WELCOME

I’m delighted to welcome you all to the Great Rift Valley ICT Summit.

This is the third event in our series of GRV summits focused on the huge opportunities in this glorious part of the world, and I would personally like to thank the officials present for their great and valued support.

Government delegations from Great Rift Valley region testify to the increasing profile of these meetings, and I hope that they continue to serve as a constructive and worthwhile forum for discussion, contacts and business.

Information and Communication Technologies have already become part of our lives and businesses. Progress in this area is critical for development in all other areas but the world is experiencing vast discrepancies in the penetration and use of these technologies.

Information and Communications Technologies are all encompassing and empowering the way we lead our lives and conduct our business. Progress in the Great Rift Valley region is dependent on settling the vast discrepancies in the penetration and use of these technologies.

Connecting the unconnected has never been so critically linked to providing a decent living standard and to driving economic growth. The Rift Valley is not only one of the world’s most hungry regions in this respect but it is also one of unprecedented growth with amazing solutions being developed and installed.

We now have better, greener and more efficient ICTs available while the cost has fallen dramatically in the last decade.

Such technologies are now being installed throughout The Rift Valley but there are still vast opportunities for growth, be it in developing the ICT backbone, the last-mile connectivity or in the quality and reach of services.

There are great hopes for the people of the Great Rift Valley, and also for investors drawn to the region.

I hope that our GRV ICT Summit can help this sector continue to expand, and that all participants will find this relaxed setting an ideal venue to further their aims.

Prof. Makame Mbarawa (MP) Minister Tanzania Ministry of Communication, Science and TechnologyProfessor Makame MBARAWA is the current Minister of Communication, Science and Technology, position he holds from November 2010. On November 2010, Prof. MBARAWA was nominated Member of Parliament by His Excellency Dr. Jakaya Mrisho KIKWETE, the President of the United Republic of Tanzania.Prof. MBARAWA’s political career began in 2007, when he was elected a Member of the National Executive Council (NEC) of the Chama cha Mapinduzi (CCM) political party. In April 2011, he was elected a member of the party’s Central Committee. During the last general election he vied for the Mkanyageni constituency Parliamentary seat on a CCM ticket but lost.Before engaging in political life, Prof. MBARAWA taught in Tshwane University of Technology, Pretoria, South Africa as a Senior Lecturer in the Department of Mechanical Engineering. He was promoted to the position of Associate Professor in October 2005 and finally to that of Full Professor and head of department of Mechanical Engineering in July 2009.Prof. MBARAWA’s research interests are combustion of gaseous fuels, flue gas desulphurization, filtration combustion in porous media, soot formation in laminar diffusion flames, alternative fuels and renewable energy resources and biomass combustion. Over the years, Prof. MBARAWA has published 45 articles in local and international journals and presented 36 scientific papers in various local and International conferences.Prof. MBARAWA holds an MSc Marine Engineering degree from Astrakhan State Technical University, Astrakhan- Russia, and a PhD from the University of New South Wales, Sydney, Australia.

YONAH is a Registered Consulting Engineer and the Director for ICTs in the Ministry of Communication, Science and Technology, with over 30 years of practice. His work spanned the academia, industry and policy making fields.He is currently driving the national broadband agenda in Tanzania, including the implementation of the National ICT Broadband Backbone (N-ICT-BB) infrastructure project, as a visionary, revolutionary and an enlightened game plan with power for transforming peoples’ lives in Tanzania. He believes that ICTs, as tools for development, promise so much in terms of interactivity, permanent availability, global reach, reduced transaction costs per unit, increased productivity and value, jobs and wealth, multiple sources of information and knowledge. Armed with such a belief, his current work aims at creating and delivering value in the shortest times possible.

eng. clarence icHWeKeleZa Director for Communication Tanzania Ministry of Communication, Science and TechnologyMs Clarence ICHWEKELEZA is a Director of Communication Services at the Ministry of Communications Science and Technology (MCST) in the United Republic of Tanzania. At the MCST, Ms. ICHWEKELEZA successfully facilitated the enactment of the Electronic and Postal Communication Act., which provided for the sharing of network infrastructure, co-location, physical addressing and postal code system and mobile number registration in Tanzania. She is currently playing a pivotal role in reviewing the National ICT policy 2003 and in the establishment of the National ICT Coordination body at the Ministry. Before joining the Ministry 4 years ago, Clarence was a Business Quality Manager in the TTCL - Tanzania Telecomm Company for 3 years, since 2007. As a member of senior management team, responsible for formulating overall company strategic business direction, she oversaw implementation and reviewed company business performance. Clarence has effectively played an instrumental role in organizational and operational transformation of TTCL into a more business and customer focused organisation. Clarence holds a BSc in Electronics and Telecommunications Engineering, an MSc in Telecommunications Engineering from the Ukraine State Academy of Telecommunications and an MBA from the Eastern and Southern African Management Institute (ESAMI).

