The findings of this report are valid for a period of 3 years after its issue. If there is a possibility that vegetation structure and location has changed significantly since the date of the site inspection, a new Bushfire Management Plan should be prepared.

1.1 Summary of Report

Harley Dykstra have been commissioned by the landowner of Lot 9000 Brookton Highway, Karragullen to prepare a Bushfire Management Plan, following the undertaking of a Bushfire Attack Level Assessment. The Bushfire Management Plan will take into account the various requirements of State Planning Policy 3.7 - Planning in Bushfire Prone Areas and its associated guidelines, including justification against the 4 Bushfire Protection Criteria identified in Appendix 4 of the guidelines. It has been prepared in support of a Development Application for a Cidery and Restaurant at the site.

1.2 Subject Site

The site subject to this Bushfire Management Plan is known as Lot 9000 Brookton Highway, Karragullen and is currently utilised as an Orchard, operated by Canning Orchards. It also accommodates a single dwelling and a number of associated outbuildings. The site has been identified as Bushfire Prone by the Department of Fire and Emergency Services.

The site has direct road frontage to both Brookton Highway and Gardiner Road. Lots to the west are approximately 2ha in size, whilst land holdings to the south and east form part of the Stinton Cascades Nature Reserve, and are reserved under the Metropolitan Region Scheme.

The subject site is dissected by the Stinton Creek, which is located at the lowest point of the valley running in an approximate north south direction through the site.

1.3 Proposed Development

The proposed Site Plan proposes the development of a restaurant overlooking the existing damn structures on the site as well as a Cidery located near the existing packing shed at the site. There will also be a number of parking bays and other incidental facilities at the site. The site will be managed in accordance with the controls that can be put in place through this document ensuring the perpetual management of this site as deemed appropriate by this management plan.

2.1 Results

A Bushfire Attack Level (BAL) Contour Map was produced using the Fire Danger index that has been determined in accordance with the applicable standard for Western Australian Municipalities (FDI 80), which is the standard found in Table 2.1 of AS 3959-2009. The BAL Contour Map (overleaf) demonstrates the potential radiant heat impact over the subject site.

It is clear from the BAL Contour Map that the proposed Restaurant is located in area that has potential to experience radiant heat levels of BAL 12.5, whilst the car parking area will be subject to potential radiant heat levels of between BAL 12.5 and BAL 29.

The Cidery is situated within Plot A, which will need to be modified to ensure that the cidery can be constructed in an area subject to potential radiant heat levels of no greater than BAL 29. Accordingly, the BAL Contour Plan depicts an APZ, which has been further detailed below.

Because the site is subject to a potential radiant heat level of greater than BAL Low, the following sections address the criteria listed in Appendix 4 of the Guidelines associated with SPP 3.7 - Planning in Bushfire Prone Areas.

3 BUSHFIRE REGULATION COMPLIANCE

State Planning Policy 3.7 provides a number of objectives that it seeks to achieve, with its primary purpose being to "implement effective, risk-based land use planning and development to preserve life and reduce the impact of bushfire on property and infrastructure. This overall objective is manifested in a number of policy objectives that seek to implement the purpose of the policy. These objectives provide general statements of intent, and their practical rationalisation is developed in Appendix 4 of the guidelines associated with SPP 3.7 under the heading Bushfire Protection Criteria. Appendix 4 provides four different elements that are to be complied with. The following section will, therefore, demonstrate compliance with these elements. Furthermore, given that the proposed land use is considered to be a vulnerable land use, in accordance with Section 5.5 of the Guidelines, an Emergency Evacuation Plan has been prepared and included in Appendix A.

5 CONCLUSION

The Bushfire Management Plan for Lot 9000 Brookton Highway, Karragullen has been prepared in accordance with State Planning Policy 3.7 - Planning in Bushfire Prone Areas. In doing so, compliance with the various policy measures, and in particular those contained in Appendix A of the associated Guidelines, has been demonstrated. The proposed development can be constructed subject to potential radiant heat levels of BAL 29 or less, the internal driveway and Emergency Access Way will be constructed to the required standard and a static water supply will be available for firefighting purposes.

