FGB Blank 7 kg/cm2G Leak test, Moisture and Air freeing Vessel Work Instruction

1. Line up step moisture free procedure Moisture freeing for fractionation system, Appendix 1 Inlet/Outlet block valves vent valves Keep N2 pressure of 4 kg/cm2G in the beds before introducing liquid propane to reduce propane flashing.

2. Close the 6" block valves V-10013 and V-10023 (x2) on the crossover piping (1000-P-0105-6-T2A1-NI & 1000-P-0106-6-T2A1-NI) between the Feed Guard Beds. Close the inlet block valves to both guard beds. Also ensure that the manual 6" block valves on the outlet of each Feed Guard Bed are closed. Ensure the valves to SN1001 and SN1004 are closed.

3. 10-UZV-101 HS-101A block valve (V-10044) V-1001A bypass (V-10042) pressure 20-25 kg/cm2G filling valve Open 10-UZV-101 by engaging switch HS-101A. Open one 6 block valve at the inlet of (Feed Guard Bed V-1001A) i.e. V-10044. Slowly open the " filling line V-10042. Pressure the vessels up to 20~25 kg/cm2 (g) with propane, then close the " valve.

4. Check all of the flange connections, including thermowells and instrument connections, in the Feed Guard Bed system for leaks using a portable hydrocarbon analyzer. Valve stems should also be checked to ensure the packing glands are not leaking.

5. depressurize V-1001A 12-15 kg/cm2G bypass PSV-1001A (V-10006 V-10007) ** depressurize pressure boil propane re-pressure Slowly depressurize V-1001A to 12~15 kg/cm (g) using the 1 bypass around PSV-1001A.

Note- Pressure will stabilize when its at vapor pressure. When pressure gets down to vapor pressure, dont wait to let the propane boil off, just re-pressure.

6. re-pressure back 20-25 kg/cm2G filling line (V-10042) depressurize 12-15 kg/cm2G ** downstream valve vent flare Re-pressure the vessel back to 20~25 kg/cm2(g) through the " filling line around the inlet block valve, and depressurize to about 12~15 kg/cm2(g) again. Repeat until all nitrogen is removed from the vessel. Complete nitrogen removal is indicated when liquid is seen in the sight flow indicators or frosting is observed in the downstream piping, indicating it is liquid full.

7. re-pressure 20-25 kg/cm2G V-10025 cross over line 1000-P-0106-6 After all nitrogen is removed, pressure the Feed Guard Bed V-1001A to 20~25 kg/cm2 (g). Close V-10025 on cross over line 1000-P-0106-6.

5.3 Deethanizer Stripper and Deethanizer Rectifier Inventory and Total Reflux Operation

Deethanizer Bypass line Bypass Separation Unit Deethanizer blank over pressure columnWork Instruction

1. cooling water supply return E-3009 Cooling water to E-3009 should be commissioned.

2. dry out Refrigeration Package

Refrigeration package A-3001 should be ready for operation. Vendors instruction to dry out the package should be followed.

3. PP Liquid recycle line PP Plant dry out, blank Deethanizer Before flow from the PP unit is commissioned via 3100-P-0102-2-T2A1-NI, the line should be dried.

4. Line up propane Depropanizer S-2003A/B bypass cold box SHP reactor ( Appendix 5 Deethanizer Hydrocarbon Inventory Line Up)

** Line Air freeing Prepare the Deethanizer Stripper (C-3001) and Rectifier (C-3002) for receiving propane by lining up the flow path from the overhead of the Depropanizer (C-3004) through the Feed Filters (S-2003 A/B) and bypassing the Separations Section (A-2101) and SHP Reactor (R-3001).

(Please ensure that the lines mentioned above have been air freed).

5. Reset open 30-UZV-305, 321, 304 and 320 LP steam to reboilers. Prepare the deethanizer Reboiler (E3001A/B) for operation by warming up the LP steam supply using the 3/4: warm-up valve bypassing the 18 supply block valve. Commission the condensate traps and return lines only steam should be exiting drain valves at rebolier outlet.

