Kamva who attends Sithembile Primary School in Zwide township is the Junior Kyu Black Belt holder in karate. A member of the Sicelo Apleni Karate Academy in Zwide, Kamva is actually a First Dan Black Belt, but because of his age he is regarded as Junior Kyu - which is equal to First Dan Black belts among adults. According to his elder brother and Karate World Champion Sensei Nkululeko Apleni, he has the highest ranking bestowed upon a child his age in the Nelson Mandela Bay Mu- nicipality and the Eastern Cape. “This was made possible by Kamva’s dedi- cation and discipline in training,” said sen- sei Nkululeko, adding that the young Apleni excels in both Kumite (fighting) and Kata in karate. Kamva has just returned from a trip in Pre- toria where he participated in the JSKA Style and won a gold medal. As the karate champion in his division, he will represent South Africa in Italy in May 2014. But before that, Kamva must represent his country at the Zone 6 All Africa Games in Na- mibia in July. This is after he performed well in Kumite in Durban in All Star Karate where he came second a few months ago. “I love karate. I enjoy training and will do well in the kumite in Namibia and the Style in Italy,” said a soft-spoken Kamva who also aspires to become a successful businessman when he grows up. Kamva is the toast of the school and his love for the sport and discipline have not gone unnoticed by members of the staff in- cluding school principal Vuyo Piedt. “I have noticed how sport instils discipline in our children and our dedicated teachers encourage them to play sports.” Both Nkululeko and Kamva follow in the footsteps of their karateka father, Sicelo Apleni, a sixth Dan Black Belt who started training his children (3 boys and 2 girls) in the garage of his Zwide home. THE Housing Department in the NelsonMandela Bay Municipality is looking for theowners of newly built RDP Houses to takeownership thereof.

The call is directed at people who regis-tered in the municipality’s Housing WaitingList from 2000 to 2005. They are urged to comeand check whether their houses are com-plete, said Municipal spokesperson Mthu-banzi Mniki.

Mniki said people could go to the 9th Floorof the Mfansekhaya Gqobose Building, thatwas otherwise known as City Treasurer, orto the Motherwell Sport Centre, just oppositethe Algoa Bus Depot in Motherwell, to viewthe lists of people whose houses had been

completed.“We fear that these houses will end up be-

ing vandalised if their legitimate ownersdon’t come and claim them,” said Mniki, add-ing that the unoccupied houses were spreadall over Nelson Mandela Bay metro while thebulk were in the Chatty area.

According to Mniki, Nelson Mandela Baymetro acknowledges a backlog in housing de-livery as there are still many people in needof houses.

“But we must make sure that we deliverhouses to the right people - those who qualifyfor and will be able to maintain the houses,”said Mniki.

Mniki said residents who find their namesin the lists should leave their details so thatthe due processes of housing delivery will befollowed to the letter.

A dedicated policeman’s hard work andgood nose to smell out criminals have ledto dagga to the value of more than R2 mil-lion being confiscated in two busts in lessthan a week on the Addo Road.

Warrant Officer Jacques Adlem from theK9 Unit in Uitenhage, made the first bustlast week Wednesday. Dagga to value ofR1,3 million was confiscated and a man ar-rested.

Adlem, who was not on duty when hemade the arrest, was travelling on themain road in the direction of Addo (R335)at about 9am last Wednesday when he not-tced a bakkie that had been involved in anaccident. He pulled off the road and assist-ed the driver.

“The member (Adlem) became suspic-ious about the load on the bakkie and en-quired from the driver about it. He was as-

tonished to discover that the bakkie wasstacked with bags containing dagga,” saidpolice spokesperson Warrant Officer Ger-da Swart, adding that a 40 year-old driverfrom Port Elizabeth was arrested on thespot for illegal dealing in dagga.

The dagga weighed 685.5 kg and has astreet value of R1,3m.

The second bust took place on Mondaywhen Adlem and 2 members were on theirway to Paterson court. They saw a bakkiebeing driven recklessly. Since the roadwas busy they could not make a u-turn im-mediately.

They tried to chase after the vehicle butlost it.

Moments later, however, they saw thevehicle standing next to the road aban-doned. When they searched through thevehicle they found that the canopy couldnot open and that it was full of dagga bags.Adlem confiscated the vehicle and 449 kgof dagga with a street value of R900 000.

EASTERN Cape residents are no strangers topotholes - but an innovative programme bythe Department of Roads and Public Works(DRPW) is set on making potholes in theprovince a thing of the past while developingsmall business enterprises.

The Road Enterprise Development Pro-gramme (REDP), launched in March 2010,has been rolling out various roads mainte-nance projects throughout the Eastern Cape,including everything from large scale resealsand bridge-building to potholes and road fail-ure reliefs.

