EXTEND OF INTEGRATION

Most of policies and strategies have not yet integrated (climate change) adaptation mainly due to:

Absence of National (Climate Change) Policy and its implementation strategy

Little understanding of the subject (as a relatively new issue)

However, there are documents that have already integrated climate change:

National Strategic Development Plan (NSDP) 2012/14-2016/17

Gender and development policy (2014)

Primary and Secondary curriculum

EXTEND OF INTEGRATION

NSDP 2012/13-2016/17Has 6 strategic goals (SG):

SG V: “Reverse environmental degradation and adapt to

climate change” through

Undertaking or reviewing vulnerability assessments and review sector plans and programmes to improve mainstreaming of climate change

Consolidating the national climate change policy and adaptation strategy, agenda and investment programme

Upgrading standards for infrastructure development to climate-proof investments

Developing mechanisms to improve access to climate change adaptation technology and use

EXTEND OF INTEGRATION

GENDER AND DEVELOPMENT POLICY(2014)

The Policy advocates for measures to address issues of gender and climate change through implementing the following objectives, among others:

To promote women’s participation in climate change decision-making To develop gender-responsive environmental policies and programmes (Selected only those related to adaptation)

PRIMARY AND SECONDARY SCHOOL CARRICULUM The curriculum now includes topics on climate change

PROCESS, METHODS

National policies and strategies are developed through nation-wide consultations + desktop assessments

There are other activities/processes facilitating

integration

GCF readiness support – strategic frameworks

Public awareness and education: Teachers toolkit, competitions + public gathering

Coordination: NCCC Composition: Gov, CSO,UN-A,Private Sector Coordinates CC activities Platform to share information

CHALLENGES FOR INTEGRATION

Lack of policy direction on climate change issue

climate change was still an emerging issue at the time of their development

Climate change is not one of the crosscutting issue in the NSDP → limited integration

NSDP in not implementable → needs implementation strategy

NAP is at a very young stage

EFFORTS TO ADDRESS CHALLENGES

Development of CC policy & implementation strategy has started with EU support, official launch is next week

Public Awareness including media sensitisation through media awards event

LESSONS

For integration to be smooth, there should be guiding policy and implementation strategy

Climate change should also be considered a crosscutting issue

All stakeholders should have adequate understanding of climate change issue

Therefore awareness raising is critical