6. Open 30-UZV-329 by engaging switch HS-329. Fill Feed Filter (S-2003A) with propane by opening the 8 inlet block valve. The outlet block valve should be blocked in this time. Vent nitrogen from S-2003A by opening the bypass around PSV-2010A. Close when line downstream of valve begins to frost

7. Open 20-UZV-205 by engaging switch HS-205. Inventory the piping downstream of the feed filter, through the separation section (A-2101) bypass and SHP reactor bypass up to 30-FV-004, by slowly opening the 8 outlet block valve on S-2003A. This will pressure the line up until 30-FV-004. Vent nitrogen through the closed sampling system SN-3012, just upstream of 30-FV-004. Close off the vent when the block valve starts frosting.

8. Open 30-UZV-303 by engaging switch HS-303. Open isolation valves then open 30-FV-004 in manual slowly to begin importing propane into C-3001. Open the valve only a few percent initially and allow C-3001 and C-3002 to pressure up above 10.2 kg/cm2G. Once the pressure has been increased, 30-FV-004 can be increased further. In order to prevent upset of the Depropanizer operation, do not exceed 30 m3/h on 30-FIC-004.

9. Open 30-UZV-307 by engaging switch HS-307. Vent nitrogen from the system via the 1 bypass around PSV-3007A/B, on the Deethanizer Rectifier receiver off-gas line. Maintain the pressure below 20.4 kg/cm2G. Spend some time venting with 30-HV-008 open and 30-FV-008 closed and vice versaNote : Do not vent too much N2 from DeC2 in the beginning to try and maintain pressure in column. Also vent from 2 bypass around PSV-3004A/B initially.

10. The design operating pressure of the Deethanizer Stripper is 30 kg/cm2G at 30-PI-003. This pressure will not be achieved at this stage due to absence of ethane in the system

11. The design operating pressure of the Deethanizer Rectifier receiver is 28.8 kg/cm2G at 30-PIC-006. This pressure will not be achieved at this stage due to absence of ethane in the system

12. Continue importing propane into the Deethanizer Stripper (30-FV-004) until a bottom level of 70% to 80% is achieved. Do not allow the level to exceed 100%. Monitor levels upstream and discontinue propane to Depropanizer (30-FV-024).

13. Once the steam supply line is sufficiently warmed up, slowly open 18 block valve upstream of 10-UZV-321 and 320. Open 30-FV-150 and 006 inmanual and slowly begin forward flow of LP steam through the reboiler. Close the bypass valves around 18 inlet LPS supply block valves.

14. As reboiler increases, the level at C-3001 will begin to decrease. Markup propane feed to the column (30-FV-004) as needed to maintain the level 50 and 70%. Watch levels upstream and bring in propane to Depropanizer (30-FV-024). Watch 30-LIC-004 material is denser than normal operation so LIC will indicate false high.

15. Monitor the outlet temperature from E-3009. Initially 30-FV-008 will be closed and 30-HV-0008 open to provide liquid to exchanger to condense in bottom of DeC2 Rectifier and reflux back to DeC2 Stripper.

16. Propane will eventually begin to accumulate in the bottom of C-3002. Open 30-UZV-308 by engaging switch HS-308. When the level 30-LIC-003 reaches 40%, start the P-3001A/B as per vendors procedure.

17. After the pump is in stable operation, gradually start reflux back to C-3001 via 30-FIC-007. Increase the reflux flow until the bottom C-3002 level has stabilized between 50 and 70%. 30-FIC-007 can now be cascaded to 30-LIC-003.

18. Line up and slowly open the hot vapor bypass 30-FV-008 in manual to help build pressure in the Deethanizer system. Both reboiler 30-FIC006 and 150 and hot vapor bypass(30-FIC-008) will have to adjusted to control pressure between 19-21 kg/cm2G

19. Continue increasing reboil to the C-3001 until the reflux flow(30-FIC-007) stabilizes. Once the reflux and the bottom liquid levels in C-3001 and C-3002 are stable, stop importing propane into C-3001.

20. Commission the refrigeration package (A-3001) as per vendor procedure.

21. Slowly begin to cool down E-3002 until the process outlet temperature reduces. At this stage it is recommended to keep this temperature above 10 degree C until fractionation dry out is completed.

22. When the level in V-3001 reaches 40%, Open 30-UZV-131 by engaging switch HS-131. Start the P-3002A/B as per vendors procedure. Slowly open 30-LV-004 in manual until the liquid level in V-3001 is stable at 50 to 70%. 30-LIC-004 can put in auto with a set point of 50%.