“The Eastern Cape’s roads have long need-ed attention and the REDP strategically aimsto facilitate meeting these ends, in the proc-ess developing emergent and small construc-tion firms to build roads under mentorshipof established construction companies andengineers,” said Ayanda Vilakazi, Coega De-velopment Corporation (CDC) head of mar-keting and communications.

The CDC is the implementing agent for theprogramme.

The broader community is also benefitingthrough better road links to health, educa-tion, amenities, food supplies and transportroutes.

In the past year over 25 685 cubic metresof potholes have been fixed throughout theprovince - either through the process of plug-ging or base and surface repair.

The process of plugging is when a potholeis immediately patched with cold premix.Base and surface repair is when the road lay-er is removed and a new layer is laid witha new blacktop surface.

The REDP sees the dual benefitof roads construction in the East-ern Cape and simultaneous train-ing and development of small mi-cro and medium enterprises(SMMEs).

The enterprise developmentprogramme targets contractors,material suppliers, quarry opera-tors, plant hires, consultants andmechanics on road infrastructureconstruction and maintenance inthe region.

“A simple approach to mainte-nance and infrastructure upgradeis seeing the creation of jobs andfacilitation of skills develop-ment,” added Vilakazi.

According to the CDC, 80% ofthe total roads constructionprojects have been awarded to

small businesses over the past year.A Queenstown engineer, Laciar Wynne

working on the REDP, said potholes were aperennial problem throughout the countryand that only a complete overhaul of theroads system would address the problem, butadded that the REDP initiative was a step inthe right direction as an immediate solution.

Participants on the project include engi-neers, contractors, grasscutters, flag bearersand safety officers.

The REDP engineers and constructionworkers repair potholes throughout the East-ern Cape and in the process document thesites of repair to ensure they are monitored.

“We are essentially data-basing the state ofthe roads - but this process is not without itschallenges. The reality is that while the re-pair jobs are well done, it is not long beforea new pothole appears directly next to thevery area that had been repaired. In time thecapacitated SMMEs will be used for a com-plete overhaul of the Eastern Cape roads net-work, but for now this approach is the imme-diate solution.”

“The reality is that the Eastern Cape hasmany arterial routes which are used byheavy vehicles like trucks and the REDP ismoving to mitigate immediate problemswhile creating a long-term solution in theform of enterprises which are empowered toprovide the critical infrastructure needed inthe province. This approach ensures deliv-ery and high impact skills development,”said Vilakazi.

Shupi’s team narrowly lost against GarettePrimary School’s U-15 team during the De-partment of Sport, Recreation, Arts and Cul-ture (DSRAC) Port Elizabeth District CricketTournament Finals at the Dan Qeqe Stadiumin Zwide Township last Friday.They brought home a trophy and silver

medals for their attempt and Shupi was verypleased.“My boys started from nowhere to finish

the league well against a formidable Garetteteam in the finals last week. In fact, theyshowed improvement every time they played.Their future looks bright. I am so proud ofthem,” said Shupi, a former professional box-er who never played cricket.Shupi is a qualified cricket coach with a

Sinethemba Sdeba, a Grade 12 learner,has been included in the training squadof the Nedbank Ke Yona Team which willplay against Kaizer Chiefs, the 2013 win-ners of the Nedbank Cup.Nedbank Ke Yona is a brand new con-

cept which kicked-off during April. Thou-sands of soccer players between the agesof 18 and 35 years entered the try-outswhich were held countrywide with thelast try-out on Saturday. The goal of KeYona is to “comb the country for raw soc-cer talent that will contribute to SouthAf-rican professional football”.Out of the thousands of entries received

only 550 players per province are selectedfor regional trials after which only 5 perprovince are selected for the squad of 45.The final Nedbank Ke Yona team is stillto be announced and will consist of 18non-professional soccer players to takeon Kaizer Chiefs.“Sinethemba started playing as a U/11

player for All City Stars. He soon caught

the eye of Highland Spurs’ selectors andthen played in junior and senior regionalleagues,” said Lindithemba Sdeba, Si-nethemba’s brother.“Since his exposure through Ke Yona,

DESPITE having no financial muscle KwaZa-khele-born athlete, Mpumelelo Ndlumbiniaims high with his newly established athleticsclub.

Ndlumbini popularly known as Mpumzatold PE Express Indaba that his club, calledMotherwellAmateurAthleticsClub (previous-lyknownasSouthAfricanProfessionalAthlet-ics Development Club)was established in 2012.To date the club comprises more than 40

memberswho aremainly learners. Ndlumbinistated that in order to be fully recognised hisclub should enter 40 or more athletes duringeventsaccording toEasternProvinceAthletics(EPA) regulations.

“Wehave 30 vestswhich areworn during theEPA League Races and this leaves other ath-letes with no kit. Our major challenge is, how-ever, to transport athletes to races, but we keepon going and going. Our athletes take part inroad running, cross-country, field and track,”said Mpumza.Ndlumbini’smission is toprepare topquality
