Project Charter
Company Synopsis
Located at DeKalb Taylor Municipal Airport (DKB) in DeKalb, Illinois, Husky Air opened and founded in
January 2008 by L.T. Scully and other investors. Husky Air is a fixed based operator (FBO) facility offering
a full range of services including charter service, maintenance and flight instruction. As of 2014, there
are 23 employees including pilots, mechanics and office staff.
Pilot Angels is a charitable service coordinated by Husky Air. Pilot Angels works with hospitals,
healthcare agencies, and organ banks by matching pilot volunteers with those in need of service. Flights
are free of charge and cost is the sole responsibility of the volunteers.
Project Overview/Scope
Project is being undertaken to develop a computer-based system to manage and track Husky Air’s Pilot
Angel volunteers. Pilot background information (ex. flight hours, certifications, ratings, etc.) and aircraft
specifics (ex. Aircraft identification number (N number), engine type, capacity, etc.) will be recorded and
housed in the system. Those requesting Pilot Air services will also be recorded along with the associated
patients/passengers to better match volunteers. Analytic reporting capability will be needed to
recognize the activities of volunteers.

Project Manager – Provide oversight and approval of the project plan and deliverables. Manage, review
and prioritize project plans with business objectives to remain on task and within budget (resources).
Inform Sponsor and Steering Committee on the project’s status.
Project Team Lead – Participate in the plan development and manage/coordinate specific project plan
activities.
Team Member – Assist in contributing to project objectives and specific team deliverables.
Client – Responsible for creating the Project Charter, manage project, identify approaches to project
delivery, define the business objective and take ownership of the developed process and system.

Ground Rules and Expectations
1. All members, regardless of position/role, are to participate and take ownership of project
2. Project assignment is to be completed timely and within budget
3. Keep in mind the projective objectives as it relates to the overall business goal: project scope,
schedule, budget and quality
4. Ask questions and seek assistance after having exploited opportunities on own
5. Attendance at all meetings is mandatory, unless emergency, contact Project Lead for missed
meeting information
6. Meeting Minutes are to be recorded by a Team Member and be distributed for Team
approval/confirm of discussed topics and decisions
7. Respect the work of your peers and provide only constructive criticism with supporting
recommendations
8. Group consensus will override differences in opinion between individuals
9. Safeguard all project details both written and verbal
10. Document all project activities, progressions, discussions, issues, etc.
Breaking any Ground Rules and Expectations will result in corrective action and up to termination
from project and potentially Do Consulting LLP