23. If the Deethanizer pressure tends to go low it is ok to shutdown the refrigeration package temporarily. Keep C-3001 in operation with C-3002 acting as overhead receiver for C-3001

24. After stable operation has been achieved, the following steps should be taken Flush all control valve bypass occasionally

Flush through all sample points to dry flare Run the spare pumps to test its operation

Flush the liquid recycle lines from the poly units (3100-P-0102-2-T2A!-NI)

25. We must ensure that propane is not leaking into the SHP reactor. Check inlet and outlet of SHP

5.4 Propylene-Propane Splitter inventory and Total reflux operation

Propylene-Propane Splitter bottom Deethanizer Stripper over-pressure Propylene-Propane Splitter dry out propane Work Instruction

Prepare the propylene-propane splitter column for receiving hydrocarbon by lining the propane route from the Deethanizer Stripper column bottom (Appendix.6)

If the pressure in C-3003 is below nitrogen header pressure, connect a nitrogen hose at the 4 utility nozzle at the bottom outlet of C-3003 and pressure the system to nitrogen header pressure.

Open 30-UZV-319, begin import of propane by opening 30-Fv-005 a few percent to the bottom of C-3003 from C-3001 via the 4 startup filling line.

Open the valve only 1 or 2 percent initially and monitor the column pressure. Once the pressure increases above 10.2 kg/cm2G

Control the pressure in the system by venting nitrogen through the 4 line on HPC suction drum (line 3000-DF-1207-4-T1A1-NI) to dry flare. Also vent via 3 bypass around PSV-3009A/B

In order to reduce the time for inventory activity, open the 4 gate valve on the line from the 10 feed line (startup and filling line) to Propylene overhead pump filling the HPC suction drum directly.

Also open the block valves on 3000-P-1205-12-T2A1-NI to being flow to the HPC suction drum from the bottom. Also open 30-UZV-132 by engaging switch HS-132

When liquid level detected on 30-LIC-008 reaches 50%, close the 4 manual block valve on the startup filling line

Open the suction and discharge valves of P-3004A/B and start the pump as per vendors recommendation. The minimum spillback via 30-FV-020 back to the HPC suction drum for the pump.

Continue importing propane into the PP Splitter via the 4 bottom startup filling until the column bottom level (30-LIC-007) reaches 40%. Monitor levels through loop and stop propane floe from storage to C-3004 and C-3001

Continue venting from the 4 line on HPC suction drum to flare and PSV-3009A/B bypass until either the pressure in the PP-Splitter has stabilized and the valves shows signs of propane

Prepare and commission the Heat Pump Compressor (K-3001) auxiliary equipment for operation as per vendors procedure.

Monitor 30-TI-026 closely. Control the temperature by adjusting flow through the Propylene Trim Condensers using 30-FIC-023A/B/C/D

Once the HPC is stable, place the spill-back control valve 30-XV-022 in automatic control, as per vendors procedure.

Slowly open the reboil return from the PP Splitter Reboilers E-3004A/B/C/D. Provide equal reboil flow to each exchanger through 30-FIC-015,016,017 and 018

Vent N2 from the tube side of all reboilers using the non-condensible vent to dry flare. Close valve when frosting is observed.

Adjust flow through the Propylene Trim Condenser with 30-FIC-023A/B/C/D to bring the HPC suction drum pressure (30-PIC-010) up to 11.9 kg/cm2G., then cascade 30-FIC-023A/B/C/D to 30-PIC-010 and place the control 30-PIC-010 in automatic with a set point of 11.9 kg/cm2G.

With single component propane in the PP Splitter system, continue total reflux operation will be difficult, to maintain. If liquid level begins to build up in the HPC suction drum, follow the step below.a. P-3004 should be running on minimum spillback from the previous steps

b. Slowly open both reflux control valves (30-FV035 and 037) in manual with equal output. Adjust the flow to stabilize the level in HPC suction drum

Place 30-FIC-019 in automatic at the current total reflux flow, then cascade to the HPC suction Drum level 30-LIC-008.

Once stable total reflux operation has been established the Diolefin Recycle Pump and the Sample Pump will be started in order to dryout the associated piping, these pumps should be started as per vendors recommendation.
