Melbourne is the capital city of Victoria. It is located by the Yarra River and surrounds Port Phillip Bay with its beautiful beaches and water sporting facilities. It is a beautiful city with many attractive parks, gardens, sporting venues and scenic surroundings. Melbourne is a world-renowned cultural, artistic, financial and communications centre served by an international airport, a cargo and passenger seaport, and rail links to neighbouring states. Melbourne is often voted the world’s ‘most liveable city’ and offers clean fresh air and an abundance of amazing parks and gardens.

Melbourne is considered to be the shopping capital of Australia and offers some of Australia’s biggest shopping complexes as well as sophisticated, exclusive boutiques and a host of lively and popular markets. Melbourne has a population of over 4 million people, one quarter of which were born overseas making it one of the world’s most multicultural cities.

There are people from 140 nations living harmoniously together. This broad ethnic mix has brought many benefits to the city including a wide range of cuisines and over 2,300 elegant restaurants, bistros and cafes.

Sometimes called the culinary capital of Australia, Melbourne has a vast array of restaurants, offering a variety of international cuisine. Bustling Chinatown in the heart of the city, serves up the finest of Asian cuisine and culture. Several other Melbourne streets are dedicated to Vietnamese, Italian and Greek food - cuisine to suit every palate and many to suit a student’s budget.

Melbourne has an efficient public transport system with trams, trains and buses providing an extensive network throughout the city and suburbs. Melbourne is a sprawling city with suburbs extending up to 50km from the centre of the city. The city centre is on the banks of the Yarra River, 5km from Port Phillip Bay. The city centre features world class department stores, historical architecture, theatres, galleries and arts centres. Melbourne is only a short distance from many beautiful beaches as well as the Victorian mountain regions which are extremely popular for skiing in winter.

In Australia, not only is there the opportunity to improve your English through specialist study in an English-speaking environment, but all sectors of Australian education and training provide tuition in many other languages as well. English as it is spoken in Australia is easily understood by all other English-speaking nations. While there are some minor differences in accent between the cities and country areas the difference is much less than you will find in America, Britain and Canada. As you improve your English in Australia you will learn some of our slang, and have a lot of fun explaining the meanings to your friends and relatives at home.

In addition to paying the full cost of their courses, full-fee students must meet all their own travel and living expenses, plus administrative charges made by the institution. A single person studying in Melbourne will need about $19,830 each year in addition to the tuition Fees*. This amount also depends on the type of accommodation a student chooses. An additional A$6,940 for a person with a partner or spouse, and A$2,970 for child per year is required. For accompanying children, additional tuition fees may incur for their study purposes while they are in Australia. HOW TO APPLY? IMPORTANT INFORMATION

Applications for admission by international students must be made using the student application form. You may contact the admissions department for application processing at [email protected] (application form can be downloaded from www.baxter.vic.edu.au). Students must complete the student application form and send the completed form to the institute together with certified copies of the following:

Completed student application forms will be processed by the institute and the application assessed on the basis of the information supplied. The participants for each program offered by the institute will be selected in a manner that reflects access and equity principles. You may speak to our staff or visit our website for more details.

Students who cannot produce verifiable evidence of English proficiency (such as a recent IELTS score or equivalent) may be required to complete an English Placement Test (EPT) in order to determine the most suitable training option for the student. Baxter Institute does not enrol international students under the age of 18 years on a student visa.

ENGLISH PROFICIENCY ENTRY REQUIREMENTS

1. Having arrived at an admission decision, the English language skills (language and literacy) will be assessed via the pre-training review process. If the student has an IELTS score of 5.5 or equivalent the applicant will be admitted to his/her chosen course*.

2. If an applicant cannot produce a satisfactory IELTS score or equivalent, and there are doubts about English language skills to cope in an academic environment, the applicant will be advised to enrol in an EAL (English as a Additional Language) course at Baxter Institute for an appropriate duration until the student achieves an IELTS score of 5.5 or equivalent (Certificate III EAL)

Mature age entry for applicants who can demonstrate an ability to undertake the course through interview & LLN test.