On this basis, it is respectfully requested that compliance with the relevant Bushfire regulations be certified. If any further information or clarification is required, please do not hesitate to contact this office.

1 INTRODUCTION

The purpose of this Emergency Evacuation Plan is to provide the operators of the proposed Restaurant with direction and procedures on how to manage an evacuation of the site in the event of an emergency. This plan has been prepared in accordance with Section 5.5 of the Guidelines to State Planning Policy 3.7 - Planning in Bushfire Prone Areas (SPP 3.7), given that the proposed use is considered to be a vulnerable land use. SPP 3.7 indicates that vulnerable land uses are those, in part, where visitors are regularly in attendance who are not aware of their surroundings and who may require assistance or direction in the event of a bushfire. Although the restaurant land use is not listed as an example within the Guidelines, it is acknowledged that the proposed use is likely to accommodate persons that aren’t aware of their surroundings, given the nature of the hospitality industry.

Given the above, this plan will provide measures that ensure operation on the land use can occur in a manner that will not hinder the proper evacuation of the facility in the event of an emergency.

2 EVACUATION SCENARIOS

Evacuation of the proposed facility can occur either in a pre-warned scenario, or in a situation where the facility manager decides that this is the most appropriate course of action to take. In the pre-warned scenario, authorities would make contact with the facility manager, providing a warning of an imminent emergency situation. The self- triggered evacuation scenario would occur when the facility manager believes that it is unsafe for patrons to remain at the site given the developing emergency situation.

An alternative option to evacuation is to shelter within the restaurant facility, however this should only occur if the risk associated with evacuating the premises is considered greater than the risk of sheltering within it.

3 SCOPE OF EMERGENCY EVACUATION PLAN

The Emergency Evacuation Plan applies to the proposed Restaurant at Lot 9000 Brookton Highway, Karragullen. It provides guidance to staff on the appropriate measures to ensure early detection of a bushfire threat and of the procedure when dealing with an evacuation scenario.

4 KEY DECISION MAKING PERSONNEL

In any potential evacuation scenario the key onsite decision maker will be the Facility Manager, or any person that holds a similar position of authority at the site when the facility manager is not present. The Facility Manager, or equivalent, will direct staff to assist in the management and facilitation of the evacuation procedure. The facility manager is required to be aware of the clearly defined emergency response process.

5 BUSHFIRE MONOTORING

On days when the Fire Danger Rating (FDR) is "high" or above, facility staff must actively monitor the internet (DFES website) and/or ABC Radio so that they are aware of any developing or existing emergency situations within the surrounding areas. ABC Radio alerts are issued 15 minutes before and after every hour. The current emergency service broadcasting channel applicable to this site is 720 ABC radio.

All mobile phones registered to facility must also be registered with the State Government StateAlert System to ensure that early receipt of any bushfire advice is received. It is important to understand that the StateAlert System is not guaranteed to provide sufficient warning, and as such, it should not be the primary monitoring source.

On days where the FDR is "severe” or "extreme" regular checking for smoke in the surrounding areas must also occur.

The forecast FDR can be found online through the DFES or Bureau of Meteorology websites.

