Rule of the Month:If you are unsure how to proceed under the rules of golf, there is a process golfers must follow. The rule is called Doubt as to Procedure. Below explains how to properly apply this rule while you are on the course. Rule 3-3. Doubt as to Procedure - your fall-back position. Here is what you need to remember:1. The rule is for Stroke Play only.2. Complete the hole with two balls.3. Before doing anything, the player must announce to the marker or fellow competitor the intention to play two balls.4. And tell the above person which ball you wish to count if the rules permit.5. Play the hole out with the two balls. Finish the stipulatedround and report the facts of the

situation to the committee(golf professional at the scoring booth) immediately afterthe last hole. This last part is important, as disqualificationfollows if there is delay. v

had never heard of volunteer Guardians ad Litem (GALs) until I was introduced to the program

by a neighbor. Once he described what GALs do I knew that I had found the volunteer work that I had long sought. I called the program, went through the screening process

and training and in September 2003 became a Guardian ad Litem.

The work is often difficult and frustrating but the victories are sweet because they benefit a child who has no other voice in the system. To help a child who has suffered neglect, abuse or abandonment, to a place where their lives will be happier, safer and more loving is so fulfilling. All the hours of work, the ups and downs of the case, fall by the wayside when this child goes to a safe home. A smile, or a hug from one of these children is all the recompense one needs.

Sometimes it takes a while for the child to open up to you. These children are needy for they have had so much hardship and disappointment in their lives. You

can be a stable, reliable presence for them and usually they come to realize this. You can take their desires and wishes to the judge. You are their voice, they have no other.As a Guardian ad Litem you will:• help ensure that a child is in a safe environment where they are able to thrive until permanency has been achieved.• be a mentor for child who desperately needs a confidant to help them cope with the upheaval in their lives.• be the only consistent person in a child’s life. Case managers come and go as do birth and foster parents.• face challenges. The system moves at a painfully slow pace that is very frustrating when a child is waiting for the stability they deserve. When a child’s face lights up, and they run to greet you and hold your hand, any

adversity tends to quickly dissolve.Everyday I look at the pictures of the numerous children that I have advocated for over the years and I know that they have made as big a difference in my life as I have in theirs.

My neighbor; you will not be alone – we have a whole office of superb and wonderful people to assist you. There is a child out there whose voice needs to be heard – will YOU be the one to LISTEN?

On Saturday, March 24, Bay Area men will walk the walk at the 4th Annual Heroes ‘N Heels Event. The funds raised from this event will help uninsured women receive free mammograms at the Breast Care Center at Florida Hospital Tampa (FHT).

Benito Middle School ranked among the top 100 in their group statewide when it came to this year's FCAT scores, according to the Florida Department of Education's school ranking website. FCAT scores at Benito Middle School earned it a ranking of 97 against other schools in its category. Floridians use school grades to help assess the quality of their local schools. The school rankings are part of the Department of Education’s ongoing effort to provide clear measures and metrics to help parents of school-age children,

educators and taxpayers in Florida evaluate their local schools. Schools are ranked according to the number of school grade points they received for the 2010-11 school year. For middle schools these points are derived from FCAT scores. Schools are

awarded one point for each percent of students in the school who were enrolled for the full year who score on grade level or higher on the FCAT and make annual learning gains (800 possible points).

Nothing says Valentine’s Day like rich chocolate desserts! Being a chocolate lover, I was thrilled to be invited to Hunter’s Green Elementary School to be a guest judge at their annual Chocolate Bake-Off on February 13th. According to Nancy Elliot, the school’s media specialist, this has been an annual event since the early 90’s. Each year students and their parents create chocolate treats to compete in these categories: Best Tasting, Best Appearance, Best School Spirit and Best Overall. Several teachers were also judges and we enjoyed desserts like chocolate pecan pie, a chocolate dragon cake, malted milk ball cake and Hunter’s Green “Panthers” chocolate covered popcorn. With over 30 entries to taste, it was definitely a chocolate lover’s dream come true!

Later in the day, the scores were tallied and the winners were announced. The winners receive a real published cookbook and the special edition cookbook filled with all the students’ recipes from this year’s event. Wharton 5k …. Run for “Wishes”

Wharton’s 11th Annual 5K/1 Mile Family Fun Run was the biggest success ever this year! On Saturday, February 4th, more than 175 New Tampa children,

parents, teachers, coaches and athletes from Wharton High School and surrounding middle and elementary schools participated in a spirited 5K race and one mile Family Fun Run sponsored by Wharton’s PTSA. All proceeds benefit Wharton High School teachers’ “Wishes”.

Alli Ilcken, WHS PTSA Chair and event organizer couldn’t have been more pleased with the day. “It’s just a great community event. Each year, I continue to be amazed and so proud of the support New Tampa shows for our high school and education.” Everyone who participated was treated to a healthy start breakfast of granola, bananas & fruit and Cabot Cheese. James Berndt was first to cross the line with a time of 18.00. More than 70 medals and awards were given out to runners ages 8 to age 60+ and that's just the 5K participants. The runners, walkers & sponsors helped raise more than $5,000 this year. The funds go directly back to funding Wharton teacher mini-grants or “wishes” for technology and equipment upgrades, additional computers and printers, education subscriptions and so much more. v

Saturday, January 28th, we hosted the “Benito Showcase,” a day for kids looking to enter Benito and/or move on to Wharton High School. Featuring the New Tampa Boy Scouts Pinewood Derby, faculty and students from Benito and Wharton represented their athletic, academic, and thespian clubs, giving everyone an exciting preview of their potential educational experience. Q: i have been waiting to put my home on the market. is now a good time?

A: Great question! And, it is a question that homeowners have been asking for at least five years now. It IS a great time to sell your home. Here’s why: It is a Seller’s Market In Tampa! What you are not hearing from the media right now is that Tampa is experiencing a seller’s market. That’s right, home inventory levels are so low that buyers are having a

challenging time finding a home. Listings are commanding multiple offers, and often selling in less than 30 days, if priced competitively.At the end of last year, there were 5.3 months of inventory. For perspective, consider that inventory levels have not been that low since December, 2005, when there were just 8,478 units for sale. By December, 2008, that number had ballooned to 20,998. But, at the end of last year, there were just 9,328 units for sale. Compare that to 16,141 at the beginning of 2011, a net loss of 6,813, or 42%. How did this happen? The easy answer is that we sold far more properties during 2011 than came on the market. Banks slowed their release of foreclosed properties, and accelerated the approval process for short sales. Homeowners took more

of a wait-and-see attitude, hoping for stabilizing home prices. And, buyers came out in relative droves, releasing pent-up demand and finding great homes at great prices and unbelievably low interest rates. Less competition means more qualified buyers, stabilizing home values, and a quicker sale. If you price your home competitively, at market value, your home will sell quickly. Interest Rates Are At Historic Lows. A 30-year mortgage rate is 3.87 percent while a 15-year mortgage is 3.14 percent, according to Fannie Mae. Mortgage rates overall have been on the decline after peaking to nearly 15-percent in the early ‘80s. By 1990, mortgage rates fell below 10-percent and then to 8-percent by 2000. By 2010, the rate hovered around 5-percent. There Are Plenty Of Buyers. More

homes sold in Tampa last year than any year since 2006. We sold more homes every month last year than we listed. That continues to be the case in 2012. We just need homes to sell them. Ready to sell? As in all markets, the key to selling your home is pricing at market value. Market value is a combination of what a qualified buyer is willing to pay, combined with what the appraiser determines to be the value. Of those two factors, the appraisal is generally the trump card because banks will not provide a mortgage on a property that doesn’t appraise for the contract price.
