Public Art Solicitation

The Greater Cleveland Regional Transit Authority is committed to the creation of public art as part of its major capital passenger facilities. To this end, GCRTA commits at least 1% of the estimated construction cost towards public art. GCRTA accepts both “functional” art that is, artfully designed parts of the project like railings, seating, signage that are incorporated into the project and “applied public art that is, art that is “applied”, murals, sculpture, etc. Art is selected through GCRTA’s public art process by GCRTA’s Arts in Transit committee. To this end, GCRTA is accepting public art proposals for its Clifton Enhancement project. The project is currently under construction and is due to be completed at the end of 2014. GCRTA has budgeted $85,000 for public art on this project. This call is divided into Call A and Call B. Artists are welcome to respond to A, B, or both of these. The budget for the calls is as follows:

Part A: $65,000 Part B: $15,000 Administration: $ 5,000

GCRTA is interested in obtaining art proposals for 2 types of art. The first (Call A) is for the design and construction of signage poles. These poles will hold RTA signage and be located at each station of the 19 stations. Further detail is attached to this Art Call. The artist must develop either a pole top or entire pole that meets the detailed requirements. The poles will need to be 15 ft. high, hold an RTA logo sign and have a foundation described in the Appendix. Additionally the artist must collaborate with an engineer and contractor to install these poles per RTA’s specifications and in concert with the general contractor of the project.

In addition to the poles. RTA is interested in another art form, (Call B) a gateway element, one in the City of Cleveland and one in the City of Lakewood. The RTA Arts-in-Transit Committee includes members from the City of Lakewood and the City of Cleveland. Exact locations of these pieces will be finalized by the representatives of each city. The form of these gateway pieces is up to the artist, they should however relate to the history and character of the neighborhood.

Project Description The Clifton Enhancement project is a multi-faceted improvement project on Clifton Avenue from the Shoreway end through the City of Lakewood. Clifton Boulevard has some of the highest density neighborhoods in Cuyahoga County including numerous multi-family residential buildings, single-family homes, churches, schools, and retail businesses. Clifton Boulevard is also a key arterial in the region’s transportation network. GCRTA has a number of connecting bus routes that link to the far Westside, the rapid transit system, the HealthLine and to many other parts of the county. The cities of Cleveland and Lakewood would like to create an enhanced pedestrian experience on Clifton Boulevard. A more beautiful boulevard would encourage mobility and connectivity for residents and visitors alike that in turn could create better opportunities for employment that would benefit the regional economy. GCRTA’s Strategic Plan identifies Clifton Boulevard as a priority for transportation investment to encourage additional transit ridership and transit-oriented types of developments. The Clifton Boulevard Transportation Enhancement Program goals are:

1. Improve mobility for the population by increasing transportation system efficiency and connectivity for all modes of transportation;

2. Promote long-term economic and community growth and development in the Clifton Boulevard project area;

3. Improve the quality of life for those visiting, working, or living in and proximate to the Clifton Boulevard project area and in turn increase the demand for residential and retail properties;

4. Strengthen and beautify an important regional transportation arterial.

5. Better connect the Clifton Corridor with downtown Cleveland and beyond and increase public transportation utilization;

6. Improve the quality of life in the region

City of Cleveland Project Description Within the city of Cleveland, this project will consist of 1.2 miles of improvements which will include six (6) inbound (south side of Clifton) transit stations and one (1) outbound (north side of Clifton) transit station. The project will also include:

- Bus only curb-side lanes during peak commuting hours, - Traffic Signal Prioritization for emergency and transit vehicles - Better spacing of transit stops, - Concrete bus pads at designated transit stops for better roadway durability. - Enhanced transit waiting shelters with amenities such as:

o Lighting for enhanced safety and visibility, o Real time GPS based bus arrival monitors, o Pedestrian safety communication phones, o Landscaping, and o Public Art

- Roadway resurfacing and select sub-surface upgrades where needed, - Median treatments in designated areas, - Road widening of approximately one-foot on each side and new curbing, and - Upgraded pedestrian and bicycle amenities.

