A great time was had by all at our first Fall Social. We had over 25 members and friends share stories, crack jokes and enjoy each other’s company at the Anchorage Alehouse. A special thanks goes out to Paula Brault, Claire Mueller and Deanna Kilburn for organizing it. We will be looking at doing an-other Spring Social in April, and perhaps a Winter Social in January.

Congratulations to all those who passed the SR/WA Exam held in Septem-ber. We had people from Anchorage, Fairbanks, Soldotna and Texas attend the review course taught by Dan Beardsley. We’re always proud when our members choose to further advance their career by becoming an SR/WA. If you’ve been thinking about credentialing but aren’t sure where to start, Fred Mortimer, our Professional Development Chair, is always happy to discuss ways the you can get more out of your IRWA Membership.

Lastly, please join me in welcoming our newest board member, Cassie Wohlgemuth, as our Education Vice-Chair. Cassie has worked in the right-of-way field for almost three years and currently works at Enstar Natural Gas Company.

Our next meeting, and last one of the 2017 year, is on November 15th at 11:45am at the MOA Permit Cen-ter. I hope you will all join us to hear Terry Fields, Program Director and Assistant Professor at UAA, speak on Alaska’s housing market and UAA’s real estate program. Terry has extended an invite to our luncheon to any students enrolled in the real estate program that will be looking for upcoming employ-ment. We can never have too many young professionals in the right-of-way field and this will be a great opportunity to bridge the divide.

This course discusses the characteristics and sources of eminent domain law, and analyzes the many components of the con-stitutional right of eminent domain. Participants will gain an understanding of the meaning of just compensation and the legal aspects of valuation, and will be able to describe the key players in the eminent domain process. Topics include: Introduction to subject, characteristics of the power, brief historical perspective, distinguished from other governmental powers, delegation of the power; primary sources of law, constitutional provisions, statutory provisions rules, regulations, policies, procedures, court decisions; breakdown/analysis of the Modern Rule, types of property which can be taken meaning of “taken”, meaning of “or damaged”, meaning of “public use”; just compensation/legal aspects of valuation, market value standard, incidental losses/special problems; laws affecting scope, approach, methodology; laws affecting substantive aspects of valuation, planning and pre-condemnation activities, damages to remainder, benefits, special problems such as trees, crops, minerals; condemnation proceedings; roles of right of way professionals, engineers, title investigators, appraisers, negotiators, and relocation agents.
