    AFRICA

    A special African court set up to try ex-Chadian president Hissene Habre for war crimes and crimes

    against humanity officially began its work in Senegal, where Habre has lived in exile for over two

    decades. South African prosecutors announced they will investigate President Robert Mugabes

    political party for crimes against humanity for an alleged campaign of mass rapes in Zimbabwes last

    election. Leaders of several African countries and United Nations officials have created a new

    framework for peace to tackle instability in the Democratic Republic of Congo. In violation of its

    obligations as a memberof the International Criminal Court, Chad hosted Sudanese President Omar

    Al-Bashir, who has been indicted by the ICC for genocide, war crimes, and crimes against humanity.

    Ivory Coast became a member of the International Criminal Court, where its former president is facing

    trial for alleged crimes against humanity. In confirmation of charges hearings, the Ivory Coast's ex-

    President Laurent Gbagbo told the ICC that he has always "fought for democracy." The former

    president of Liberia and convicted war criminal, Charles Taylor, and his wife, Victoria Addison-Taylor,

    claim they are owed a pension of more than $200,000.

    Colombian congressmen filed a lawsuit claiming that the controversial military justice reform is

    unconstitutional. Meanwhile, the Colombian government said it might be open to initiate peace talks

    with the armed group ELN. A Guatemalan judge ordered the trial of ex-dictator Efrain Rios Montt for the

    genocide of the country's indigenous populations during his 1982-83 regime the trial will start on

    March 19. In the United States, the official seating ceremony of the Maine Wabanaki-State Child

    Welfare Truth and Reconciliation Commission took place. The commission will look into the forced

    assimilation of Wabanaki children, as implemented by the state child welfare system. The UN

    announced that it would assist Brazils Truth Commission in order to systematize the information

    gathered about the military dictatorship (1964-1985). Former Haitian dictator Jean-Claude Duvalier,

    who repeatedly defied a judges request to appear in court, has been requested to face his alleged

    victims in a courtroom and answer questions about his brutal regime without delay. For the first time,

    Argentinian courts have confirmed in their ruling the complicity of the Catholic church with crimes

    against humanity committed during the military dictatorship (1976-1983). The Uruguay Supreme Courtruled that a 2011 law allowing for investigations into crimes committed during the country's 1973-1985

    dictatorship is unconstitutional . The government of Peru returned the remains of78 victims of the

    internal conflict to their families for the first time, there were victims of Shining Path, the Army and the

    paramilitarys violence at the same event. The Inter-American Court of Human Rights rules that El

    Salvador could not use a blanket amnesty to block the investigation of gross violations of human rights.

    Burmas President Thein Sein announced that a committee will be formed to review political prisoner

    cases in Burma. The announcement came as government held peace talks with a federation of ethnic

    groups to try to resolve issues including the conflict in the northern state of Kachin. Meanwhile, human

    rights groups report that 13 women, including teenagers, have been subjected to prolonged rape by

    Burmese security forces in a remote village in the western state of Arakan. In the Philippines, President

    Aquino signed into law legislation that would recognize and compensate victims of human rights

    abuses during martial law under former President Marcos. Cambodias Khmer Rouge tribunals

    Supreme Court Chamber has reversed a 2011 decision to split Case 002 into mini-trials, effectively

    reinstating the full scope of charges against the three elderly accused. Claiming they had not received

    pay in three months, Cambodian translators announced theirstrike, postponing proceedings

    indefinitely. The Afghan government welcomed President Barack Obamas decision to bring home half

    of the 66,000 American troops in Afghanistan within the next year. Outraged by a court verdict they

    considered too lenient, thousands of people have taken to the streets across Bangladesh demanding

    the death penalty for an Islamic party leader convicted of war crimes carried out more than four

    decades ago.

    A tribunal in Barcelona, Spain, ordered an investigation into high ranking members of the Italian air

    force who were supporters of dictator Francisco Franco during the civil war (1936-1939). Belgrades

    special court sentenced seven people for the killings of 28 Roma civilians, the rape and torture of three

    Roma women, and the demolition of a mosque in the village of Skocic. The International Criminal

    Tribunal for the former Yugoslavia (ICTY) unexpectedly overturned the war crimes conviction of theformer Yugoslav Army chief sentenced to 27 years for aiding and abetting atrocities in Bosnia and

    Croatia, including attacks on Sarajevo and Srebrenica. Some 20,000 members of Croatian war

    veterans associations rallied in the central square in Vukovar, a town devastated by heavy fighting

    when it was besieged by Serb forces in 1991. Three US residents pleaded guilty in federal court for

    participating in a scheme that defrauded a Holocaust reparations organization of more than $57 million.

    Bahrain's government and six opposition groups held the first round of talks aimed at solving the

    country's two-year-old political crisis. UN Women expressed deep concern over the gravity of recent

    attacks against women in Egypt, including the reports of sexual assault, many of which occurred in the

    same Tahrir Square in which women rallied to contribute to a better future for their country. Lebanons

    Justice Ministerannounced he would propose once more a decree for the creation of a national

    commission for the missing and forcibly disappeared at the next cabinet session; this comes after the

    first decree faced opposition from civil society organizations for excluding the missing. Libya announced

    it had appealed an ICC order to hand over former Libyan Intelligence Chief Abdullah Senussi, saying it

    is capable of trying Qaddafi-era officials in Libya. The ICC should launch an investigation into war

    crimes in Syria, said former UN prosecutor Carla del Ponte as the UN Commission of Inquiry on Syria

    released its latest report on the situation in the country. Tunisian authorities claimed they identified the

    murderer of opposition leader Chokri Belaid and are pursuing him, while four suspects allegedly

    connected to the assassination have been detained as well, said Tunisian Interior Minister Ali

    Laarayedh. Tens of thousands of Yemenis gathered in Sanaa to celebrate the second anniversary of

    the launch of nationwide protests that pushed President Ali Abdullah Saleh out of power after 33 years

    in office.

    Unredressed Legacy: Possible Policy Options and

    Approaches to Fulfilling Reparations in Uganda

    There is now an opportunity to design and implement a

    reparations program for victims of human rights and humanitarian

    law violations in Uganda. As with other countries emerging from

    conflict, the contours of a Ugandan reparations policy have been

    the subject of extended debate and generated high expectations.
