Mr. Krupp moved, seconded by Mr. Pittman, to add a vote to release a March 21, 2017 legal memo provided by Attorney Allison Petersen, citing transparency and that the District was billed $2,500. Ms. Robinson stated the matter was previously discussed at executive session and a Board Budget Committee meeting. Ms. Cooper stated that the memo is a confidential attorney/client privilege and release of the memo waives the privilege. He stated that the fee might be waived. Mr. Roy, Ms. Robinson, and Mr. Krupp made additional comments.

9.3 Contracts/Agreements/Memoranda of Understanding The Administration recommends approval of the following items subject to the final review of the Chief Financial Officer, Business Administrator, and District Solicitor:

9.3A Angelo Craig- Approve Independent Contractor Agreement with Angelo Craig to provide Life Skills Coaching Partnership with District athletes, effective March 27, 2017 through May 29, 2017, compensation not to exceed $3,500.00.

9.3B Gamut Theatre Group-Approve Gamut Theatre Group proposal to conduct a theatre residency through the Theatre Arts I course at Harrisburg High School, John Harris Campus during the 2017-2018 school year at a total cost of $18,075.00, with an amount of $14,625.00 paid by the District and an amount of $3,450.00 aid by Gamut Theatre.

9.3C StockTrak Global Portfolio Simulations: Financial Literacy Lab-Approve the May 2, 2017

proposal and price quote #17128 to support the District’s SBI Career Pathway and provide application of work completed in the ROAR BIZTECH Academy (e.g., financial management, business essentials, etc.) at a proposed cost of $46857.00 for implementation in the 2017-2018 school year.

9.3D Raising A Reader Initiative-Approve the Raising A Reader Affiliation Agreement between the District and the Raising A Reader TM Affiliate Network to engage families in the a routine of a daily “book cuddling” with their children to foster healthy brain development, parent-child bonding, and early literacy skills. The Masonic Temple of Elizabethtown if awarding a grant to help fund this initiative in nineteen classrooms at Foose, Downey, Scott, and Melrose Schools. Ben Franklin School costs will be supplemented with a WITF partnership.

9.3E Raising A Reader Initiative-Approve the Raising A Reader Licensing Agreement (Rev 3.11) to purchase materials in support of the Raising A Reader Initiative in District schools.

9.3F Achieve3000- Approve Quote ID #97129 dated June 6, 2017 to purchase Achieve3000

software to use at John Harris Campus Summer School course completion efforts with

English Language Learners, at a cost of $28,175.00.

9.3G Achieve3000-Approve proposal for and purchase of (400) Achieve3000 licenses to support supplemental literacy instruction at John Harris Campus during the 2017-2018 school year, at a cost of $49,025.00. 9.3H Drexel University-Approve the Drexel University School of Education Field Experience Agreement, effective June 1, 2017 through June 30, 2018 9.3I United Way of the Capital Region-Approve the Memorandum of Understanding with the United Way of the Capital Region to provide education liaisons at Foose School that will serve as the community’s first point of contact to connect families with the various preschool and early care settings, as well as kindergartens.

2016-2017 ACT 80 DAYS WAIVERS FOR END OF YEAR STUDENT MEMBERSHIP REPORT SUBMISSION TO PENNSYLVANIA DEPARTMENT OF EDUCATION Explanation: Approval for the following ACT 80 Day Waivers (early dismissal and full) will be in support of the Board of School Directors’ approved 2016-2017 calendar dates and must be included in the submission of end of year membership reports to the Pennsylvania Department of Education. A separate Board vote is required to submit for Pennsylvania Department of Education Act 80 Day Waiver approvals in support of the previously approved 2016-2017 school calendars. Act 80 provides the option for school districts to have early dismissals and full days for Professional Development or Parent Conferences as long as the required number of hours for elementary and/or secondary is met. If this request is approved by the Board, the PDE Form 4085, Request for Section 1504 (Act 80) Exception, will be submitted to the Department of Education to request a waiver of the full 180 day requirement.
