India’s urban population is currently 31% of its total population. Demand for cars going up @15% p. a. On an average, parking space requirement has out-stripped the number of

vehicles by 45%. On –street parking congesting the already congested roads. Parking spaces for the rising car population has become a major challenge

for Effective City Transport System.

Optimum Utilization of space with increased number of parking slots. Low parking and retrieval times. Driver friendly and secured. Environment friendly due to reduced emissions and fuel savings. Potential to make huge difference in urban transport planning.

Automated Parking Systems- Trolley Parking

Fully Automatic System. Vertical lift running from vehicle entrance level to each parking level and independently working trolley.

Efficient for high density and high parking cycles.

Fully Automatic System. Translator simultaneously operated vertically and horizontally to move vehicles in-out on all levels.

Fully Automatic System. Centrally located elevator moves vehicles vertically and horizontally.

Semi-Automated Parking Systems- Puzzle Parking

Semi-Automatic System based on Hydraulic or Chain-pulley mechanism.

Upper and Lower pallets move vertically and horizontally for in-out vehicular movement

Modular in nature and has multiple entry points.

Selection -Automated/Semi-Automated Parking

Which Parking System? Where?

Planning revolves around vehicle density and frequency.

Trolley & Translator Parking equally efficient when it comes to handling high density and high frequency (CBD’s, Railway Stations & Airports).

Puzzle parking/Semi-Automatic Parking solves the purpose for high density but low frequency (Office premises, residential complex)

Planning Authorities, ULB’s and Real Estate Developers has initiated projects.

Most projects initiated by Public Agencies are on PPP. DDA in its MPD 2021 has recognized PPP approach for projects and

identified the locations as well. Thus projects can be taken on fast track by ULB’s.

Office premises and high end housing complex too are keen on Semi-Automatic Parking Systems.

Approach of Stakeholders

Issues

Standalone Automated parking

facility is not financially viable

Commercial development above

parking facility through PPP route

has not been successful so far

Locations though are of high

commercial value but not enough to

fetch higher IRR to the developer

Locations are mostly parks/green spaces.

Projects proposed on such land gets tangled

in legal battles.

Authorities demand premium from

developers for projects on PPP mode. This further affects the

returns.

Parking projects below bus terminals and commercial

dev. above it on PPP is not successful. Developers are

not able to en-cash high ground floor rentals as Gr. Floor is for circulation of

buses.

Conclusion

Public parking facility is required to be seen from a city perspective as a whole and not as a single facility at one location. Projects need to be taken up simultaneously at different locations.

In depth assessment of locations, so as to decide on which projects should be implemented on PPP (Premium) or PPP (Concession Period Criteria) or EPC. Cross subsidise such projects within the parking projects.

Double entry accrual based system of accounting in ULB’s will ease the process of this cross subsidisation.

Consider other options of parking as well like conventional and Semi Automatic parking facilities at different locations so as to reduce the financing burden on the public agencies and thereby making the cross subsidisation model a reality.

Conclusion

Proper traffic circulation planning around the parking facility within the parking site should be given utmost importance.

Use of advance construction methodologies like “Top-Down Construction” and “Prefab Construction” substantially reduces the construction time.