OVERSEAS STUDENT HEALTH COVER (OSHC)Overseas student health cover (OSHC) is insurance that provides cover for the costs for medical and hospital care which international students may need while in Australia. If you are an international student studying in Australia, you must purchase an approved OSHC policy from a registered health benefits organization – commonly referred to as a health fund before applying for your visa.

The Department of Immigration and Border Protection requires you to maintain OSHC cover for the duration of your time on a student visa in Australia. OSHC can be arranged through Baxter Institute upon request via BUPA (Bupa Australia Health Pty Ltd). Prior to making an application for BUPA’s OSHC, students must read the rules. DEPARTMENT OF IMMIGRATION AND BORDER PROTECTIONAccording to the Department of Immigration and Border Protection, you must provide evidence that satisfies the assessment factors applicable to you to be granted a student visa. Assessment factors include your financial situation, English proficiency, likely compliance with the conditions of your visa and any other matters considered relevant to assessing your application. Students must notify the institute of changes of address, telephone number, email address and fax number within 7 days of the change, which is a requirement of visa conditions. WORKING WHILE STUDYING IN AUSTRALIAImmigration laws allow students to work for a limited number of hours, currently 40 hours per fortnight during school terms. However, work is not easy to find and under no circumstances can students rely on income earned in Australia to pay tuition fees.

CREDIT TRANSFER AND RECOGNITION OF PRIOR LEARNING (RPL) Credit transfer is a process that provides students with agreed and consistent credit outcomes for components of a qualification based on identified equivalence in content and learning outcomes between matched qualifications. The credit transfer process involves:

» Mapping, comparing and evaluating the extent to which the learning outcome, discipline content and assessment requirements of the individual components of one qualification are equivalent to the learning outcomes, discipline content and assessment requirements of the individual components of another qualification.

» Making a judgement about the credit to be assigned between the matched components of the two qualifications.

Credit will be granted in accordance with the Credit Transfer procedure.

Recognition of Prior Learning (RPL) is an assessment process that involves assessment of an individual’s relevant prior learning (including formal, informal and non-formal learning) to determine the credit outcomes of an individual application for RPL. The outcome will be determined in accordance with the institute’s RPL procedure.

To apply for credit transfer or RPL, students must complete the relevant application form and attach copies of certified documents to support the application. Please refer to the website for details or speak to our support staff for assistance.

ACCOMPANYING DEPENDANTSIf you come to Australia as an overseas student on a student visa, you should be aware that your school-aged dependants who accompany you will be required to be enrolled in either a government or non-government school. You are required to pay full fees for their education throughout the duration of their visas in Australia.

FEES AND REFUND ARRANGEMENTS

1. Refund applications must be made by completing Refund Application form FN108 and sending it to the Finance Department of the institute. The student Refund Application Form is available from the institute/website. Refund application forms must be submitted by email to [email protected], in person or by fax (03) 9654 1049, addressed "Attention: Finance Department". Whether the student is entitled to a refund or not, they will receive written notification of the outcome which will include an explanation of how the refund was calculated within 20 working days of receipt of the refund application (for refunds that relate to provider default refer to section 2). The refund will be paid to the student or another person nominated in writing by the student. If a credit card is used to make payment(s), the institute will refund the amount on to the credit card used for the payment(s). Where an application is withdrawn or cancelled notification by submitting “Cancellation Form SS115.a” must be provided. For refund calculations other than a student visa refusal, the refund is based on the commencement date of the first eCoE for that particular visa application, OR the commencement date of the CoE for which visa is granted (in the instance that an eCOE was not issued, the refund will be based on the commencement date of the first Letter of Offer (LOF). Any deferred or subsequent COEs or LOFs will not be considered for the purposes of calculating a refund.