City of Lakewood Project Description In the city of Lakewood, this project will include 2.9 miles of improvements which will include ten (10) inbound (south side of Clifton) transit stations and two (2) outbound (north side of Clifton) transit stations. As roadway improvements and traffic signal upgrades were recently completed in Lakewood, the project scope will consist primarily of public transportation enhancements such as:

- Bus only curb-side lanes during peak commuting hours, - Traffic Signal Prioritization for emergency and transit vehicles, - Better spacing of transit stops, - Concrete bus pads at designated transit stops for better roadway durability, - Upgraded bicycle and pedestrian amenities. - Enhanced transit waiting shelters with amenities such as:

o Lighting for enhanced safety and visibility, o Real time GPS based bus arrival monitors, o Pedestrian safety communication phones, o Landscaping, and o Public Art

New Bus Stations Nineteen (19) new curbside stations, or bus shelters, are planned throughout the corridor. All of the sixteen (16) inbound stop locations will have a shelter. Three (3) outbound stop locations that typically see heavier boarding traffic will have shelters as well. The remaining outbound stops will be signed and provide an unsheltered waiting area with upgraded amenities. Together, the curbside stations are a family of contextually sensitive buildings utilizing standard transit-stop elements such as benches, signage and waste receptacles and are sized to accept uniform glazing (glass) panels. The surrounding architecture of each shelter location was reviewed to determine if a special design or color pallet was needed to achieve the design objectives. Clifton Boulevard is a wide, seven-lane roadway with a turn lane down the center over its entire length. For many years a median has been discussed to reduce the impact of the expansive pavement and to add some trees and landscaping. The goal was to slow down the traffic and to make this roadway a true ‘boulevard’. This project will only add medians within the 1-mile long

stretch of Clifton Boulevard in the City of Cleveland. The landscaped medians will be approximately eight feet wide and discontinuous, allowing for access to many of the cross streets. However, the median will close off left turns both into and out of side streets at West 102nd and West 108th. In these cases, the median will be paved with roll-up curbs to still permit access to emergency vehicles. Roadway Widening Within Right-of-Way (City of Cleveland Only) Although trucks are prohibited on Clifton Boulevard, it is listed as a federally designated truck route. Therefore, widening of the roadway by approximately one-foot on each side is necessary to comply with the ODOT minimum lane width requirement of eleven feet per lane for a designate truck route. All road widening will be done only within the existing public Right of Way. Pedestrian Enhancements (City of Cleveland Only) Additional street trees will be planted to fill in gaps and to replace existing trees that are unhealthy. The commercial area around West 115th and West 117th will have streetscape enhancements, including masonry planters, sidewalk pavers, and new pedestrian lighting. New crosswalks and curb ramps will be installed at signalized intersections. The entire project’s proposed bus shelter locations, engineering plans, and conceptual design plans are located in Appendix of this solicitation. Submission requirements Applicants should send an email to [email protected] to indicate an interest in applying for this project. Please put Clifton Enhancement Project in the Subject field, and supply the username and password you wish to use so that an FTP account can be set up. An email reply will be sent once the FTP account setup is complete, at which time all of the submission requirements listed below should be uploaded. Once all items are uploaded, another email should be sent to [email protected] indicating that the submission has been completed. The following items should be uploaded to the FTP site.

(A) APPLICATION: A completed application. The application is at the end of this package (Save it as a PDF and upload to the FTP site)

(B) STATEMENT: A statement (not to exceed one page) of interest, qualifications, and comprehensive description of your project approach. This must include a specific description of the form of art the artist is contemplating for this project. Statement should clearly indicate your contact information including name, address, phone number, email and website address. (Save as a Word document or PDF and upload to the FTP site)

(C) RESUME: Current professional resume and contact information (not to exceed two pages on an 8 ½ x 11 page) for each applicant that outlines your experience as a public artist. Be sure to include name, address, phone and fax numbers, e-mail, and website addresses. (Save as a Word document or PDF and upload to the FTP site)

(D) Optional: NO MORE THAN TWO 8 ½ x 11 or 11 x 17 renderings, illustrations, or sketches that include as much information as necessary to convey your idea. (Save as a PDF and upload to the FTP site)

(E) IMAGE PAGE: Place up to 5 color digital reproductions of previous work illustrating your ability to execute a project of similar scope and scale on ONE 8 ½ x 11 page. (Save as a PDF and upload to the FTP site. Please number your images on your image page to correspond with your image list described in letter F. (See attached sample image page in this package.)

MAILED SUBMISSIONS: If you do not have access to a computer, please send hard copies of all the items listed above to the address on the application.

Selection process Upon submission, GCRTA staff will review all applications narrowing the field to 3-5 per call, that is, 3-5 for Art Call A and 3-5 for Art Call B. All submissions shall be evaluated by the committee based upon criteria that include: the originality and quality of the art, the experience of the artist, the degree to which the art meets the goals of the project design, and the feasibility of the construction and maintenance of the art. The finalists will then be asked to provide a more developed concept for consideration with a $500 stipend to do so. Those concepts will then be presented to the Arts-in-Transit committee for evaluation. Artists are expected to present their concepts in person to the committee in late May 2014. Out-of-town artists will be reimbursed for their travel expenses to attend the presentation. The selected artist(s) is expected to sign RTA’s standard Public Artist Contract and complete the construction of the art by December 2014, when the project is scheduled for completion.