6 BUSHFIRE RESPONSE

If a bushfire is identified to be within 10 kilometers of the facility, the Facility Manager, in consultation with senior staff, must immediately investigate the level of threat that it poses to the facility and report it by calling 000. The response process undertaken should be as follows:

1. Monitor all bushfires within 10km of the site, even if they do not pose a threat to the facility in case conditions change, resulting in threatening bushfire behavior. Determining the level of threat can be assisted by review the DFES level of warning. There are 3 warning levels and these should trigger different actions as relevant to each. The warning levels and actions required are as follows:

i. ADVICE: This provides an indication that a fire has started, but provides no threat of immediate danger. This warning level should trigger an investigation by facility staff under the direction of the facility manager.

ii. WATCH AND ACT: This warning level provides an indication that a fire is approaching. This warning level is a trigger to commence Evacuation from the facility. Early evacuation is the key to safe evacuation.

iii. EMERGENCY WARNING: This warning level means there is an immediate danger and the fire is likely to impact to the site. It represents a threat to life and buildings. In this scenario, evacuation should only occur where it is safe to do so.

2. If any bushfire is deemed to be behaving in a threatening manner (i.e. Watch and Act or Emergency Warning Level), DFES will be notified and advised of the number of patrons and staff at the facility.

3. It is import to understand that the key to a safe evacuation is to leave early, therefore, the responsible person will initiate the evacuation procedure (as detailed in Section 7 below) immediately, if it is considered safe to do so. Staff must determine, in consultation with DFES whether it is safe to leave the property by considering the level of bushfire threat to Brookton Highway and/or Gardiner Road. It is important to understand whether or not there is a sufficient window of time for patrons and staff to leave the property using the road network. Patrons and staff will be advised of the most appropriate road to use as well as the most appropriate site exit to use. It may well be that all roads and exits are available and in that instance it may be prudent to utilise both to ensure a smoother traffic flow out of the site.

4. In the event that evacuation is not safe, all patrons and staff must shelter within the facility until evacuation becomes a suitably safe option and/or the all clear is issued by the relevant firefighting authorities.

7 EVACUATION PROCEDURE

In the event of an evacuation scenario, the following procedure should be followed:

1. The facility manager or equivalent should advise all staff of the existing bushfire situation and remind them of their required assistance in the evacuation process.

2. The facility manager must then advise all patrons of the existing bushfire situation, utilising the assistance of his/her staff.

3. All patrons and staff must then be advised of the most appropriate exit option from the Site. It is preferable that the main driveway is utilised, given its superior construction standard, however, if this option is not deemed as safe as the constructed emergency access way it should not be used. In the event that both

exits are available for use, the facility manager or equivalent may decide to utilise both in order to facilitate better traffic flow from the site.

4. All patrons must be advised to move in a calm and orderly manner from the facility to their respective vehicles. They must be advised that there is no need for panic given that the evacuation is precautionary and they can exit the premises at a normal speed. Evacuation should be avoided in instances where people are agitated.

5. Relevant emergency services, including the Western Australian Police Force and DFES must be advised that an evacuation from the facility is underway.

6. The facility manager should be the last person to leave the facility and must ensure that the building is adequately secured, including the closure of all roof vents and windows.

7. If all evacuation routes are considered unsafe, then patrons must be advised to remain within the building until it is safe to leave. Vehicles are not considered safe places to shelter from a bushfire.

8 PRE-EMPTIVE CLOSURE

An increased FDR increased the risk to the operation of the facility. On operational days where there is an "Extreme" FDR Level the facility manager must be in contact with the City of Armadale to discuss the planned events for that operational day and whether or not cancellation and closure of the facility should occur. It is important to note that these high FDR levels do not mean that the facility should be automatically closed.

When the FDR is "Catastrophic" the facility will be closed for the entire day and all events must be cancelled.

9 STAFF TRAINING

The Facility Manager and other selected senior staff will attend a bushfire evacuation session with a suitably qualified Bushfire Risk Consultant. The purpose of this session would be to ensure that senior staff have a comprehensive understanding of the evacuation triggers and are actively aware of the contents of this Emergency Evacuation Plan.

All staff should also be aware of the contents of this Emergency Evacuation Plan. This plan must be made available to them at their initiation meeting at the commencement of their employment. They must also be aware of their individual roles and responsibilities and all egress routes from the site. Any questions they might have regarding the plan must also be adequately addressed.