2. In the unlikely event that the institute defaults by failing to start the course or the course ceases to be provided after it starts, you will be notified of the default in writing within 3 business days of the default occurring. You will be offered a refund of all the unspent tuition fees and if you accept, the refund will be paid to you within 14 working days from the day the default occurred (provider default). Alternatively, you may be offered enrolment in an another course by the institute at no extra cost and for which you meet all the entry requirements. You have the right to choose whether you would prefer a refund of unspent tuition fees, or to accept a place in another course. If you choose placement in another course, we will ask you to sign a document to indicate that you accept the placement. Where the institute is unable to meet its obligations of providing you with a refund or an alternate course you will benefit from the Tuition Protection Services (TPS). TPS is an initiative of the Australian Government to assist international students whose providers are unable to fully deliver their course of study. TPS will contact you and place you in a suitable alternative course at another education provider at no extra cost. If there are no suitable alternative courses or offers, you may apply for a refund of the amount of any unspent tuition fees. 3. Fees not listed in this refund section are not refundable. Prior to a student enrolling, fees may be altered without notice. Once a student has completed enrolment, fees will not be subject to change for the normal duration of the course. If a course length is extended and agreed to by the student, then any additional fee will be required to be paid prior to the extension of the course.

4. All required fees and charges must be paid prior to course commencement unless a “PAYMENT SCHEDULE AGREEMENT" is arranged with the institute. Students may be excluded from class and subject to the institute’s cancellation process for non-payment of course money. Student tuition fees are safeguarded through the use of insurance and assurance schemes mandated by Australian legislation.

5. Course money is incurred when each study period of the course commences. Baxter Institute may offer installment payments on the basis that the payments will be made on the scheduled dates. If a student is in breach of their payment schedule agreement, the institute has the right to cancel the agreement and request entire payment for fees owed, also, the institute’s cancellation process will take effect as this is a breach of the Written Agreement and the institute’s Code of Behaviour for students.

6. The institute has the right under ESOS Act to refuse to provide a course to a student who fails to pay an amount he or she owes

the provider, directly or indirectly, in order to undertake the course.

7. If an enrolled student obtains permission to transfer to another course within Baxter Institute, all unspent tuition fees paid will be credited to the new course.

8. Prior to commencing a course with the Institute, students must pay the total of the minimum payment stated in their student written agreement and any outstanding debts (if any).

9. Payment will only be allocated for material and equipment fee after the full payment of tuition fees for the first study period has been paid.

10. Payment made towards Overseas Student Healthcare Cover (OSHC) is subject to the OSHC provider’s refund policy and procedures.

11. There will be no tuition fee reduction/ exemption granted for students who complete a unit of competency/ qualification earlier than the proposed end date.

STUDENT CODE OF BEHAVIOURThe institute has a Complaints and Appeals procedure to provide students with a fair and equitable process for resolving any disputes or complaints they may have. There are consequences for non-compliance with the Student Code of Behaviour including immediate suspension in the case of severe breaches, and/or behaviour that may be construed as threatening to the safety of the student, other students or any person on the Baxter Institute premises.

The Student Code of Behaviour requires the following rights and expectations to be respected and adhered to at all times: » The right to be treated with respect from others, to be treated fairly and without discrimintation regardless of religion, racial and cultural differences, sexual preference, age, disability and socioeconomic status

» The right to be free from all forms of intimidation

» The right to study in a safe, clean, orderly and cooperative environment

» The right to have personal property (including computer files and student work) and Baxter Institute’s property protected from damage or other misuse

» The right to have any disputes settled in a fair and rational manner (this is accomplished by the Complaints and Appeals Procedure)

» The right to work and learn in a supportive environment without interference from others

» The right to express and share ideas and to ask questions

» The right to be treated with politeness and courtesy at all times

» The expectation that students will not engage in cheating or plagiarism

» The expectation that students will submit work when required

» The expectation that students will be punctual for classes

» The expectation that students will treat institute staff, trainers and fellow students with respect and without discrimination

COURSE ASSESSMENT AND COURSE DELIVERYA number of approaches to course assessments are used by the institute. Assessment approaches may include: observation of performance in class, workshops or practical tests, case studies, projects, assignments, presentations, role plays, written/online tests. A number of approaches to course delivery are used by the institute. Course delivery approaches may include teacher led classroom delivery, workshops, seminars, tutorials, supervised study and computer aided learning. During class time, students will be expected to participate by, for example, answering questions, giving opinions, demonstrating tasks, working with others in groups, making presentations and role playing situations.

