Message from the HRA President

My name is Paul Bowen. I’m the new President of your Hillcrest Residents Association! Is there a better time of year to live in Hillcrest than

during the holidays? Offhand I can’t think of one. There is Holidays in Hillcrest, the Hillcrest Merchants’ shopping event on November 16–17; the Hillcrest Thanksgiving Service on November 25 at Pulaski Heights Christian Church; and the Christmas Tree Lighting on December 6 on the Promenade. And many of your local Hillcrest Merchants will be open special hours to accommodate your holiday shopping and dining.

The HRA Board is here to serve you. But last time I looked, none of us is clairvoyant. We need to hear from you to know what your concerns are. You can look up the Board roster on our website at www.hillcrestresidents.org. You will find our email addresses. Also, the Yahoo bulletin board is a great resource for posting about anything from scam artists to lost pets in the neighborhood. You can find that at http://groups.yahoo.com/neo/groups/HillcrestResidentsAssociation/info. Just be appropriate and otherwise follow the rules of the board. Comments are monitored and moderated.

I want to take this opportunity to pay a debt of gratitude to my friend Seth Ward III who resigned as President last August in order to attend to pressing family business. His good humor and leadership are greatly missed. And I have some big shoes to fill.

I also want to thank Kathrine Forster Kuo who was responsible for the design of the HRA newsletter that you are holding in your hands. Kathrine’s patience and good humor have made the last two issues a labor of love. And we couldn’t pay for this publication if we didn’t sell ads. Thanks to everyone that bought an ad and thanks to our friend Bill Fitzgerald for selling them.

Like I said, I have big shoes to fill and I will try to fill them as best I can. If I may be of service to you in any way please don’t hesitate to contact me. I’m pretty easy to find.

Cavorting On Kavanaugh: HarvestFest 2013Another Hillcrest Merchants Association HarvestFest has come and gone but what an event it was this year! The facets of nature came together in the perfect day: air cleared by rain the previous evening, light fresh breeze and plenty of sunshine.

Everything began bright and early with the now-annual Allsopp Park Bird Walk, with intrepid birders spotting a variety of migrant and resident species. Just above them on the Promenade, the Pulaski Heights Baptist Church Farmers Market was in full swing with their early fall/late summer harvest. Hillcrestians flipped for the Hillcrest Residents Association pancakes and more at Pulaski Heights Presbyterian Church. The HRA dished up flapjacks, bacon and fruit to fortify the masses for the day to come. At 11 am the gates opened for over 130 vendors with food, crafts, causes and other booths to spend the day browsing. Delta Trust

sponsored a great Childrens’ Area. A Corvette show occupied Metropolitan Bank’s parking lot. The afternoon boasted the Cheese Dip Contest and two stages of alternating bands. Razorback fans cheered and sighed during US Pizza’s tailgate party. E. Leigh’s fashion show and Centro Matic, our headliner band, capped the evening of fun, friends and family. 10,000 attendees had a wonderful farewell to summer and a day to remember.The HMA would like to thank all the sponsors who are listed at www.HarvestFest.us. Please remember them in your holiday plans and mention HarvestFest when you visit their businesses. We also want to express our gratitude to all of the unnamed volunteers who helped set up, clean up, guide and do all the little (and big) things that make this event run so smoothly. Most of all, we want to give a huge SHOUT OUT to those neighbors who took the congestion and noise in stride with good humor and support. You are the BEST! None of this would have happened without the leadership of Jessica Davis of Shoppes on Woodlawn who chaired the event. We are the only Little Rock neighborhood that does all of its own planning, fundraising and physical work on a project of this complexity because Hillcrest is OUR neighborhood and we are invested in its spirit. We hope to see all of you next year. Plans are already underway!

Giving Thanks for What We Have…Hillcrest Community Thanksgiving Worship ServiceThe annual Hillcrest Community Thanksgiving Worship Service will be held Monday, November 25 at 6:30 pm. This year the host church will be Pulaski Heights Christian Church at 4724 Hillcrest Avenue. Please make plans to join this community worship service. Monetary contributions received at the service, as well as contributions of non-perishable foods, will go to Our House for the Working Homeless.

Green Thumb Alert!How many of you know that our Neighborhood has an active Garden Club? Formed in 2009, this enthusiastic group of men and women meets once a month, February through October. The club has learned about bees, birds, orchids, water gardens, beneficial insects and urban farming.

The HCG has volunteered with Little Rock’s annual Garden Tour, and the state Flower and Garden Show. Several members helped a Brownie Troop earn their Gardening Badges, and the club is involved with The Promenade Project, improving the Allsopp Promenade on Kavanaugh.

Getting Girls on the Run!Finally, central Arkansas girls have the opportunity to participate in a transformational program that empowers girls to be joyful, healthy and confident. Girls on the Run utilizes a fun, experience-based curriculum that creatively integrates running through group activities and games. The 12-week curriculum encourages older elementary aged girls to become more comfortable with themselves, to develop healthy peer relationships, and to better understand their impact on the community.

The very first team of the Central Arkansas council is based out of Pulaski Heights Elementary and the season is already in full swing. Enrollment exceeded expectations, and the participants are enthusiastic, insightful, and energetic.

The PHE team will participate in their very own end-of-the-season celebratory 5k run/walk on November 23, 2013 at 9:00 am over the Big Dam Bridge. Please consider volunteering or simply coming out to cheer for these courageous 4th and 5th grade girls from your neighborhood school. Hillcrest is known for welcoming new ideas and rewarding those that take a chance on things they believe in. Let’s take that pride down to the BDB and show your youngest neighbors some love.

