The green supply chain revolution is a attempt to attain equilibrium of the demand and supply of Indian vegetable market , which will help indian government to have a control over vegetables price. The model can be implemented with coordination of different govt. agencies which will ultimately helpful for producer to end user i.e. from farmer to consumer by having product at government prefixed daily price which eliminate the interference of middle man from the entire supply chain .

Selection of area

• Area of purchase should be finalized by District agriculture/ horticulture office and also research and analysis method ( may be utilized of 3rd specialized party).

• Important factors - Population, road/ rail connectivity, distance of nearest market, Horticulture productivity qty and quality wise, Previous 3 years output,

Method of Purchase • Purchase from farmer of selected village through

Green Van.• The Collection time will be 6 am to 10 am every

day.• Green van should have one weighing machine

connected with token provider automatic small machine.

• Green Vegetable quality as per green rules ( Approved by gov.)

• Purchase Process – at the time of purchasing of green vegetables.

• Report to farmer’s farm or selected area > provide the purchase price list>Check the quality ( As per guide line) and freshness ( Not more than 6 Hrs) > Weighing and take farmer green card and swipe the card on token provider automatic machine> Printout of token handed over to farmers> Farmers will get money within 24Hrs through linked registered bank a/c.

Purchase price fixation• Price fixation by Local bodies Block development

officer/ co/ Panchayet Head , final rate should be approval by DM.

• Vegetable price will be reviewed twice of the week.• The recent purchase price list circulated by Green van

and copy to be pasted village panchayat office, primary school, village post office and one copy also pasted at the village chawk

• Try to advertise price list micro level due to possibility of price hidings .

• Through SMS to registered mobile green card holder.

• Fixation by Horticulture dept and Agriculture department with the help of 3rd party agencies.

• Green employee should be aware regarding quality of different vegetable through proper training.

• Green office circulated one and clear standard rule and regulation regarding quality .

Elimination of middle man

• Farmers will get right price of his vegetable without any intermediate deduction ( DALAL COMMISSION) through our bank A/c in 24 Hrs after transaction.

• No cash transaction allowed• This is the best utilization of opened bank A/c

under the scheme of PRADHAN MANTRI JAN DHAN YOJNA.

Mode of transportation

• Primary Transportation – farmer to Rly station through Green Van(Green Van should be on contract basis rate per kilometer)

• Secondary Transportation – Rly station to metro city Green Warehouse through Train and Van

• Tertiary Transportation – Mother warehouse to Customer( Door Delivery) – Through Van

Lead time

• Total lead time will be count from collection of vegetable from farmers to receiving time at mother warehouse .

• Lead time must be less than 24 Hrs of vegetable decay time.

• The decay time lead to freshness of vegetable and it depends upon the types of vegetable.

• For analysis of decay time of different vegetable with the help of horticulture and supply chain specialist and accordingly circulated.

Introducing of Green Wagon /Green Van

• Introduction of Green Wagon ( A/c) attached with train.

• Wagon should attached with train.( No. of Wagon depends upon market)

• The decision of attachment of wagon with the train will be decided by only department of Rly and agriculture or Strategic planner of the project.

• Green wagon shape and size as per standard and maximum carrying capacity and inner interior should be support vegetable warehouse system .

• The color of wagon and Van should be Green.

Introducing of Green Card• Every farmers will get one “GREEN CARD” containing unique

identification no and also connected with bank A/c(As per requirement statement of green card will be provided by officials)

• Registration of green card required from the first time transaction. Farmers should fill the “ Application form for green card registration” with appropriate documents eg, Bank account details, Aadhar card/ Election Card, Ration cads, mobile no etc.

• SMS alert service will be provide of every green card holder and nominal charge on the Yearly basis.

• At the time of registration green officer should along with all facility of documentation , they can use tab ( Use the bank account opening in 5 minutes like process).

• For first time pilot project - Green volunteers will registered” Green Card” without any purchases transaction, after proper advertisement/announcement by Govt. of India .

Packaging

• The durability of the vegetable depends upon the packaging quality.

• All the packaging process will be on contract and rate including unloading from Green van and loading to Green wagon within the fixed time frame. The rates and packaging material out to be depends as per types of vegetable.

Green Mother warehouse…..

• Introducing the new concept fully air-condition “ Green warehouse” in every metropolitan city .

• The establishment and area(sq.ft.) of green warehouse should be based on research and analysis method by 3rd party specialized agencies.

Moving warehousing

• At the time of departure from origin station , if Space available then intermediately station can be utilize this space .

• Through ERP all intermediately Rly station are able to visible Green Wagons inventory , accordingly they make plan for optimum utilization.

Distribution pattern and methodology

• Establishment of fully air conditioned Green Warehouse .• Distribution of Veg. to direct end customers by Gov. Green

shop, Door delivery service( Utilization of Green Van) and Govt . approved agencies.

• E- selling ( door delivery)- One day advance purchase For next day door delivery on line booking will be closed at 1900 Hrs on previous day.

• Door delivery time - Every Morning 6 am to 10 am and evening 4pm to 9 pm

• Shop time – 6am to 10 pm ( 1pm to 3pm closed)• Launching of Gov . Green website for purchasing of fresh

vegetable and developed the “Green Mobile Apps”.

Sale price fixation

• Vegetable price revision oncein twice day at 2nd day 10.30pm and same to updated in green website accordingly system will be captured.

• For Green shop through green van new price list circulated .

• These are following factor for price fixation e. g.. Fixed and variable cost, previous year same week price, Minimum price differentiation of vegetable at different nearest location, Govt. policy, Political situation, etc……….

Reverse logistics

• This is for Railway transportation – The green office/ department will arrange the inter state and inter city movement of vegetable from one place to another place by strategic networking of route to utilize the space and on time movement of vegetable to minimize decay time.

E-networking and use of (Enterprise resource planning)

• Inventory should be Centralized connected with mother warehouse.

• Purchase , Inventory, warehouse, Shipping and Distribution in one system.

• The inventory control system should be rely upon barcodes and radio-frequency identification tags to provide automatic identification of inventory object

Contd..• The inventory management should be inventory label

follows with QR code.• Use of smartphones to keep track of inventory count and

movement.• System should be useful especially in field service operation,

employee needs to record inventory transaction or look up inventory stock in the field.

• Document automation can be designed to assist in the creation of electronic documents. Major concern is taken for e-commerce, Internet/Online order , Bulk order window. ERP,WMS,TMS, Legacy middleware are the most useful software packages can be used to produce electronic documentation.