SATISFACTORY COURSE PROGRESSAt Baxter Institute we have chosen to monitor our international students based on Academic Progress Requirements under Standard 10 of the National Code. If a student does not have satisfactory academic progress, he or she will be reported to Department of Immigration and Border Protection via PRISMS which may lead to the cancellation of their student visa. For the institute, unsatisfactory progress is defined as not successfully completing or demonstrating competency in at least 50% of the course progress requirements of that study period as defined in the training plan.

A study period is a discrete period of time measured in weeks. The study period begins from the student’s actual commencement date. The course may contain one or more study periods. For courses of less than 24 weeks, the entire course will be a single study period. For longer courses there will be more than one study period. Different courses have study periods of different duration. All study periods within a course will be the same except for the final study period which may be shorter due to a course coming to an end, but it will still be considered as a full study period. The study periods of all courses are prominently listed in the enrolment form, letter of offer and student agreement so those students have full access to all necessary information regarding study periods prior to commencing their course.

Baxter Institute monitors international students every five weeks across all study periods that students are enrolled for, including compulsory study periods and non-compulsory periods. A compulsory study period is one in which the student must enrol unless granted a deferral or suspension from enrolment or leave of absence under standard 13 of the National Code; an example of a non-compulsory period is a term break. Students who are in danger of being unable to complete

a course within the expected duration of study as recorded on the CRICOS register can be considered “at risk” of not meeting satisfactory course progress requirements.

Students will be interviewed, counseled and placed on a course intervention strategy which may include, but is not limited to academic skills support, additional English support, additional tutoring, or placement in a more appropriate class to get back on the right track of having satisfactory academic progress requirements. The course intervention strategy may be activated at any time by the institute during the study period to support students if required. A warning letter can only be sent to a student “at risk” after that study period has ended. If a student is identified as not making satisfactory course progress in a second consecutive compulsory study period in a course, the institute must notify the student of its intention to report the student to Department of Immigration and Border Protection for unsatisfactory progress. The institute does this through the written notice of intention to report the student for unsatisfactory progress.

In the notice Baxter Institute must inform the student that he or she is able to access the registered provider’s complaints and appeals process under Standard 10 and that the student has 20 working days plus 2 days for postal handling from the date of issue in which to do so.

Where the student has chosen not to access the complaints and appeals processes within the 22 working day period, the student withdraws from the process, or the process is completed and results in a decision supporting the institute (i.e. the student’s appeal was unsuccessful) the institute must notify the Secretary of DIBP through PRISMS as soon as practicable of the student not achieving satisfactory course progress.

If the student’s appeal is successful or there are compassionate or compelling reasons for the lack of progress, ongoing support must be provided to the student through the institute’s intervention strategy, and the institute will not report the student.

DEFERRING, SUSPENDING OR CANCELLING THE STUDENT’S ENROLMENTStudents may initiate a request to defer commencement of studies or suspend their studies on the grounds of compassionate or compelling circumstances. Students wishing to defer the commencement of studies or suspend their studies must apply to do so in writing to the institute by completing Deferral or Suspension form AD106 and submitting supporting documents. The institute may decide to suspend or cancel a student’s enrolment by its own initiative as a response to misbehaviour or poor academic results of the student. Deferral of commencement, suspension of enrolment and cancellation of enrolment have to be reported to Department of Australian Border Force via PRISMS and may affect the status of a student visa.
