Partners & Outputs
• Aim of Act. 1.2 – to gather information from participating CEE countries on current status of development and implementation of Drought Management Plans
• 10 CEE countries involved in the activity (BL, CZ, HU, LT, MO, PL, RO, SK, SLO, UA)
• Partners – national GWPs and experts from individual countries
• Final output – Report summarizing the national information provided through questionnaires
• First phase – information gathering: end of October 2013 - questionnaire developed and
distributed to all national contact persons 31 December 2013 – questionnaires completed and
returned by all involved countries • Second phase – Final Report – summary of information: 1 March - draft of the Report sent for comments 15 March – comments collected 31 March 2014 – final Report completed in
accordance with original plan

Approach - principles
● EU drought policy developed within Common Strategy for Implementation of Water Framework Directive – based on drought risk management approach
● Drought Management Plan - the main instrument for enforcement of drought risk management strategy
● Consistency with EU WFD – Drought Management Plan (not compulsory document!) a part of River Basin Management plans

Conclusions
• Actual situation in DMP development within the region is not satisfactory
• There are big differences among involved countries.
• The main shortcomings have been found in all key elements of the Drought Management Plan:
indicators and thresholds establishing different drought stages
measures to be taken in each drought phase
organizational framework to deal with drought
Conclusions
• Causes of water scarcity and drought are not clearly distinguished
• Meteorological and hydrological monitoring programmes present a good basis for development of Drought Management Plans
• Impact drought monitoring programmes (impact on society, agriculture, industry, environment) should be developed or reviewed, completed and interlinked with the meteorological monitoring
Recommendations • Increase awareness on relevance of drought issues
directed to the state administration
• Improvement of methodologies for DMP development mainly on the key elements of DMP (indicators and thresholds, measures, organizational structure
• The drought national dialogues should be focused on organizational arrangements
• Integration of nature protection issues into drought management system
• Regional drought programmes for the Danube Strategy
• activity 1.2 is completed in accordance with a plan
