My background

• A philosopher, teaching logic, cognitive science, etc forthe humanities students, beginning in the 80s

• Involved in campus computer network development andother administrative duties in early 90s

• Library director of the university library which was thefirst to start a institutional repository in 2005, andwhich played a leading role in forming Japan’s onlinejournal licensing consortium

• Served on the Scholarly Communication Work Group,MEXT; on the Oversight Committee for JST, MEXT;as Program Manager for the Humanities at JSPS; etc.

• Moved to a higher education quality assurance agency,NIAD-QE, in 2011, but still helped Global ReseachCouncil on OA

• And lots of unexpected convergences of my past threads

Japan’s Background: Productivity in science and in thenumber of repositories

• 80,000 articles in “repspectable” journals every year,with the number diminishing but still substantial,among top five countries

• Over 700 institutional repositories in 780 universitiesand collegues

• But 6.9%, WHICH IS VERY SMALL PORTION, of theanual production is reportedly captured on thoserepositories, “due to ingnorance and laziness,” thoughJapanese scientists seem to like open access

• We/I have concluded that the Green Road does notwork for open access, or at best works veryinefficiently at least in Japan, and that repositories arenot for open access but for other purposes

• Besides, the green road is self-contradictory, or at leastjust encourages free riding

Japan is on equilibrium, collectively and approximately

• Annually pay to publishers for subscription 300M+ JPY

• Annually 8,000 articles published will cost 250M to300M JPY

• So Max Planck calculation may apply

• But Still, 100% Gold is far ahead, or never because

• Solid sub journals will remain non-OA

• Subsidizing individual authors rather than institutionsmay be hard to justify, or will be resisted,

• Or just there are researchers who don’t/can’t pay

• (Incidentally, US and China are losers in this model.)

Hence, the CHOR/JST/Chiba Initiative

1 With only authors’ report on their funding sources atthe time of submission

2 Takes advantage of the CHOR(US) infrastructure

3 Readers will have access to articles if they are available

4 Funders will know the scholarly effectiveness of theirfunding

5 And institutionally libraries will connect major actors,viz. funders, authors/readers/researchers, publishersetc.

6 JST: the second largest, government-budgeted fundingagency which provides 100B JPY each year

What Chiba University Library Does Is:

• Searched for articles writtenby Chiba authors working on projects funded by JST, like

AD=(Chiba University) AND FO=(JST OR Japan Science Technology

Agency OR Japan Science and Technology Cooperation OR CREST OR

PRESTO OR ERATO OR ACCEL OR ACT-C OR COI OR ALCA OR RISTEX OR

A-STEP OR S-Innovation OR Sangakukyoso OR SENTAN OR COI OR

Matching Planner OR OPERA OR SICORP OR SATREPS OR NBDC)

• and 400 hits out of the number we don’t know

• but with AD=(Chiba University) AND FO=(JST OR

Japan Science Technology Agency OR Japan Science

and Technology Cooperation, hits were only 307

• The problem is obvious. Authors don’t register the waywe hope, though