The talk will be preceded by a reception at 5:30 pm.

The Promenade Project is a volunteer committee consisting of three members of the Hillcrest Garden Club, three members of the Hillcrest Residents Association and three members of the Hillcrest Merchants Association. Their goal is a long-range, comprehensive plan for the preservation and beautification of the Allsopp Promenade, located in the 2400 block of Kavanaugh between Cedar and Rose Streets.

The committee has been working in conjunction with the Little Rock Parks and Recreation staff and other city officials and has developed a preliminary plan for the work they hope to accomplish. The scope of the work can be divided into four expansion projects (see map, below):

1. A new plaza similar to the existing one to be located across Kavanaugh on the south side of the street.

2. Extension of the promenade sidewalk with brick and site amenities details along the south side of Kavanaugh.

3. Extension of promenade sidewalk with brick and site amenities detail.

4. Intersection sidewalks and amenities to match promenade and possible small plaza.

The four proposed expansion projects would not have to be completed in the numbered order presented, nor all at the same time. It is anticipated that most of the work will be done using Little Rock Parks and Recreation Department resources. An account is being established with the City Parks Conservancy that can accept tax-free donations that will be earmarked for The Promenade Project. A variety of fundraising efforts will be needed.

The Promenade Project Committee plans to host a public meeting to answer questions and solicit input on the project after the first of the year. The dates and times of the meeting will be posted on the the HRA website and Hillcrest Yahoo group. Preventing Property LossIt should be news to no one that crime remains an annoying problem all over Little Rock. Late this summer, on behalf of the crime committee of the Hillcrest Residents Association (Paul Bowen, Karen Konarski, Leslie Purdy and yours truly), I met with Mayor Mark Stodola. He and I had a good discussion about the problem of crime in Hillcrest. In the past, Mayor Stodola has spoken with the Hillcrest Residents Association on this topic. At one point surveillance cameras as a deterrent to crime in Hillcrest was brought up (maybe by me). It was my intent to explore the topic with the mayor and we did just that. The city has plans to deploy cameras that city officials will maintain. The locations of these cameras has yet to be finalized. The mayor and I discussed areas where cameras might be highly effective at deterring and solving crimes. Some of the areas mentioned were intersections at Kavanaugh and Markham, Kavanaugh and Beechwood, Kavanaugh and Van Buren, and Markham and Van Buren. While this would not cover the entire neighborhood, it covers many of the areas where people enter and/or exit the neighborhood.We also discussed the possibility of augmenting the proposed city-owned camera network with other cameras owned by individuals or groups. In the past there has not been enthusiasm on the part of the city for monitoring cameras not placed by the city. However, the mayor and a police official have assured me that footage from any camera would be accepted if it contains information helpful to an investigation. Prevention, of course, is the best strategy of all. There are some things we as citizens can do to protect ourselves. • One is to remain alert. Take note of things that look out of the

ordinary and call the police department if you suspect an ongoing or impending crime. If you see something, say something! 371-4636 is the number for LRPD Crime Stoppers. The crime prevention program can be reached at 918-5369 or 918-5330.

• Never leave any valuables in your automobile in plain sight. Lock them up in the trunk or take them with you. (We learned this one the hard way.)

• Mark all of your valuables with invisible ink UV marking pen. The police can use a UV light to identify your property and facilitate its return to you if stolen. These pens have been available at the police station in the past. They are widely available from online retailers as well. Put your name, address and phone number (remember to update it if your information changes). Get together with neighbors and share one.

• Make sure all of your home entrances are well lit. Criminals hate light.

Joggin’ for the PHE GardenPulaski Heights Elementary held their second annual “Joggin’ for the Garden” Jogathon on September 25, 2013. This fundraising event was held in September this year to show support for National Childhood Obesity Awareness Month. The Jogathon is the primary source of funding for the PHE Garden Program, currently in its third year at the school. The program serves as an outdoor classroom environment for children to learn about growing, harvesting, and preparing organic fruits and vegetables.

This year the students ran 6,237 laps for a combined total of…779.63 miles! Faculty, staff, and volunteers were encouraged to also walk/run with the kids and their efforts added 384 laps, or 48 miles! The students gathered pledges per lap, as well as flat donations, and total funds raised were $11,643. As that leaves us shy of our $15,000 goal, we are hopeful that community members will come forward with donations to help us with the shortfall so that it can expand to include the lower grades. Donations are gladly accepted at anytime throughout the year and are tax deductible. Please direct any questions to the PHE Garden Coordinator, Tara Protiva-Brown, at [email protected].

The success of this event rests largely on the backs of volunteer labor and the support of so many local businesses that donated time, materials, and runner incentive gifts. Go! Running donated 400 racing bibs and the use of their inflatable racing arch, Hiland Dairy donated milk and Big Orange/Zaza donated fresh fruit for all the children for a healthy after-race snack, and Napco donated paper (recyclable) cups for the water station. Top runner incentives were provided by Go! Running/Brooks Running, Box Turtle and Cheeky Marshmallow, Hillcrest Artisan Meats, Museum of Discovery, Little Rock Zoo, Little Rock Urban Farm, Freckle Face Farm, The Root Café, Le Pops Gourmet Ice Lollies, Little Rock Racquet Club, Millenium Bowling, Bussey-Scott Urban Farm, and All Aboard! Restaurant.

We thank all of these supporters of this event and we look forward to even greater participation next year.
