HISTORY-POLITICAL SCIENCE DEPARTMENT The Department of History and Political Science offers undergrad-uate courses in two disciplines -- histo-ry (A.B. History) and political science (A.B. Political Science). It also offers two graduate degrees -- Master of Arts in History and Master of Arts in Public Administration.

Admission Requirements Any high school graduate who has passed the National Secondary Achievement Test (NSAT) may ap-ply for admission to the A.B. History or A.B. Political Science undergradu-ate program. He or she is required to comply with the academic standards of the Department. The student is also required to join the South East Asia Society during their freshmen and sophomore years; and the Political Sci-ence Society (for Pol. Sc. Majors) and History Society (for History majors) during their junior and senior years. Semestral evaluation of the records of the student will be

conducted by the Screening and Eval-uation Committee to determine if he or she is fit to continue with the program.

Academic Standards All majors must get a grade of at least B- or 2.5 in their respective basic courses. These courses are: For His-tory: History 21, 41R and 52; and for Political Science: Political Science 10, 51R and Pol. Sc. 11. They must also get a grade of at least B- or 2.5 in BC 11, 12, 21, Speech 11, 12 and Speech 63. The minimum average for all majors is 2.5 in their major and elec-tive courses. No grade below 2.0 can be credited towards the major or elec-tive courses.Any transfer student seeking admis-sion into the History and Political Sci-ence programs must apply for formal admission into the University before his credentials are considered by the Department. A total of 9 units of major subjects earned from highly recognized

HISTORY21 ASIAN CIVILIZATION 3 units A general survey course on the civilization of China, Japan, India, and Southeast Asia. It includes the geographical and socio-historical settings of these civilizations. Western encroachments and Asian responses. Focus is on the tradi-tional elements of these civilizations, the bonds that hold them together, and their relation to the world of today.

23 WESTERN CIVILIZATION 3 units A course in Western Civilization which traces its earliest beginnings to nearby Asia and Egypt and its development through ancient, medieval, and mod-ern times to a distinct form as it spread to the American and Afro-Asian world.

31 PHILIPPINE HISTORY AND GOVERNMENT WITH THE NEW CONSTITUTION 3 unitsA survey of Philippine history and government from the earliest times with em-phasis on the American occupation, the struggle for independence and develop-ment of national life and institutions. It includes Philippine government under the Republic and emphasizes the New Constitution.

41R RIZAL’S LIFE AND WORKS 3 unitsAn intensive study of the life, works and writings of Jose Rizal. As a background, the course includes the pre-colonial and Spanish period, emphasizing the rise of Filipino nationalism.

46 CULTURAL DIMENSIONS OF THE ASIAN REVOLUTION 3 unitsThis course is concerned with broadening and deepening our understanding of the nature and implications of the Asian Revolution. Through a functional and analytical approach, it is to be seen how cultural dimensions are involved in the dynamics of the revolutionary ferment throughout Asia.Consideration is given to the impact of “the West” and the secularization process, to the prospects for modernization and industrialization, to nation building and the economic-politi-cal-ideological options, and to the role of mass participation, aroused youth and an organized working class. Special attention is given to religion which has con-tributed the core of traditional cultures of Southeast Asian societies to the forces which disrupted the religion-political systems, and to the major re-interpretation going on in the major religions to provide social values and ideological support for political systems seeking to increase their capacity for direct socio-economic change.

54 AMERICAN HISTORY II 3 unitsFrom the end of the Civil War to contemporary times. A study of the major po-litical, economic, and social issues of the period. Evaluating these aspects in the growing and changing civilization in an expanding United States of America.

The relations of Africa with the non-African world, European penetration, the emergence of African nation-states, and the role-played by these states in the world today.

69HISTORY OF SOUTHEAST ASIA 3 unitsAn introduction to the history and culture of Burma, Thailand, Cambodia, Laos, Vietnam, Malaysia, Indonesia, and the Philippines. Their common but diverse elements of civilization. The colonial influences on the area and their effects on the political, social and economic life and security of the region.

70SEMINAR IN HISTORY OF SOUTHEAST ASIA 3 unitsIntensive study of one or more countries in Southeast Asia or some problems common to them. Each student gives at least one major report. Prerequisite: Hist 69.

10 INTRODUCTION TO POLITICAL SCIENCE 3 unitsA comprehensive conceptual view of government designed for both majors and non-majors; emphasis on concepts, such as legitimacy, political culture, political behavior, order, liberty, development, stability, governmental effectiveness, cor-ruption, etc. A prerequisite for higher political science courses (except Pol Sci 51R) for majors.

11R TAXATION AND LAND REFORM WITH ECONOMIC PRINCI-PLES 3 unitsAn inquiry into the philosophy and objectiveness of agrarian reform and taxation programs in the Philippines, with emphasis on the impact of their corresponding policies on Philippine culture, society, the economy, and the political system.

20 PARLIAMENTARY PROCEDURE 3 unitsA beginner’s course on the conduct of, and behavior in, formal group sessions. Rules of proceedings and process of decision making as governed by established procedures. Primarily based on Robert’s Rules of Order and related manuals, but oriented towards the Philippine setting.

