IntroductionIntroduction

Relevant legislation:• EU level: Marine Strategy Framework Directive (MSFD,

2008/56/EC) and other legislation• MAP/Barcelona Convention and its Protocols (ECAP)

Sub-regional activities – Adriatic and Ionian Sea countires

All activities are aiming for coherent management approach within a marine region/ sub-region and for sustainable use of the sea

Many cMany challengehallenges on regional level, starting with: s on regional level, starting with:

- selection of relevant indicators, common monitoring programme, - set baseline and boundaries, - set target values

Institute for Water of the Republic of Slovenia

Example: Setting the baseline as 'current state' represents a very different scenario to using 'past state' or 'reference state‘ (Source OSPAR, 2012)

Page 12: Implementation of MSFD and ECAP

Page 13: Implementation of MSFD and ECAP

D1 – Knowledge of relationships is a basis for the development of state/impact and pressure targets, indicators and management measures. (Source OSPAR, 2012)

Institute for Water of the Republic of Slovenia

Example: Example: Relationships between state, impacts, pressures and activities relevant for D1- biodiversity

Common challenges – toward common programmeCommon challenges – toward common programme of measures and good environmental statusof measures and good environmental status

Institute for Water of the Republic of Slovenia

Work together on regional level :•To coordinate and improve initial assessment, incl. new MSFD elements•Select good environmental status indicators•Establish environmental targets and associated indicators•Establish networks of marine protected areas and management measures in these areas•Develop common monitoring programme•Develop common programme of measures designed to achieve or maintain good environmental statusImprove cooperation:•Among experts from Adriatic and Ionian countries,•Among local communities,

•Step forward - coherent public participation on sub-regional level (Adrtaic/Ionian Sea day for general populationAdrtaic/Ionian Sea day for general population?)

Page 15: Implementation of MSFD and ECAP

Common challenges Common challenges Scientific level:•Develop missing methods for monitoring, coordinated on A&I level (underwater noise, marine litter, habitats, physical damage and loss, biodiversity and other open issues and descriptors)•Investigate linkages among status, impacts, pressures and human activities ->sectors•Identify sensitive areas and areas important for protection of biodiversity (coastal + open seas), •Improve knowledge on marine ecosystems services, link between human wellbeing and good status of waters, go beyond sectoral approach (bias in decision making and priorities);

Institute for Water of the Republic of Slovenia

Data bases•Collect existing data and organize common (regional) database for data on status, impacts, pressures and human activities;•Inventory of human activities and related pressures on sub-region;•Improve geographical coverage of data available for assessments (extended monitoring);

Commission Criteria Possible Targets

11.1. Distribution in time and place of loud, low and mid frequency impulsive sounds

The proportion of days per year in which anthropogenic sound sources exceed x db do not show a per annum increase, or are decreasing.

11.2 Continuous low frequency sound Ambient noise levels do not increase.

Institute for Water of the Republic of Slovenia

Content:- Develop monitoring programme- Investigate background noise and set boundary values- Set up emission sources inventory- Investigate impacts on marine fauna- Identify hot-spot areas: (1) high noise levels and (2) sensitive areas important for biodiversity conservation- Overview of possible approach to management

11. Scoping of relevant activities, relevant data. Scoping of relevant activities, relevant data22. Common approach to monitoring for. Common approach to monitoring for all descriptors 1-11, which are initially on different levels of development:

• select relevant indicators for each descriptor • select and agree on methods, baseline and boundaries • monitoring frequency• relevant geographical coverage• data analysis in support to follow environmental targets• gaps analysis and way forward• establish common database

Monitoring should be designed to enable following trends and progress toward objective - good status of marine environmnet

3. Marine protected areas

Scoping of the information on existing protected areas:• Inventory• Overview of existing measures and their efficiency• Identification of new areas, relevant for bidoiversity conservationResult:•proposal of programme of additional measures•proposal for new MPAs with a view to achieve GES

4. Spatial distribution of sea use- Mapping of sea use- Initiate cross border and local communities cooperation

Result:- Spatial distribution of sea use- Stakeholders network

5. Programmes of measures- Overview of existing management measures - Analyse efficiency of measures- Identification of gaps based on Initial assessment- Identification of additional measuresResults− overview of open issues (i.e. remaining environmental problems, hot spot areas or trends showing degradation)− proposal of programme of additional measures for each descriptor (2nd phase)

6. Link to Mritime policy and other regional programmes

7. Finalization, overall results

- Sub-regional Action plan recognising the economic potential of the sub-region and regional sea in harmony with the marine environment carrying capacity

- Dissemination of results
