PrefaceNowadays, Higher Education around the world is confronted with enormous challenges. Globalisation, the knowledge-based economy, the information technology revolution, sustainable development and many other trends are remodelling the forms and values of Higher Education. For instance, the emergence of cyber university and online courses is overturning the teaching approaches and resource advantages held by traditional universities. Therefore, it is necessary and urgent for universities to rethink and adjust their own values, systems, functions and educational patterns in response to the challenges.

Xi’an Jiaotong-Liverpool University (XJTLU) is founded in the broad context that Higher Education worldwide is faced with profound reform. From its early days, XJTLU has set the grand mission to explore new models for Higher Education both at home and abroad, hence influencing the reform and development. With years of explorations, XJTLU has attained considerable achievements concerning educational philosophy, educational model, managing approaches and internationalisation, all of which have been recognised and approved by different sectors of society.

The Institute of Leadership and Education Advanced Development (ILEAD) will carry out distinctive and high-level researches in terms of leadership and education which have been greatly challenged on a national and international scale. It will also host the Leadership Excellence Programme and the Teaching Staff Training course, helping XJTLU and other universities, both domestic and overseas, to exploit the new model for Higher Education which meets the demands of the new era.I hope that more and more scholars that are interested in what we are doing can join in or collaborate with ILEAD to explore the new model for Higher Education at home and abroad, and propel the development of Higher Education in the world.

The establishment of ILEAD aims to promote the explorations and practice conducted by XJTLU and to expand the social influence of the University.

Introduction to ILEADILEAD is established in the context where the Higher Education in China is going through intensive reformation while the Higher Education around the world is confronted with profound changes. It is co-founded by XJTLU and The National Academy of Education Administration. The core objective shouldered by ILEAD is to promote reform of Higher Education in China and the world. To accomplish this goal, ILEAD will conduct advanced researches on leadership and education, and enhance the leadership of education practitioners based on the explorations and practice of XJTLU. ILEAD is devoted to building a powerful network amongst leading researchers, educators and practitioners. Our uniqueness lies in the close interaction between theory and practice. ILEAD enhances the leadership practice with training courses polished by research, while the interactions with the leading practitioners will lend further development to the researches.

Vision of ILEADThe institute is expected to bridge the theory and practice, and create wisdom and knowledge regarding leadership and education by connecting people with diverse backgrounds.

Ph.D. Programme

The Institute offers Ph.D. programme in Educational Management Discipline with a doctoral degree validated by the University of Liverpool (UK).

Major Research Interests:Higher Education Internationalisation; Knowledge organisation management; Educational Leadership; Higher Education management; Educational reform and developing strategies.

Higher Education Exploration and CooperationILEAD organises an expert team to provide consult concerning

reform planning, implementing and evaluating to participants. It will

help to answer questions rising from Higher Education reform from

different layers in the reform subject.

Leadership Excellence ProgrammeBased on the practice of XJTLU, ILEAD organises meeting for

institutions with needs to discuss how to propel Higher Education

reform by improving organizational change leadership. It aims to

enhance the executive abilities possessed by the individual and

institution when managing change and promoting reform.

Administration Staff Training CourseThe core objective of this course is to provide professional training

to the administration staff and improving their quality of work.

Enhancing the Leadership of the Practitioners in Higher EducationAccording to the trends of Chinese Higher Education reform and

worldwide Higher Education development, ILEAD integrates the practical

explorations and experience summarised by XJTLU and brings out the

following Leadership training programmes.

Shadow ProjectUpon receiving the request filed by the applicant, ILEAD

will contact the targeted department which will take over the

management after the applicant is admitted. With the assistance

of the Institute, individuals and institutions are able to seek

opportunities to participate in the real routine operation in XJTLU

or other universities to temper the capabilities.

Teaching Staff Training CourseTo fulfil the needs of building up teams of internationalised

teaching staff and tempering their teaching capacity in Chinese

universities, ILEAD will integrate the resources and experience

regarding teaching staff training of XJTLU and develop training

cources.

Best Practice Exploration at home and abroadThe Institute organises field trips to XJTLU or other universities

that stand out in terms of Higher Education reform and

development. The investigation consists of individuals and

institutions with urgent demands to learn from the successful

practice in order to stimulate their own reform and development.

Higher Education Reform ForumILEAD organises annual forum that will invite national and

international experts specialising in education reform as well as

University leadership teams. The Forum focuses on interpreting

the policies of Higher Education in details, and then discussing

the problems and needs occurring in the national education

reform. Directions and strategies of Higher Education reform

will be explored during the conference, thus answering the

questions of “What to change” and “How to change” from a

theoretical perspective.

Exploring and Disseminating the New Model for Higher Education

Student-Centred Practice ReviewILEAD publishes Student-Centred Practice Review on a quarterly

basis. The target audience are the Higher Education reformers,

practitioners and those who show deep concern about the reform. It

deals with the Higher Education dilemmas and challenges from the

perspectives of XJTLU, Higher Education in China and the rest of the

world, summarising the best practice in the reform and seeking the

feasible plans for future Higher Education reform.

Higher Education Internationalisation ResearchRelying on the Internationalisation Research Centre of Higher

Education Internationalisation Pilot District set up by the Ministry

of Education, ILEAD integrates the collaborations of XJTLU, other

Higher Institutions and local government on how to formulate the

new model of Higher Education Internationalisation. The research

outcomes will be applied to the reform practice of the District. ILEAD

will also provide policy suggestions to the government and propel the

internationalisation progress across the country.

Key External Collaborators1. National Academy of Education Administration (NAEA)Through the interaction between theories and practice, the Institute will cooperate with NENA to build up a Leadership research base, a cadre personnel training base and an education reform and development consulting base to conduct scientific research, talent cultivation, training and consulting service.

2. Suzhou Dushu Lake Science and Education Innovation District Management CommitteeBoth parties decided to set up a research base in XJTLU to carry out theoretical and practical explorations. The Institute is in charge of the routine work of the Centre’s office.

3. The Ford FoundationILEAD is currently working with the Ford Foundation to promote the Higher Education reform by enhancing organisational leadership amongst leaders in Higher Education institutions.

About SuzhouILEAD is located in the heart of Suzhou Industrial Park (SIP)

which is an important economic cooperation project between

Chinese and Singaporean government. In Suzhou – a city which

has been known as “paradise on the earth” since ancient times,

there is a harmonious coexistence of the city’s rich cultural

traditions and its rapid economic development. Suzhou is one of

the most developed cities in China with an average annual growth

of 15% and it keeps ranking among the top 5 cities in China

in terms of GDP. Located in the centre of Yangtze River delta,

Suzhou is a traffic hub that has highway and expressway network

crisscrossing and forming the convenient traffic. It is only one-hour

drive from Shanghai, enjoying favourable social, economic as well

as geographic conditions for the sustainable growth.

About XJTLUXJTLU is a new international university founded by Xi’an Jiaotong

University, China, and the University of Liverpool, UK, as a joint venture.