dr. Patrick MaKungu Deputy Permanent Secretary Tanzania Ministry of Communication, Science and TechnologyPatrick James MAKUNGU is a Deputy Permanent Secretary in the Ministry of Communication Science and Technology, Tanzania. He is also an Associate Professor at Sokoine University of Agriculture in Morogoro, Tanzania and a registered mechanical engineer.Before joining the Ministry three years ago, he worked as Director General of the CAMARTEC - Centre for Agricultural Mechanization and Rural Technology in Arusha, Tanzania, a state-owned organization producing agricultural machines and rural technologies where he worked for three years.During most of his professional life, Prof. MAKUNGU has invariably participated in formulating different policies in science and technology, including the on-going work on review of the National Information Communication Technology policy and on Tanzania on Science, Technology and Innovation Reform programme. He is an author of two books on technology related themes. Prof. MAKUNGU holds a PhD the University of Newcastle Upon Tyne, UK.

He is author of the Book on ICT & Cyber law, published in 2010.Currently he is Assistant Executive Secretary & Head of Research Department, The Law Reform Commission of Tanzania and a Member of the Secretariat to the Constitutional Review Commission, Tanzania. He is a UN (ITU & UNECA) consultant and expert on ICT Law/Cyber Law, Cyber Security & Intellectual Property Law as well as a Resource Person (at national, regional & International Level) on Cyber Security, Cyber Laws/ICT Laws, Intellectual & Property Law. He is a UN Consultant on drafting cyber laws for Seychelles, Tanzania, Ethiopia & Zambia; ITU International drafting SADC Model Laws on cybersecurity and local consultant on Review of the ICT Policy 2003 Tanzania and Drafting New ICT4D Tanzania 2013.

BurundiHon. Mrs. leocadie niHaZi Minister Burundi Ministry for Telecommunications, Information, Communication and Relationships with ParliamentHon. NIHAZI has been appointed to her current position on January 2013 coming from the position of legal and administrative advice to the Office of President of the National Assembly of Burundi where she assisted in the development of the legal form of all acts of an administrative nature that the President of the National Assembly and the other members of office of the National Assembly are required to sign. She is also a Member of the Management Cell Procurement in the National Assembly.Hon. NIHAZI also holds honorary positions such as Vice-President of the Burundi Red Cross, Member of the Management Committee of the Women’s Solidarity Association Youth, Member of the National Electoral Commission and she has delivered many presentations on behalf of Burundi in various international forums such as Parliamentary Conference on Human Rights, Geneva and others.

Before this appointment he was Professor and Director of Regional Research Cooperation at University of Eduardo Mondlane (UEM) in Mozambique. He was also a Member and Secretary of Maputo City Assembly (2009-2012) in Mozambique.He has worked with the UN and other international development-oriented organizations. Recent successfully concluded assignments include: UNIDO & FAO International Expert in Agribusiness and Agro-Industries in Africa; UNIDO’s National Expert/Specialist on Repair and Maintenance; UNIDO’s National Food Legislation Expert; UNIDO/SADC International Agro-Food Processing Expert; FAO National Consultant for Food & Nutrition Security. Since 2004 to date, Dr Bonkoungou is a Consultant Technical Advisor on Telecoms & ICT in the Department of Infrastructure and Energy of the African Union Commission (AUC). In the framework of his mandate in the AUC he led and participated in the implementation of projects and development of policy and infrastructure framework in the areas of Telecoms and ICT including the Reference Framework for Harmonization of Policies and Regulations of Telecommunications & ICT in Africa, the Programme for Infrastructure Development in Africa (PIDA) , the Pan African e-network of fiber optics and satellites for the provision of Tele Medicine, Tele Education and diplomatic Communications services to the 54 AU Member States, funded by the Government of India in the amount of about 125 million U.S. dollars.From 1984 to 2004, Mr. Bonkoungou held several positions including planning and operation of telecommunications networks and management at the Office National des Telecommunications, the Burkina Faso Telecom Operator. He chaired the Board of Directors of the Telecommunications Regulatory Authority of Burkina Faso for 3 years. He also represented Burkina Faso in several international conferences organized by ITU, Intelsat, ECOWAS and has been respectively Expert Advisor and Chairman of the Board of Directors of the Regional African Satellite Communications Organization (RASCOM).Dr Zouli Bonkoungou holds a PhD in Electronics and Radiocommunications from the University of Grenoble, France and an M.Sc in Physics from the University of Franche Comté, Besançon, France.

In 28 April 2008 she was elected and appointed Commissioner of Infrastructure & Energy, in the African Union Commission. In July 2012 she was re-elected for the same post. She is responsible to lead the Infrastructure and Energy Department to realize its mandate to enhance Regional and Continental efforts for accelerated integrated infrastructure development and effective sustainable development of energy resources.Dr. Ibrahim holds a Ph.D. Electronics and Communications from Cairo University, M.Sc. in Electronic Engineering from Cairo University, and B.Sc. in Communication Engineering from Asuit University, Egypt.