23 GOVERNMENT AND POLITICS IN SOUTHEAST ASIA 3 units A survey of the governments of Thailand, Burma, Cambodia, Laos, Viet-nam, Malaysia, Indonesia, Singapore and Brunei. Contemporary problems and their special relevance to the Philippines.

45 INTERNATIONAL POLITICS IN SOUTHEAST ASIA 3 units A survey of developments related to the participation of major powers, trends toward peace and conflict between and among states of regional groupings and foreign policies of various governments in the region.

A survey of the Philippine government since its establishment under the 1935 Constitution to the present with emphasis on the rationale, structure and actual operation of its institutions under the New Constitution. Includes public service and re-organization.

52PHILIPPINE LOCAL GOVERNMENT AND ADMINISTRATION 3 unitsThe government of the provinces, cities, municipalities, municipal districts, ba-rangays, and sanggunians -- their relationships with each other and the national government, powers, problems and processes viewed within the context of the new political order.

55GOVERNMENT AND POLITICS OF EAST ASIA 3 unitsA survey of the current political developments in China, Japan, and the two Ko-reas. A study of the dynamics and their political systems including the policies and objectives of both ruling and opposition elites. Includes an inquiry into the interrelationships of major powers as they impinge on the geopolitics of the north-east Asian Pacific basin.

56 GOVERNMENTS AND POLITICS IN SOUTH ASIA 3 unitsA survey of the current political developments in India, Pakistan, Bangladesh, and Sri Lanka. A study of political dynamics of these countries including the impact of the policies of both ruling and opposition elites in their respective societies. Includes a geopolitical analysis of the Indian Ocean in relation to international politics.

57AMERICAN GOVERNMENT AND POLITICS 3 unitsA study of the federal government of the United States of America; its consti-tutional foundations, organization and functions. An examination of its role in world politics.

58 CONTEMPORARY GOVERNMENT AND FOREIGN POWERS 3 unitsA comparative survey of major European and non-European governments, es-pecially those with whom the Philippines has significant political and economic relations. Includes problems of development, as well as elite-mass interaction.

59 SOCIAL THEORY (same as Anthro/Socio 57) 3 unitsReadings and discussions of sociologists, anthropologists and political scientists, and their theories, especially on 20th-century theories. The students learn to use theoretical concepts and procedures basic to sociology, anthropology, and politi-cal science.

69 PHILIPPINE-AMERICAN RELATIONSHIP 3 unitsAn in-depth analysis on R.P.-U.S. relationship -- political, economic, cultural -- since July 4, 1946. Impact of such relationship on present and future Philippine political behavior. Methods and problems of interaction.

70 GEOPOLITICS 3 unitsGeography as a factor in politics, especially how it affects nation-state behavior vis-à-vis one another. Power profiles of international actors as determined by their natural environment.

74 INTERNATIONAL LAW AND ORGANIZATION 3 unitsGeneral development, structure, operation and basic principles of international law and organization -- world and regional; special attention is given to the United Nations and related agencies and their evolution from the League of Nations. Rules governing relations of states and international entities, their sources, ap-plication and impact upon contemporary relationships.

80 SEMINAR ON SELECTED TOPICS 3 unitsSpecialized treatment of selected topics of current interest. Focus, whenever pos-sible, on Southeast Asia.

81 POLITICAL SCIENCE METHOD 3 unitsExamines the components of methodological construction in political investiga-tion; an in-depth inquiry into alternative approaches to the systematic study of politics and government, and critical analysis of recent concepts of political sci-ence.

83 ECONOMIC THEORY 3 unitsThis course analyzes the nature of economic thought and critically examines the ideas of capitalist thinkers represented by Adam Smith, John Maynard Keynes, Milton Freedman and John Kenneth Galbraith. The economic though of Max We-ber, of the conflict and dependence school of economics, are included in the criti-cal evaluation.

84 ECONOMICS OF GOVERNMENT 3 unitsThis course is expected to enhance the ability of students to understand criti-cally how government expenditure and taxation can influence the distribution of income and capital in the community and how government expenditure and revenue affect the overall level of activity in the economy. Familiarity with an ability to use some of the major types of economic analytical tools such as cost-benefit analysis, cost-effectiveness analysis, impact analysis as well as problems of wealth distribution, public debt, repatriation of profits, earnings and dividends to the metropolis are included.

85 ENVIRONMENTAL POLICY 3 unitsThis subject covers a broad spectrum of environmental science. The subject-structure covers the social background in terms of economics, policy and law; the biological background touches on the ecology of natural systems, natural growth, regulation of pollution and extinction of species; from the background issues, this course tackles the problems of rural land use such as agricultural systems and pests/weeds control; pollution (water pollution, solid wastes and noise pollution); human population in relation to growth and control of population and the soci-ology of human population. Marine environment is covered with emphasis on policy, economics, conservation of marine resources, food supply and pollution.
