Logistics of mayoral election hasengaged in the printing process since the beginning of this April. They consisted of ballots, votercards and forms C1-C9. Other logistics of mayoral election were distributed to subdistrict elec-toral committee (PPK) on Thursday. Such distribution was carried out after passing through thechecking process on their details both in terms of quality and quantity used in the upcomingmayoral election on May 4, 2010.

SYDNEY (AFP) – A giant NASA science balloon crashed during take-off in Australia Thursday,destroying its multi-million-dollar payload, toppling a large car and narrowly missing frightenedobservers.

The balloon, the size of a footballfield when inflated and designed tofloat up to 40 kilometres (25 miles)high, deep in the stratosphere, flut-tered back down to the Alice Springslaunch site after it came loose.

Witnesses said they were asked tomove out of the way before the pay-load, containing expensive scientificinstruments, was suddenly draggedacross the launch site.

“We started moving the cars andjust barely made it out without get-ting smashed,” one witness said.

“(There was) debris flyingthrough the air everywhere,” said

Scientists last week completed asimilar balloon flight to measure X-rays and gamma rays sent out byvarious stars and galaxies from deepin the Earth’s atmosphere.

Ravi Sood, director of the AliceSprings Balloon Launching Centre,said scientists involved in theNASA-sponsored project were ex-tremely disappointed.

INGREDIENTS:2,5 lt (10 cups) water600 gr (1 ¼ lb) ox tongue, washed well1 cup beef stock4 tbsp sweet soy sauce (kecap manis)2 tbsp thin soy sauce¾ tsp ground black pepper¼ tsp freshly grated nutmeg4 ea salam leaves3 fragrant lime leaves3 tbsp fried shallots3 medium size potatoes, peeled and cutin 2 cm (3/4 in dice)Fried shallots to garnish

PREPARATION:1. Bring water to boil in a heavy stockpot, add beef

spice paste and salam leaves, whole ox tongue andbring back to boil.

2. Reduce heat and simmer for approximately 3 hoursor until tongue is cooked and very tender.

3. Plunge ox tongue into ice water and cool for 5minutes. Peel skin off with a sharp knife.

4. Slice ox tongue in thin even slices and place insaucepan.

5. Fill up with beef stock and add all remainingingredients. Bring to boil, reduce heat and simmer for 10minutes.

6. Add potatoes and continue to simmer until potatoesare cooked.

“It’s very important that thispackage of measures is not viewedas based on one policy, which is theexchange rate,” Singh said.

The IMF said last week a stron-ger yuan was “essential” for both theChinese and world economies, heap-ing more pressure on Beijing to re-value the currency, which has beeneffectively pegged at 6.8 to the dol-lar since mid-2008.

Critics say the policy has givenChinese manufacturers an unfairadvantage by making their exportscheaper.

But he said Ferrari and Renault hadmade a presentation to the rest of theteams that had convinced Williams thatan early reintroduction of KERS wouldbe financially viable. “[Waiting until2013] was our position up to whenFerrari and Renault submitted a pro-posal to FOTA that they could do it forless than a million euros,” Michael said.

“So our position now is we’re do-ing KERS for 2011, and so is theirs.”

Michael is confident that the Ferrari/Renault proposal makes KERS muchmore realistic than it was last season,when all the major teams spent largesums on developing the technology, butfew actually raced it. “I wouldn’t saythat’s incompatible with cost saving,because it’s got to be less than a mil-lion euros, so that’s quite different tospending money on a new engine de-velopment programme, for example,”said Michael

“It’s not like the KERS of old, whenyou were spending 10 to 20 million,or even more. It’s [now] a million eu-ros for the running costs.” He said Wil-liams had always been in favour of theKERS concept, and was only con-cerned about the financial implications.

JARNO Trulli says he has been frustrated by all theproblems that have marred his start to the season withLotus, and the Italian claims it feels as if he has hardlydriven. “Obviously I knew that it wouldn’t be easy, thateverything would be new and we would need time,”Trulli told Autosprint magazine. “However, I had ex-pected at least to drive. in favour of Kinetic Energy Recovery Systems returning to For-mula 1 as early as 2011 having been convinced that the devicesare now cost-effective. Amid continuing discussions on the fu-ture of KERS - which remains available in the regulations, butwhich the teams have agreed not to use in 2010 on cost grounds- Michael admitted that Williams had previously preferred towait until the major rules overall due in 2013.

“We’re supportive of KERS at Will-iams, but our [original] position was thatwe would rather it was integrated prop-erly in the 2013 engine,” said Michael.“It’s something F1 can contribute to. Alot of road cars are going with KERSnow, so it makes sense for F1 to have it.We thought ’13 was a better introduc-tion point, but we’ve got to go with theagreement that everyone signed, andthat was if someone proved by the endof March that they could do it for amillion euros, then they can.”

“The attraction from my point ofview is it makes the car go faster. Ifsomeone’s got KERS then you can’tafford not to have it. You’re talking threeor four tenths [per lap]. “It was quicker[to have KERS] by the end of last year.If you look at McLaren, in Ahu Dhabithey were very competitive until theyhad the brake failure, and that was withthe old front tyre as well. Now with thenarrow front tyre it will be even easierto make KERS work.” Michael is happythat the rules are sufficiently restrictiveto prevent KERS turning into a costlydevelopment race. “If you didn’t havepower and energy limits it would be adifferent question, but you do,” he said.

Trulli frustrated by Lotus problems

In contrast,team-mate Heikki Kovalainen has enjoyed a lesstroubled start and has 13th, 14th and 15th-place fin-ishes to date. Trulli admitted his main goal at the mo-ment is to beat the Finn, as he reckons Lotus has had notime to make a competitive car.

“On paper, our team is definitely the best among thenew outfits in F1,” he said. “We operate like a real teamin the top series, but unfortunately we are only at 10%of our potential because of lack of time. There’s no test-ing, and the racing weekend is the only chance to testand oil the structure. For us this is our apprenticeshipyear: we’ll see the potential in 2011, when many struc-tural problems will be behind and we’ll be able to con-centrate on the design of the new car. My aim today isto stay ahead of my team-mate and to lead among thenew teams. The rest is just dreaming: you can think ofgetting into Q2, but you need a disaster to happen, likeit did in Malaysia.”

He added: “The package with Cosworth engine andXtrac gearbox has little influence over the lack of per-formance, I think no more than 10%, so the problemsare elsewhere. The thing Lotus has lacked is time, themain culprit for our difficulties. “Had we had time toprogram everything more in advance, we would havebetter prepared the structure, the car, the gearbox, ourhydraulics system and everything you need to start well.All this work is being done now, race after race.”
