: the Satisfaction Level Evaluation, Gap Analysis, Comparison Analysis, Column/Bar Charts and Tabulations.

Satisfaction Level Evaluation MethodThe satisfaction level scoring of International students with the different factors of education is calculated as per their responses. The following method is used for scoring the satisfaction level and calculating the average satisfaction level score.

The score for very dissatisfied response is -2, for dissatisfied response is -1, for average is satisfied response is 0, for satisfied response is +1 and for very satisfied response is +2, thus the highest score for satisfaction level is +2.

The number of responses for each response type is multiplied into the scoring value of the response type which gives the score for each response type. And finally the sum of response types score is calculated and divided by total number of responses for each factor which will give the satisfaction level score for the concerning factor. The number of responses for each factor is 100 as a sample of 100 students was surveyed.

a. Contents’ Adequacy: means size of syllabus. Are the components of the syllabus adequate and enough to cover all aspects of the concerned subject?

Evaluation of satisfaction vis-à-vis syllabus:Contents’ Adequacy: Satisfaction level of International students with regards to contents adequacy of syllabus scores 0.82 which is above the average and satisfactory.

Contents Necessity: Satisfaction level of International students with regards to contents’ necessity scores 0.89 which is satisfactory and above the average.

Being Updated: Satisfaction level of International students with regards to being updated factor scores 0.5 which is above the average and satisfactory.

Method of Teaching: Satisfaction level of International students with regards to teaching methods used scores 1.02 which is the highest among the factors mentioned above and which is definitely satisfactory.

The overall rating of syllabus is 0.8075, which is satisfactory.

95% of Arab students are satisfied with their classmates’ attitude, 92.5% of them think their Goan classmates are competent, 75% are satisfied with regards to their Goan classmates’ behavior with them and 90% of them believe their classmates are interested in their studies.

Interpretation: In this graph, zero represents average satisfaction, positive values represent satisfaction and negative values represent dissatisfaction.

International students are most satisfied with Syllabus, Faculty Members, Library, Local Student Behavior and classrooms which ranks the least in their satisfaction. They are most dissatisfied with the infrastructure and computer laboratory.

The chart shows that overall International students’ satisfaction is positive at o.1723 and it indicates that international students are satisfied on an overall scale.

This part of the study describes the capability of International students to cope up with study work load.

Findings, Interpretation and Analysis34% of International students strongly agree and 43% of students agree that they can cope up with the studies and workload. 22 percent said they are neutral, which means that they neither agree nor disagree with this statement. Only 1% disagreed with the statement and none of the respondents strongly disagreed with the statement.

The study shows that almost all of the International students are able to cope up with the workload and amount of study and are not overloaded with studies and related assignments and exams.

As far as Arab Students are concerned, 27% strongly agreed, 22% agreed and 48% were neutral about the statement. Only 3% disagreed. This indicates that in comparison to Afghan and African students, Arab students have problems when it comes to coping up with education demands in Goa.

This part of the study discovers the loyalty of international students towards the education in Goa. In this regard two questions were asked from the students that indicate their loyalty towards Goa and Education in Goa.

INTERNATIONAL STUDENT LOYALTY

Question: What do you think would be the reason for International students leave or shift to other state?

This question was not put in the questionnaire. However, all the respondents were asked directly by the researcher about the possible reasons why international students leave or shift to other states.

The study indicates that there are three possible reasons for an international students leave or shift to other states. These three reasons are Language Barrier, Not being able to with mix with locals. Thus, they feel misplaced and miss their families and friends back home and the last reason is they assume that Goan education is not good by observing colleges’ infrastructural problems. They think that if infrastructure is so bad then what would the education be inside.

19% of international students think it is because of the language barrier, 24% think it is because they are not able to mix with local and feel misplaced and 57% think that they assume that the education is not good by looking at the infrastructure of colleges in Goa.

SUMMARY AND CONCLUSIONS

The study shows that International students are satisfied with overall educational system in Goa. Among all elements of education, the most dissatisfactory element in Goa is the infrastructure of colleges and the most satisfactory is the syllabus. The survey indicates that the satisfaction level with regards to infrastructure and information technology or computer lab is dissatisfactory and the satisfaction scores below zero, while other elements such as syllabus, lecturers’ performance, library, and classroom culture are satisfactory and above average. Overall satisfaction with the services is above the average i.e. positive (0.1723).

The study also indicates that a large number of international students can cope up with demand of education in Goa. A Large number of these students are loyal to Goa University and colleges affiliated to it.

The study shows that approximately 20% of international students leave Goa or shift to other states in India because of either Communication Barrier or not being able to mix up with people therefore they feel lonely and misplaced and miss their families and friends badly back home, or they assume that education is Goa is not good by looking at the infrastructure of these colleges.

The major findings of the study are as follow:

Syllabus: the overall satisfaction with regards to syllabus is above average and it scores 0.8075 on a (-2 to +2)-point scale.

Faculty: the overall satisfaction level with regards to faculty performance is above average and it scores 0.6233 on a (-2 to +2)-point scale.

Information Technology: the satisfaction level with regards to information technology i.e. the computer laboratory is dissatisfactory and below average. The overall satisfaction scores for computer laboratory is -0.44. Especially the satisfaction score for internet access and the speed of computer is very low.

Infrastructure: infrastructure is the most dissatisfactory element of Goan colleges which means there are a lot of improvements required in this section. The satisfaction level score for infrastructure is -0.868 on a scale of (-2 to +2). The infrastructure is dissatisfactory in all aspects, especially with regard to the toilets.

Classroom Physical Environment: the classroom physical environment is satisfactory element of education in Goa. The satisfaction score of classroom environment is (0.02) which lies above the average.

Local Students Behavior with International Students: The satisfaction level with regard to classroom culture or behavior of local students is above average which shows satisfaction. The satisfaction level score for classroom culture is 0.5.

International Student Capability vis-à-vis Workload and amount of Study: the study shows that almost all of the International students are able to cope up with the workload and amount of study and are not overloaded with studies and related works

International Student Loyalty towards Goa Education: International students’ loyalty is above average. International students are loyal despite the fact that they are dissatisfied with few aspects of education such as infrastructure and computer laboratories. This loyalty can be attributed to the fact that almost all international students who come to Goa belong to middle income families. Thus for these students infrastructure doesn’t matter much as far as the degree matters. So as shown in the study international students in Goa are more concerned about the quality of education rather than the infrastructural facilities.

RECOMMENDATIONS

The concerned authorities should start improvement on educational system of Goa from the infrastructure and information technology which has a very significant impact on learning process of students and has a significant role in creating a brand image for educational institutes.

In the second step they should improve the classroom environment which has a high impact on the concentration of the student.

Moreover, the concerned authorities should start working on improvement of syllabus and teachers performance, as both of them are the most important elements of education. The syllabus should be updated time to time and teachers need to be trained timely in certain concerned areas.

Additionally, further research initiatives should be taken in order to more broaden the understanding of International student satisfaction. A recommended research would be the International student satisfaction with regard to external factors related to education in Goa.

As Goa, tries to attract students from the emerging countries of the world, it is but imperative that Goa tries to improve its educational infrastructure. The level of infrastructure should be better than what International students already have back in their respective countries. Buildings, classrooms, level of technology and other facilties like computer laboratory, gymnasium, canteens, playground and even areas for other extra curricular activities that foster the overall growth of these international students. Also, the more the number of students, more the chances of making Goa a global educational destination. These show advances in providing the best in education. This will definitely further help boost the education sector even for the locals their improving their level of education. The more th
