NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER (“DCO”)TO CONSTRUCT AND OPERATE THE SEABANK 3 POWER STATION AT LAND OFF SEVERN ROAD,
HALLEN, BRISTOL
Notice is hereby given that SSE Seabank Land Investments Limited (the “Applicant”) of 55 Vastern Road, Reading,Berkshire, RG1 8BU intends to apply to the Secretary of State under section 37 of The Planning Act 2008 for theabovementioned DCO (the “Application”).
The Application will seek a DCO for the construction and operation of an electricity generating station, to beknown as Seabank 3 Power Station, and the provision of associated development at land off Severn Road, Hallen,Bristol, close to the existing Seabank 1 & 2 Power Station (the “Project”). The DCO, amongst other matters,will authorise:
1. the construction and operation of a generating station fuelled by natural gas with the capacity to generateup to 1,400 megawatts net electrical (MWe) comprising some or all of the following elements: up to twocombined cycle gas turbine (“CCGT”) units contained within up to two turbine buildings; up to two HeatRecovery Steam Generators (“HRSG”) contained within up to two HRSG buildings; up to two emissionsstacks associated with the CCGT; a hybrid cooling system ; a peaking plant facility fuelled by natural gaswith black start capability using distillate fuel oil, with a net electrical output capacity of up to 240MWe withup to two emissions stacks;
2. the provision of: an underground cooling water pipeline; an electrical cable to export electricity to thetransmission grid via an existing substation; up to three generator transformers; a gas receiving stationand a gas conditioning compound; connections to/from stormwater and towns water systems; a watertreatment plant, pumps and storage tanks; site access; internal site roads and vehicle parking; landscapingand habitat creation with related fencing or boundary treatments; and administrative ofices to be locatedwithin the power station;
3. the permanent and/or temporary compulsory acquisition of land and extinguishment/overriding of existingeasements and other rights over or affecting land for the Project for the construction, operation andmaintenance for the Project;
4. permanent and temporary changes to the highway network for the Project;5. the application and/or disapplication of legislation relevant to the Project as may be required;6. construction and operation of associated development, including, but not limited to, those items listed at
paragraph 2 above ;and7. such ancillary, incidental and consequential provisions, permits, consents, waivers or releases as are
necessary and/or convenient for the successful completion of the Project.
The Project constitutes EIA development for the purposes of the Infrastructure Planning (Environmental ImpactAssessment) Regulations 2009. Therefore, the Applicant has made Preliminary Environmental Information (PEI)available. The indings of the EIA of the Proposed Development will be reported in an Environmental Statement thatwill accompany the proposed DCO application.
