Roles and ResponsibilitiesHDC is Malaysia's response to the momentum now building up worldwide, for better quality products and services as consumers gain confidence in the Halal process. It will provide manufacturers, distributors, retailers, entrepreneurs, researchers and investors all the necessary assistance to penetrate the global Halal market through the adoption of the Malaysian experience and expertise in food and non-food sectors.

The roles and responsibilities of HDC are thus:1. To lead the development of Halal standards, audit and certification procedures in order to protect the integrity of Halal.2. To direct and coordinate the development of Malaysia's Halal industry amongst all stake holders - both public and private.3. To manage capacity building for Halal producers and related service providers.4. To support investment into Malaysia's Halal industry.5. To facilitate the growth and participation of Malaysian companies in the global Halal market.6. To develop, promote and market the Malaysian Halal brand.7. To promote the concept of Halal and related goods and services.

In line with its task of increasing awareness on halal, HDC offers halal-oriented custom training modules, certification guidelines, and technical advisory services for anyone who seeks to better understand what halal is all about. The programmes touch on syariah laws, certification processes, consumerism and food safety and are in accordance with Hazard Analysis and Critical Control Point System (HACCP), ISO 9001, ISO 22000, Good Manufacturing Practices (GMP) standards and other related management systems.Malaysia is the only country in the world whereby the government provides full support in promoting the Halal Certification process on products and services. Halal certification bodies in other countries are either developed by the individual provinces or states or backed by their non-governmental organizations (NGOs). Halal Certification provides assurance to all Muslim consumers because it fulfill the Syariah law, which is a must for Muslims. To the non-Muslims, Halal products are quality products, simply due to the concept of halalan thoyyiban (Halal and wholesome) as HDC strongly advises all Halal certification applicants to comply with GMP and HACCP requirements. Thus, products certified Halal by JAKIM are Halal products which are safe to consume or use, nutritious and with quality.

One way that is suggested to encourage bumiputera individuals to get involved in halal industry is by conducting a workshop or held a talk. It is aiming for the realization the importance to grab this opportunity and the benefits that will be gain if involved in halal industry. Besides that, it is to ensure that they know how to get involve in Halal industry, a most of them does not know the way to be in halal industry.In the workshop or the seminar, bumiputera would know the opportunities that actually provided for them due to the expansion of halal industry itself. Halal industry is not only in food sectors but are also in cosmetics, ingredients and additive, logistics, pharmaceuticals, Islamic finance, drugs and vaccines, and animal feeds. This shows that the opportunity in halal industries is not only in food sector as being thinking by most people in the world as it is about halal. Besides that ,the global market for potential halal market is about 2.3 trillion. Halal industry starts growing and developing widely because of sizeable and growing Muslim population. Muslim population in 2012 was 2.1 billion and based on the forecasting data, it is about 27% of global population. Growing economic development in Muslim countries also be the reason for halal industry development. It is also because of the potential Halal market in Non-Muslim countries such as China and India. These actually providing a wide range of job opportunities in Halal market and industry as definitely more workers and employees are needed to fulfill the demand of halal products and require a lot of procedure within a lot of activities.Bumiputera should realize they have opportunity not only in Malaysia but also inUSA, Europe, Middle East, China, Africa, Central Asia, and South East Asia and mostly in Middle East as constitution of Muslim in there is 90%. As in Malaysia itself consist of 3413 of certified Halal Company. Job opportunities are opened within the Malaysia, as the trusted halal center and also abroad of the country. Halal industry providing a lot of offers, which are , capacity building, Global Halal Support Center, Training and Consultancy, Investment Facilitation, Trade Facilitation, and Branding and Positioning. It is provided Training and Consultancy, which is more than 50,000 individuals were trained in halal compliances and more than 1000 are Halal skilled workers.
